CALL TO ORDER The Regular Meeting of the Dixon City Council was called to order at 7:03 p.m. by Mayor Thorn Bogue. 2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Thorn Bogue. 3. Miguel 4. CONFLICT OF INTEREST. 5. APPROVAL OF AGENDA City Manager Jim Lindley noted staff has requested Item 11.1 be removed from the agenda and be continued to the November 28, 2017, meeting. ITEMS FROM THE CITY COUNCIL Councilmember Hickman requested status updates on the sales tax issue, school speed signs, high school speed bumps, a School Resource Officer, and a traffic court date for the City. Councilmember Minnema attended dinner at the Veterans' Hall on Friday, the Kiwanis Open House and announced their membership recruitment, announced Red Ribbon Week is this week, and the Local Opportunity Waiver will be on the next agenda. He also recognized the Dixon Historical Society elections and honored those who volunteer toward the opening of a museum. Vice Mayor Pederson attended the Knights of Honor for Solano County. Councilmember Steve Bird attended the Knights of Honor where Dixon Officer Dillon Friend was recognized; attended the Rotary Club Pumpkin Patch and the Dixon Toastmasters meeting. Mayor Thorn Bogue attended the Knights of Honor and the Night of Recognition of our military. 9. CONSENT CALENDAR There was no discussion on this item. Motion made by Vice Mayor Pederson, seconded by Councilmember Minnema, to approve the Consent Calendar Items 9.1, 9.2, 9.3, 9.4. PUBLIC HEARINGS 10.1 Waive first reading, read by title only, and introduce an ordinance to consider the adoption of an ordinance amending Chapter 6.12, Medical Marijuana Businesses, of Title 6, repealing Chapter 11.13, Marijuana Cultivation, of Title 11, and amending Chapter 18.03, Chapter 18.15, and Chapter of Title 18, of the Dixon Municipal Code, relating to cannabis businesses; and consideration of the approval of two development agreements. RECOMMENDATION: Waive first reading, read by title only, and introduce an ordinance to consider the adoption of an ordinance amending Chapter 6.12, Medical Marijuana Businesses, of Title 6, repealing Chapter 11.13, Marijuana Cultivation, of Title 11, and amending Chapter 18.03, Chapter 18.15, and Chapter of Title 18, of the Dixon Municipal Code, relating to cannabis businesses; and consideration of the approval of two development agreements. Ms. Tasini and City Attorney Douglas White answered questions from the Council. Mayor Bogue opened the public hearing. Public comment was received from Ms. Ginger Emerson, Mr. Mike Ceremello, an unknown member of the public, an un-named student, Ms. Deanna Garcia, and Ms. Tiffany Fabiani. Mayor Bogue closed public comment. A motion was made Councilmember Hickman, seconded by Councilmember Minnema to waive first reading, read by title only, and introduce an ordinance to consider the adoption of an ordinance amending Page 14

5 Chapter 6.12, Medical Marijuana Businesses, of Title 6, repealing Chapter 11.13, Marijuana Cultivation, of Title 11, and amending Chapter 18.03, Chapter 18.15, and Chapter of Title 18, of the Dixon Municipal Code, relating to cannabis businesses. Bird, Hickman, Minnema, Pederson, Bogue Motion passes to waive 1st reading of an ordinance. Mayor Bogue recommended consideration of a subsequent motion to change the ordinance of limiting from two (2) cannabis dispensaries to three (3) cannabis dispensaries. Public comment was received from Mr. Kevin Johnson, Mr. Phil Lockwood, and unknown member of the public, Mr. Bill Fairfield, and Tiffany Wing. Mayor Bogue closed public comment. A motion was made by Councilmember Minnema, seconded by Councilmember Hickman to change the limitation of two (2) cannabis dispensaries to three (3) cannabis dispensaries. Hickman, Minnema, Bogue Bird, Pederson Motion passes to approve three (3) dispensaries. City Council recessed for a break at 8:35 p.m. and re-convened at 8:52 p.m. Mayor Bogue re-convened the meeting to continue Item 10.1 regarding consideration of the approval of two development agreements. Ms. Tasini reviewed the terms of the development agreement(s), individualized for each entity, BEGK, Inc., and Dixon Indoor Farming Properties, LLC, and Emerald Capital Holdings, LLC. Independent auditors would be contracted by the City to monitor financial dealings. Ms. Tasini and Mr. Douglas White, answered questions from the Council. BEGK, Inc., and Dixon Indoor Farming were present to answer questions from the Council regarding their operations. Page 15

6 Mayor Bogue opened the item for public comment. Public comments was received from Ms. Ginger Emerson and Ms. Tiffany Fabiani. Mayor Bogue closed public comment. A motion was made by Councilmember Minnema, seconded by Councilmember Hickman to approve the Development Agreement(s) with BEGK, Inc., and Dixon Indoor Farming Properties, LLC, and Emerald Capital Holdings, LLC., amended to include any amendments/changes, to ownership be approved by the City Council, and any other amendments/changes, either major or minor, are subject to advising both the Dixon Planning Commission and the Dixon City Council. Roll call was taken as follow: Bird, Hickman, Minnema, Pederson, Bogue Approve the Development Agreement(s), as amended. 11. UNFINISHED BUSINESS 11.1 Adopt a resolution increasing the amount of administrative fines for violations of the Safe and Sane Fireworks Ordinance. RECOMMENDATION: Item continued.
