1 President Timothy Tarulli called the meeting to order at 7:30 pm. All stood for the invocation that was given by Reverend Luke Holt from Dover Bible Church followed by the Pledge of Allegiance. Roll Call: Bair, Gunnoe, Moss, Mueller, Maurer, Perkowski, Correll Seven (7) present. Motion by Gunnoe to accept January 6, 2014 regular council meeting minutes. Seconded by Bair. COMMITTEE REPORTS: Service Bair One recommendation from meeting last Tuesday, January 14 th : that an emergency ordinance be prepared authorizing the Director of Public Service of the City of Dover to advertise for bids and enter into contracts for the purchase of labor, materials, supplies, and equipment for the General Services and Electric Field Departments for the calendar year Bair reported on a request from the Service Director to look into the refuse and recycling contract. This Saturday all council persons are invited to tour Kimble s Recycling facility in Twinsburg. They will be leaving at 8:45 am from Council Chambers. Bair scheduled a Service meeting for Monday, January 27 th at 7:00 pm to continue the discussion on recycling and refuse. Utilities Gunnoe - No formal report. Safety Moss Two recommendations from meeting this evening: (1) that an emergency ordinance be prepared to permit the trade of non-used automatic firearms through a properly licensed federal firearms dealer for guns and ammunition that could be used by the Dover Police Department pursuant to the proposals attached hereto, (2) that an emergency ordinance be prepared authorizing the Safety Director to advertise for bids and enter into a contract for the purchase of two Ford interceptor covert vehicles for the Police Chief and Captain Detective pursuant to the specifications on file with the Dover Safety Director with the authorization to trade in or sell the 2003 Ford Crown Victoria, VIN 2FAFP71W63X and the 2004 Ford Crown Victoria, VIN 2FAFP71W54X Planning, Zoning & Codes Mueller - One recommendation from meeting: that an emergency ordinance be prepared authorizing the vacation of a portion of an unnamed alley off of Howe Street that abuts the property owned by Bruce Daniels and Sharon Daniels, known as PPN and , and as described on the description prepared by the City Engineer attached hereto. Finance Maurer One recommendation from meeting on January 14 th : that an emergency ordinance be prepared authorizing the Service Director to enter into an engineering contract with TMS Engineers, Inc. of Stow Ohio to provide professional design services for Phase One of the Dover City Wide Traffic Signal Project and to appropriate $210, for the design and construction management of this project. Maurer stated that he will be asking for suspension and passage on this as the quicker it gets underway the better. Maurer scheduled a Finance meeting for January 17 th at 6:30 pm. Parks & Recreation Perkowski - No formal report. One request for an assignment to the Finance committee: a request for a committee assignment from Councilman Perkowski that the Finance committee take action on the item in the master capital budget regarding funds for dugouts. Allocation of these funds will allow the Park Director to entertain bids and apply for grants in an effort to replace as many dugouts as possible prior to this year s baseball / softball season.

2 Page Two Human Resources Correll - Two recommendations from meeting tonight: (1) that a resolution be prepared recognizing, commending and thanking Joe Parolini for his service as Dover Councilperson At Large from September 2, 2008 through December 31, 2013, (2) that a resolution be prepared recognizing, commending and thanking Tony Korns for his service as Dover Ward Three Councilperson from January 1, 1990 through December 31, 1999 and Councilperson At Large from January 1, 2010 through December 31, ADMINISTRATION REPORTS: Mayor Homrighausen Mayor Homrighausen passed out copies of the Kimble Company s presentation and said there will be a tour of the Kimble Recycling Plant in Twinsburg this Saturday. The Mayor passed out and read his Mayor Appointments Mayor Homrighausen reported on his trip to D.C. on January 9 th stating it was well worth the time and a very productive day. The Mayor met with several people including Joe Goffman who is working on the new rules for existing power plants and his staff as well as legislative directors and aides of Senators Portman and Brown. Mayor Homrighausen requested that council enter into executive session following legislation for the purpose of discussing wage and salary negotiations. Auditor Stoldt No formal report. Law Director O Meara No formal report. Service Director Douglas No formal report. Douglas stated that the city is fixing potholes utilizing two crews. The city has been using a lot of salt but remains in good shape. Safety Director Vorhees Vorhees offered his thanks to Council for their action on the new police cruisers and other items for the police department. He asked for rules suspension and passage on the second reading of the police cruiser ordinance. City Engineer Dummermuth: No formal report. NOTICES & COMMUNICATIONS: Monthly Reports from Auditor Stoldt None. Notices and Communications Police Chief Joe Ball turned in his departments December 2013 report. We received notice from Dominion East Ohio regarding their use of an automatic adjustment mechanism to allow Dominion to recover costs associated with deploying Automated Meter Reading technology.
