An off docket item from the County Administrative Office entitled "Approve Community Solutions Agreement Enabling County Participation in the NW Oregon Regional Partnership" is added to the Consent Agenda.
2 An off docket item from the County Administrative Office entitled "Approve IGA Between Washington County and the Tualatin Hills Parks & Recreation District Regarding Mt. Williams Property Acquisition" is added to the Consent Agenda. An off docket item from County Counsel entitled "Setting a Date for a Public Hearing on the Formation of a Peoples' Utility District Pursuant to ORS " is added to the Consent Agenda. It was moved to adopt the Consent Agenda, as modified. Motion - Rogers 2nd - Leeper NOTE: Commissioner Rogers abstains from the vote on item r. due to a client relationship with LazerQuick. SDL RO 04-9 Form Assessment Area, Authorize Maximum Annual Assessment and Impose a First Year Assessment for Bella Terra (CPO 7) (Approved Under Consent Agenda) 2. ORAL COMMUNICATION None. 3. PROCLAMATION 3.a. MO Proclaim May 16-22, 2004 as National Public Works Week (All CPOs) The Clerk of the Board read the proclamation into the record. It was moved to issue a proclamation supporting May 16 through May 22, 2004 as National Public Works Week in Washington County. Motion - Leeper 2nd - Rogers 4. PUBLIC HEARINGS - LAND USE AND TRANSPORTATION 4.a. RO Consider the Annexation of Approximately 4.66 Acres to Clean Water Services District (WA-1504) (CPO 5) Joanne Rice stated that the proposed annexation is to annex 4.66 acres to Clean Water Services. She related that last evening, the City of Tualatin took action to annex this property into the city. Mrs. Rice noted that the property owner is requesting annexation
5 4.b. RO to Clean Water Services in order to develop the property. She recommended approval of this annexation. Mrs. Rice pointed out that the Resolution and Order has been revised to reflect the correct annexation date, as enacted by the City of Tualatin (May 10). The public hearing was opened. No public testimony was offered. The public hearing was closed. There was a motion to adopt a Resolution and Order approving the annexation with the approval becoming effective immediately. Motion - Duyck 2nd - Leeper Consider the Annexation of Approximately Acres to Clean Water Services District (WA-1604) (CPO 9) 4.c. RO Joanne Rice told the Board that this action is to annex property into Clean Water Services in order to facilitate development. She acknowledged that the property is already inside the City of Hillsboro. Mrs. Rice recommended approval of this annexation, with it becoming effective immediately. The public hearing was opened. No public testimony was provided. The public hearing was closed. It was moved to adopt a Resolution and Order approving the annexation with the approval becoming effective immediately. Motion - Rogers 2nd - Duyck Consider the Annexation of Approximately Acres to Clean Water Services District (WA-1704) (CPO 9)
6 Joanne Rice informed the Board that this is a request to be annexed to Clean Water Services in order to develop the property. She pointed out that the property is already inside the City of Hillsboro. Mrs. Rice made note of two corrections: The actual total acreage of the property that is being annexed-including the public right-of-way-is actually acres. (Resolution and Order has been amended to include the correct acreage.) The other correction is to include the City's correct annexation number. Mrs. Rice recommended approval of this annexation request, effective immediately. The public hearing was opened. No public testimony was given. The public hearing was closed. It was moved to adopt a Resolution and Order approving the annexation with the approval becoming effective immediately. Motion - Leeper 2nd - Duyck 4.d. MO Proposed Land Use Ordinance No Amends the Comprehensive Framework Plan for the Urban Area Concerning the Beaverton Urban Service Area (CPO 1, 3, 4M, 6, 7) There was a motion to read Proposed Land Use Ordinance No. 619 by title only. Motion - Rogers 2nd - Duyck Dan Olsen read the proposed ordinance by title. Joanne Rice stated that Ordinance 619 proposes to amend the Comprehensive Plan to include the boundary for what is known as the Beaverton Urban Service Area and to identify the soon-to-be-designated long-term providers for that area. She said that due to ongoing discussions with the principals involved in the Beaverton Urban Service Agreement and the Tualatin Hills Park and Recreation District's consideration of the proposed annexation plan, she recommended continuation of the public hearing to June 8, The public hearing was opened.
7 No public testimony was supplied. The public hearing was closed. It was moved to continue this public hearing to June 8, Motion - Duyck 2nd - Leeper 5. LAND USE AND TRANSPORTATION 5.a. RO Formalize Annexation of the City of West Linn to the Tualatin Valley Fire & Rescue District Joanne Rice reviewed that the City of West Linn voters recently approved an annexation into Tualatin Valley Fire and Rescue. She explained that because the majority of that district is located within Washington County, Oregon Statutes require the Board to take formal action to adopt a Resolution and Order that formalizes the annexation of West Linn into Tualatin Valley Fire and Rescue. Mrs. Rice asked the Board to adopt this Resolution and Order as a means of finalizing the annexation. It was moved to adopt a Resolution and Order formalizing the annexation of the City of West Linn into the Tualatin Valley Fire and Rescue District. Motion - Rogers 2nd - Leeper 6.
