Memorial Moment There was no memorial moment this month. 3. Announcements a. An Executive Session was held by the Board immediately before tonight's meeting to discuss personnel matters. 4. Public Presentation Eva Eisenbrown Ms. Eisenbrown raised a concern about the 3-way stop sign at the intersection of Elm Avenue & Bridge Rd. in Muhlenberg Park. She mentioned that motorists traveling on Bridge Road ignore the signage and pass through the intersection without stopping. Commissioner Steve Wolfinger responded that a police officer has been patrolling the intersection from Linden Avenue. Linda Roebeck Ms. Roebeck announced that the Muhlenberg Library is sponsoring Designer Bag Bingo on November 19th at The Muhlenberg Senior High School. Doors open at noon and games start at 1:00pm. New Business a. Motion to approve the payment of bills presented by the Director of Finance. b. Motion to accept 3rd Quarterly Financial c. Motion to appoint Reinsel Kuntz Lesher as the Township Tax Collector Auditor for the year 2017 and authorize the Township Manager to execute their agreement letters on behalf of the Board. 3 d. Motion to enter into a Host Agreement as recommended by the Township Manager and the Legal Councilor with Harvest LLC, doing business as SMPB Retail LLC, for the medical marijuana dispensary. The Host agreement specifies an additional community fee schedule of 1% of the gross sales for the first five years, 2 ½ % for the years of operation 6 through 10, and 5% thereafter year 10. e. Motion to ratify the Board of Commissioners decision authorizing the Township Solicitor to advertise for a conditional use hearing for a medical marijuana dispensary as required under the Zoning Ordinance Section C.9. the Conditional Use hearing will be held at the Township building on Saturday, October 21st, 2017 at 11:00AM. f. Motion to ratify the Planning Commission's recommendation rendered on September 20, 2017 to reaffirm Fromm Electric Minor Subdivision plan. g. Motion to approve the Parks Development Director to apply for DCNR Riparian Forest Buffer Program Grant in the maximum amount applicable. Page 3 of 6

4 h. Motion to authorize the Director of Parks Development to solicit bids through a public auction to sell used equipment. These vehicles were replaced by the new purchases for the Police and Public Works Departments. The list includes the following: 2007 Ford Taurus, 2008 Ford Crown Victoria, 2009 Ford Crown Victoria, 2009 Ford Crown Victoria. i. Motion to accept the PADEP inspection report for the Township separate storm sewer system (MS4) conducted on July 20, and presented on August 30. The inspection report calls for more public awareness about the stormwater collection system. j. Motion to authorize the Public Works Superintendent to purchase through American Rock Salt materials for the upcoming winter season. American Rock Salt was awarded State Costar contract, as well as, the Berks County Cooperative Purchasing contract. k. Motion to request that the Civil Service Board provides the Board of Commissioners a list of three eligible candidates from the current eligibility list. 9. Board Appointments Page 4 of 6

5 None at this time. 10. Other New Business a. Motion to sign the Multimodal Transportation Fund Grant contract agreement. 11. Public Portion None at this time. 12. Additional Announcements/Comments a. Staff Joseph Mench - mentioned that the format of the Township Newsletter has changed. Jim Bobeck - gave thanks to all of the volunteers who helped with this year s Fall/Halloween events. Chief Erik Grunzig - reminded everyone that the kids are back in school and to be mindful of the buses as it is School Bus Safety Week. He also announced that the Police Department will be hosting Trunk-or-Treat this year at the fire stations on Halloween from 6-9PM. Dawn Cieniewicz - reminded everyone that the budget meeting will be held on Saturday, October 28th. This is a very important meeting and she encouraged everyone to attend. Jamal Abodalo - announced that the Multimodal Transportation Grant was received and as a result there will be cameras present on the 5th St Hwy for the purpose of traffic counts. b. Commissioner Kevin Lerch Kevin Lerch announced that the Spotted Lantern Fly has appeared in Muhlenberg Township, though the infestation is not as bad as in other areas of Berks County. He advised that when you see the insects to please kill them. c. Commissioner John Imhoff John Imhoff reported that "We Buy Houses signs are still appearing in Muhlenberg Township and mentioned his dislike for them. He then confirmed that there is an ordinance against the posting of such signs and was made aware that as many as 100 signs a week have been removed by road crews. d. Commissioner Steve Wolfinger Steve Wolfinger announced the Muhlenberg Ambulance Association membership drive will be held on November 24th. Page 5 of 6

6 e. Commissioner Derek Lupia Derek Lupia thanked all the volunteers who helped with the Halloween parade and Haunted Hollow. He also mentioned the Designer Bag Bingo event taking place on November 19th to benefit the Muhlenberg Community Library. f. Commissioner Michael Malinowski Michael Malinowski mentioned the importance of the municipal election taking place on Tuesday, November 7th.
