2 April 26, 2016 Page 2 2 APPROVAL OF AGENDA, ADDENDA AND LATE ITEMS ROSS/DICKEY THAT the Agenda, Addenda and Late Items for the Fraser Valley Regional District Board Meeting of April 26, 2016 be approved; AND THAT all delegations, reports, correspondence, committee and commission minutes, and other information set to the Agenda be received for information. [BD ] 3 DELEGATIONS AND PRESENTATIONS 3.1 Kim Sutherland, Regional Agrologist and Orlando Schmidt, Regional Manager - BC Ministry of Agriculture Kim Sutherland, Regional Agrologist and Orlando Schmidt, Regional Manager, provided a presentation on the FVRD Agricultural Land Use Inventory Results from , highlighting the following information: The FVRD is the most productive agriculture region in Canada; The FVRD produces 1.12 billion in farm gate receipts, and that number is gaining; An overview of the Agricultural Land Use Inventories; 73% of the land is currently being farmed, 13% is available for farming expansion, and 14% is unavailable and is considered non-farm uses; An overview of cultivated crops, and crops by jurisdiction; The larger the ALR parcel is, the more likely it is to be used for farming ; and The value of the Agriculture Land Use Inventory. Discussion ensued regarding the role of the Ministry of Agricultural putting pressure on local government to regulate the footprints of homes on large parcels of land that could be otherwise used for agriculture, exemption of Agricultural Land Reserve land for agri-tourism, and subsidization of farm land within the FVRD. Ms. Sutherland invited the FVRD to have a presentation on taxation by the Ministry of Agriculture. Chair Gaetz thanked Ms. Sutherland and Mr. Schmidt for their presentation. 4 BOARD MINUTES & MATTERS ARISING 4.1 Board Meeting - March 22, 2016 FACIO/ALEXIS THAT the Minutes of the Fraser Valley Regional District Board Open Meeting of March 22, 2016 be adopted. COMMITTEE/COMMISSION MINUTES FOR INFORMATION AND MATTERS ARISING The following minutes were received for information: 5.1 Draft Regional and Corporate Services Committee- April 12, Draft Electoral Area Services Committee- April 12, Draft Fraser Valley Aboriginal Relations Committee - March 15, CORPORATE ADMINISTRATION 6.1 Appointment of Volunteer Fire Department Members STAM/BOUCHER THAT the Fraser Valley Regional District Board appoint the following volunteer fire department recruit members in accordance with "Fraser Valley Regional District Electoral Area Volunteer Fire Department Establishment and Regulation Bylaw No. 1198, 2013": North Fraser Volunteer Fire Department: Reese Neil Popkum Volunteer Fire Department: Kody Klassen [BD ] 7 FINANCE Fraser Valley Regional District Financial Statements Staff noted that the FVRD continues to be in a good financial position. Discussion ensued regarding policies around asset investments and the disposition of assets. ALEXIS/ROSS THAT the Fraser Valley Regional District Board approve the 2015 Audited Financial Statements for the Fraser Valley Regional District. [BD ]

4 April 26, 2016 Page Development Cost Charge Report The report of Mike Veenbaas, Director of Financial Services dated April 26, 2016 was provided for information. 7.3 Appropriated Surplus, Capital Reserve & Developer Contribution Account Balances at December 31, 2015 The report of Mike Veenbaas, Director of Financial Services dated April 26, 2016 was provided for information. Discussion ensued regarding four Electoral Area Services that are showing a deficit. Staff advised that these deficits are largely the result of unanticipated expenses and that the deficits are being addressed through the five year financial planning process. 8 BYLAWS 8.1 FVRD Bylaw No. 1363, Sub-Regional Search and Rescue Service Area Amendment BOUCHERNICKTOR THAT the Fraser Valley Regional District Board adopt the bylaw cited as "Fraser Valley Regional District Sub-Regional Search and Rescue Service Area Amendment Bylaw No. 1363, 2016". [BD ] 8.2 FVRD Financial Plan Amendment Bylaw No. 1370, Amendment #1 DICKEY/ALEXIS THAT the Fraser Valley Regional District Board give first reading to the bylaw cited as "Fraser Valley Regional District Financial Plan Amendment Bylaw No. 1370, 2016". [BD ] FACIO/STOBBART THAT the Fraser Valley Reg ional District Board give second and third reading to the bylaw cited as "Fraser Valley Regional District Financial Plan Amendment Bylaw No. 1370, 2016". [BD ] LUM/FALK THAT the Fraser Valley Regional District Board adopt the bylaw cited as "Fraser Valley Regional District Financial Plan Amendment Bylaw No. 1370, 2016". [BD ] (2/3 Majority)

5 April 26, 2016 Page FVRD Official Community Plan Amendment Bylaw No. 1342, Fraser River Rafting Expeditions at Trans Canada Highway, Electoral Area "B" Discussion ensued regarding the long history of this application and consultation with the neighbourhood and immediate neighbour regarding concerns around noise and nuisance issues. ADAMSON/RAYMOND THAT "Fraser Valley Regional District Official Community Plan Amendment Bylaw No. 1342, 2016" be given second and third reading. [BD ] EAs/Unweighted 8.4 FVRD Zoning Amendment Bylaw No Fraser River Rafting Expeditions at Trans Canada Highway, Electoral Area "B" ADAMSON/RAYMOND THAT "Fraser Valley Regional District Zoning Amendment Bylaw No. 1341, 2016" be given second and third reading. [BD ] EAs/Unweighted 9 PERMITS 9.1 Development Variance Permit , Reduction of Interior Side Setback for property located at Lougheed Highway, Electoral Area "C" (Muscalu) As there were no members of the public present at the meeting, no public comments were offered. NIEMI/BOUCHER THAT the Fraser Valley Regional District Board issue Development Variance Permit to vary an interior side setback from 7.6 metres to 1.64 metres to the foundation, and 1.06 metres to the furthest projecting feature, for the construction of an accessory structure located at Lougheed Highway, subject to any comments or concerns raised by the public. [BD ] EAs/Unweighted 9.2 Development Variance Permit , to increase the height of a Principal Building at Royalwood Boulevard, Electoral Area "D" DICKEY/RAYMOND THAT the Fraser Valley Regional District Board issue Development Variance Permit to vary the height of a proposed Single Family Dwelling at Royalwood Boulevard, Electoral Area "D", subject to consideration of any comments raised as a result of neighbor notification. [BD ] EAs/Unweighted

6 April 26, 2016 Page 6 10 CONTRACTS, COVENANTS AND OTHER AGREEMENTS 10.1 Seabird Island Animal Control Service Agreement FACIO/STAM THAT the Fraser Valley Regional District Board approve the business plan titled 'Seabird Island Animal Control Services' dated March 2016; AND THAT the authorized signatories of the Fraser Valley Regional District enter into a contract for the provision of selected Animal Control services to the Seabird Island First Nation. [BD ] 10.2 Section 219 Covenant for BP and Discharge of Covenant CA Sylvester Road, Area "F" STOBBART/BOUCHER THAT the Fraser Valley Regional District Board accept the offer of a covenant from the applicant establishing conditions to allow for the conversion of the existing dwelling to storage at 8931 Sylvester Road, legally described as Parcel "One" (J58365E) Lot "D" Section 31 Township 20 New West Minister District Plan 7691 (PID: ) and discharge covenant CA [BD ] 10.3 Covenant Modification for up to 12 Showhomes at 1687 Columbia Valley Road, Creekside Milles, Electoral Area "H" ALEXIS/DICKEY THAT the Fraser Valley Regional District Board authorize its signatories to execute all documents relating to the covenant modification regarding the conditions for construction of up to twelve (12) showhomes at the Creekside Mills development at 1687 Columbia Valley Road, Electoral Area "H". [BD ] 10.4 North Fraser Fire Training Center Land Lease BOUCHER/HINDS THAT the Fraser Valley Regional District Board authorize its signatories to execute a lease agreement with the Deroche and District Community Association for an initial term of 3 years for the purposes of situating the North Fraser Fire Training Facility; AND THAT the Fraser Valley Regional District Board authorize its signatories to secure long term tenure under Section 73 of the Land Title Act;

7 April 26, 2016 Page 7 AND FURTHER THAT the Fraser Valley Regional District Board approve property improvement works in lieu of annual lease payments at an amount not to exceed $40,000 upon securing long term tenure. [BD ] 11 OTHER MATTERS 11.1 Sasquatch Days Sponsorship for 2016 FACIO/RAYMOND THAT the Fraser Valley Regional District sponsor the 5th annual Sts'ailes Sasquatch Days on June 25th and 26th at Harrison Hot Springs at a Silver sponsor level ($500.00). [BD ] ALL/Unweighted Discussion ensued regarding whether the Board or the respective Electoral Area should be sponsoring and funding First Nation events. Further discussion followed regarding the need to prepare a policy addressing this issue and the following motion was put forward : LOEWEN/CHAHAL THAT the Fraser Valley Regional District Board direct staff to prepare a First Nation Event Sponsorship policy for the Board's consideration. [BD ] ALL/Unweighted 12 CONSENT AGENDA 12.1 CONSENT AGENDA- FULL BOARD ADAMSONNAN LAERHOVEN THAT Consent Agenda Items to be endorsed: [RACS ] THAT the Fraser Valley Regional District Board appoint Director Jason Lum as the political liaison to assist with the consultation phase of the regional Recyclables and Organics Diversion initiative. [RACS /EASC ] THAT the Fraser Valley Regional District Board respond to the referral from Indigenous and Northern Affairs Canada stating that it has no objections to the addition of 44.8 hectares of land to Kahmoose Indian Reserve No. 4 provided that Indigenous and Northern Affairs Canada and the Boothroyd Indian Band ensue ongoing legal public access to the cemetery located on Lot 1, DL 933, Plan KAP [EASC ] THAT the Fraser Valley Regional District direct staff to assist the North Bend Land Society with the preparation and submission of their application for subdivision on a fee for service basis.

8 April 26, 2016 Page [EASC ] THAT the Fraser Valley Regional District Board approve a Grant-in-Aid to the Hemlock Valley Home Owners Association in the amount of $3,000 to be funded from the 2016 Electoral Area "C" grant-in-aid budget to help offset the costs associated with the 2016 Village Cleanup Week and the hosting of several community events aimed at increasing community awareness. [EASC ] THAT the Fraser Valley Regional District Board endorse the application received March 3, 2016 for temporary changes to the liquor licence for the Sasquatch Inn Ltd (46001 Lougheed Highway, Electoral Area C) with the following comments: The Board has no objection to the planned events and requested changes to the Liquor Licence, subject to the following items being addressed: 1. Temporary provisions for vehicular parking to ensure the requirements identified in the current local zoning bylaw for the property are being followed (one per three seats provided for patron use). 2. Temporary provisions for the existing facilities will be adequate for the proposed increased occupant loads pursuant to the provincial Sewerage Regulation. [BD ] AII/U nweig hted 12.2 CONSENT AGENDA- ELECTORAL AREAS DICKEY/ENGAR THAT Consent Agenda Items to be endorsed: [EASC ] THAT the Fraser Valley Regional District Board authorize staff to proceed with Pathway 1 along with a review of Pathway 1 to be undertaken in a year's time; AND THAT staff contact the province of B.C. requesting that the Province continue with water sampling of the lakes; AND FURTHER THAT staff be directed to request a meeting with the Ministry of Environment, and to also request a meeting with the Environmental Committee at UBCM, to discuss concerns about the province's intention of discontinuing water quality sampling of the Lakes; AND FINALLY THAT staff be directed to revisit the issue with respect to water quality sampling of the lakes after the meeting with the Ministry of Environment [EASC ] THAT the application for a two lot subdivision within the Agricultural Land Reserve for Trans Canada Highway, Electoral Area "A" be forwarded to the Agricultural Land Commission for consideration; AND FURTHER THAT the Agricultural Land Commission consider the staff report dated April 12, 2016, under file number for information. Director Raymond also reported on Provincial funding in the amount of $500,000 provided to New Pathways to Gold which will allow for continued work on the Gold Rush Trail corridor.

10 April 26, 2016 Page 10 Director Facio reported that the Village of Harrison Hot Springs has been voted one of the 10 most beautiful villages in Canada by theculturetrip.com. Director Stobbart reported that Dewdney Elementary School was the recent winner of the Staples Canada "Superpower Your School" contest in recognition of Earth Day. Staples Canada recognized Dewdney Elementary School for their innovative Community Outdoor Recreation and Environment Program and awarded them with $25,000 in school supplies. Director Lum reported on a meeting with Strathcona Regional District where he presented on the FVRD's Solid Waste Management Plan. Director Lum also noted that he recently met with the Waste Management Association of BC regarding organics disposal, and also noted his recent attendance at a panel discussion on increasing youth participation in politics. Director Loewen reported on the Provincial grant of $4M to address the remediation of the of erosion arcs on the Matsqui Dikes. Director Loewen noted that as work was being completed on one erosion arc, a few hours later, another arc emerged within 35m of the dike. Director Alexis reported on the implementation of Mission's bi-weekly garbage pick-up, and noted that the program was successful, seeing 97% compliance within the community. Director Adamson reported on meetings with MLA Throness, Minister Theresa Wat and Barrick Gold and District of Hope representatives, including Mayor Victor, regarding off-shore funding opportunities for the development of the Giant Nickel Mine site in Electoral Area "B". Director Adamson reported that Minister Wat had suggested that there is potential for a partnership with China. Director Hinds reported on the District of Mission's successful and popular "rotpot" compost program. 17 PUBLIC QUESTION PERIOD FOR ITEMS RELEVANT TO AGENDA None. 18 RESOLUTION TO CLOSE MEETING RAYMOND/BOUCHER THAT the Meeting be closed to the public, except for Senior Staff and the Executive Assistant, for the purpose of receiving and adopting Closed Meeting Minutes convened in accordance to Section 90 of the Community Charter and to consider matters pursuant to: Section 90(1 )(f) of the Community Charter- law enforcement, if the Committee considers that disclosure could reasonably be expected to harm the conduct of an investigation under or enforcement of an enactment; and Section 90(2)(b) of the Community Charter- the consideration of information received and held in confidence relating to negotiations between the Regional District and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.
