2 March 2, 2017 Page 2 Chair Lum welcomed everyone and recognized to the work everyone does on the community and the importance of building relationships with our first nations communities He thanked Director Stobbart for all his hard work on behalf of the Committee and the Board in ELECTIONS OF THE FVARC CHAIR The Chief Administrative Officer called for nominations for the position of Fraser Valley Aboriginal Relations Committee Chair for Director Hinds nominated Director Waddington The Chief Administrative Officer called for nominations a second and third time With no other nominations, the Chief Administrative Officer declared Director Waddington as Chair of the Fraser Valley Aboriginal Relations Committee for the year 2017 Director Waddington assumed the Chair 3 ELECTIONS OF THE FVARC VICE-CHAIR The Chief Administrative Officer called for nominations for the position of Fraser Valley Aboriginal Relations Committee Vice-Chair for Director Hinds nominated Director Falk Director Engar nominated Director Vicktor Director Vicktor advised that he would not stand as a nominee for the position of Vice Chair The Chief Administrative Officer called for nominations a second and third time With no other nominations, the Chief Administrative Officer declared Director Falk as Vice-Chair of the Fraser Valley Aboriginal Relations Committee for the year 2017 Director Falk assumed the Vice Chair Chair Waddington thanked everyone for allowing him the opportunity to be Chair He thanked Director Stobbart for his leadership in 2017 noting that it has been an honour to serve with him and he has helped with First Nation relationship building for many years His dedication has been a great asset to the Fraser Valley Regional District He noted that in 2017 improved communication will be a priority to the Fraser Valley Regional District Aboriginal Relations Committee to ensure that regular updates are provided to the Board to ensure that the member municipalities are kept apprised regularly of the status of treaty negotiations and to build stronger relations with First Nation communities Director Falk thanked everyone for the hard work in and is looking forward to the building stronger relationships with first nations

3 March 2, 2017 Page 3 4 APPROVAL OF AGENDA, ADDENDA AND LATE ITEMS STOBBART/FALK THAT the Agenda, Addenda and Late Items for the Fraser Valley Aboriginal Relations Committee Meeting of March 2, be approved; AND THAT all delegations, reports, correspondence and other information set to the agenda be received for information [FVARC ] 5 DELEGATIONS AND PRESENTATIONS Carrielynn Victor from People of the River Referrals Office provided a presentation on collaboration and shared responsibility in Nation building, highlighting the following: We must move forward together by building better relationships; Meaningful work happens together, bridging the minds with hearts; The importance of dialogue with elders; St6:lo culture and practices are not widely known or discussed much in public because of past attempts by government to suppress culture; Conversation and education can bridge the gap; We must look to our values as the basis for relationships and working together; Working together offers each other humility and respect; The need to work together and understand the world both outside and inside the indigenous community; It is everyone's responsibility to work together with First Nations communities, not just a job for select "liaisons"; and This work is sometimes hard an uncomfortable or unfamiliar, but let's not let that keep us from doing the work Chair Waddington and the Chief Administrative Officer thanked Carrielynn Victor for her presentation as the Fraser Valley Regional District is committed to building better relationships with First Nation communities 6 MINUTES/MATTERS ARISING 6 1 Minutes of the Fraser Valley Aboriginal Relations Committee Meeting November 16, 2016 HINDS/PIPER THAT the Minutes of the Fraser Valley Aboriginal Relations Committee meeting of November 16, 2016 be approved [FVARC ]

4 March 2, 2017 Page 4 7 NEW BUSINESS 71 In-SHUCK-ch Table Representative VICKTOR/FALK THAT the Fraser Valley Regional District Board approve the appointment of Director Stobbart as In- SHUCK-ch Treaty Table Representative [FVARC ] STOBBART/ENGAR THAT the Fraser Valley Regional District Board approve the appointment of Chair Waddington as In- SHUCK-ch Treaty Table Alternate Representative [FVARC ] Discussions ensued about the time commitment required for In-SHUCK-ch Table representatives PRANGER/ENGAR THAT the FVARC meeting be closed to the public except for senior staff and Executive Assistant, for the purpose of receiving and adopting Closed Meeting Minutes and to consider matters pursuant to: Section 90(2)(b) of the Community Charter - the consideration of information received and held in confidence relating to negotiations between the Regional District and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party [FVARC ] The Open Meeting reconvened at 11:09 am 72 St6:lo Xwexwilmexw Table Representative WADDINGTON/HINDS THAT the Fraser Valley Regional District Board approve the appointment of Director Stobbart as St6:lo Xwexwilmexw Treaty Table Representative [FVARC ] FALK/HINDS THAT the Fraser Valley Regional District Board approve the appointment of Director Waddington as St6:l6 Xwexwilmexw Treaty Table Alternate Representative [FVARC ] Discussion ensued about whether one or two committee representatives should be appointed on the St6:lo Xwexwilmexw Table and the importance of building relationships It was noted that there is an appointed staff representative at the table to bring back communication to the Committee and the Board Director Stobbart has been the table representative for nine years and it would be difficult for a new representative to familiarize themselves with the sensitive items being presented

5 March 1, 2017 Page5 at the table The FVRD needs to ensure that the Province understands the impacts on local government and a voice is required at the table to ensure those impacts are understood In the future, the committee may reconsider whether or not a second representative at the table would be beneficial but at this time, one representative, one alternate and the staff representative would suffice Staff will discuss with the Province on how to gradually incorporate an alternate representative into the SXTA Treaty Table negotiations 73 Katzie Table Representative HINDS/WADDINGTON THAT the Fraser Valley Regional District Board approve the appointment of Director Stobbart as Katzie Treaty Table Representative [FVARC ] WADDINGTON/HINDS THAT the Fraser Valley Regional District Board approve the appointment of Coundlor Falk as Katzie Treaty Table Alternate Representative [FVARC ] 74 Metro Vancouver Aboriginal Relations Committee (Observer Member) Discussions ensued about the appointment of the representatives Staff noted that clarification is being sought as to whether Metro Vancouver Aboriginal Relations Committee allows for an Alternate Representative WADDINGTON/STOBBART THAT the Fraser Valley Regional District Board approve the appointment of Councilor Falk as Observer Member to the Metro Vancouver Aboriginal Relations Committee [FVARC ] WADDINGTON/FALK THAT the Fraser Valley Regional District Board approve the appointment of Director Vicktor as the Alternate Observer Member to the Metro Vancouver Aboriginal Relations Committee [FVARC ] 8 NEW BUSINESS 8 1 UBCM Committee and Metro Vancouver Aboriginal Relations Committee Director Waddington provided the following information: There was an update from the BC Treaty Commission which provided an update on other treaty negotiations throughout the Province; Issues arose with a First Nation community outside Banfield regarding a campsite and trying to extract trees that had fallen after a wind storm;

6 March 2, 2017 Page 6 82 the Katzie table overlaps both Metro Vancouver and FVRD Communication and information sharing from the Treaty Table needs to be improved so that the committee and Board are regularly kept apprise of the status First Nations Program Update for 2017 Jessica Morrison provided an update on the First Nations Program as follows: Develop policy o Procedures/policy analysis Best management practices for various departments - engagement and referrals Pilot for an organization as a whole o Memorandum of understanding - develop and support with Sts'ailes and SXTA o Look at Dispute Resolution Mechanisms Establish Resources o Internal organization support program - establish and maintain o External support program - establish and maintain the launch of "Cedar Network" and it will replace the resource guide Discussed the various information that will be available on this site o Tools and Resources - develop and support internal toolkits and resources o Another First Nations 200 series educational workshop will be schedule in 2017 o Preparing reciprocal professional learning opportunities for First Nations that are doing similar work to with the focus on communication, emergency services and development planning Improve Reporting o Fraser Valley Aboriginal Relations Committee (FVARC) - enhance function, raise profile, redefine political connections o Internal Communications - enhance internal reporting o External Communications - enhance external reporting Strengthen Relationships o Community to Community Forum (C2C) - maintain consistency and frequency o Working Group - establish staff to staff connections o Connections program - connect people, communities and organizations with resources - creating awareness Support learning o Resource guide which will now be called "Cedar Network" - mapping community issues and priorities o Dialogues Program - develop continuous reciprocal learning opportunities which included our First Nations 1 01 and 102 and would like to create professional development for First Nations and would be FVRD 101 and are developing Discussions ensued about the Cedar Network and its importance to the FVRD and member municipalities It will provide support and resources to elected officials and staff The project has been delayed due to staff shortage and Board will be asked to support funding assistance to finalize this project to move it forward to completion for a fall launch

7 March 2, 2017 Page 7 The role of the FVRD First Nations Policy Analyst was discussed and how this position will be utilized to assist member municipalities, electoral area directors and staff Emphasis was placed in the importance of ensuring the Policy Analyst role is not viewed as a liaison, but rather support, for the FVRD and its members Communications, collaborations, and relationships should be driven by all staff and elected officials within the organization The policy work in the upcoming year will be to take an in-depth look at the addition to reserves process and how it affects municipalities particularly with respect to Agricultural Land Reserves The Committee will also be reviewing the Sts'ailes Memorandum of Understanding and see how it is performing and if revisions are required and the committee will also be working on a Memorandum of Understanding with the St6:lo Xwexwilmexw The formation of a Regional Indigenous discussion group (RIDG-Muni) was discussed which would bring information forward from the Fraser Valley Aboriginal Relations Committee, the Metro Vancouver Treaty Advisory Committee and Metro Vancouver Aboriginal Relations Committee and provide regular updates to the Regional and Corporate Services Committee and Electoral Area Services Committee to Board and open up better communication Due to the importance of the SXTA Treaty more Fraser Valley Aboriginal Relations Committee meetings may be scheduled in 2017 to ensure that updates are being provided regularly Discussions ensued about bringing this Cedar Network program forward sooner and staff will being putting forward a request for outside assistance to help with the development of this tool that will be utilized by many municipalities and businesses in the lower mainland Should the assistance be approved the launch date of the Cedar Network would be the fall of 2017 Connections Newsletter also provides information and how committee members can ensure they are added to the mailing list 9 OTHER MATTERS None 10 LATE ITEMS None 11 ITEMS FOR INFORMATION AND CORRESPONDENCE None 12 REPORTS BY STAFF None

8 March 2, 2017 Page8 13 REPORT BY DIRECTORS Councillor Bonita Zarrillo, City of Coquitlam, Metro Vancouver Aboriginal Relations Committee Observer Member thanked the committee for the opportunity to sit at the table She noted that she is a caucus member for UBCM and they will be meeting March 14 and she is able to bring First Nations Relationship Building to the caucus Staff announced that there is a New Chief Treaty Commissioner after being vacant for approximately two years and a report will be brought forward at the next Fraser Valley Aboriginal Relations Committee Director Hinds discussed that the District of Mission has a built a strong relationship with Kwantlen and they have recently completed a land swap with Kwantlen which will benefit future forestry and the West Stave Projects Director Niemi noted that Sts'ailes would like to move with the Memorandum of Understanding that was signed in 2015 between Sts'ailes and the Fraser Valley Regional District and how it can be built stronger He discussed the many projects that are moving forward including a community plan and Harrison River Estuary Director Stobbart announced that Hemlock Valley has been rebranded as Sasquatch Mountain and they worked in conjunction with Sts'ailes There are many elections taking place in First Nations Communities and therefore changes may be forthcoming He recently attended an event for Wildlife Management at Chehalis which was very successful Councillor Pranger noted that the Village of Harrison Hot Springs and the District of Kent meet with their local First Nations quarterly, host community to community events and this helps with building relationships in their community Director Vicktor thanked Director Stobbart of his hard work as previous Chair of the Committee He believes that the Fraser Valley Aboriginal Relations Committee is a very important committee to bring forward change in the process and building first nations relations in the communities Director Engar thanked the committee for allowing him to participate as an Alternate Director Chair Waddington discussed the importance of the committee moving forward and improving communication with First Nations, the Province and member municipalities Information sharing needs to improve by bringing forward regular updates to the Board to ensure that all the member municipality Councils are kept apprised of current treaty discussions 14 PUBLIC QUESTION PERIOD FOR ITEMS RELEVANT TO AGENDA None
