1 REGULAR MEETING OF THE CITY COUNCIL PLANTATION, FLORIDA April 12, 2017 The meeting was called to order by Councilmember Peter Tingom, President of the City Council. 1. Slattery 2. The opening remarks were given by Councilmember Jacobs. The Pledge of Allegiance followed. 3. Approval of minutes of meetings held March 22, Approved as presented ITEMS SUBMITTED BY THE MAYOR Ms. Renee Prodowski from the office of the State Surgeon General presented Mayor Bendekovic with the 2017 Heathy Weight Community Champion Award. Sharon Kent, Parks and Recreation Assistant Director made the following announcements: Summer Camp - begins Monday, June 12 and runs through Friday, August 4. A two-week Kids Camp runs August 7-18 Royal Easter Egg Hunt - Saturday, April 15 (10:00 am sharp) at Pop Travers Field Easter Buffet - Sunday, April 16 (10:00 am 2:00 pm) Plantation Preserve Golf Course & Club 16000

2 Mayor Bendekovic announced the Federated Road annual road closing will be on Sunday, April 16, The Westfield Broward Mall can be accessed from two entrances on University Drive and Broward Blvd. Teddy Bear Picnic May 6 th at the Helen B. Hoffman Library Farmers Market every Saturday at Volunteer Park She requested the councilmembers RSVP to Susan DiLaura by April 17 th if they plan on attending the Mayor s Interfaith Breakfast on May 4 th. Mayor Bendekovic also requested the councilmembers let Susan DiLaura know if they would be attending the Broward League of Cities Gala and Swearing in Ceremony on June 3 rd. She requested the councilmembers contact Susan Slattery, City Clerk with their vacation schedules. CONSENT AGENDA 4. Request for authorization to participate and purchase liquid sodium hydroxide (caustic 50%) from Allied Universal Corporation, utilizing the Southeast Florida Co-Operative Bid No (lead agency: City of Margate) from April 17, 2017 to April 16, 2018, at a cost of $1.69/per gallon (full truck load, minimum 3,500 gallons), and $2.03/gallon (less-than-full truck load) 5. Request for authorization to issue a purchase order to The Office Cart, LLC. in the amount of $52, for the supply and delivery of 122 sets of Computer Peripheral Equipment and Supplies to the City of Plantation Police Department 6. Request for approval to participate in the Southeast Florida Co-Operative Bid (Lead Agency: City of Pompano Beach) RFP No. E for the "Supply and Delivery of Unleaded Gasoline and Diesel Fuel" from Port Consolidated, Inc. terminating March 14, 2020 with an option for one (1) additional two-year renewal 7. Resolution No RESOLUTION assessing a lien on 1960 SW 51 Terrace for the cost to the City of Plantation of its mowing and clearing said property. 8. Request for approval of a "competitive procurement exemption" (City of Plantation Code Sec 2-226(g)(7)) and authorize the City to procure "Office and Education Consumables" from Staples Contract & Commercial, Inc. based on the State of Florida Contract No Request for authorization to execute/exercise the final one-year renewal option for School Crossing Guard Services RFP No with Action Labor Management of Florida d/b/a Staffing Connection expiring the last day of the 2017/18 school year as set forth and established by Broward County Public Schools 16001

Request for approval of a "competitive procurement exemption" (City of Plantation Code 2-226(g)(3)) and authorization to issue a purchase order to Tom Evans Environmental, Inc. for (1) Peerless Vertical Turbine Pump in the amount of $89, Request for approval of a "competitive procurement exemption" (City of Plantation Code 2-226(g)(5)) and authorization to issue a purchase order to GL Distributors for protective body armor for an amount not to exceed $51, Request for approval of a "competitive procurement exemption" *(City of Plantation Code 2-226(g)(4)) and authorization to award a contract to Structure Design and Rehabilitation, Inc. (SDR) for an amount not to exceed $69, Request for approval and authorization to award contract for "Plantation Preserve Vegetation Project" to D'Angelo Brothers, LLC for the amount/rates submitted by D'Angelo Brothers, LLC (less the 'alternate' (alt) pay items), and annual terms & conditions identified in ITB No Request for approval to issue a work authorization to Hazen and Sawyer, PC for general utilities engineering services for the design, and permitting of the EWTP Chemical Storage Facilities in an amount not to exceed $187, Resolution No RESOLUTION approving a non-exclusive bus bench franchise with the GFWC Plantation Woman's Club. 16. Request for approval of a "competitive procurement exemption" (City of Plantation Code 2-226(g)(5)) and authorization to issue a purchase order to Dana Supply, Inc. for the installation and supply of emergency lighting and vehicle equipment for (2) Ford Explorers (SWAT/SCU) and (10) Ford Taurus (CID) in the amount of $46, Resolution No RESOLUTION of the City of, authorizing an amendment to the estimated revenues and expenditures for fiscal year 2017; providing for severability; and providing an effective date. 18. Request for Temporary Road Closing/Special Use of State Road for Fourth of July Parade. The City of Plantation's Parks and Recreation Department is requested the closure of Broward Boulevard, from 441 west to NW 69th Avenue north to City Hall on NW 5th Street on Tuesday, July 4, Request for approval of a "competitive procurement exemption" (City of Plantation Code 2-226(g)(5)) and authorization to issue a purchase order to Auto Nation Chrysler Dodge Jeep Ram- Pembroke Pines for (2) 2017 Dodge Chargers (Police Rated) in the amount of $46,

Resolution No Plantation s Midtown Development District. Motion by Councilmember Jacobs, seconded by Councilmember Fadgen, to approve the Consent Agenda. Motion carried on the following roll call vote: Ayes: Fadgen, Hyatt, Jacobs Stoner, Tingom Nays: None Mayor Bendekovic voted affirmatively on Item No. 20 Councilmember Tingom invited the Plantation Women s Club to speak about their recent luncheon. The Club thanked Councilmember Tingom for his help during the event. He thanked the club for all they do for the community and the fountains they have sponsored throughout the city. Mayor Bendekovic thanked Glenn Flutie for partnering with the Women s Club and maintaining the bus benches. ADMINISTRATIVE ITEMS 24. Zoning Code Reorganization Update Dan Holmes, Planning and Zoning Director provided a brief update on the zoning code reorganization. He requested the councilmembers provide their input by May 30 th. Two Part Presentation - Compensated Absences & Other Post-Employment Benefits Part 1: Margie Moale, Human Resources Director detailed the current annual/sick leave benefits offered to the City of Plantation employees. She also compared and contrasted the benefit to those benefits offered by neighboring municipalities of similar size. Part 2: Nicholas Lahaye of Gabriel Roader Smith, explained what Other Post-Employment Benefits (OPEBs) are. He also discussed the reporting requirements dictated by Governmental Accounting Standards Board Statement 75 and the impending impact that this statement will have on municipalities, and their financial reporting in FY2018. This item was solely informational. No action required. LEGISLATIVE ITEMS 26. Public Hearing and First Reading of an Ordinance pertaining to the General Employees Retirement Plan Motion by Councilmember Hyatt, seconded by Councilmember Jacobs, to pass the Ordinance on first reading. Motion carried on the following roll call vote: Ayes: Fadgen Hyatt, Jacobs Stoner, Tingom Nays: None COMMENTS BY COUNCIL MEMBERS: Councilmember Fadgen He wished the public a Happy Easter and Passover. COMMENTS FROM THE PUBLIC: Dennis Conklin 4581 NW 6 Court He spoke about the closing of Federated Road and how consideration should be given to closing other roads during the Christmas season to accommodate parking
