1 Minutes of the Regular Meeting of the Township Board of Supervisors September 10,2018 Pledge of Allegiance Roll Call Dave Buchewicz presiding. Board members Walt Sackinsky and Edward Snee were present. Also in attendance were: Karen Fosbaugh, Township Manager; Irving Firman, Solicitor; Dennis McDonough, Chief of Police; and Glenn Prokopovitch, Code Enforcement Officer. Absent: Aaron Laughlin, Director of Public Works Two or more members of the Board of Supervisors were together on the following occasions which may or may not qualify as administrative actions, conferences and/or executive sessions: Monday, August 13, After the regular meeting of the Board of Supervisors to address matters of potential litigation. Tuesday, August 14, Meeting with residents of Aurora Drive regarding flooding. Wednesday, August 15, Personnel issues. Tuesday, August 21, Possibly during the Police Pension meeting. Wednesday, August 29, Meetings regarding athletic activities at Evans Park, September 11th Planning meeting, and personnel issues. Monday, September 10, Prior to the regular meeting to discuss personnel issues. Call on the People Minutes Minutes Minutes Invoices Non- Exclusive License Agreement - Clifford M. and Vera M. Bugle 2845 Stanley Street Resolution No There were no public comments made. Motion by Mr. Sackinsky, seconded by Mr. Snee, to approve the minutes of the Public Hearing held on August 13, 2018, to determine if the property located 1660 Queens Drive should be declared a public nuisance and subject to the appropriate abatement procedures. All members voted aye. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to approve the minutes of the Public Hearing held on August 13, 2018, to determine if the property located at 1140 Cochrans Mill Road should be declared a public nuisance and subject to the appropriate abatement procedures. All members voted aye. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to approve the minutes of the regular meeting of the Board of Supervisors held on August 13, All members voted aye. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to approve the payment of the invoices for the month of August, All members voted aye. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to approve the Non- Exclusive License Agreement by and between the Township of (Grantor) and Clifford M. & Vera M. Bugle (Grantees), to permit the construction of a fence over a storm sewer easement located on Lot No. 25 of the Markiewicz Plan of Lots, Lot and Block No H-14, being 2845 Stanley Street, and authorizing the appropriate Township officials to execute said Agreement. Mr. Sackinsky explained to the Grantees that if the Township would need to do repairs in the easement, the fence would be removed, and the Township would not be responsible for replacing it. Mr. Bugle replied that he understands. All members voted aye. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to approve Resolution No : A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE TOWNSHIP OF SOUTH PARK, ALLEGHENY COUNTY, COMMONWEALTH OF PENNSYLVANIA, APPROVING THAT THE ACQUISITION AND SUBSEQUENT DISPOSITION OF A PARCEL OF VACANT PROPERTY KNOWN AS BLOCK AND LOT NUMBER: 1009-A LOCATED AT 3904 BROWNSVILLE ROAD, WOULD BE IN ACCORD WITH THE COMPREHENSIVE PLAN OF THE MUNICIPALITY. Fine - Laborer with the Public Works Department Action to Accept Resignation - Part- Time Administrative Clerk Michele Pecone Motion by Mr. Sackinsky, seconded by Mr. Snee, to approve Resolution No : A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE TOWNSHIP OF SOUTH PARK, ALLEGHENY COUNTY, COMMONWEALTH OF PENNSYLVANIA, APPROVING THAT THE ACQUISITION AND SUBSEQUENT DISPOSITION OF A PARCEL OF VACANT PROPERTY KNOWN AS BLOCK AND LOT NUMBER: 1009-A LOCATED AT 3900 BROWNSVILLE ROAD, WOULD BE IN ACCORD WITH THE COMPREHENSIVE PLAN OF THE MUNICIPALITY. All members voted aye. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to approve Resolution No : A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE TOWNSHIP OF SOUTH PARK, ALLEGHENY COUNTY, COMMONWEALTH OF PENNSYLVANIA, APPROVING THAT THE ACQUISITION AND SUBSEQUENT DISPOSITION OF TWO (2) PARCELS OF VACANT PROPERTY KNOWN AS BLOCK AND LOT NUMBERS: 772- S-8 AND 887-D-185, LOCATED ON MAIN BOULEVARD, WOULD BE IN ACCORD WITH THE COMPREHENSIVE PLAN OF THE MUNICIPALITY. All members voted aye. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to accept the resignation of Josh Neff from the position of Part-Time Page with the Township Library, retroactive to August 13, All members voted aye. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to authorize the employment of Josiah Weeks, Quaker Drive, as a part-time page with the Township Library, at the rate of $7.25 per hour, with an effective date of hire being August 27, All members voted aye. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to authorize the employment of Dwaine L. Fine as a Full-Time Laborer with the Township Public Works Department, at the rate of $22.54 per hour, which is 85% of the contractual rate as defined in the current collective bargaining agreement, and a one-year probationary period, with an effective date of hire being September 4, The motion is contingent upon the successful completion of a pre-employment physical examination. All members voted aye. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to accept the resignation of Michele Pecone from her position as a Part-Time Administrative Clerk, effective September 7, 2018, at the close of the business day. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to approve the appointment of Raymond Stasny, Lindfield Drive, to the Township Zoning Hearing Board, effective September 11, 2018, with a term to expire the first Monday of the year All members voted aye. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to approve the appointment of Denise Sabolcik, Queens Drive, to the Township Library Board, effective September 11, 2018, with a term to expire the first Monday of the year All members voted aye. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to approve the Agreement by and between the South Hills Area Council of Governments (SHACOG), and the Township of, the purpose of which is to define the terms and conditions for the administration of Community Development Block Grant (CDBG) funds associated with the project identified as the Cardox Road Sanitary Sewer Project (CD ); and authorizing the appropriate Township officials to execute said Agreement. All members voted aye. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to authorize the sale of the following Township vehicle by engaging the formal public bid process to establish a minimum bid amount; scheduling the bid opening for Thursday, November 8, 2018, at 10:00 a.m., with action on said bids anticipated to take place at the regular meeting of the Board of Supervisors scheduled for Monday November 12, 2018:

Motion Action to Schedule Public Meeting - MS4 Presentation Hiring of Basketball Monitor for Recreational Basketball Program - Cindy Klein Assessment Change Reimbursements and 2018 Monthly MS4 Report Motion by Mr. Sackinsky, seconded by Mr. Snee, to schedule a Public Meeting for Monday, October 8, 2018, at 6:45 p.m., for the purpose of providing educational information to the public concerning the Municipal Separate Storm Sewer System (MS4), as required by DEP under the permitting process. All members voted aye. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to authorize the employment of Cindy Klein, Queens Drive, as the Basketball Monitor for the season of Township's Recreation Basketball Program, at the rate of $ per hour. All members voted aye. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to approve assessment change reimbursements for the calendar years 2017 and 2018, as a result of successful appeals at the County level, as requested by Tax Collector Lawrence P. Arrigo in correspondence dated August 21, All members voted aye. Motion Mrs. Fosbaugh stated that the following is the MS4 for report September 10, She explained that MS4 is an acronym for Municipal Separate Storm Sewer System, which is an increasingly strict set of mandates established by the Department of Environmental Protection that municipalities are required to adhere to. 1. The litter collection employee continues with his duties along the Township's streets. This activity is a long-term benefit during periods of flooding as debris is not blocking the inlets. Residents can assist by not littering or collecting litter in front of their homes. The activity was most helpful during the weather conditions that occurred over the weekend. 2. Gateway Engineers anticipates the study of the Broughton area with regard to flooding conditions and suggested recommendations to be completed by the end of the month. At that time, a meeting will be scheduled with Allegheny County to discuss the report and possible solutions. 3. The engineering design for the repairs to the Sleepy Hollow Interceptor has been completed. The drawings are being distributed to various contractors for pricing. The Township is awaiting the receipt of the NPDES stream encroachment permit which is required before the work can commence.
6 4. The Township has authorized the installation of additional catch basins in the vicinity of Kirkby Drive and Ridge Road. The Township is awaiting the receipt of the required Highway Occupancy Permit from PennDOT before the work can commence. 5. The work related to the flood event on June 20th was awarded to Lawson Inc. The installation of stormwater runoff controls on Sebolt Road have been completed. Lawson has also completed the installation of a backflow preventer valve on Zupancic Drive. The next emergency condition associated with the flood is the repair of the retaining walls and scouring in the vicinity of the Wood Street Bridge. The work is scheduled to begin on Wednesday, weather permitting. 6. The Township will be installing 4 locking manholes in the vicinity of the Owl's Club Bridge. 7. The SHACOG flusher and camera truck will be back in the Township the latter part of September to be used in problematic areas. 8. The required manhole/inlet inspections, as required by the MS4 guidelines, have been completed. To date, 34+ inlets have been repaired or replaced. 9. Public education is an important component of MS4. To meet that requirement, a public meeting has been scheduled for October 8th, at 6:45 p.m., which is on the agenda this evening. Mr. Buchewicz mentioned that a Litter Clean-up Day will be held on October 20th and encouraged residents to volunteer. Motion by Mr. Sackinsky, seconded by Mr. Snee, to approve the MS4 Report for September All members voted aye. Motion Police Chiefs The Police Chiefs report for the month of August, 2018: Report Calls for Service 835 Arrests 11 Traffic Citations 44 Warnings Issued 124 Reportable Accidents 2 Non-Reportable Accidents 12 Fire Calls 11 Emergency Medical Assists to Tri-Community EMS 58 Deer Struck by Vehicles 1 Mr. Buchewicz commented that he spoke to George Korinka regarding the intersection of Ridge Road and Wallace Road. Mr. Korinka had informed him
7 that the Police have been patrolling the area. Chief McDonough replied that they have patrolled the area on a number of occasions. Motion by Mr. Sackinsky, seconded by Mr. Snee, to accept the Police Chiefs Report for August, All members voted aye. Motion Supervisors' Comments Mr. Snee - Mr. Snee reminded the audience that the annual 9/11 Remembrance Ceremony will be held on Tuesday, at 6:30 p.m. Also, the Community Day event will be held on Saturday, September 15th, at the Allegheny County Oval, with the parade starting at 12:00 noon. Mr. Snee expressed his sympathy for Township resident Mr. David Sims, who was badly burned in a chemical explosion on McKee Drive. Mr. Sackinsky - Mr. Sackinsky informed the audience that on Saturday, the Creek Clean-up Event will be held. Volunteers are to meet at the corner of Snowden Road and Piney Fork Road. Also, on Saturday, September 22nd, the Kids Fish for Fun Day, will be held at the corner of Waterman Road and Peters Creek Road. He commented that he started a program five years ago collecting donated, used fishing equipment for the participants. Mr. Buchewicz - Mr. Buchewicz had no comments. Adjournment Motion by Mr. Snee, seconded by Mr. Sackinsky to continue the meeting to September 19, 2018, at 10:00 a.m., for the purpose of approving the bid relative to the Refuse and Recycling Collection.
