1 VILLAGE OF GLENDALE 30 Village Square Glendale, OH Minutes - Regular Council Meeting, February 1, 2010 Mayor Hubbard called the Council to order at 7:00 pm. and led all assembled in the Pledge of Allegiance. It was determined by the Mayor, and confirmed by the Clerk Treasurer, that a Quorum of the Council was present. With a number of Glendale residents in attendance, the Village officers attendance was as follows: Joseph Hubbard Mayor Present Monica Alles-White Council Present Debbie Grueninger Council Present Jenny Kilgore Council Present William Aronstein Council Present Ralph Hoop Council Present Brian Messmore Council Present W. Approval of the Agenda Mayor Hubbard presented the agenda for approval which was approved unanimously by Council. 2. Minutes The Clerk-Treasurer presented the January 10, 2010 minutes for approval. Mr. Hoop moved for approval of the minutes, and Mr. Messmore seconded the motion. Ms. Grueninger asked that the minutes be amended to reflect that Mr. Hoeweler was in attendance and that Mr. Messmore was sworn in prior to the voting on the new firefighters. The clerk/treasurer agreed to amend the minutes as such. The minutes were approved by unanimous voice vote. Ordinance ; Appointing a volunteer Firefighter and establishing probation. Mr. Hoop moved for approval of the Ordinance and Ms. Alles-White seconded the motion. Ms. Grueninger moved to dispense with the three reads and Mr. Aronstein seconded the motion. The motion to dispense with the three reads passed by unanimous

2 voice vote, as did the motion for the Ordinance, with Mr. Messmore abstaining from each vote. Mayor Hubbard proceeded to swear in the new firefighter. 3. Public presentations A. Mayors Proclamation: Susan Sweeney Kruezmann, Century House Mayor Hubbard presented a Proclamation to Ms. Kruezmann commending her on rebuilding the Century House. Ms. Kruezmann thanked her parents, and was grateful to all that helped. B. Ms. Sarah Trimble-Oliver, President of HWB, presented the HWB annual report. Accomplishments of the year included: Karate and fencing lessons Jeff Hudson Dance classes, boot camp exercise classes Fall began zumba fitness dance classes Yoga club Painting class Violin teaching Boy Scout Troop 417 will have 4 eagle scouts Lecture series in early summer Concert series 12 concerts 7 Saturdays having small farmers market 17 vendors participated in Dog Days in August 200 attended Shakespeare in the park Jean Smith of the HWB library presented the following report: Held pajama party had 25 children. Winter read program adult who reads most books will receive 2 movie tickets and Greaters ice cream, teenagers are eligible for video games, ipod; children get pass to discover gardens Euchre February pm Gardening February Eric Davis from Clifton library coming February 20 at 10 $2000 in scholarship monies is available; Goal of scholarship fund strengthen young adults in community service. Criteria considered include HWB service. The scholarships are open to 11 th and 12 th graders and the application process closes March 31. Application will be on HWB website. Sarah thanked village for support of the HWB. 4. Old Business 5. New business Ordinance ; Amending hours worked and salary of the Fire Chief Mr. Hoop moved for approval of the Ordinance, and Ms. Alles-White seconded the motion. Dr. Aronstein moved to dispense with the three reads, and Ms. Alles-White seconded the motion. Mr. Hoop stated that the Chief is spending 30 hrs per week with

3 the fire department. Dr. Aronstein stated that Chief Moore is doing a great job. The motion to dispense with the three reads passed by unanimous voice vote, as did the motion for the Ordinance, with Mr. Messmore abstaining from each vote. Ordinance ; Authorizing Mayor to contract with an energy partner Ms. Grueninger moved for approval of the Ordinance, and Ms. Alles White seconded the motion. Dr. Aronstein moved to dispense with the three reads, and Ms. Alles-White seconded the motion. Ms. Grueninger explained that the contract is the result of the voters approval to bring aggregation to the Village. Having evaluated several suppliers, the Village has decided to enter a contract with Eagle Energy. Mayor Hubbard confirmed that this contract is only to employ the services of Eagle Energy. Dr. Aronstein confirmed that the contract is of no cost Village. The motion to dispense with the three reads passed by unanimous voice vote, as did the motion for the Ordinance. 10. Mayor s Report (Hubbard) The Mayor presented his report. At the January 20 th Chamber meeting at the Ironhorse many people were in attendance. At the Economic Development meeting on January 25, Ed Williams from TEC spoke about the Village square project. The project is not going as fast as we would like and request for quotes have not gone out yet. The delay was caused by EPA review of the village square. Had to check that there were not certain types of mosses, beetles, underground storage tank. The project will go out for bid in June. Earliest projected time for the project is August or September, but most likely time is January or February of There is some stimulus money, and OKI wants to turn over for stimulus funds, which would pay for the entire project, and the project could go out to bid immediately. A wine festival organizer is preparing a proposal for holding a wine festival in the Village in May. A records meeting was held January 21 st. At future meetings, the records committee will be looking at alternate methods of keeping s and having officials sign a document regarding records retention policy similar to that signed by employees. Mayor Hubbard attended Bethany school assembly with his wife. The school now has 245 children with a capacity of 250. Mayor Hubbard will attend St. Gabriels on February 2 to present a proclamation for Catholic schools week. Mayor recognized the following births: Monica Anna Rose, 7 Matthews Ct., Daughter of Patrick and Iwona Rose Mayor recognized the following persons who passed and held a moment of silence honoring them: Tom R. 4 Vikki Losey, 54, 17 Matthews Ct., Jan. 11 th 11. Committee Reports Finance (Ms. Grueninger) The Finance Committee did not meet. Would like to meet on February 25 at 6:30 pm. Fire/Emergency Preparation (Hoop) The Fire Committee will meet February 25 at 7:00 or immediately following the finance committee. The Fire Committee met on January 19 th. The fire truck bid was tabled previously because of concern that there could be an appearance of impropriety. Mayor has asked Chief to restart bid process using the state cooperative program. The Chief asked 4 manufacturers to bid on trucks. Chief Moore presented his report. Chris Sutton is home from Basic Training, will have 10 days of rest, and then will return to infantry training. Laws, Claims, & Miscellaneous (Grueninger) The Laws and Claim Committee met in January. They discussed energy suppliers and chose to recommend Eagle Energy to Council. The Boy Scout troop came to the meeting; they were working on their badges. Rules of council discussed, will be on agenda in March. GPHPC asked specific ordinances to be considered. There will be a February 11 th Laws and Claims Committee meeting at 7pm to discuss village administrator post retirement. Police (Alles-White) The Police Committee met January 19 th. The Committee discussed the half pint car. After reviewing with committee, the Committee instructed Chief Warman to purchase new batteries for the car. Software for fingerprinting is $1500. The police department will offer fingerprinting service for free to Glendale residents and will charge a fee to non-residents. Based on business assessments, Chief may move 15 minute parking limit time signs. Chief Warman then presented his report. Public Buildings & Historic Preservation (Hoop) The Public Buildings & Historic Preservation did not meet as a committee. Two groups expressed interest in the school one for using as school for autistic children, the other is to rent it out for private events. Recreation (Messmore) The Recreation Committee did not meet. Mr. Messmore had opportunity to tour the restrooms in the parks. A local resident architect has agreed to review the restrooms. Mr. Messmore attended GYS committee meeting where they had elections and reviewed 2009 expenditures and costs. GYS has a scholarship program for any child that wants to

5 participate in the sports but cannot afford it. GYS also discussed fundraising opportunities. Streets, Public Improvements, and Lights (Aronstein) The Streets Committee did not meet in January, but will meet February 11 at 6:30pm. Utilities (Kilgore) Utilities did not meet. High service motors for water supply are back in service. First Suburbs (Kilgore) Mrs. Kilgore presented the following: First Suburbs Executive Committee met January 11 th. The discussion centered around facilitating collaboration with Greater Ohio, topics of interest for the quarterly general member meetings, the plausibility of a state level legislative function for this year, and a candidate forum for this year s primaries. Mr. Smith, Mayor of the City of Silverton, was recognized as this year s President of the Executive Committee of SW Ohio First Suburbs Consortium. Hamilton County Municipal League Executive Committee met Monday, January 18 th to finalize arrangement for the general membership meeting that was held January 27 th at Sharonville s new full time fire Department located at Chester & Kemper Roads. Ted Shannon, President of the Hamilton County Municipal League & Mayor of the City of Fairfax, introduced Good Energy, a relatively new brokerage group, which presented a plan for local collaboration of municipalities for local government power aggregation that would result in lower power costs. We are already represented by a company by the name of First Energy and Village government energy costs are currently reduced by approximately 20%. This arrangement will be periodically evaluated, guaranteeing the best potential savings. The next membership meeting is scheduled March 29 th, at the Hamilton County Emergency Management Agency; the presentation to be communication issues including CODESPEAR citizen emergency notification system and new warning sirens in Hamilton County. Bike Friendly Communities, a collaboration of local municipalities, opening discussions regarding linking county parks as well as communities to downtown via bike ways, is meeting Wednesday, 3 to 5, Bill Vorst of the Planning Department of the Ohio Transportation will speak regarding the Safe Routes to School program 12. Miscellaneous Business and Reports Report from the Clerk/Treasurer The Clerk/Treasurer presented the December 2009 financials for review by the Council. The January, 2010 financials were not yet available. Dr. Aronstein moved to accept the December 2009 financials, and Mr. Hoop seconded the motion. The motion passed by

6 unanimous voice vote. Mr. Ehlers explained that the Village is not currently investing funds in CDs because of the exceeding low interest rates. 13. Approval of Expenditures a General Fund b. 329 Enterprise Fund Ms. Kilgore moved for approval of the expenditures, and Ms. Alles-White seconded the motion. The motion passed by unanimous voice vote. Mr. Messmore inquired into a charge by Chief Moore relating to fire training classes. Chief Moore explained that the charge is for his time instructing recruit classes which is above and beyond his duties as the fire Chief. 14. Adjournment Ms. Alles-White moved to adjourn the meeting, and Dr. Aronstein seconded the motion. The motion carried unanimously by voice vote, and Mayor Hubbard adjourned the meeting.
