1 BOROUGH OF AVALON REGULAR COUNCIL MEETING February 20, 2018 The Meeting was called to order at 7:00 pm with Council President Josh Klicker presiding. Boy Scout Troop 226 led the meeting in the Pledge of Allegiance. An invocation followed Mayor Tom Lloyd. Roll Call of those present: Victoria Donnelly, Joshua Klicker, Ruth Lloyd, J.P. McFeeley, Shawn McWilliams, Patrick Narcisi, Lee Nelson, William Pascale. Also present: Mayor Tom Lloyd, Solicitor Megan Turnbull, Borough Manager Lorraine Makatura, Assistant Manager Brian O Malley, Engineer John Heyl. Absent: Councilman John Crawford, Tax Collector Dennis Narcisi Nelson moved: To accept the minutes of the January 16, 2018 Council meeting. 8-0 DONNELLY (ABSTAIN) Pascale moved: To accept the Tax Collector s Report as submitted for the February 20, 2018 meeting. To approve the List of Bills as submitted for the February 20, 2018 meeting, in the following funds: General Fund $ 436, Health & Sanitation $ Sewage Surcharge $ 31, Nelson 2 nd 1

2 Councilman Pascale noted that the list of bills this month includes a $160,000 repayment of the S. Birmingham AIM Loan ahead of schedule, the final paving bill of 2017 of $47,272, and $10,000 for the 2017 audit. To approve the January Profit Loss Report and January Treasurer s Balance Sheet Report as submitted on February 20, PUBLIC COMMENT (Agenda Items): Keith Eggar 300 Cleveland Ave Came to Council last September about cleanup at the intersection in front of his house. When Columbia Gas paved a few years ago they raised the street and the water and dirt collects in front of his house. There is ice in the winter. He would like to see it addressed. President Klicker explained that Council would discuss this issue with the engineer and the Administration Office to see if there is something that can be addressed. Patricia Pacey 301 Cleveland Ave Thank you to the Borough for filling some potholes on Cleveland and around the Borough. She would like to know if the other issues on Cleveland would be addressed soon. President Klicker said that the issues on Cleveland Ave are an agenda item tonight. Paul Loedding Owns a Property at 118 Cleveland Ave Would like the Borough to address the garbage at 114 Cleveland Ave. He would also like to know the status of the RFP for building/fire inspections. President Klicker said that we would refer the property complaint to the Police Department. President Klicker said that the RFP was put out last week. Manager Makatura said that she expects to receive up too 9 bids by March 5 th. President Klicker said that the discussion would most likely take place at the Borough Finance Committee 2

3 Meeting in March with possibly action taking place at the March Council Meeting. MAYOR:! Thanked the Boy Scout Troop 226 for attending and helping with the Pledge of Allegiance.! Honored to swear-in Officer Chris Rossetti as a full time office.! State Rep. Adam Ravenstahl helped to secure a $12,000 grant for the Avalon Volunteer Fire Department! Provided a Fire and Police Activity report. Narcisi moved: To accept the recommendation to hire Christopher Rossetti as a full-time police officer in the Avalon Borough Police Department effective February 25, Mayor Lloyd administered the oath to Officer Christopher Rossetti. SECRETARY/MANAGER: February was a busy month for audits including our 2017 budget, the 2016 Liquid Fuels, and the Pension. Assistant Manger completed the conversion of the phone system to Comcast. West View Water Authority is about 50% completed with the repairs to Elizabeth Ave. The 2 nd Annual MS4 public education class with the 4 th grades will be complete this Thursday with the students projects on display at the school s auditorium. Brenda Smith, the Executive Director of the Nine Mile Watershed Association will be the guest speaker. Thank you to the Street Department for the efforts in keeping up with the relentless winter. Especially with being down a truck and an employee they have been doing a really good job. ENGINEER: MS4 Would expect permit to be issued next month. Cleveland Avenue Erosion LSSE working with a temporary fix with the DPW and will work with WVWA about what is the cause of the problems. 3

4 DEP Planning Module Paperwork needs to be signed and submitted Road Program LSSE still completing some survey work. Sanitary Sewer Improvements LSSE was here to check on the small issues that usually come up in the winter. SOLICITOR: " An Executive Session was held just prior to the meeting to discuss personal, litigation, and legal matters. FINANCE: Pascale moved: To accept Resolution #1156 engaging Dunbar, Bender and Zapf as the Plan Administrator for the Avalon Borough 457 Retirement Plan. To approve Brian O Malley and Lorraine Makatura to attend the Government Finance Officer s Association (GFOA) conference April 22-26, SAFETY: Narcisi moved: To appoint Rob Ensminger as the Emergency Management Coordinator for the Borough of Avalon To accept approve Resolution #1158, a resolution accepting the Allegheny County 2015 Hazardous Mitigation Plan. 5 To approve Resolution #1159, a resolution implementing the National Incident Management System (NIMS). PUBLIC WORKS, ENGINEERING, AND INFRASTRUCTURE: McWilliams moved: To hire Joshua Haeney as a full-time employee in the Department of Public Works for Avalon Borough effective February 25, To accept the Engineer s Service Order Authorization addressing services related to the 2018 Roadway Improvement Project in the amount of $27,000. Narcisi 2 nd To approve Woltz and Wind Ford to replace the motor in the 2011 Ford F-550 Dump Truck at an amount not to exceed $25,000. To permit a 30-day window for approval to purchase a 2008 Ford F-550 Dump Truck from Shippen Township at a cost not to exceed $14,000. To approve advertisement for a part-time Department of Public Works laborer. To accept Resolution #1157 authorizing the Borough Secretary to apply for the PA Small Water and Sewer Program grant in the amount of $192,063 from the Commonwealth Financing Authority for a Sanitary Sewer Improvements project. 6 BOROUGH DEVELOPMENT: McFeeley moved: To approve the lot consolidation for land located at 409 California Avenue and 411 N. Ohio Street, subject to the review and approval of the Joint Planning Commission. McWilliams 2 nd To motion to approve and authorize the Quaker Valley COG to make payment to Satira Construction in the amount of $13,326 for the completion of the ADA access to the pool playground area. Lloyd 2 nd To motion to approve and authorize the Quaker Valley COG to make payment to Ken Reilly Contracting n the amount of $19, for the demolition of 423 Florence Avenue. QVCOG: Next meeting will be this week. 4 th of July: Councilman Nelson announced that there is a planning meeting on 2/28/18 at 6:30pm. Allegheny County League of Municipalities: Will be attending a meeting next Thursday. Mayor Lloyd acknowledged that Councilwoman Donnelly was appointed third Vice- President of ALOM. Library: Councilwoman Lloyd announced the new Executive Board of the Library for The Friends of the Library will be having a fundraiser at Chipotle on McKnight Road on Monday, Feb. 26 th. 6

7 Chamber of Commerce: Mixer is tentatively scheduled at the Jackman Inn in Avalon. Working on strategic plan with the Chamber. NEW BUISINESS: None. PUBLIC COMMENT (Non-Agenda Items): Keith Eggar 300 Cleveland Ave Just would like the Engineer to check out the intersection he mentioned earlier and highlighted that this was a problem created by Columbia Gas. Paul Loedding Owns a Property at 118 Cleveland Ave Mr. Loedding wanted to know if the Borough goes after property owners for the cost when the Borough completes a demolition. It was explained to Mr. Loedding that the Borough does file a lien against a property when they demolish a house, but recouping the money is not something that happens often due to the value of the property when it is just an empty lot. Brigitte Jackson 624 Hemlock There is an event on Sunday, March 18 th at Barnes and Noble in Cranberry to raise money to collect books for all of the Northgate Elementary Schools. They are trying to collect 500 Harry Potter books for the School District. Mayor Lloyd said that he is competing with the Mayor of Bellevue to see who can collect more more Harry Potter books for the Elementary Schools. State Rep. Adam Ravensthal Just wanted to remind everyone that he has office hours here in Avalon once a week and please feel free to contact him with any state related business. He also told Council to keep him in the loop on any state grants that are applied for to see how they could team up on grant applications. Manager Makatura announced that the Easter Egg hunt will be on March 24 th from 11am- 1pm in the Borough Building Parking Lot. 7
