1 BOROUGH OF AVALON REGULAR COUNCIL MEETING March 21, 2017 The Meeting was called to order at 7:10 pm with President Joshua Klicker presiding, leading the Meeting in the Pledge of Allegiance. A prayer followed by Councilman Lloyd. Roll Call of those present: Victoria Donnelly, Joshua Klicker, Thomas Lloyd, Shawn McWilliams, Patrick Narcisi, Lee Nelson, William Pascale, John Vetterly. Also present: Solicitor Megan Turnbull, Engineer Mark Scally, Chief Kokoski, and Lorraine Makatura. Absent: Mayor Haslett, Tax Collector Klicker. Nelson moved: To accept the Minutes of the February 21, 2017, Avalon Borough Council Meeting. To accept the Tax Collector s Report as submitted for March 21, funds: To approve the List of Bills as submitted for March 21, 2017, in the following General Fund $113, Sewage Surcharge $13, Health & Sanitation $ Nelson 2 nd To approve the February Profit Loss Report and the Treasurer s Balance Sheet Report as submitted March 21,

3 Columbia Gas Coordination Borough continues to coordinate with Columbia Gas for upcoming work. SOLICITOR: Ø Additional comments regarding asbestos removal requirements by the County and increases the demolition costs. Solicitor attending a meeting with the County regarding this issue. FINANCE: To appoint Lorraine Makatura as the Borough Manager of the Borough of Avalon, effective April 1, To appoint Brian O Malley as the Assistant Borough Manager and Treasurer of the Borough of Avalon, effective April 9, To authorize the Borough Manager to attend the Government Finance Officers Association (GFOA-PA) conference April 23-26, To adopt Resolution No authorizing the Borough of Avalon to apply for project grant funds in the amount of $75,000 available through the Pennsylvania Department of Community and Economic Development Early Intervention Program and authorizing the Borough of Avalon to allocate funds not to exceed $7,500. SAFETY: Narcisi moved: To install a stop sign at the southwest corner of S. Birmingham Avenue at Florence Avenue. McWilliams 2 nd Pascale No 3

4 STREETS: Vetterly moved: To authorize G. Salandro Landscaping to remove and restore the temporary stream crossing and road installed for a Columbia Gas project and install catch basins at park shelter to correct resulting drainage issues from that project. To authorize G. Salandro Landscaping to repair Outfall #27 located at the Jackman Avenue Bridge discharging to W. Bellevue Road. To authorize G. Salandro Landscaping to repair pipe from Manhole St32 on Erdner Avenue at Chester Avenue discharging to CB161 located on New Brighton Road. BOROUGH DEVELOPMENT: No Report. 4 th of July: Next meeting Wednesday, March 22 at 6:00 pm. Fireworks Saturday, July 1, QVCOG & LIBRARY: Recycling: Quaker Valley High School, June 24, 2017, 9 am 1pm Televisions $30/each Avalon Borough Park, September 23, 2017, 9 am 1 pm Televisions 1/car free. The Joint Planning Commission still needs to hold a public meeting for the three communities for the Chickens & Bees ordinances before each individual council can approve. Outstanding legal questions for the legal marijuana. Dumpster Day, April 22. Annual Avalon NOW clean up day scheduled as well. $1000 grant received by the Library for the Summer reading program. Prizes for reading the most books. 4

5 Sydney Jackson suggested collecting bears for the children involved in a police issue. She has collected over 200 bears in one month. PUBLIC COMMENTS (Non-agenda Items): None NEW BUSINESS: Donnelly reported County meeting Thursday, March 23. To accept the resignation of David Haslett as Mayor of Avalon Borough, effective April 8, Vetterly moved: To hire David Haslett as the Department of Public Works Superintendent, effective April 9, Solicitor Turnbull commented on the situation and any ethics implications regarding the Mr. Haslett s candidacy in this position. The Ethics Act prohibits an elected official to use his position to have financial gain for himself. He was not involved in any decision making of this position and is resigning before becoming an employee. To appoint David Haslett as the Avalon Borough Zoning Officer, effective April 9, Solicitor advised that a motion should be made to advertise for the appointment of the mayor through the end of the year. Lloyed moved: To authorize an advertisement requesting letters of interest in the appointment of Mayor of the Avalon Borough to serve out the remainder of Nelson 2nd Donnelly asked several questions regarding time frame of selecting a new mayor, party affiliation of the candidate to the current Mayor and the movement of the 5

6 current President of Council to the Mayor position during that time. Solicitor stated that Borough Code requires Council to appoint a Mayor in 30 days from the effective date of resignation. If nothing done at that time, the Vacancy Board will assist for additional 15 days. Authorizing the advertisement now allows time for finding a candidate. The candidate s party affiliation does not need to be the same as the current Mayor s party. President Klicker announced receiving Mr. Cortese resignation and we will accept at the April Council meeting. Makatura commented on the opportunity to collaborate with Columbia Gas on paving. With the completion of their current project we will provide a list of streets and alleys that we can combine with their project for better pricing. Our engineer will prepare the bid specification for the project. President Klicker suggested adding Cherry Alley to the specification.
