1 BOROUGH OF AVALON REGULAR COUNCIL MEETING January 16, 2018 The Meeting was called to order at 7:00 pm with Council President Josh Klicker presiding, leading the Meeting in the Pledge of Allegiance. An invocation followed by Fr. David Green, Assumption Church. Roll Call of those present: John Crawford, Joshua Klicker, Ruth Lloyd, J.P. McFeeley, Shawn McWilliams, Patrick Narcisi, Lee Nelson, William Pascale. Also present: Mayor Tom Lloyd, Solicitor Megan Turnbull, Borough Manager Lorraine Makatura, Assistant Manager Brian O Malley, Engineer John Heyl. Absent: Victoria Donnelly, Tax Collector Dennis Narcisi Nelson moved: To accept the minutes of the December 14, 2017 Council meeting. To accept the minutes of the January 2, 2018 Reorganization meeting. Pascale moved: To accept the Tax Collector s Report as submitted for the January 16, 2018 meeting. To approve the List of Bills as submitted for the January 16, 2018 meeting, in the following funds: General Fund $ 231, Health & Sanitation $ Sewage Surcharge $ 212,

2 To approve the November Profit Loss Report and December Treasurer s Balance Sheet Report as submitted on January 16, PUBLIC COMMENT (Agenda Items): NONE. SECRETARY/MANAGER: Northgate School District sent correspondence regarding the Northgate Arts Odyssey that will be on March 2, The Codification of the Borough Code is almost complete. ENGINEER: Cleveland Avenue Erosion LSSE to send a letter to WVWA indicating the Borough is amenable to their proposed waterline replacement plan and restoration proposed is to replace 4 to 5 feet of road width with one lane in concrete. West View Water is to confirm if they will proceed in Pool LSSE is preparing the Sewage Planning West Bellevue Road A meeting was held on January 9, 2018 with the Borough of Bellevue s Engineer and Manager. Bellevue Engineer is preparing plans and estimate to repair damaged storm sewer and line the roadway with articulated block Road Program LSSE to provide a service order authorization for review and approval once the final scope has been established. Sanitary Sewer Improvements LSEE to request a quote from Stefanik Next Generation Construction for installation of two new sanitary manholes at the intersection of Taylor Avenue and South School Street and at the mid span on Harris Alley including surface restoration. CDBG 423 Florence Ave Demolition is complete Final payment for the ADA sidewalk around the playground completed with a decrease in total amount owed. Waiting for decision from COG for Year 44 applications. 2

3 SOLICITOR:! TAN Loan Documents prepared. MAYOR: " Provided a Police and Fire activity report. " Asked residents to please clear the snow from around the fire hydrants on their property. FINANCE: Pascale moved: To accept Resolution #1152 recognizing Edward Klicker for his 30 years of service to the Borough of Avalon. Mayor Tom Lloyd presented Edward Klicker with a framed resolution from the Borough of Avalon. He read a citation from State Senator Wayne Fontana presented to Edward Klicker and a letter of congratulations from US Senator Pat Toomey. State Representative Adam Ravenstahl presented Edward Klicker with a citation. To accept Ordinance #1375, an Ordinance levying an ad valorum real estate tax and fixing the rate at 9.83 mills for the tax year Councilman Pascale noted that this reflected no change in the millage rate. To accept Resolution #1153, a resolution accepting the terms and conditions from WesBanco for the 2018 Tax Anticipation Note in the amount of $300,000 at an interest rate of 2.55%. Lloyd 2nd To pay off the AIM Loan for the S. Birmingham Avenue repair ahead of schedule for the principal amount of $160,000 plus accrued interest. McWilliams 2 nd 3

4 To pay off the PLGIT 2009 Paving Loan ahead of schedule for the principal amount of $185,000 plus accrued interest. To authorize the Borough Manager and Police Chief to attend the annual Public Employee Relations Advisory Service (PELRAS) training in March SAFETY: Narcisi moved: To acknowledge the successful completion of Officer Leo DiCesare s probationary period and the recognition of his continuing employment as a full-time officer of the Borough under the relevant Collective Bargaining Agreement. To authorize the purchase of a new police car for the Avalon Borough Police Department. To accept Ordinance #1376, an ordinance to conduct annual Commercial Fire Safety Inspections. To advertise Ordinance #1377, an ordinance defining the Office of the Fire Marshal. To appoint William Carney as the Fire Marshal for Avalon Borough. 4

5 To approve a handicap parking space to be located at or near 611 Florence Avenue. PUBLIC WORKS: Crawford moved: To authorize an agreement with the Borough of Ben Avon Heights for one-call and public works services for To authorize an agreement with the Borough of Ben Avon Heights for snow removal services for the winter season. BOROUGH DEVELOPMENT: McFeeley moved: To authorize advertisement of swimming pool personnel for the 2018 summer season. To authorize a Request for Proposal building code enforcement and inspection services. To accept Resolution #1155, a resolution adopting the 2018 Fee Schedule. 4 th of July: Councilman Nelson announced that there is a planning meeting on 1/24/18 at 6:30pm and a signed contract with Pyrotechnics is complete. 5

6 Allegheny County League of Municipalities: The ALOM Dinner is Feb. 2 nd. Library: Councilwoman Lloyd announced that the Friends of the Avalon Library Board meeting will be on January 18, 2018 at 7PM. Chamber of Commerce: Councilwoman Lloyd attended the Chamber meeting on Jan 9 th. They discussed developing a strategic plan and she encouraged the Chamber to include Avalon businesses in that plan. QVCOG: Next meeting will be in Avalon. NEW BUISINESS: Pascale moved: To approve the 2018 Avalon Borough Employee Incentive Plan. Narcisi 2 nd President Klicker spoke about how the Borough was just able to pay off some long-term debt and the Borough had a very good The Borough Council would like to acknowledge the hard work from the part-time workers to the management office with incentive compensation. Councilman Pascale thanked all of the Borough employees and Council for putting the Borough in a good financial standing. Crawford moved: To advertise for a new DPW employees if the need arises. 7 PUBLIC COMMENT (Non-Agenda Items): Alexander Nicholas Owner of Mia Madre Restaurant Mr. Nicholas gave an update on the situation regarding the sewer line lateral blockage at his property and the Borough requiring a grease trap. He spoke about how he was running his business well and he should be grandfathered in to not require a grease trap. President Klicker let it be known that there is no such thing as grandfathering in regards to the grease trap ordinance and we are enforcing rules that were put in place by the Allegheny County Department of Health and ALCOSAN. President Klicker said that Borough Staff and Council are continuing to work on a solution for both parties. Councilman Crawford said that he would be in touch with Mr. Nicholas about what the next step is. State Rep. Adam Ravenstahl Rep. Ravenstahl just wanted to thank Council for letting him address Council. He offered any help that he can offer for Avalon and the residents. He mentioned the AARP Tax Assistant Program that his office is scheduling and is taking place at the Borough Building. He would like to continue to work with the Borough and attempt to help with any state grants that may be available.
