4 St. Pete Beach City Commission Agenda Report Issue Considered: Authorization to approve special event application for Island Festival scheduled for March 7, The event would require street closures on March 7, 2015 Date: January 27, 2015 Prepared By: Summary of Issue: Funding: Requested Motion: Jennifer McMahon, Recreation Director The event is being organized by the Friends of Gulf Beaches Historical Museum and it benefits their nonprofit organization. The event will include museum tours, musical acts, white elephant table, MG Car Club Show and food sales. The event is from 7am-3pm on March 7, The event requests that 10 th Ave be closed from Pass-a-Grille Way to Gulf Way from 7am 3pm on March 7, Street closures need the approval by commission. 9 St. Pete Beach City Commission Agenda Report Issue Considered: 2015 City Commission Meeting calendar Date: February 10, 2015 Prepared By: Through: Summary of Issue: Colette Graston, Executive Assistant Wayne Saunders, City Manager The Mayor and I reviewed the dates of the regular City Commission meetings in Here are the proposed meeting dates for the rest of February 24 No change March 10 & 24 The 10 th is election day; move the meeting to the 9 th or 11 th in order to stay on schedule with the multiple projects with time sensitivity. No change to meeting on the 24 th. April 14 & 28 No changes May 12 & 26 No changes June 9 & 23 - To allow for a break in the summer the Mayor suggested that we have the two required meetings back to back in June. If June 9 & 10, then the next regular City Commission meeting would be July 14 (four week break). If June 23 & 24, there would be a three week break from the last meeting on May 28 th. July 14 & 28 No changes August 11 & 25 No changes September 8 & 22 move the first meeting on the 8 th to the 9 th (can t have the first reading of our millage ordinance the same evening as the County hears the county millage) and the second meeting would remain on the 22 nd October 13 & 27 No changes November 10 & 24 move the meetings to the 1 st and 3 rd weeks of the month and the first meeting to Wednesday the 4 th because of the national elections on the 3 rd and the second meeting on 17 th December 8 & 22 move the meetings to the 1 st and 15 th to allow for a break at the Holidays. 9

Date: February 10, 2015 Prepared By: Summary of Issue: Funding: Jennifer McMahon, Recreation Director The Command Sergeant Major Gary Littrell Medal of Honor Bridge Dedication event shall bring attention to individuals that serve our Community State and Nation. Pending permitting from the City of St Petersburg and FDOT, the event would begin with a dedication ceremony on the Southeast lower side of the bridge in the observation area. The ceremony would end with an American flag being cast on the south side of the bridge as a military 2 person rappel team rappels off bridge, one on each side of the flag. CSM Littrell will then lead a parade of honor guards, marching bands, military personnel and their families and any or all that wish to participate. The parade will take place from 10:40am-11:30am on the west bound lanes of the bridge and the east bound lanes become alternating lanes allowing for one eastbound lane and one westbound lane. Street closure is requested for Pinellas Bayway Rd and E. Maritana Dr. at Barcelona Dr. from 10:45-11:30am to cross the participants and commence at Lazarillo Park. Street closure of 15 th and 16 th Ave is requested to be used and transportation hubs for the event and its participants from 7am-1pm. The event also requests free parking in Pass-a-Grille metered parking until 1pm on March, 28, The estimated direct cost at this point to the city is $1,000 that includes bus driver, gas, invitation and other print material, and bronze plague. The cost of the sheriff is pending and I should have an update at the time of this meeting. This event is contingent on permits from both the City of St Petersburg and FDOT. This is not a budgeted item 11

22 St. Pete Beach City Commission Agenda Report ISSUE CONSIDERED: Final Reading: Ordinance providing a supplemental appropriation for fiscal year 2015 to the General, Wastewater, Reclaimed Water, Stormwater and Capital Project funds and providing for funding. DATE: January 27, 2015 PREPARED BY: Elaine Edmunds, Administrative Services Director SUMMARY OF ISSUE: Ordinance provides a supplemental appropriation to the General, Wastewater, Reclaimed Water, Stormwater and Capital Projects Funds for a total amount of $2,393,855. The adjustments are as follows: Outstanding encumbrances from fiscal year 2014 being brought forward which total $1,935,634. The breakdown by fund is as follows: General Fund - $69,425 Wastewater Fund - $1,587,047 Reclaimed Water Fund - $1,591 Stormwater Fund - $13,673 Capital Projects Fund - $263,898 An additional adjustment to the General Fund in the amount of $126,000 to cover settlement costs paid in the Chmeliewski case ($121,500) and costs associated with interviewing the candidates for the City Manager position ($4,500). An additional adjustment to the Stormwater Fund of $58,639 to cover costs associated with improvements at 1240 Boca Ciega Isle Drive approved by the City Commission on October 28, 2014 but not budgeted. An additional adjustment to the Capital Projects Fund of $273,582 for the following projects that were budgeted to be done in fiscal year 2014 but were not completed: $50,000 for Pass-A-Grille alley work. $156,250 for seawall repairs. $50,000 for beach dune walkovers. $17,332 for FDOT Landscaping project. Funding for the above listed projects will come from reserves and reimbursements from Pinellas County and the Florida Department of Transportation. 24 ORDINANCE AN ORDINANCE OF THE CITY OF ST. PETE BEACH, FLORIDA PROVIDING FOR A SUPPLEMENTAL APPROPRIATION TO THE GENERAL, WASTEWATER, RECLAIMED, STORMWATER AND CAPITAL PROJECT FUNDS FOR FISCAL YEAR ENDING SEPTEMBER 30, 2015; PROVIDING FOR FUNDING; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, notice of this ordinance has been provided in accordance with applicable law: and WHEREAS, estimated revenues and expenditures are provided in Ordinance , Budget Ordinance; and WHEREAS, the authority for appropriation amendments is provided in Article III, Section 3.13 (a) of the City Charter; and WHEREAS, the City Commission wishes to recognize revenues available for encumbrances from fiscal year 2014 as well as additional projects in fiscal year NOW, THEREFORE, THE CITY COMMISSION OF THE CITY OF ST. PETE BEACH, PINELLAS COUNTY, FLORIDA, HEREBY ORDAINS: Section One. Increases in the General, Wastewater, Reclaimed, Stormwater and Capital Project Funds as attached hereto in Exhibit A. For the General, Wastewater, Reclaimed and Stormwater Funds, the increase is to be funded by each fund s reserves of $195,425, $1,587,047, $1,591 and $72,312 respectively. The Capital Project Fund increase of $537,480 is to be funded by a grant from Pinellas County ($50,000) extra penny sales tax revenue from Pinellas County ($42,150), Florida Department of Transportation Grant ($17,577) and Capital Project Fund reserves ($427,753.) Section Two. This ordinance shall become effective upon final passage.
