2 RECREATION & COMMUNITY SERVICES COMMISSION December 06, 2016 Chairman Joe Britt called the December 06, 2016 Recreation & Community Services Commission meeting to order at 6:40 p.m., in the Council Chambers. II. APPROVAL OF MINUTES Recreation & Parks Commission Meeting Minutes November 01, 2016 Special Meeting, Commission Facility and Park Tour - November 12, 2016 On a motion from Commissioner DeVost and a second from Commissioner Morrison, the minutes of the November 01 and November 12, 2016 Recreation & Parks Commission meeting were approved as mailed on a unanimously affirmative vote by all Commissioners present. III. DISCUSSION ITEMS FROM THE PUBLIC Commissioner Britt invited members in the audience to discuss any items pertaining to the Recreation and Parks Commission. With no discussion items from the public Commissioner Britt requested the meeting proceed. IV. INFORMATION/STATUS REPORTS A. Project Updates 1

3 1. Community Services Special Events Division Jessica Perez, Recreation Programmer (Agenda Substitution for Alejandra Gonzalez, Fitness and Aquatic Center) Upon approaching the podium Ms. Perez greeted the Recreation and Parks Commission and reported on the special events division as follows: Ms. Perez informed the commission on the extent of her responsibilities that include the Rialto Progress magazine. The magazine is mailed to all residences in Rialto three times per year with a circulation of about 30,000 issues. The three issues include the Winter/Spring that covers January through April, the summer issue that covers May through August and the fall issue that covers September through December. Ms. Perez mentioned that local vendors are used for the design and printing of the magazine and it is available at all City facilities. All City departments contribute to the informational content of the magazine and community members and business are provided with the opportunity to promote at cost. The plans are that by the summer issue, the magazine will be a full color issue. In regards to special events Ms. Perez continued to inform that her division organizes all City special events including the holiday parade that had been rescheduled to this upcoming Saturday with a modified route. Special events also supports other community based organizations, schools and community members to put on their own special events. Many other organization volunteer for special events throughout the year. Another responsibility of special events is excursions. Ms. Perez mentioned that the excursions are fun, family friendly opportunities that the division tries to make available once per month. Excursions are advertised in the progress magazine. Commissioner DeVost took a chance to congratulate Ms. Perez and her staff for her work in the special events, Commissioner Morrison and Chair Britt echoed the congratulations and their thanks. B. Project Updates 1. Park Maintenance Public Works Moises Peralta, Assistant Engineer a. Rialto City Park Truncated Domes Winnie Hansen Stage Mr. Peralta updated the commission on their suggestion to use truncated domes in the Winnie Hansen stage to prevent skaters from grinding on the stairs of the stage. Mr. Peralta conducted some research and found that this could be a liability because of the tripping hazard they represent and mentioned that public works does not recommend the use of truncated domes. Mr. Peralta continued by recommending that Mr. Brents assists the current enforcement by the use of Code Enforcement, PD or the current security contractor to serve at the location as an enforcement. Chairman Britt suggested the idea to start enforcement with signs and asked Mr. Brents to meet later. Commissioner DeVost asked if there was a way to installed metal strips 2

4 along the steps. b. Woodchips at Parks Mr. Peralta informed the commission on the issue of the woodchips at the park and the research he had conducted. It was mentioned that the current procedure is to spray extermination fluid on all the woodchips throughout the parks but only on the planter areas of the park as regulations prohibit any spraying of woodchips on the play areas of the park. Procedure which Mr. Peralta says will not solve the issue. An alternative he suggested would be the soft rubber material found in other playgrounds, but the cost would have to be looked at in case the action needs council approval for appropriation of funds. Mr. Peralta mentioned that it can be done but public works would have to collaboratively work with Mr. Brents to secure the funds. Commissioner DeVost suggested rubber chips which Mr. Peralta informed him that this type of material is not a solution because it can still attract mites. Chairman Britt asked for an inexpensive solution to which Mr. Peralta mentioned that public works welcomes the opportunity to work with Mr. Brents to find not only a reasonably priced solution but also an ecofriendly solution. Mr. Brents informed the commission that the trend right now is the spray and play, foam padding, which is the type of playground that is currently at Bud Bender Park and the department might have to approach this issue a playground at a time. Mr. Brents also mentioned that vandalism of these types of playgrounds include the cutting of the foam with sharp objects. Commissioner DeVost mentioned the issue of having woodchips at playgrounds and having to replace after windy weather. Commissioner Morrison mentioned the disparity throughout the parks keeping the safety issue at our parks in mind, and asked Mr. Peralta for a cost analysis for Styrofoam fitting for all parks. Mr. Peralta repeated their commitment to work with all departments to solve this issue. Mr. Peralta reported on updates to the Johnson Center. The exterior painting project went out to bid back in October and a successful pre-bid meeting was held with nineteen attendees on November 3 rd. The bid opening was held on November 17 th and a total of nine bids were turned in for this project. Public works, along with LDM will work together to review bids for CDBG compliance since this is a CDBG funded project. The estimated date to go to council for approval of bid is in the Council meeting of January 10 th. Mr. Brents will be kept up to date to minimize the impact on activities at the Johnson Center. The tubular fence project at the Johnson Center went out to bid on November 15. Again a successful pre-bid meeting was held on November 29 th and the bids will close next Thursday, December 15 th. Ten companies attended the pre-bid meeting. Chairman Britt expressed his satisfaction with the number of bids for the fence project. The commission thanked Mr. Peralta for his updates. c. Park Design Subcommittee Report Mr. Perry Brents, Director 3

5 Mr. Brents distributed to the commission a copy of the preliminary park survey for each project, Cactus/Randal and Frisbie Park. Mr. Brents requested for the Commissioners to review the survey and send any recommendations back to him during the break. Mr. Brents informed the commission that on the first Council meeting in January, Council will appoint their representatives for the respective committees. The final draft will come back to the commission for recommendation in February and go out to the community after that. Mr. Brents mentioned that time is of the essence in getting the survey out since that is what the contractor needs in order to proceed. A cover letter will be included to explain to the community what the survey is all about. Commissioner Morrison asked for a deadline to turn in recommendations, Mr. Brents gave a deadline of Tuesday, January 3 rd. V. ACTION ITEM Mr. Brents stated there are no action items for review at this time. VI. COMMISSIONERS REPORTS STUDENT COMMISSIONER JOSE FERNANDEZ reported as follows: Student Commissioner Fernandez stated he was glad he was able to make the commission meeting where the commission was taken on a tour of the facilities. It was a great opportunity to see all facilities first hand. Commissioner Fernandez mentioned he has been working with Supervisor Salcedo to set up a teen group representing the high schools to provide a venue where they can become more involved. Commissioner DeVost asked if this is a project that can be tied in to the afterschool drop-in program at the Rialto community center, supervisor Salcedo mentioned that yes, the plan is to merge the teens. COMMISSIONER SCOTT ROBERTS SPARKS reported as follows: Commissioner Sparks apologized for not been able to attend the tour with the other commissioners. The commissioners thought that the size of the crowd at Halloween Hi-Jinks was very large, which he said, was a good thing, fun and he enjoyed the maze. Commissioner Sparks proceeded to thank the City for the use of Jerry Eaves for soccer games since Eisinhower High fields are going through renovations. A thank you for the collaboration between the City and Eisenhower High was given by Commissioner Sparks. COMMISSIONER JAN MORRISON reported as follows: Commissioner Morrison began her report by announcing her attendance at the Hall of Fame Ceremony which she enjoyed because of the good things you get to see about our City. Commissioner Morrison stated that she would love to see the Hall of Fame expand to other areas other than just sports. It was mentioned that there are a lot of other people that have come out of 4

6 Rialto and have done very good things in other areas. Ms. Sheree Lewis was thanked for the wonderful tour and the great information that was part of it. Commissioner Morrison again mentioned the great job that Ms. Perez did with the tree lighting ceremony and enjoyed the warm up that some groups were implementing with the crowd. Commissioner Morrison complemented the electronic sign on Riverside Ave. and reported a wrong date for the parade on a sign on Riverside and Foothill. Commissioner Morrison expressed her approval for Commissioner Fernandez, Supervisor Salcedo and Programmer Wilson on working with the teen community and encouraged them to connect with Fontana and other area youth groups to work together. An MLK and a Cesar Chavez event was suggested as an educational and engagement opportunity for the youth population of the City, such as a youth forum, special event that would be open to surrounding cities. Commissioner Morrison brought up the idea of fine arts programming in the City, and the need to build a more extended relationship with the Rialto Community Players. Recommended to Mr. Brents the idea of developing a fine arts council, similar to the sports group council. COMMISSIONER CLIFFORD DEVOST reported as follows: Commissioner DeVost reported he thought the Hall of Fame was a good job. He thanked all the staff involved in the facilities tour. Mr. DeVost reported that he attended the California Parks and Recreation Society regional conference in Diamond Bar. Other City staff were also present. Commissioner DeVost attended three workshops including aquatics, planning a park which he really enjoyed and provided a great scenario of what they are going to have to go through with our current projects. The third was in regards to senior programming. Mr. DeVost provided Supervisor Salcedo with a few books that he brought back from the conference. Commissioner DeVost was surprised that they are not members and are paying the non-member price. Regarding membership, Sheree Lewis mentioned that it made more economic sense to wait until the beginning of the next membership cycle. COMMISSIONER JOE BRITT reported as follows Commissioner Britt began by stating that we have had another successful season, thanking the staff for that. He mentioned his satisfaction that all age brackets are happy with the programming provided for them. Chairman Britt thanked the commissioners for their dedication and encouraged everyone to continue with their good work. Chairman Britt wished everyone a great and successful new year and distributed mugs to the staff and commissioners as a token of his appreciation. Prior to adjournment, Commissioner Britt called on Ms. Sheree Lewis for any reports and/or updates, which were reported as follows: Ms. Lewis reported that this would be her last meeting. She thanked the commission and offered her assistance for any future needs that the commission might have. Ms. Lewis reminded the commission that former commissioner Trujillo has been elected to the City Council so there will be an open spot on the Commission. Commissioner Morrison inquired about a Commissioner that has not showed up and was informed that numerous attempts to reach him have been made. 5

7 Supervisor Salcedo thanked Ms. Lewis for her work while supporting the commission and also thanked the commission for their support as a group and individually throughout the year. VII. ADJOURNMENT There being no further business to come before the Commission, Commissioner Britt adjourned the meeting at 7:46 p.m. 6

14 LAP & RECREATIONAL SWIM Lap Swim Reserved for members and guests who wish to swim laps or exercise in the lanes. Kickboards, swim paddles, noodles and fins may be used in the lanes during this time. Daily Fee: Youth Yrs. $4.00 Adults 18-59: $8.00 Recreation Swim Two hour session for the public to enjoy the diving board and open swim areas. For safety purposes floatation devices are prohibited in the open areas during this time. Trains those for the sport of competitive swimming. Registration is $52 a month held on the last week of every month. Swim Test Required
