1 Ligonier Township Supervisors Regular Meeting March 14, 2017 The Ligonier Township Supervisors met in regular session at 6:50 PM with the Pledge of Allegiance opening the meeting. Secretary Bruce Robinson took roll call. Present were D. Scott Matson; Bruce Robinson; Gary Thistlethwaite; Chairman, Wade Thomas; and Vice Chairman, Paul Knupp. The supervisors went into executive session at 6:15 pm and returned at 6:56 pm. Solicitor Michael Korns verified that he attended the executive session and the topics discussed complied with the Pennsylvania Sunshine Act. Public Comment-None A motion was made by Gary Thistlethwaite and seconded by Scott Matson to approve the minutes of the February 14, 2017 meeting. Motion carried Supervisor Staff Report Paul Knupp Thanked Dorothy on her hard work with the MS4 and getting Ligonier Township off the listing and her help with us obtaining the 2015 and 2016 Bridge Inspection monies. Manager s Report Terry Carcella reported Using the attached sheets from the regional police study phase I. Based on an estimated budget of $800,000 the plan for shared costs between the Township and Borough would look like the following: Plan A population only: $ Per Resident cost. Ligonier Borough share $153,955 Ligonier Township share $646,083 Plan B based on 50% population and 50% Assessed value of property: Ligonier Borough share $148,400 Ligonier Township share $651,600 Plan C is 80/20 % Plan $160,000 Borough $640,000 for the Township. No matter the plan, all of the costs for sharing the police services regionally come out the same. The Township budget line item for police services for 2017 is $594,513. Our budget line item would increase by only $56,487. Our proposed line item for 2018 would be 26.5% of our proposed Township Budget. Our current budget number is 24% and we would be able to see a cost savings after 3 years given the

2 ability to seek other municipalities in joining a regional force or contracting for services or controlling our costs by not duplicating programs. The goal is to negotiate a contract with the F.O.P. over the next 3 to 4 years that is fair to all and helps us control our costs for police services. Grant dollars from the DCED would be available for the first 3 years to cover extraordinary expenses. If the Borough is not on board with negotiations by May of 2017, we will not be able to implement a January 2018 start-up. Engineer s Report- Dorothy reported that she agrees with Russ Morgan on being pro-active with the MS4 program as when the census are performed again we can easily be placed back on the list. Clifford Woods Road Bridge Design, removing existing abutments and installing new abutments. For the bridge the GRS/Super Structure to be used. A motion was made by Paul Knupp seconded by Wade Thomas to approve the Design Phase for Clifford Woods Road Bridge at a cost of $40, Motion carried with Scott Matson voting Nay. Solicitor s Report Michael Korns had nothing to report.

3 Zoning/Code Enforcement Report Richard Bell reported: Total Income from (13) Lien Letter Requests - $ Building Permits Issued Income 4 $ 2, Zoning Permits 3 $ Road Occupancy Permits 1 $ Sewage Permits 1 $ Peddler Permits 1 $ Total Income Generated $ 4, My office received two (2) complaints from the Borough of Ligonier, which this office will be investigating. My office received one code complaint regarding a nuisance dwelling in the township. The owner was sent a letter of compliance. Planning Commission February s meeting began the process of the SALDO (Sub-Division and Land Development Ordinance. Now, we follow Westmoreland County s SALDO. The Planning Commission will continue to research and draft a SALDO in conjunction with the Comprehensive Plan and will present this SALDO to the Board of Supervisors when complete. Zoning Hearing Board The Zoning Hearing Board had no meeting due to a lack of agenda. A motion was made by Paul Knupp and seconded by Scott Matson to approve Schoy Minor Subdivision. Motion carried. A motion was made by Paul Knupp and seconded by Bruce Robinson to approve Matthews Minor Subdivision Minor Subdivision. Motion carried.

4 A motion was made by Bruce Robinson and seconded by Paul Knupp to approve Jones/Frinfrock/Darlington/Burke Minor Subdivision Minor Subdivision. Motion carried. Correspondence 1. Penn Dot Liquid Fuels Audit Report-One recommendation to increase bond total for Secretary/Treasurer to comply with Liquid Fuels and Second Class Township Code. 2. Plenary Walsh Public Meeting March 20, 2017 at Ligonier Town Hall 4 5:30 PM. 3. Unity Township Food Bank Letter asking for a donation Tabled to next meeting. Treasurer s Report-Terry Carcella stated that the General Fund account balance is $455, the Act 13 account balance is $62,174.38, the K-9 account balance is $56,485.05, the Liquid Fuels account balance is $16, the Developer s account balance is $12,544.00, Liquid Fuels Investment Account is $401,253.43, the Equipment Fund $2,074.48, and the Capital Reserve CD s $414, for a total of $1,420, No action required. A motion was made by Bruce Robinson and seconded by Paul Knupp to approve payment of February 27, 2017 and March 13, 2017 Bill Payment lists. Motion carried. Old Business-None New Business A motion was made by Paul Knupp and seconded by Scott Matson to approve Resolution # Assignment of Enforcement Action for Sewer and Water Tap-ins Revised Policy. Motion carried. A motion was made by Paul Knupp and seconded by Bruce Robinson to approve to List 2007 Expedition on Municibid. Motion carried. Open Bids for Asphalt Roof on Municipal Building was tabled to next meeting for the Land and Building committee to review the bids with their specs. to make a recommendation. The following were the bids J. Rhoades $29, Adam Monique - 23, JM Builders - $24, Lumber - $23, Laurel Hardware - $25, (Metal Roof) A motion was made by Paul Knupp and seconded by Gary Thistethwaite to request for Manager, Chief, and Lt. to attend Pelras Conference in State College, April 22-24, Motion carried. A motion was made by Gary Thistlethwaite and seconded by Paul Knupp to approve Resolution #2017-R-06 Dumpster Recycling Days with Borough for April 22, 2017 to go along with Earth Day. Motion carried. A motion was made by Paul Knupp and seconded by Bruce Robinson to approve Public Works Director, Russ Morgan Review (weeks vacation). Motion carried with Scott Matson voting Nay.

5 A motion was made by Paul Knupp and seconded by Bruce Robinson to approve Proclamation to recognize April as Pennsylvania 811 Safe Digging Month. Motion carried with a Roll Call Vote of 3-2, Scott Matson and Gary Thistlethwaite voting Nay. A motion was made by Gary Thistlethwaite and seconded by Paul Knupp to increase Secretary/Treasurer Bond to $400, to comply with Liquid Fuels Audit Report and Second Class Township Code. Motion carried. A motion was made by Bruce Robinson and seconded by Paul Knupp to accept Resignation from Anthony Vittone, Police Department. Motion carried. A motion was made by Bruce Robinson and seconded by Paul Knupp to accept Resignation from Amanda Jellison, Public Works. Motion carried. A motion was made by Paul Knupp and seconded by Gary Thistlethwaite to approve to advertise for Casual Part time Administrative Assistant. Motion carried with Scott Matson voting Nay. Supervisors Comments Supervisor Scott Matson After being here for years finally have the roads cut back that my trucks are not getting scratched and I want to thank them for that and on the 2017 List I think we need to do more paving on the main roads and not tar/chipping. Supervisor Paul Knupp No Comment. Supervisor Bruce Robinson No Comment. Supervisor Gary Thistlethwaite No Comment. Supervisor Wade Thomas No Comment.
