COUNCILMEMBERS PRESENT: Deputy Mayor Palmer, Councilmember Door, Councilmember Shadko, Councilmember Johnson, Councilmember Farris and Councilmember Swanson A Moment of Silence was observed for Army Staff Sergeant Bryan Black, a Puyallup High School graduate who fell victim during recent fighting in Niger. Deputy Mayor Palmer advised of an upcoming public memorial in his honor. Deputy Mayor Palmer recognized the absence of Mayor Hopkins as excused. APPROVAL OF THE AGENDA Council Action: A motion was made by Councilmember Shadko, second by Councilmember Johnson, to include the Council requested addition for the Code of Ethics and approve the agenda as amended. The motion passed 6-0. CONSIDERATION OF MINUTES Johnson, to approve the minutes of September 19, October 3, October 17, and October 24, 2017, as submitted. The motion passed 6-0. PRESENTATIONS AND PROCLAMATIONS Presentation: Final payment from the Kiwanis Foundation for the Kiwanis Kids Spray Park in Pioneer Park Members of the Kiwanis Foundation presented the City and Parks and Recreation Director Sarah Harris with the final installment check for the Kiwanis Spray Park at Pioneer Park. CITIZEN COMMENTS Mr. Rod Gratzer spoke in support of turf fields at the Puyallup Sports Complex and encouraged moving forward with the idea. Mr. Joe Lumsden also spoke in favor of installing turf fields at the Puyallup Recreation Center.

2 Mr. Gywnne Williams noted his affiliation with a local soccer union and voiced their support for the installation of turf fields. Mr. Gale Robinette gave an update on the status of the Meeker Mansion s holiday decorating efforts and voiced a need for volunteers interested in serving on their governing board of directors. Mr. Sam Green voiced support of the ordinance to waive/delay System Development Charges for the Elmwood Mobile Home Park. Mr. Robin Ordonez discussed the Vermillion lawsuit and questioned the Council s continued support. He approved of the ordinance intended to provide assistance to the Elmwood Mobile Home Park. Mr. Dave Churchman spoke in favor of an ethics ordinance, discussed reasons why he felt the document was not in good form and listed several instances where he questioned the integrity of city staff. Mr. Gene Landry voiced objection to the proposed property tax increase and asked Council to support Mayor Hopkins election promise of no new tax increases. Mr. Bud Metzger encouraged all to purchase from local businesses during the holiday season. Ms. Kathy Turner appreciated the council s approval of two additional police officers in the 2018 budget and urged that the hiring process begin prior to the completion of the staff study. Mr. Chris Chisholm appreciated the addition of the Ethics Policy, voiced his concerns with some of the language and encouraged the council to work towards codifying it in the Municipal Code. CONSENT AGENDA Interagency Agreement with the Washington State Traffic Safety Commission Acceptance of the South Hill Mall Pump Station Elimination project as complete Interagency Agreement to provide Jail Services for the City of Sumner Approve a Department of Ecology Local Source Control Partnership Interagency Agreement Accept a donation of funds to purchase two park benches for Wildwood Park Approve accounts payable, payroll and electronic fund transfers of $4,902,091.49; ratify and confirm payments as previously authorized by the finance director Authorize the City Manager to finalize and execute 2018 healthcare contracts 2

3 Concurrence with a Pro Tem Hearing Examiner appointment Shadko, to approve the consent agenda. The motion passed 6-0. PUBLIC HEARINGS Conduct a public hearing and first reading of an ordinance fixing the amount of funds to be raised by regular property taxes; and approve a resolution setting property tax revenues City Manager Kevin Yamamoto outlined the three steps of the budget approval process. Deputy Mayor Palmer opened the public hearing at 6:58 p.m. Recognizing that no one wished to speak, the public hearing was subsequently closed. Finance Director Cliff Craig explained that the proposed one percent increase will help the city to keep up with the cost of doing business. He responded to several questions and concerns regarding the proposed increase. Council members voiced their thoughts regarding the proposed increase, city finances and the budget. Shadko, to approve first reading of the ordinance. The motion passed 5-1 (Johnson). Shadko, to approve the resolution. The motion passed 5-1 (Johnson). RESOLUTION NO A RESOLUTION of the City of Puyallup, Washington, authorizing the increase of property tax revenues for 2018 in terms of dollars and percentage pursuant to RCW Conduct a public hearing on the proposed City of Puyallup 2018 Budget and consider first reading of an ordinance approving the budget Mr. Yamamoto explained that most of the council s major initiatives are funded and endorsed the budget as proposed. Deputy Mayor Palmer opened the public hearing at 7:13 p.m. Recognizing that no one wished to speak, the public hearing was subsequently closed. Council members opined on the proposed budget, the policy directive and a perceived positive move forward via decreased debt and increased city services. 3

4 Council Action: A motion was made by Councilmember Johnson, second by Councilmember Door, to approve first reading of the ordinance. The motion passed 6-0. Conduct a public hearing and first reading of an ordinance relating to 2017 Comprehensive Plan updates Senior Planner Katie Baker and Associate Planner Kendall Wals provided a brief overview of the text and map amendments to the Comprehensive Plan, including two components, a text amendment change and repairing some split zoning parcels and city owned parcels. Deputy Mayor Palmer opened the public hearing at 7:52 p.m. Mr. Robin Ordonez outlined a number of concerns with the Transportation Element and felt that the city was liberal with their interpretation of the Department of Transportations Engineering Standards. Mr. Bud Metzger agreed that the South Hill Neighborhood Plan is problematic. He felt the addition of a police/fire station would significantly impact nearby properties and that the noise and additional traffic should be addressed. Confirming that no one else wished to speak, Deputy Mayor Palmer closed the public hearing at 7:56 p.m. Farris, to amend the language on Page 3.12, under Agricultural Lands, to leave in the first part of the sentence However, it should be noted that only a portion of the land in this area is within the City s corporate limits and striking the remaining language highlighted in red within the same paragraph, and approve first reading of the ordinance as amended. The motion passed 6-0. ORDINANCES Second reading of an ordinance establishing compensation for Puyallup Municipal Court Pro Tem Judges Mr. Yamamoto explained that the ordinance complies with a provision of Washington State law, for pro tem or temporary Judges salaries to be set by ordinance. Farris, to approve second reading of the ordinance. With a roll call vote, the motion passed 6-0. ORDINANCE NO AN ORDINANCE of the City of Puyallup, Washington, establishing compensation for the position of Puyallup Municipal Court Judge Pro Tem 4

5 Second reading of an ordinance amending portions of the Flood Damage Protection Code Mr. Yamamoto explained that the ordinance relates to the City s interaction with FEMA and corrects some inconsistencies in the original ordinance. Key developments are dependent upon the passage of the ordinance. Shadko, to approve second reading of the ordinance. With a roll call vote, the motion passed 6-0. ORDINANCE NO AN ORDINANCE of the City of Puyallup amending Section , , and of the Puyallup Municipal Code pertaining to Flood Damage Protection First reading of an ordinance authorizing the Public Works Director to waive or delay System Development Charges for Elmwood Mobile Home Park Public Works Director Rob Andreotti explained that 41 requests for sewer connections have been submitted. The ordinance will allow System Development Charges to be delayed or waived for the Elmwood Mobile Home Park, until such time the property use changes and the land is developed. Farris, to approve first reading of the ordinance. The motion passed 6-0. First reading of an ordinance establishing Uniform Rules for Public Property in the Downtown Core Senior Assistant City Attorney Shawn Arthur outlined the intent of the ordinance, to standardize the rules of conduct for all downtown city properties including the Library, Pavilion, Activity Center, and city hall complex. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Door, to approve first reading of the ordinance. The motion passed 6-0. CONSIDERATIONS AND REQUESTS Accepting minimal impacts to Veterans Memorial Park in relation to the Milwaukee Bridge Rehabilitation Project City Engineer Mark Palmer gave a brief explanation of a request to allow a small portion of Veteran s Park to be donated in support of the Milwaukee Bridge project. 5

6 Council Action: A motion was made by Councilmember Farris, second by Councilmember Shadko, to accept the minimal impacts to Veterans Memorial Park as recommended by staff. The motion passed (Johnson). Consider a resolution making a citizen appointment to the Design Review and Historic Preservation Board Council Action: A motion was made by Councilmember Shadko, second by Councilmember Door, to approve the resolution. The motion passed (Johnson). RESOLUTION NO A RESOLUTION of the City Council of the City of Puyallup, Washington, confirming an appointment to the Design Review and Historic Preservation Board CONSIDERATIONS AND REQUESTS Proposed Code of Ethics (Farris/Swanson) Councilmember Farris outlined her reasons in bringing this item forward, believed that it would demonstrate the councils commitment towards ethical behavior, and voiced willingness to revise it with any suggested changes. Councilmember Door suggested the issue be placed on the council s retreat agenda in 2018 and that it be prioritized in next year s work plan. Council members all voiced their ideas on the working document and potential changes, the timeline, and the fashion in which to move forward with this item. COUNCIL REPORTS Councilmember Swanson issued a reminder about two upcoming community events; the memorial service for Staff Sergeant Bryan Black on November 19 th and the Santa Parade and associated festivities on December 2 nd. Councilmember Farris touched on the following: the upcoming memorial for Staff Sergeant Bryan Black and a permanent memorial; a recent neighborhood meeting with residents near the Share and Care House; and a public records request for her personal /facebook/nextdoor.com/etc., which she affiliated with her concerns regarding ethics. Councilmember Johnson gave an update on the board structure of the Main Street Association and current staffing. Additionally, he spoke positively about the community and its citizens, nonprofits and church groups. 6

7 Councilmember Shadko recognized the students who stayed until the end of the meeting. She spoke of Staff Sergeant Black and encouraged attendance at the memorial service, to show respect to the family and appreciation for their sacrifice. She reported that the Pierce Transit Board is reviewing its budget and described their new pilot program for Pierce College students. She announced the upcoming Asian Pacific Dancer event at Karshner Museum. ADJOURNMENT 8:58 p.m. 7
