FIRST AVENUE, HILLSBORO, OR WEDNESDAY, JUNE 18, 2014 PUBLIC WORK SESSION 6:30 PM SHIRLEY HUFFMAN AUDITORIUM PUBLIC MEETING 7:00 PM SHIRLEY HUFFMAN AUDITORIUM Public Work Session Prior to the regular public meeting, the Planning Commission meets for a general public work session in the Shirley Huffman Auditorium. The purpose of this meeting is to provide the Commission an opportunity to conduct informal communications with each other, review the agenda, and identify questions they may ask before taking action on the agenda items during the public meeting. The public is welcome to observe. Deliberations by the Commission on agenda items occur during the regular meeting, not during work session. Public Meeting The public meeting is the time during which the Planning Commission considers items published in their agenda, including scheduled public hearing items. The public is welcome to speak. Assistive Listening Devices are available for persons with impaired hearing and can be scheduled for this meeting by calling (voice) or (TDD Telecommunications Devices for the Deaf) no later than 5:00 p.m., Monday. The County will also upon request endeavor to arrange for the following services to be provided: Qualified sign language interpreters for persons with speech or hearing impairments; and Qualified bilingual interpreters. Since these services must be scheduled with outside service providers, it is important to allow as much lead time as possible. Please notify the County of your need by 5:00 p.m. on the Monday preceding the meeting date (same phone numbers as listed above: (503) or (503) ).

If you wish to speak on a public hearing agenda item or during oral communications during the public meeting portion of the agenda, please feel free to do so. Time is generally limited to 5 minutes for individuals and 10 minutes for an authorized representative of a Citizen Participation Organization (CPO). The Chair may adjust the actual time limits. However, in fairness to others, we respectfully ask your cooperation on the following: Please follow sign-in procedures located on the table by the entrance to the auditorium. When your name is announced, please be seated at the table in front and state your name and home or business address for the record. Groups or organizations wishing to make a presentation are asked to designate one spokesperson in the interest of time and to avoid repetition. When more than one citizen is heard on any matter, please avoid repetition in your comments. Careful attention to the previous speakers remarks will be helpful in this regard. WORK SESSION AREA 93: A brief PowerPoint presentation regarding Area 93 Public Involvement Plan was presented by Suzanne Savin Discussion Points Area 93 Handout Preliminary Planning Timeline (Bullet Points reference Public Involvement) April 10: Kick off Area 93 Open House April 11 May 2014: In April, Virtual Open House and Open House survey were posted, and an e-blast about Virtual Open House and survey was sent to the interested parties subscriber list. July Aug 2014: Place Revised Plan (Version 1) on website and solicit online feedback; hold two Plan Refinement Workshops on Revised Plan (at separate locations and times) to solicit feedback from property owners, developers, Citizen Participation Organizations (CPOs) and other interest groups. Oct-Nov 2014: Planning Commission (PC) Advisory meetings for discussion of staff s summary report and provision of PC recommendations for amendments to Plan; the public may submit testimony for the PC s consideration. Jan 2015: Open House for Revised Plan (Version 2). Summer Fall 2015: Ordinance hearings before the PC and Board; the public may submit testimony for consideration by the PC and Board. Summary Ms. Savin presented a brief review of the Area 93 Planning Timeline with specific emphasis on Public Involvement. Multnomah County developed a Concept Plan for Area 93 in 2009, but the plan was never adopted by their Board of Commissioners. Washington County is using the Multnomah County Concept Plan as a starting point for planning work. Approximately 80 citizens attended the April 10 open house and many of the attendees provided comments on elements of Multnomah County s Concept Plan. Staff is considering Title VI Environmental Justice issues with regard to public involvement and outreach efforts for the Area 93 Community Plan. FARMERS MARKETS: A brief PowerPoint presentation regarding Ordinance No proposed Community Development Code amendments for Farmers Markets was presented by Mike Dahlstrom

9 Planning Commission Minutes May 21, 2014 Page 3 of 4 Summary Mr. Dahlstrom presented an overview of the proposed Community Development Code (CDC) amendments that would expand the allowable locations and lower application fees for Farmers Markets. He explained how Farmers Markets benefit the community and support other initiatives. Currently with a Type II application, Farmers Markets are an allowed use in General Commercial (GC). The proposal is to allow Farmers Market through a Type I Temporary Use permit in all non-residential land use plan designations. The proposal also creates a new definition for Mini-Farmers Markets allowing a limit of five vendors in neighborhood areas, based generally on the same conditions as Farmers Market. The ordinance will be filed May 27. URBAN & RURAL RESERVES: A brief PowerPoint presentation regarding Ordinance No Adoption of Urban and Rural Reserves was presented by Stephen Shane Summary Mr. Shane provided the PC with a summary of Ordinance No. 785, which incorporates required text and map amendments to county documents as a result of passage of House Bill (HB) HB 4078 validated the Washington County 2011 Urban Growth Boundary (UGB) expansions while making some additions, as well as changes to the urban and rural reserves and undesignated lands. The Bill was passed in Spring An exhibit was shown indicating changes to the Urban and Rural Reserves map. Mr. Shane shared next steps incorporating land use changes from HB 4078 into maps and planning documents, including application of the FD-20 designation to land brought into the UGB as a result of HB In the near future, staff will work with jurisdictional partners and service providers to refine concept planning for these areas. In addition, staff will be working with Metro, Department of Land Conservation and Development (DLCD) and applicable partners to determine county obligations and/or requirements as a result of HB 4078 and the Appellate Court remand. This ordinance proposes amendments to the Rural/Natural Resource Plan, the Comprehensive Framework Plan, CDC and three Community Plans. The first PC hearing is scheduled for July 16, ORAL COMMUNICATIONS None
