3 City of Menifee Youth Advisory Committee Meeting Meeting Minutes Tuesday, September 27, CALL TO ORDER Community Services Coordinator, Michael Rinehart called the meeting to order at 4:12 PM. 2. ROLL CALL Present were: Committee member Elgin Datcher, Committee member Ashley Fisher, Committee member Ethan Handy, Committee member Shamariya Harrell, Committee member Daniella Murray, Committee member Caroline Nguyen, Committee member Zachary Thomas, Committee member Tabetha Tusant, Committee alternate Christopher Lam, Committee alternate Gabriel Fabian, City Manager Rob Johnson, Community Services Director Robert Lennox, Community Services Supervisor Jason Hendrix, City Clerk Sarah Manwaring, and Community Services Coordinator, Michael Rinehart. 3. Staff Introductions Rob Johnson Menifee City Manager City Manager Rob Johnson introduced himself and congratulated the new Youth Advisory Committee Members on their appointment. Robert Lennox Community Services Director Community Services Director Robert Lennox introduced himself and gave a background on the beginnings of the Youth Advisory Committee in Menifee and stressed the importance of committing to this group and making a difference in their community. 5. 4 8.1. Brown Act Training Sarah Manwaring Menifee City Clerk City Clerk Sarah Manwaring presented an overview of the Brown Act requirements 8.2. Conduct Committee Elections Conduct election for Committee Chair Committee member Tabetha Tusant nominated herself for Committee Chair. Committee member Ashley Fisher nominated herself for Committee Chair. A vote of the committee members resulted in 7 votes for Ashley Fisher and 5 votes for Tabetha Tusant. Community Services Coordinator Michael Rinehart motioned to approve the selection of Ashley Fisher for Committee Chair. Committee member Zachary Thomas seconded the motion to approve the selection. Ashley Fisher was elected Committee Chair by the following votes: Ayes: 12 Noes: 0 Abstain: Absent: 1 Conduct election for Committee Vice-Chair Committee Member Elgin Datcher nominated himself for Committee Vice-Chair. Committee Member Tabetha Tusant nominated herself for Committee Vice-Chair. A vote of the committee members resulted in 2 votes for Elgin Datcher and 10 votes for Tabetha Tusant Community Services Coordinator Michael Rinehart motioned to approve the selection of Tabetha Tusant for Committee Vice-Chair Committee member Ashley Fisher seconded the motion to approve the selection. 5 Conduct election for Committee Secretary Committee Member Gabriel Fabian nominated himself for Committee Secretary. Community Services Coordinator Michael Rinehart motioned to approve the selection of Gabriel Fabian for Committee Secretary. Committee member Esmeralda Morales seconded the motion to approve the selection. Gabriel Fabian was elected Committee Secretary by the following votes: Ayes: 12 Noes: 0 Abstain: Absent: Youth Advisory Committee Calendar discussion Review and discuss the Meeting Calendar, including excursions and special events Community Services Coordinator Michael Rinehart gave a staff report on the Youth Advisory Committee Meeting Calendar as well as the City of Menifee Special Events Calendar, including four excursions that they will be taking throughout the year. He explained that Committee Members would have a role in all of the large city events throughout the year and recommended that Committee Members think of ways to put their stamp on each event. 9. COMMUNITY SERVICES SUPERVISOR COMMENTS 9.1. Department Update Fall Festival Community Services Supervisor Jason Hendrix gave an overview of upcoming city events and how the Youth Advisory Committee Members will be an integral part of each event. He also elaborated on the upcoming Anti-Bullying Summit in Ontario on October 22 nd and asked for the committee member s involvement in presenting. Additionally, he spoke about the opportunity to volunteer at the Thanksgiving Dinner at the Kay Ceniceros Senior Center. 10. COMMITTEE MEMBER REPORTS ON COMMITTEE ACTIVITIES None 11. FUTURE AGENDA REQUESTS FROM COMMITTEE MEMBERS: Items Scheduled for Future Agendas: Fundraising Opportunities Committee member Zachary Thomas inquired about committee shirts Community Services Coordinator Michael Rinehart indicated that committee members would need to fundraise for committee shirts. 6 Committee members will research various fundraising opportunities and discuss at the next meeting. Committee member Zachary Thomas will research shirt prices and present at the next meeting. Committee member Elgin Datcher inquired about charging for parking at city events as a way to raise money. Community Services Supervisor Jason Hendrix will look into the possibility of charging for parking at events. 12. ADJOURNMENT Committee member Tabetha Tusant made a motion to adjourn meeting. Motion was seconded by Committee member Caroline Nguyen. Motion was approved by all committee members. 7 CITY OF MENIFEE SUBJECT: Menifee Citizens Advisory Committee (MCAC) Appointments MEETING DATE: October 25, 2016 TO: PREPARED BY: REVIEWED BY: APPROVED BY: Committee Chair and Committee Margarita Cornejo, Management Analyst Michael Rinehart, Community Services Coordinator Jason Hendrix, Community Services Supervisor Robert Lennox, Community Services Director RECOMMENDED ACTION Appoint two representatives from the Youth Advisory Committee to serve on the Menifee Citizens Advisory Committee and assist with review of the annual Community Development Block Grant program and selection of the Menifee Citizen of the Year. DIUSSION In July of 2012, the City of Menifee became an entitlement agency and recipient of the Federal Department of Housing and Urban Development, Community Development Block Grant (CDBG). As a recipient of annual grant funds, the City assists with the enhancement and support of low to moderate income populations within the City of Menifee through delivery of various programs and activities. As part of the requirement for the City to become a qualified entitlement community, the City was required to adopt a Citizen Participation Plan, which established the policies and procedures to be followed in the preparation of the Consolidated Plan and other future plans needed in the process. The City adopted that original plan on October 18, 2011 and it incorporated the participation of the Menifee Citizens Advisory Committee (MCAC) as part of the annual review for public services programs/activities included within the Annual Action Plan(s). Each year the City must prepare and submit to HUD an Annual Action Plan which identifies all the programs/activities to be completed in the upcoming program year, which runs from July 1 st to June 30 th. The Annual Action Plan is formally approved by City Council at a Public Hearing typically held at the first City Council meeting in May. The Annual Action Plan will generally include the following main categories of activities/programs:

8 City of Menifee Staff Report MCAC Appointment October 25, 2016 * Planning & Administration (20% Cap) * Fair Housing Services (Mandatory for Participation) * Housing (Senior Minor Home Rehabilitation Grant Program) * Public Facilities/Infrastructure Projects * Public Services (15% Cap) In the past, the Menifee Citizens Advisory Committee (MCAC) has reviewed Public Services Applications each year (around February) and provided funding recommendations for City Council's consideration during approval of the Annual Action Plan presented to City Council in May. Commencing with the upcoming program year , the MCAC also participates as an advisory role for the following, with respect to the City s CDBG Program: 1. Meet and Review Public Services Applications in February 2. Meet and Review Public Facilities/Infrastructure Projects included in the draft Annual Action Plan in March/April and provide input 3. Meet to review Comprehensive Annual Performance and Evaluation Report (CAPER) in August (report of what has occurred in program year completed Additionally, in the spring of 2016 the Menifee City Council designated the MCAC as the committee responsible for selecting the Menifee Citizen of the Year. City Council formalized the establishment of the MCAC as a City committee at the January 7, 2015 City Council Meeting by adoption of Resolution No Pursuant to the adopted resolution, the reorganized MCAC consists of two (2) existing members from each commission and/or committee for a total eight (8) members. It is staff s recommendation that the Committee appoint two representatives from the Youth Advisory Committee to serve on the Menifee Citizens Advisory Committee and assist with review of the annual Community Development Block Grant program and selection of the Menifee Citizen of the Year. 9 CITY OF MENIFEE SUBJECT: Skate Park Segregated Use Schedule MEETING DATE: October 25, 2016 TO: PREPARED BY REVIEWED BY: Committee Chair and Committee Members Michael Rinehart, Community Services Coordinator Jason Hendrix, Community Services Supervisor APPROVED BY: Robert Lennox, Community Services Director RECOMMENDED ACTION Propose Audie Murphy Ranch Skate Park segregated use schedules and make recommendation to City Council on days and hours of operation. DIUSSION At the September 21, 2016 City Council Meeting residents of Audie Murphy Ranch expressed their concern about safety and security issues at the Audie Murphy Ranch Skate Park. Many safety concerns were addressed by the residents including illegal activity, profanity, lack of parking, and a dangerous environment with a combination of bikes, scooters, and skateboards. City Council deferred to the Parks, Recreation, and Trails Commission (PRTC) to discuss and recommend a plan to City Council. At the October 6, 2016 PRTC meeting residents of Audie Murphy Ranch again expressed their concerns about the various issues regarding the skate park. After the conclusion of public comments on the topic, the commissioners discussed the different issues and concerns. All the commissioners recommended that the skate park be staffed by the city to enforce the rules and use of the park and that a segregated use schedule should be put in place for the safety of the participants. A concerned resident at the meeting mentioned that it is unsafe to have all three groups (Skateboards, Bikes, and Scooters) using the park at the same time. He mentioned that skaters and scooters could be scheduled at the same time without conflict, but bikes are too dangerous and should not be included with either skateboards or scooters. There were a couple different opinions from the commissioners of whether the segregated use schedule should be hourly by having scheduled times, each day, for each group or daily with each group having exclusive use on specific days of the week. It was decided by the PRTC that operating hours would need to be established and a schedule put into place. The Youth Advisory Committee will need to consider a schedule with two different possible scenarios. One schedule if the skate park remains unsupervised, and two, a schedule if it becomes supervised by city staff. The PRTC is requesting from the Youth Advisory Committee proposed segregated use schedules to send to City Council for consideration. The Youth Advisory Committee s

13 Skate Park Rules All participants must complete and sign an information form/waiver prior to using the facility. All participants 17 years of age and under must have their legal parent/guardian complete and sign the information form/waiver. Fee is $1.00 for the year. Proof of residency is mandatory in order to receive the resident cost for membership (ie. driver s license or current utility bill dated within last 6 months). All applicants must provide photo ID. We will make a copy of it. Without proof of residency, an additional $5.00 fee will be charged for each day of use per participant. The latest time to check-in is 30 minutes prior to the closing time that day. Staff will make an announcement for the end of session approximately 5 minutes prior to closing. All participants must wear the appropriate safety gear while using the facility. This includes: helmet, elbow pads, and knee pads. Closed-toed shoes required. No water-sandals. All safety gear must be in good condition. Patrons not wearing the appropriate safety gear will not be allowed to use the facility. We NO longer rent gear. Due to safety concerns, spectators may only enter the designated areas while activity is in progress. Participants and spectators must abide by staff instructions at all times. All forms of graffiti, tagging, or other means of defacing City property is prohibited. Such activity may result in temporary closure of the facility. All skateboards, rollerblades, and scooters must be in good condition. All bikes (including BMX) are prohibited at this facility. Food and drink may only be consumed in the designated areas. Our Location: Margarita Road Temecula, CA (Behind Ronald Reagan Sports Park) (951) The Temecula Skate Park offers the ultimate scooter, skateboarding and in-line skating experience. The park consists of a competition 60-foot diameter bowl with ramp entry. A 10-foot wide apron connects the upper bowl with a street plaza skate area. The street plaza has a pyramid, fun box, curbs, ramps, stairs, and a hand rail. The park is staffed and open to the public for 2 different sessions each day, 7 days a week, with the exception of some holidays. The facility is lighted for night use and can accommodate a maximum capacity of 30 participants at one time. The City of Temecula Presents...
