Oath of Office Mayor Hunnicutt called the meeting to order at 6: 30 p.m. Don Smith, First Church of the Nazarene Chief Chris Humphrey, Winter Haven Fire Department City Manager Herr administered the Oath of Office to Fire Chief Chris Humphry. Chief Humphrey said a few words and noted he was the 15th fire chief to serve the City of Winter Haven. 5. ROLL CALL City Clerk Vanessa Castillo, MMC Commissioners Present: Mayor Steven Hunnicutt, Mayor Pro Tem Nathaniel Birdsong, Commissioners Pete Chichetto, Brad Dantzler, and William Twyford. Staff Present: City Manager Mike Herr, City Attorney John Murphy; City Clerk Vanessa Castillo; Police Chief Charlie Bird; Fire Chief Chris Humphrey; Financial Services Director Cal Bowen; Executive Services Director Michele Stayner; Chief Information Officer Hiep Nguyen; Growth Management Director Merle Bishop; Utility Services Director David Bayhan, Jr.; and Public Works Director Troy Tinch. 6. 2 7. MAYOR' S STATEMENT Steven M. Hunnicutt, Mayor Mayor Hunnicutt read the following statement aloud: State Law requires the first substantive issue to be discussed at this hearing is the percentage increase in the millage over the rolled back rate and the reasons ad valorem taxes are being increased. The City of Winter Haven' s proposed operating millage is mills, the same millage rate levied for the previous 9 years, which is 6. 10% more than the rolled back rate of mills. The ad valorem proceeds resulting from the difference between the proposed rate and the rolled back rate will be used to offset increased operating costs of the City. 8. ORDINANCES SECOND READING PUBLIC HEARING ON AD VALOREM TAX MILLAGE RATE AND FISCAL YEAR BUDGET A Adopting the Millage Rate for Fiscal Year at Mills City Attorney Murphy read Ordinance in its entirety and City Manager Herr Motion by Mayor Pro Tem Birdsong to approve Ordinance on Second Reading and Public Hearing. Mayor Hunnicutt closed the Regular City Commission Meeting and opened a Public Hearing stating anyone wishing to speak to Ordinance may come to the podium and state their name and address for the record. No one spoke for or against. Mayor Hunnicutt closed the Public Hearing and reopened the Regular Commission Meeting. Motion carried unanimously on Second Reading and Public Hearing Adopting the Budget for Fiscal Year in the amount of 142, 644, 210 City Attorney Murphy read Ordinance in its entirety and City Manager Herr Motion by Mayor Pro Tem Birdsong to approve Ordinance on Second Reading and Public Hearing. Mayor Hunnicutt closed the Regular City Commission Meeting and opened a Public Hearing stating anyone wishing to speak to Ordinance may come to the podium and state their name and address for the record. No one spoke for or against. Mayor Hunnicutt closed the Public Hearing and reopened the Regular Commission Meeting. Motion carried 4: 1 on Second Reading and Public hearing Nvith Commissioner Chichetto voting no. Page 2 of8

3 9. COMMENTS FROM THE AUDIENCE Jessie Skubna, 10 Lake Link Drive in Winter Haven, thanked the Commission and said after six years, they were getting closer to having a skate park. She also expressed appreciation the Community Redevelopment Agency (CRA) Board for their recent decisions. 10. ORDINANCE( S) SECOND READING PUBLIC HEARING - None 11. CONSENT AGENDA A. to Florida Department of Transportation Temporary Road Closure Request for the 2017 Havendale Christmas Parade Adoption of a new Interlocal Agreement for the provision of transit services between the City of Winter Haven and the Lakeland Area Mass Transit District C. Winter Haven Planning Commission Membership Recommendation for appointment to one vacant position and two reappointments D. Authorizing the City Manager to execute a Subordination Agreement by and between the City of Winter Haven, Florida and Guaranty Bank, a division of First Citizens Bank & Trust Company E. Polk Regional Water Cooperative Application to State Revolving Loan Program for Phase I Water Supply Projects Motion by Mayor Pro Tem Birdsong to approve the Consent Agenda. 12. RESOLUTIONS) A. NEW BUSINESS None 15. COMMISSION LIAISON REPORTS A. City Commissioners Commissioner Twyford thanked City employees for their hard work with Hurricane Irma and said he was proud to live in Winter Haven; the Airport Advisory Committee ( AAC) Meeting had been continued due to the hurricane, however, he visited the Winter Haven Municipal Airport September 14; and attended the final meeting of the Police Department' s Strategic Plan. He thanked the Police Department and citizens and discussed the plan in further detail. Page 6 of8

7 Commissioner Chichetto congratulated Commissioner Dantzler for his unopposed candidacy and wished good luck to all of the candidates running in the election adding it was an honor to serve as a Commissioner; welcomed the Boy Scouts who were in the audience; and requested staff to follow up with Ms. Skubna regarding the skate park. Commissioner Dantzler made comments regarding the three oral presentations by the architectural firms for the new Chain of Lakes Complex. He indicated that the Commission would be voting on the final contract, which would be forthcoming and encouraged the Commission to have an open mind because the presentation and ideas were different. He also reported his office was closed the week of the hurricane due to lack of power and also discussed what local government was all about. He gave kudos to City Manager Herr and staff for all they do and what the City as a whole does makes a difference in people' s lives. Mayor Pro Tem Birdsong concurred with all statements made about staff and that they did an excellent job regarding the hurricane. He reported the Florence Villa Community Development Corporation ( FVCDC) did not close down or lose power; he attended one ribbon cutting for Palm Gardens [ Health and Rehabilitation Center]; and attended the Oath of Office Ceremony at the Police Department. He also spoke highly about the commendations given by Police Chief Bird and said for the Police Department to keep up the good work. Mayor Hunnicutt congratulated Fire Chief Humphrey and recognized the Fire Department and all first responders of the City for all they do. City Attorney City Attorney Murphy also congratulated Fire Chief Humphrey and gave a " hats off' to all He also noted the City would be hosting the next Ridge League of Cities first responders. Dinner Meeting coming up soon. C. City Manager Hurricane Irma Update City Manager Herr reported attending the Oath of Office Ceremony at the Police Department and agreed with Mayor Pro Tem Birdsong regarding the commendations and looked forward to the Police Department' s final Strategic Plan. Lastly, he read aloud a letter from the state recognizing the City for receiving the Government Finance Officers Association ( GFOA) Certificate ofachievement for Excellence in Financial Reporting, a tremendous achievement, and recognized Financial Services Director Bowen, Assistant Financial Services Director Debbie Tate and Budget Analyst Mary Zried for their hard work. Hurricane Irma Update Public Works Director Tinch discussed debris management in further detail to include information on working from the City' s center outward; working with CrowderGulf, the County' s contractor, to assist them; and timeframes. He also addressed Commissioner Twyford' s question last week regarding hazardous materials and Commissioner Dantzler' s inquiry about bagged materials, noting they should not be bagged but that bagged materials that had already been placed out for pick up would be picked up. He also said stumps would be picked up at a later phase and required a specific process for removal. Page 7 of 8
