Request by Councilmember Carol McCauley for a presentation by Gary Bonelli of SANDAG on Regional Growth CONSENT CALENDAR ITEMS All items listed on the Consent Calendar are considered to be routine matters or are considered formal documents covering previous City Council instructions. The items listed on the Consent Calendar may be enacted in the form listed below by one motion and a second. There will be no separate discussion of Consent Calendar items unless members of the City Council, the City staff or the public request discussion on specific Consent Calendar items at the beginning of the meeting. Public requests to discuss Consent Calendar items must be filed with the City Clerk before the Consent Calendar is called. 9. Approval of minutes of June 17, 1998 adjourned (Study Session) meeting 10. Approval to waive reading of the text of all ordinances and resolutions considered at this meeting and provide that ordinances shall be introduced after a reading only of the title(s) 11. Approval of the City Council s revised Legislative Guidelines 12. Approval of specifications for trimming of street trees at various locations throughout the City; and authorization for the Parks and Recreation Division Manager to request project proposals 13. Approval of an amendment to a Professional Services Agreement to extend the services with John Powell & Associates, Inc. of Encinitas, in the amount of $71,760, for engineering inspection services during the construction of the Highway 76 water and sewer utility relocation work; and authorization for the City Manager to execute the agreement 14. Approval of a Professional Services Agreement with ASL Consulting Engineers of Oceanside, in the amount of $54,370; adoption of a budget resolution transferring $60,000 from the Water Fixed Asset Replacement Fund for design of the relocation of the Buena Vista Creek 18-inch Waterline project; and authorization for the City Manager to execute the agreement 15. Acceptance of construction for the San Luis Rey Wastewater Treatment Plant Primary Clarifier Coating and Effluent Piping Replacement project; approval of Closing Change Order 9, in the amount of $14,400; and authorization for the City Engineer to file the Notice of Completion 16. Adoption of a resolution approving the Final Map for the Ivey Ranch Lot 2 property; and authorization to record the Final Map with the San Diego County Recorder 6:00 P.M. PUBLIC HEARING ITEM 17. Introduction of an ordinance approving Zone Amendment ZA-3-98 for a 65-unit, single-family residential subdivision located south of Mission Avenue at the southern terminus of Mission Gate Drive. The Zone Amendment is to change the zoning from RM-B-H (Residential Medium Density B Historic Overlay) to PD (Planned Development) District Mission View Estates Applicant: Kennedy Development A. Recommendation Provide direction to staff and authorize other action or expenditures as necessary to implement such direction INTRODUCTION AND ADOPTION OF ORDINANCES The following items are ordinances for introduction or adoption by the City Council. Ordinances are official laws of the City of Oceanside and require introduction and adoption at two separate City Council meetings (urgency ordinances are excepted and may be introduced and adopted at one meeting as an emergency measure). The City Council has adopted a policy that it is sufficient to read the title of ordinances at the time of introduction and adoption, and that full reading of ordinances may be waived. After the reading of the titles, the City Council may introduce or adopt the ordinances below in one motion and second. There will be no discussion of the items unless members of the City Council, the City staff or the public request discussion. Requests must be made with the City Clerk at the beginning of this meeting. 22. Adoption of an ordinance of the City Council of the City of Oceanside amending the Oceanside
