Minutes from the October Regular Council Meeting It was moved by Joe Hubbard and seconded by Monica Alles-White to adopt the minutes of the October 7, 2002 regular council meeting. The minutes were unanimously adopted 2. Verbal Resolution Joe Hubbard moved and Debbie Grueninger seconded the motion to appoint Alan Hoeweler to serve the council term of Ed Hartwig. Motion to adopt passed 5 aye, 0 nay. 3. Ordiance An Ordinance Appointing A Volunter Fireman, To Wit;, Mike Connor, With Compensation as Established By Current Compensation Schedules Debbie Grueninger moved and Joe Gaynor seconded to appoint Mike Connor fireman

2 Joe Hubbard moved and Monica Alles-White seconded to declare an emergency measure For the purpose of the timely and efficient administration of Village affairs. Discussion: None Motion to declare an emergency measure: Passed 6 aye, 0 nay Motion to adopt: Passed 6 aye, 0 nay. 4. Appointments Alan Hoeweler was sworn in by Mayor Tom Todd as Council person to serve the term of Ed Hartwig. Mike Conner was sworn in by Mayor Todd as a Glendale Firefighter. 5. Persons wishing to address Council Mary Stewart presented a petition to council signed by 261 Glendale residents requesting to change the meeting date of the Planning Commission. The reasoning for the requested change is to avoid conflict with the timing of the beginning of the regular council meetings. The request proposes to change the Planning Commission meeting to the last Monday of the month. She also urged the completion of the guideline book and to have it delivered to each resident of the Village. Mayor Todd stated that he will forward the petition to Sam Allen for evaluation at the next Planning Commission meeting in December. Mayor Todd had requested the leadership of the Glendale School Committee to report at this council meeting but unfortunately both leaders were unable to report on the activities to date by the committee due to last minute circumstances preventing their attendance. Mayor Todd reported that the next steps for the Princeton Schools will be to conduct meetings at Woodlawn Elementary (November 11), Princeton High School (November 13), and Reliss (November 14). These meetings will be Listening Sessions. There was some discussion regarding these meetings and the eventual outcome. Various residents in attendance voiced points of view. It was stated by Monica Alles-White that it was her understanding that the school district does not have a plan yet. Mayor Todd said he will find out more, and get back to Council, at the Mayors Meeting to be held with Mr. Darby on Wednesday. Vince Riley of Morse Avenue addressed council with a concern about the deteriorating sidewalk bridge on Morse Avenue. Mr Cordes responded that the Village is aware of the situation and is trying to get a contractor to bid on the job and complete the repairs but has been unsuccessful in finding a contractor willing to do such a small job. Mr. Cordes noted the repair is a priority and he was in hopes that the last contractor he has identified would be able to complete the work soon. 6. Hearing: Community Block Grant

3 This was the second public hearing for the Community Block Grant. No one spoke at the public hearing. 7. Ordinance An Ordinance Authorizing The Administrator To Apply For A Community Development Block Grant, Having Found Two Public Meetings That The Most Worthy Project To Benefit All Residents Of Glendale And In Neighboring Communities Would Be To Improve Town Hall Via The Following: Install An ADA Elevator To The Second Floor Meeting Hall, Install An ADA Unisex Restroom In The Second Floor Meeting Hall And Install New HVAC To The Upstairs Meeting Hall; All Improvements Of A Public Building and Meeting Area To Increase Accessibility And Use By The Elderly, Handicapped And Others. Monica Alles-White moved and Debbie Grueninger seconded the motion to adopt the ordinance. Joe Hubbard moved and Ephraim Swafford seconded the amendment to omit the Installation of new HVAC from the motion. Monica Alles-White moved and seconded by Ephraim Swafford to declare the ordinance an emergency measure for the purpose of the timely and efficient administration of Village affairs. Discussion: Mr. Cordes explained the costs broken down as follows: ADA Elevator $85,000 ADA Unisex Restroom $8,000 HAVC $65,000 Motion to adopt amendment: passed 6 aye, 0 nay. Motion to declare an emergency measure: passed 6 aye, 0 nay. Motion to adopt: passed 6 aye, 0 nay.

Proclamation American Education Week Mayor Todd read a proclamation denoting November 17 23, 2002 as American Education Week in the Princeton City School District which was signed by the members of the Council. Debbie Grueninger moved and Joe Gaynor seconded the motion to accept the proclamation. Discussion: None Motion to adopt: Passed 6 aye, 0 nay. 8. Verbal Resolution Issue A Credit Card To Village of Glendale From 5 th /3 rd Bank For Use For Petty Cash Monica Alles-White moved and Ephraim Swafford seconded motion for credit cardl Discussion: Joe Hubbard asked to be informed of the limits. Mr. Cordes responded the limit on the card was $ Motion to adopt passed: 6 aye, 0 nay 9. Ordinance An Ordinance To Adjust The Allocation For Summit Avenue Street Repair From $48, to $53, Joe Hubbard moved and Joe Gaynor seconded motion to adopt Ordinance Alan Hoeweler moved and Joe Gaynor seconded motion to declare the ordinance an emergency measure for the purpose of the timely and efficient administration of Village affairs. Discussion: Debbie Grueninger asked if this was the total cost to repair the street, to which Mr. Cordes responded that the $53, was the total cost and that the increase was due to unforeseen problems regarding the sub-base of the street once the work was undertaken. Mr. Cordes also commented that the final cost was within the bids submitted by other contractors. Motion to declare an emergency measure: Passed 6 aye, 0 nay. Motion to adopt: Passed 6 aye, 0 nay. 10. Committee Reports MAYOR (Todd): Mayor Todd reported on a letter received from Mr. Harper of the Ohio Historical Preservation noting the Village had a clean bill of health. He

5 also reported the receipt of a letter from the Hamilton County Environmental Air Quality Division regarding the annual report to the Village. FINANCE (White): The Finance Committee will meet on Nov 13, 2002, with an agenda of wage benefits for Village employees and matching funds for the Town Hall improvements. She also noted that of this date (10 months) 83% of the budget had been spent and most revenue had been received. FIRE (Gaynor): Joe Gaynor that the Fire Committee had met twice in the last month. At the first meeting they discussed general Fire Department business and issues related to the possibility of a Regional Fire Department. The Regional Fire Department is being proposed to deal with Homeland Security requirements. This will increase the Fire Department budget by four fold. Chief Don Latta said the fire department had 36 incidents in October, 16 of which were in the Village of Glendale. The fire department responded to a large fire at Gold Kist in Woodlawn. Finally the Fire Department had a watch detail to respond to a FBI request regarding the possibility of stolen potassium cyanide and the necessity to watch the water plant facilities. It was later determined that the stolen potassium cyanide was incorrect and it was an inventory mistake. LAWS, CLAIMS, MISC (Hubbard): No meeting. A Laws meeting is scheduled for November 18, 2002 at 7:00 PM to discuss the Master Plan, and changes to the zoning code that came from the Planning Commission. POLICE (Hubbard): Joe Hubbard reported that the Police Committee had a meeting on October 28 to discuss citizen s reports about the Nipppert property construction. He reported that he and Mayor Todd met with Mr. Nippert regarding the complaints and to determine the how to complete the construction in a timely manner. Mr. Hubbard also reported that the Police Committee had received a detailed report regarding Morse Avenue from Ms. Stoffer. He asked Council to review the report and be prepared to discuss it at the next meeting. The Police Committee also reviewed the Master Plan and determined priorities and Police manpower needs. They will post three part time positions to be funded within the current Police budget. Chief Fruchey reported that the Village will be getting the Hamilton County speed trailer for December to assist in traffic control during the busy Christmas holiday. Chief Fruchey also reported that they had a great Most Wanted Concert at Glendale Elementary with a very positive response for the school. He noted that Bethany School also attended the concert. PUBLIC BUILDINGS, HISTORIC PRESERVATION (Swafford): No report RECREATION, PLAYGROUNDS ( ): No report STREETS, PUBLIC IMPROVEMENTS, LIGHTS (Grueninger): No meeting

6 UTILITIES (Grueninger): Debbie Greuninger reported the committee met October 16, 2002 to discuss the audit from the EPA. The Village has employed Environmental Enterprises to help correct the violations reported to the Village by the EPA regarding the sewer treatment facilities. They are ready to start Phase II of the storm water project and will have a door to door evaluation of homes in Glendale to determine where downspout water is entering the sewer. The high water bills for the last quarter was addressed by the committee and they are investigating the water usage and climate for the last five years to determine an average usage rate as a function of weather. 11. New Business Ephriam Swafford updated the Council on the success of the U-9 Soccer team and their participation in the State Soccer playoffs. He also spoke in favor of the Rule Book noted by Ms. Stewart and urged it completion Mayor Todd commented that Jack Howard has told him that it is almost done. 12. Old Business Ephriam Swafford reported that the Neighbor to Neighbor meetings will be held on the third Wednesday of the month. The next meeting will be November 13 with Chief Latta and Fruchey as speakers. 13. Ordinance 244 and 1534: An Ordinance For The Payment Of Certain Bills. Joe Gaynor moved and Ephriam Swafford seconded the motion to adopt Ordinance Motion to adopt passed unanimously. Debbie Grueninger moved and Ephriam Swafford seconded the motion to adopt Ordinance 244. Motion to adopt passed unanimously. It was moved by Joe Hubbard and seconded by Joe Gaynor to adjourn the Council meeting. The motion was unanimously approved. Meeting adjourned at 8:20 pm. Attest:
