Cripps, Fraser Highway - Temporary Use Permit No. 095 (U95-l/R95-50) Report No. DEV dated June 8, 997, from the Deputy Approving Officer, recommended issuance of Temporary Use Permit No f approved, the existing arts and woodcrafts business located on the E. Bucholtz and K. Cripps property at Fraser Highway would be permitted to operate for a two-year period. The owners, E. Bucholtz and K. Cripps, have agreed to the contents of the permit, and surrounding property owners and occupiers have been notified that they may comment on the proposal. J There were no comments or questions. Western Water Utility Services nc. - Contract No , Supply and nstallation of Water Meters and Remote Read Conversion Kits - Tender ( /8) Report No. ENG dated June 8, 997, from the Manager, Utilities, provided information requested by Council, at its Regular meeting of June 6, 997, regarding a recommendation to award Contract No. 97-7, Supply and nstallation of Water Meters and Remote Read Conversion Kits, to Western Water Utility Services nc., in the amount of $,393, Concerns addressed in the report related to water meter technology, the need for a cost benefit analysis, the experience of the low bidder, and capital and operating costs. Moved by Councillor Fast, seconded by Councillor Gill that, as recommended in Report No. ENG dated June 8, 997, from the Manager, Utilities: () Contract No , Supply and nstallation of Water Meters and Remote Read Conversion Kits, be awarded to Western Water Utility Services nc., in the amount of $,393,229.06; and (2) the Mayor and City Clerk be authorized to execute all documentation relating to this award. n response to a question, the Manager, Utilities, advised that the touchread water meters will be installed in meter pits at the streetline in all areas of the City. The motion was then put and R CARRED..2 Boundary Paper Financing Agreement ( /6) Report No. ENG dated June 9, 997, from the Director of Engineering, requested approval of the Boundary Paper Financing Agreement. Under the Sumas Sewage Servicing Agreement, a separate agreement between the City of Abbotsford and Boundary Paper is required to cover Sumas' 67% share of the cost, or $4,500,000 U.S., to construct the sewer connection. The agreement has been reviewed by lawyers for both parties and is ready for execution. l

16 j :0 p.m. in the Matsqui Centennial Auditorium Page 6 Moved by Councillor Wiebe, seconded by Councillor Peary that, as recommended in Report No. ENG dated June 9, 997, from the Director of Engineering: () the Boundary Paper Financing Agreement be approved, and the Mayor and City Clerk be authorized to execute the agreement; and (2) the Director of Engineering be appointed as the City's representative for the purpose of the agreement. The Director of Engineering estimated that over $00,000 would be saved, per year, due to the elimination of nine pumping stations. n addition, the City of Sumas will be paying a premium to Abbotsford for the sewage that it discharges into the Abbotsford system. The agreement is binding on the parties and their successors. R50-97 CARRED..4 Canadian Track and Field Championships Reception - Cost-share Request (0300-0) Correspondence dated June 2, 997, from the Canadian Track and Field Championships, requested that the City co-host a reception on July 7, 997, for 300 coaches and officials. The total cost of the reception will be approximately $4,000, with the City's share of $2,000, including the rental of the Matsqui Centennial Auditorium Foyer. f

Several Council members agreed to have a portion of their 997 travel expenses reallocated to fund the reception. J. The motion was then put and, R CARRED..5 Big Sisters of the Central Fraser Valley Fifth Annual Telethon - Banner - November to ( ) Moved by Councillor Wiebe, seconded by Councillor Ross that, as requested in correspondence dated June 6, 997, from Big Sisters of the Central Fraser Valley, permission be granted to hang a banner at South Fraser Way and Fairlane Street from November to 9, 997, to promote the Fifth Annual Big Sisters Telethon on November 8, 997, subject to submission of insurance documents naming the City of Abbotsford as an additional insured. 18 00060? 4:0 p.m. in the Matsqui Centennial Auditorium Page Charitable Casinos Referendum Results ( ) The City Clerk and Chief Election Officer, in compliance with the Municipal Act, declared the results of the 997 Charitable Casinos Referendum - Other Voting. n response to the question: "Should charitable casinos be allowed in the City of Abbotsford?", 4,355 voters voted "yes" and 8,7 voters voted "no". There were 58,28 eligible electors, including 56,69 on the List of Electors, and,590 new registrations. Therefore, 3,57, or 23% of eligible electors in the City of Abbotsford, cast ballots. Moved by Councillor Peary, seconded by Councillor Gill, that the verbal report by the City Clerk and Chief Election Officer, declaring the results of the 997 Charitable Casinos Referendum, be received. Moved by Councillor Fast, seconded by Councillor Gill, that a letter to the Lotteries Advisory Committee, informing it of the referendum results, be drafted for Council's review., R CARRED. 9.
