Bucholtz and K. Cripps property at Fraser Highway would be permitted to operate for a two-year period. The owners, E. Bucholtz and K. Cripps, have agreed to the contents of the permit, and surrounding property owners and occupiers have been notified that they may comment on the proposal. J There were no comments or questions. Western Water Utility Services nc. - Contract No , Supply and nstallation of Water Meters and Remote Read Conversion Kits - Tender ( /8) Report No. ENG dated June 8, 997, from the Manager, Utilities, provided information requested by Council, at its Regular meeting of June 6, 997, regarding a recommendation to award Contract No. 97-7, Supply and nstallation of Water Meters and Remote Read Conversion Kits, to Western Water Utility Services nc., in the amount of $,393, Concerns addressed in the report related to water meter technology, the need for a cost benefit analysis, the experience of the low bidder, and capital and operating costs. Moved by Councillor Fast, seconded by Councillor Gill that, as recommended in Report No. ENG dated June 8, 997, from the Manager, Utilities: () Contract No , Supply and nstallation of Water Meters and Remote Read Conversion Kits, be awarded to Western Water Utility Services nc., in the amount of $,393,229.06; and (2) the Mayor and City Clerk be authorized to execute all documentation relating to this award. n response to a question, the Manager, Utilities, advised that the touchread water meters will be installed in meter pits at the streetline in all areas of the City. The motion was then put and R CARRED..2 Boundary Paper Financing Agreement ( /6) Report No. ENG dated June 9, 997, from the Director of Engineering, requested approval of the Boundary Paper Financing Agreement. Under the Sumas Sewage Servicing Agreement, a separate agreement between the City of Abbotsford and Boundary Paper is required to cover Sumas' 67% share of the cost, or $4,500,000 U.S., to construct the sewer connection. The agreement has been reviewed by lawyers for both parties and is ready for execution. l
16 j :0 p.m. in the Matsqui Centennial Auditorium Page 6 Moved by Councillor Wiebe, seconded by Councillor Peary that, as recommended in Report No. ENG dated June 9, 997, from the Director of Engineering: () the Boundary Paper Financing Agreement be approved, and the Mayor and City Clerk be authorized to execute the agreement; and (2) the Director of Engineering be appointed as the City's representative for the purpose of the agreement. The Director of Engineering estimated that over $00,000 would be saved, per year, due to the elimination of nine pumping stations. n addition, the City of Sumas will be paying a premium to Abbotsford for the sewage that it discharges into the Abbotsford system. The agreement is binding on the parties and their successors. Several Council members agreed to have a portion of their 997 travel expenses reallocated to fund the reception. J.
