Bursill D. Clark D. Lehmann The meeting was called to order at 12:10PM. ITEM 1: ADOPTION OF AGENDA Motion: To adopt the agenda as presented. Moved: B. Nicholson Second: S. Sidhu CARRIED ITEM 2A: ADOPTION OF MINUTES Motion: That the minutes of the Open meeting of the Abbotsford Police Board held on September 20, 2011 be adopted. Moved: K. Matty Second: J. Eaton CARRIED ITEM 2B: BUSINESS ARISING FROM MINUTES None raised. ITEM 3: COMMENDATIONS Mayor Peary presented Carlton Leith with a Police Board Commendation recognizing his efforts to assist an on-duty Abbotsford Regional Hospital staff member that was being assaulted. ITEM 4: UNFINISHED BUSINESS None. ITEM 5: NEW BUSINESS 5A. Delegation from UFV Mayor Peary introduced Dr. Darryl Plecas from the Faculty of Criminal Justices. Dr. Plecas provided an overview of the Centre for Criminal Justice Research and the School of Criminology and Criminal Justice at the University of the Fraser Valley. A brief overview of the Page 1 of 5
2 initiatives underway with the APD were reviewed, including those with the APD in establishing a methodology to measure safety in Abbotsford or any other City. He noted that their research work includes looking at what does it take for a police agency to operate at 100% efficiency, full ability to perform the job, and ideas to move forward in the most effective manner for a police force. Dr. Plecas introduced student Jennifer Armstrong. Jennifer provided a brief overview of her projects. One for IHIT, which was designed to look at cases that make it to successful prosecution, another for the CACP with respect to automatic license plate recognition, and lastly research with regard to officer recall in use of force situations. Dr. Plecas introduced student Kevin Burk. Kevin provided a brief overview of his work with regard to building a national database for fire departments and his research with respect to Improving the efficiency and effectiveness of Police. He noted that he is working with the Victoria Police Department to conduct the research, through analysis of calls, interviews with staff, review of investigative services, file reviews, and geographical analysis of police locations when calls are received. The use of technology to improve effectiveness and efficiency was highlighted, specifically voice recognition software for officers to eliminate the high need for paper administration. Dr. Plecas introduced student Joni Rolleman. Joni provided a brief overview of her studies with regard to hiring practices of correctional officers in British Columbia and her research work with regard to whether Crime Free Multi-Housing (CFMH) works. She noted that it does not appear that CFMH is being implemented properly in many communities, which impacts on the potential for the program. Motion: To receive the presentations. Moved: K. Matty Second: J. Eaton CARRIED 5B. Delegation from City of Character Initiative Mayor Peary introduced Fran Vanderpol, Vice-Chair from the Abbotsford City of Character along with Vijay Manuel, Chair, and Julius Siebenga, Secretary. Vijay presented on the historical background on the City of Character and the current initiatives with respect to threading a common language throughout communication and within in the community. The common language (words) that have been adopted by the City of Character are: Respect, Responsibility, Integrity, Empathy, Courage, and Service. Fran noted that they are requesting that the Police Board become an official key supporter of the City of Character and that D/C/Cst. Lucy be appointed to serve on the Abbotsford Character Council. PBM McWhinney asked about how the school board works the common language into their curriculum and it was noted that the COC is actively working with the School Board and relevant stakeholders on various ways to thread the common language into school learning and activities. Motion: THAT the presentation from the City of Character be received; THAT the Abbotsford Police Board formally endorse the Abbotsford City of Character initiative; That Deputy Chief Constable Rick Lucy be appointed to serve on the Abbotsford Character of Council; THAT the Page 2 of 5
3 Abbotsford City of Character be permitted to use the Abbotsford Police logo on their website and promotional materials; and THAT the Abbotsford Police website link to the Abbotsford, City of Character website (abbycharacter.com), and that the City of Character website be granted permission to link to abbypd.ca. Moved: B. Nicholson Second: S. Sidhu CARRIED 6A. Chief s Report D/C/Cst. Lucy introduced the three guests from the City of Windhoek Police Department, Superintendent Gary Kakonda, Assistant Superintendent Harold Winkler, and Sergeant Vemuu Kangumine. He noted that they are here to learn about Records, Crime Analysis, and Compstat. C/Cst. Rich reviewed the E-Comm media event held October 11 and the resulting coverage from Global and CTV. He noted that the new system is working well and no major issues have been identified. Where issues have been identified they are being fixed. He thanked PBMs Nicholson, Sidhu, and Lehmann for attending. C/Cst. Rich noted the two (2) new recruits sworn in on September 22 nd, thanking PBM McWhinney for addressing the recruits on behalf of the Police Board. C/Cst. Rich reviewed the issue of Lawful Access noting that currently with our intercept authorization police can intercept phones. The current issue is about extending that access to electronic communication devices such as blackberry messages and the internet to enable law enforcement to investigate effectively, allowing police the technical capacity to intercept conversations or data once a warrant has been obtained. D/C/Cst. Lucy reported on the nine day Cops for Cancer Tour, noting that five Abbotsford officers participated with a commitment to individually raise $5,000 for the cause. Motion: To accept the Chief s report. Moved: J. Eaton Second: M. McWhinney CARRIED 6B. Statistical Data Period 10 D/C/Cst. Lucy reviewed the Compstat report for Period 10. The highlights for the period were: Criminal code offences down 6% YTD, Violent crime down 3% from Period 9, Robberies - progress made on the recent events, which caused an 11% increase over the last period but remain down by 18% YTD. Property Crime down 7% YTD against the 10% annual target Break & Enter Res down 36% over Period 9 and noted as the lowest since Compstat initiated Page 3 of 5
4 The challenges for the period were: Theft of motor vehicle up 54% over Period 9, but down YTD by 20% Traffic fatality on Sept. 10 and a fatal Hit n Run that occurred in Period 11 Mayor Peary noted that he plans to invite the Solicitor General to attend an Abbotsford Police Compstat meeting. Motion: To receive the CompStat Report for Period 10. Moved: S. Sidhu Second: M. McWhinney CARRIED 6C. Financial Report The 2011 Third Quarter Financial Statement was reviewed, a copy of which is filed with the records for this meeting. Motion: To approve the 2011 Third Quarter Financial Statements Moved: M. McWhinney Second: B. Nicholson CARRIED 6D. International Policing MOU D/C/Cst. Goerke reviewed the International Police Peace Operations Program run by the RCMP, a copy of which is filed with the records of this meeting. He noted that the APD has reviewed the program and would like to become a partner. The benefits were reviewed, including those to an officer s career by participating in such an operation. Participation by a selected officer is through a one year secondment that is paid for by the Federal government with the only cost to the APD being the loss of that person for one year. The issue of international insurance coverage has been addressed to ensure adequate coverage would be in place. The APD will only permit one member at a time to participate in the program. Motion: To endorse the signing of the International Policing MOU. Moved: K. Matty Second: S. Sidhu CARRIED 6E. Abbotsford Police Board i) Upcoming Events The list of upcoming events was reviewed. ii) 2012 Board Meeting Dates The Schedule of 2012 Police Board meeting dates was reviewed.
