1 Regular Meeting Minutes -1- September 25, 2018 MINUTES FOR THE REGULAR MEETING OF THE COUNCIL OF THE BOROUGH OF WALDWICK HELD ON TUESDAY, SEPTEMBER 25, 2018 AT 7:30 PM Mayor Giordano called the meeting to order and read the Statement of Compliance. Mayor Giordano asked for a roll call. Present on roll call Mayor Giordano, Mr. Bjork, Mr. Farricker, Mr. Schatz and Mr. Sciolaro. Mrs. Dellavechia and Mr. Oravetz were absent. Also present: Kelley Halewicz, Municipal Clerk and Craig Bossong, Borough Attorney. Mayor asked everyone to join in the Pledge of Allegiance and remain standing for the prayer. Proclamations & Presentations Mayor Giordano stated that this month is National Ovarian Cancer Month. The Waldwick Chamber of Commerce has organized the Turn the Town Teal for awareness to support the cause. Reports of Committees and Mayor s Report Mayor. Mayor Giordano thanked Chuck Wanamaker and his organization for putting together the Food Truck Festival that was held on Sunday September 23. He stated that the Boy Scouts will be planting new flowers in front of the Borough on October 20, Mayor Giordano reported that Laura Harris has been terminated from her position as Administrator, and that Erica Davenport has resigned from her position as Grants Administrator. Finance & Administration. Mr. Sciolaro reported that he attended the Library Board of Trustees meeting this week. The Children s Librarian reported that they had a successful summer reading program. The Bergen County Cooperative Library System has found a new director that is scheduled to start in October He stated that the State Library Loan Delivery Program will run out of money in Several attempts to get the State to support it financially have failed. Mr. Sciolaro also attended the monthly Bergen JIF meeting where they reminded everyone that the Employee handbooks are due October 1. They are also offering training about land use liability to the Planning and Zoning Board members with certain incentives as well. He lastly mentioned that he spoke with CFO Ms. Ennis about maintaining the budget. Public Safety Committee. Mr. Schatz reported that he attended the recent Food Truck Festival and the last summer concert. He commended Ms. Allen for administering CPR to a citizen who needed it at the concert. He attended the Ambulance Corps meeting where they discussed the incident. He lastly reported that he attended the Planning Board meeting where they introduced three new applications. Recreation & Health Committee. Mrs. Dellavechia was absent therefore no report was given. Buildings & Grounds Committee. Mr. Farricker thanked Chuck Wanamaker for his efforts of organizing the Food Truck Festival. He stated that there will be a Board of Education meeting that will not be able to attend. He reported that the traffic surrounding the Crescent School has not been improving and must be looked at for any solutions.

2 Regular Meeting Minutes -2- September 25, 2018 Public Works Committee. Mr. Bjork reported that the paving program has concluded for this year, and that the next step is to start the line striping. Due to the weather it has been difficult to finish the striping, but will be finished soon. He stated that the DPW has been clearing the storm sewer catch basins from debris washing up from the streets. He lastly stated that the Mayor is having three trees planted at the Municipal Pool. Fire & Police Protection Committee. Mr. Oravetz was absent therefore no report was given. Mr. Sciolaro stated that the Employee handbook must be reviewed and updated every two years. He stated the two vendors that provide the 457B services to the Borough: Nationwide and Lincoln Retirement Services. Mayor Giordano stated the Gary Kratz will be the Interim Administrator to help assist the Borough with the budget and any other needs. Mr. Bossong explained the Agreement that the Borough of Waldwick has with Bergen County regarding snow plowing. He stated that the Borough plows county roads and the county reimburses the Borough for that work since the DPW is doing plowing in the area anyway. Mr. Bjork stated that Wyckoff paved Anthony Place as most of the road is technically in Wyckoff, with only a small portion in Waldwick, so it makes sense to compensate them for their work. (A) Ordinance No AN ORDINANCE AMENDING CHAPTER 89 - TOWING AND STORAGE REGULATIONS - OF THE REVISED ORDINANCES OF THE BOROUGH OF WALDWICK - TO AMEND PROVISIONS CONCERNING THE FEES FOR REMOVAL AND STORAGE OF VEHICLES Council comments. Mr. Bossong stated that certain fees must be removed and added to the towing ordinance to be up to date as per a recent Court ruling. Public comment. None.

This ordinance will go into effect immediately after approval and publication according to law. Unfinished Business None. New Business None. Public Comment Jennifer Miano, 18 Smith Street wanted to explain her issues with the Crescent School parking lot. She stated that the people who are parking in the fire zones near the school are creating a huge traffic jam for the rest of the parents trying to pick up their children. She believes that anyone who needs to find a parking spot during an emergency will not be able to do so. Mayor Giordano stated that he spoke with Dr. Casarico about this issue and he mentioned that people are allowed to idle in their cars, but once they leave the vehicle it is a violation and they can be ticketed for it. Mayor Giordano went on to say that Ms. Miano should contact Dr. Casarico and speak directly with him to make sure that there is some progress made to solve this issue. Jillian Policastro, 53 Grove Street wanted to see if her issue about a chicken ordinance would be put on the agenda, to which the Mayor replied that it will be discussed during the Council Executive Meeting in October. Ray Cruz, 15 Cypress Court thanked the Mayor and Council for joining the Waldwick United site. He then asked about which ordinances need to be changed in order to get the proper sign in front of the Crescent School to prevent any future cars from parking and leaving their vehicle. Mayor Giordano stated that they do have the ordinances in place, they just need to make the proper changes. Mr. Cruz asked about how Good Guy Vapes has been friend requesting high schoolers on Instagram, and whether it was illegal or not to do so. Mr. Cruz asked Mr. Bossong about the zoning adjustments and to explain in simpler terms about how it will work. Mr. Bossong stated that is allows any developer that comes and wants to build a multi-family unit must provide affordable housing as a part of the requirement.

5 Regular Meeting Minutes -5- September 25, 2018 Mr. Cruz mentioned that Waldwick United is having a fundraiser for the McKeenan family for their son Cole who has neuroblastoma. The event is taking place on October 20 at the Allendale Racquet Club and he welcomed all members of the community to join them. Jacqueline Luthcke, Police Chief of Ridgewood was concerned with the repairs and condition of the Waldwick Shooting Range. She enjoys using it frequently with her officers, but feels that it needs to be repaired and updated. Mayor Giordano stated that they were under the impression that these repairs were being taken care of, however this was not the case. The Mayor then apologized for this slipping through the cracks, but will make sure it is taken care of soon. Stan Kowalski, 47 Durante Road wanted to know if a traffic study could be started on Mary Lane as he believes that a yield sign should be put in place. Mayor Giordano replied stating that he will let the Police Department know. Closed Session RESOLUTION NO WHEREAS, Section 8 of the Open Public Meetings Act (N.J.S.A. 10:4-12(b)(1-9) permits the exclusion of the public from a meeting in certain circumstances; and, WHEREAS, the Mayor and Council is of the opinion that such circumstances exist. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Waldwick, County of Bergen, State of New Jersey, as follows: 1. The public shall be excluded from discussions of the closed session. 2. The general nature of the subject matter to be discussed is as follows: Personnel RICE Notice Issued Sale of Real Property 8-1 Vernon Court 3. It is anticipated at this time that the above stated subject matter will be made public within 60 days or as soon thereafter as it is deemed to be in the public interest to do so based on the conclusion of the matter.
