Minutes: Approval/Addition/Correction Motion by Councilperson Snyder to approve the Council Meeting Minutes of August 3, Motion by Councilperson Hoyson to accept the Jefferson Emergency Rescue District Meeting Minutes of July 29, 2015 Motion by Councilperson March to accept the Cemetery Meeting Minutes of June 8, 2015 and July 13, Visitor s Comments Anita Krulic of Classy Consignments of Jefferson asked Council if the Village Businesses could have a sidewalk sale during the day on Saturday October 3, During the Covered Bridge Festival.

2 Administrator Finger told Council that our Codes state that there can be no sidewalk sales. Finger did tell Council that they could approve one to take place if they desired. Finger told Council that this would bring people into the Village along with the Covered Bridge Festival. The flow of pedestrians would be all over town instead of just at the Giddings Park. Council told Anita Krulic that they approve of the Sidewalk Sale. But they cannot block the sidewalks they must provide an egress. Motion by Councilperson Snyder to approve the business in the Village of Jefferson to have a sidewalk sale on Saturday during the Covered Bridge Festival in the downtown district from Walnut Street to Satin Street.. The storm water analysis done by T & K Engineering to recommend pipe sizing for the storm drain line from Beverly Drive to north of Kathleen Drive is complete and will be presented to the Committee of the Whole in a public meeting September 8 th after the Council meeting concludes. A written report will be available soon after that meeting. The E. Jefferson St. tile replacement project is complete except final road repair. The repair will be done as soon as Koski can supply the asphalt. Aqua Ohio Water Company has completed the installation of the new 8 water line. Testing and individual hook ups will be completed ASAP and then final site restoration can be completed. A second round of Street paving for S. Market Street and Uselma Street will begin as soon as the contractor (Koski) completes a State paving job. 2

3 220 Volt outlet instillations at Giddings Park will be completed well before the Covered Bridge Festival. Fire Dept. /Police Department: The contract for a resource officer at the Jefferson Schools is in place and the officer has been at the school since it opened. Recreation Department: Programs are doing well. Rentals are down. Wastewater Treatment Plant: Operations are normal. OPWC grant to replace pumps will be approved and we should receive official notification by July Other Items: State of Ohio has notified us that they will be resurfacing Chestnut Street spring/summer of Councilperson Snyder asked the Administrator if he has done the six month review for the Meals on Wheels Contract at the Giddings Park Hall. Administrator Finger told Council that he would be looking over everything within the month of September. Administrator Finger told Council that Jefferson Street where the road was cut will be done before the end of this week. Clerk /Treasurer Report Payroll Report/ Special Pay Report Motion by Councilperson March to accept the List of Bills paid for July 2015 July 1, 2015 July 31, 2015 July End-of-the-Month summary $ 973, Ending Balance Month-End Balance Sheets $ 240, Outstanding Purchase Orders $ 2,729, Year to Date Total Fund Revenue $ 3,308, Year to Date Fund Expenditures 3

4 $ 38, Year to Date Revenue Recreation Dept. $ 18, Year to Date Revenue Senior Dept. $ _51, transferred from General Funds to Recreation and Senior Dept. Star Ohio Report Total Cash available to the Village of Jefferson with the Lotto money is. $973, Clerk/Treasurer Fisher informed Council that the Income Tax Department Is down8.7%ompared to last year, we have in the Village Escrow Account $356, for the Income Tax Department in Lottery money. Wastewater Sewer Collections are down 0.4% compared to last year, Recreation 204 is down 6.0 % compared to last year and Senior 205 is up 2.8 % compared to last year. Motion by Councilperson March to approve the attendance of Clerk-Treasurer Fisher to Attend the Ohio Association of Public Treasurers Annual Conference. The Training wil1 be at McKinley Grand Hotel in Canton Ohio. There will be no cost for a Hotel room because I am On the board. The training is September 30 th thru October 2, The cost to the Village will be $ for the registration. Chief Wassie Chief Lachey COMMITTEE REPORTS Recreation Safety Motion by Councilperson Hoyson to approve the attendance of Chief Wassie to attend the Ohio Identification Officers Annual Training Conference September 9 th thru 11 th, The Cost of the training will be $ paid by the chief. Hotel cost is $ plus tax the Chief Is asking the Village to pay for the hotel 4

5 Motion by Councilperson Hoyson to approve the attendance of Ptlm. Blon to attend a free Class sponsored by FEMA in Hubbard Ohio on September 15 th and 16 th To cover the New Federal Standard s and practices for School safety Plans. Motion by Councilperson Hoyson to approve the Police Chiefs recommendation to hire Ptl. Aaron McCracken to the Jefferson Police Department to the Regularly Scheduled Part Time Patrolman s position per the wage Ordinance effective September 21, Roll: March nay, Snyder nay, Damon yea, Diehl yea, Hoyson yea motion carried Utilities/Wastewater Treatment/Service Councilperson Diehl told Council that he was contacted by Sandy Macirovitz 111 South Elm Street regarding a drain that runs thru her property. The Drain travels from the East across Elm Street then toward the West through her property and is apparently damaged somewhere on her property. She is requesting that the Village repair her drain since it is draining part of the Village to the East. Administrator Finger told Council that Sandy Macirovitz came to him in the past requesting the Village to repair it. Finger told Council that the drain was put in by the residents of the Street 20 to 30 years ago. This is not Village property and there is not an Easement so the Village would not be responsible to repair the drain.
