CALL TO ORDER The meeting was called to order at 7:00 p.m. A quorum was present. 2. APPOINTMENT OF CHAIR FOR 2017 TERM RESOLUTION #FB THAT, Gail Code be appointed Chair of the Drummond/North Elmsley Tay Valley Fire Board for one term, effective January 1, January 23, 2017 Page 4 of 9

APPOINTMENT OF VICE-CHAIR 2017 TERM RESOLUTION #FB Ray Scissons THAT, Fred Dobbie be appointed Vice-Chair of the Drummond/North Elmsley Tay Valley Fire Board for one term, effective January 1, AMENDMENTS/APPROVAL OF AGENDA The agenda was adopted as presented. 5. APPROVAL OF THE MINUTES i) Minutes Monday, December 5, RESOLUTION #FB THAT, the minutes of the Drummond/North Elmsley Tay Valley Fire Board Meeting held on December 5, 2016 be approved as circulated. ii) In Camera Minutes Monday, December 5, RESOLUTION #FB Fred Dobbie RoxAnne Darling THAT, the In Camera minutes of the Drummond/North Elmsley Tay Valley Fire Board Meeting held on December 5, 2016 be approved as circulated. 6 7. BUSINESS i) Financial Status Update as of December 31, 2016 deferred to a future meeting. ii) Signing Authority for the 2017 Term: Chair, Vice-Chair and Administrative Assistant. RESOLUTION #FB Ray Scissons THAT, the Board allocates signing authority to Gail Code (Fire Board Chair), and Fred Dobbie (Fire Board Vice-Chair) and Nancy Fleming (Administrative Assistant/Treasurer) for the 2017 Term. iii) Health & Safety Policy Renewal for The Fire Chief reported that every year the Health and Safety Policy must be updated to reflect the date of the New Year and be signed by the new Chair. The Board accepted the recommendation and the following motion was adopted: RESOLUTION #FB Fred Dobbie THAT, the Board revises the Health and Safety Policy to reflect January 1, 2017 and Gail Code as the Fire Board Chair. iv) Walk-in Rescue RFP # Results and Review. The Fire Chief provided an update on the RFP s process for the Walk-in Rescue truck. He reported that 6 bids were sent out; 2 companies declined to bid; 2 companies did not respond leaving 2 companies to submit bids. The bids were reviewed over the weekend using a scoring system and the winning proposal was Arnprior Fire Trucks. The Board accepted the recommendation and the following motion was adopted: January 23, 2017 Page 6 of 9

7 RESOLUTION #FB RoxAnne Darling Ray Scissons THAT, the Board of Drummond North Elmsley Tay Valley Fire Rescue approves the Fire Chiefs recommendation that Arnprior Fire Trucks be contracted to supply one custom built Rescue Body as outlined in RFP # The cost will be $159,000 plus tax for the body and $2, plus tax for the optional scene lights. v) South Sherbrooke Firefighter Recruitment. The Fire Chief provided an update to the Board regarding the South Sherbrooke firefighter recruitment process. The Board accepted the recommendation of hiring Justin Verge and Eric Boysen as probationary firefighters and the following motions were adopted: RESOLUTION #FB RoxAnne Darling THAT, the Board approves hiring of Justin Verge as a Probationary Firefighter for the South Sherbrooke Station pending the appropriate documentation is forwarded to the Fire Chief. RESOLUTION #FB Ray Scissons THAT, the Board approves the hiring of Eric Boysen as a Probationary Firefighter for the South Sherbrooke Station pending the appropriate documentation is forwarded to the Fire Chief. vi) Fire Chief s 2016 Overtime Carry-Over. The Fire Chief provided and update regarding his one week carry over into The Board accepted the recommendation and the following motion was adopted: January 23, 2017 Page 7 of 9

8 RESOLUTION #FB Fred Dobbie THAT, the Board approves the Fire Chief s 2016 overtime carry over into vii) 2016 Emergency Calls Review. The Fire Chief reviewed the 2016 stats for the South Sherbrooke Station and BBD&E. He provided the Board with an explanation of the various emergency call types. South Sherbrooke: 45 calls in 2016 BBDE: 147 calls for 2016 viii) South Sherbrooke Bunker Gear Replacement RFP # The Fire Chief provided an update regarding the bunker gear replacement RFP for the South Sherbrooke Station. He reported that 12 sets will be replaced. The Board accepted the recommendation and the following motion was adopted: RESOLUTION #FB RoxAnne Darling THAT, the Board approves the Fire Chief s recommendation to proceed with the RFP for replacement Bunker Gear for South Sherbrooke Fire Station. 8. OLD BUSINESS. i) Fire Chief Update Greg Saunders. Emergency calls to date for 2017 BBDE = 29, 23 same time last year Emergency calls to date for 2017 South Sherbrooke = 7, 3 same time last year Tanker rollover on Drummond Conc 1 - small leak but ditch was dug out; two homes evacuated as a precaution; a total of 23 ½ firefighter hours were billed to the trucking company Received full payment from CP Rail for last year s fires 6 by 6 off road side by side has arrived at the dealer Will ask for 3 quotes for a new trailer for the 6 by 6 January 23, 2017 Page 8 of 9

9 Old kitchen which has been gutted to accommodate the exercise room Automatic Aid Agreement with Smiths Falls has been passed Working on a PTSD Policy as per Bill 163 legislation; local Fire Chief s and a consultant are working together to create the policy Fire Chief attending a 3 day Fire Coordinator conference next week Fire Captains will be meeting with their teams to review times and percentages as well as reviewing areas for improvement Need a new hot water tank for the truck bay Fire fighters will be coming off probation and taking their DZ test ii) iii) BBD&E Fire Station Chief Update Paul Cameron. Met with the 6 new recruits and they have done well. Training is complete and they are now able to respond to rescue calls within their limits Training Is ongoing following NFPA standards South Sherbrooke Fire Station Chief Update Jeff Kirkham no report 9.
