Tourism Committee Recommendations dated February 7, 2017 Moved by Dirk, seconded by Kiss, THAT the following recommendation from the Tourism Committee meeting held February 7, 2017, be received for information and filed: THAT the Tourism Committee recommends that Council direct staff to provide temporary parking on the District property located on Kalamalka Road for the 2017 season; AND THAT portable washrooms be located on the temporary parking site for the 2017 season; AND THAT directional signage be installed to identify the parking location on Kalamalka Road; AND FURTHER THAT signage be installed at the parking area to provide information with regard to trail access points. No. COW CARRIED Moved by Dirk, seconded by Kiss, THAT the following recommendation from the Tourism Committee meeting held February 7, 2017, be received for information and filed: THAT the Tourism Committee recommends to Council that staff be directed to investigate the possibility of making a portion of Westkal Road, between the Kalamalka Road intersection and Kickwillie Loop, one-way for westbound traffic on the south side of the road and using the north side of the road for bike and pedestrian traffic and possibly parking. Coldstream Creek Land-Use Study Councillor Dirk advised that the Coldstream Creek Land-Use Study, prepared by Western Water Associates Ltd. for the Society for the Protection of Kalamalka Lake, was being finalized. He noted that further investigation would be required to determine the source of nitrates identified in the draft report in the vicinity of Brewer Road. Page 5 of 37

The FPPA protects farmers from nuisance lawsuits, nuisance bylaws and prohibitive injunctions when they are using normal farm practices The FPPA protects farmers: Who follow normal farm practices From nuisance action (odour, noise, dust and other disturbances): o From individuals in areas where agriculture is allowed; and o From local governments in the ALR Who adhere to Acts and local government land use regulation Page 9 of 37

10 Resolving Farm Concerns and Complaints Both informal and formal processes are available to assist all parties in resolving concerns and complaints about farm operations These processes are intended to resolve concerns in order to: let farmers farm; keep people out of court; deal fairly with people's concerns and complaints; and deal with poor farm practices when they might occur Informal: Local Government Ministry of Agriculture: working with your local Regional Agrologist Formal: BCFIRB The FPPA and BCFIRB The Act refers to the B.C. Farm Industry Review Board (BCFIRB) as the independent tribunal to address complaints about farm practices: BCFIRB investigates and attempts to resolve disputes before hearings are held; Has the ability to order a farmer to improve or to stop poor farming practices; BCFIRB Hears complaints (site specific) May study farm practices (general) Page 10 of 37

12 Economic Impact of Moisture on Cherry Crop Example cherry orchard: 9000 lb/acre in crop, approximately $4.00/lb = $36,000/acre in crop Helicopter costs $1,200-$1,500/hour When using helicopter, farmer trying to salvage more than 50% of crop Time of flying for helicopters: governed by Transport Canada rules (1/2 hour before sunrise) FPPA and Local Governments Local Governments may not be able to enforce their noise/nuisance bylaws if applied to a farm activity determined to be a normal farm practice BCFIRB that determines what is a normal farm practice - the Ministry provides 62 factsheets on farm practices to assist If the farm activity contravenes any of the following Acts, those jurisdictions are responsible to enforce their legislation: Public Health Act, Integrated Pest Management Act, Environmental Management Act The FPPA does not override local government zoning bylaws Page 12 of 37

13 Examples of local government Noise Control Bylaws and FPPA 1. North Okanagan Regional District Bylaw No. 2581, A bylaw to regulate the making or causing of noises and sounds within the RDNO 6.1 Specific Exemptions, This Bylaw does not apply to sound made: o (q) by normal farm practices on a farm operation as defined by and protected by the Farm Practices Protection (Right to Farm) Act 2. City of Richmond Noise Regulation Bylaw No Exempted from the general sound restrictions in Part 2 is sound made: o (p) by normal farm practices on a farm operation as defined by and protected by the Farm Practices Protection (Right to Farm) Act; or 3. District of Summerland Bylaw Number A Bylaw to regulate noise within the Corporation of the District of Summerland 7. EXCLUSIONS (a) The provisions of this bylaw shall not apply to or be enforced against: ( i) An operator of agriculture machinery or equipment, which shall include tractors, sprayers and scare devices in the conduct of a farm operation being operated in accordance with normal farm practices; Local Government Act - Right to Farm Regulation If the intent of a local government is to prohibit or restrict agriculture within a farming area - they can request to become Right to Farm regulated (LGA Section 553) - with Minister approval Right to Farm regulated Local Governments may then potentially adopt Farm Bylaws that become a land use regulation The Ministry has pre-existing Farm Bylaw Standards for Right to Farm regulated communities such as on Audible Bird Scare Devices (ABSD) City of Abbotsford (a Right to Farm Regulated community) has a ABSD bylaw Audible Bird Scare Device Bylaw, 2013 Bylaw No (a) A person must not use an ABSD [Audible Bird Scare Device] except for farm crop protection as part of a farm operation, and only in accordance with this Bylaw. 19 DISTRICT OF COLDSTREAM BYLAW NO. 1694, 2017 A BYLAW TO REGULATE OR PROHIBIT THE MAKING OR CAUSING OF NOISES OR SOUNDS IN THE DISTRICT OF COLDSTREAM WHEREAS the District of Coldstream deems it desirable to enact a bylaw to regulate or prohibit the making of noises or sounds within the District; AND WHEREAS the Community Charter grants the Council of the District of Coldstream the authority to make such regulation or require such prohibition of noises or sounds within the District and the authority to make different regulations or prohibitions for different areas of the District; NOW THEREFORE the Council of the District of Coldstream ENACTS AS FOLLOWS: TITLE 1 This Bylaw may be cited as DISTRICT OF COLDSTREAM NOISE REGULATION BYLAW NO. 1694, INTERPRETATION 2 (1) In this Bylaw: Audible Bird Scare Device means a sound tool utilized by farmers for crop protection and designed to scare or disturb birds and includes Category A and Category B bird scare devices. Building Official means the person appointed, or their designate, by the Chief Administrative Officer for the District; Bylaw Enforcement Officer means the person appointed, or their designate, by the Chief Administrative Officer for the District and shall include a Peace Officer or member of the Royal Canadian Mounted Police; Category A Bird Scare Device means a stationary audible bird scare device that creates an impulse sound from impacts or explosions, including without limitation, propane fueled exploders or cannons, and excludes firearms and shell launchers such as orchard pistols; Category B Bird Scare Device means an audible bird scare device that is any other stationary audible bird scare device that is not a Category A bird scare device, including without limitation, devices that broadcast bird calls or other sounds through loudspeakers, and excludes firearms and shell launchers such as orchard pistols; Page 19 of 37

20 DISTRICT OF COLDSTREAM NOISE REGULATION BYLAW NO. 1694, 2017 Page 2 Council means the municipal council of the District; District means The Corporation of the District of Coldstream; Holiday has (a) (b) the same meaning as in the Interpretation Act, and includes a day named in lieu of a day that is a holiday that falls on a Saturday, Sunday or the following Monday; SEVERABILITY Noise includes any loud outcry, clamour, shouting or movement, or any sound that is loud or harsh or undesirable; Property means real property and includes land, other than a highway, together with all the improvements which have been so affixed to the land as to make them in fact and in law a part thereof; Sound means an oscillation in pressure in air which can produce the sensation of hearing when incident upon the ear. (2) Unless otherwise provided in this Bylaw, words and phrases used herein have the same meanings as in the Community Charter, Local Government Act and the Interpretation Act as the context and circumstances may require. (3) A reference to an Act in this Bylaw refers to a statute of British Columbia, and a reference to any statute, regulation, bylaw or other enactment refers to that enactment as it may be amended or replaced from time to time. (4) Words in the singular include the plural, and words in the plural include the singular. (5) Headings are for convenience only and must not be construed as defining or limiting the scope or intent of the provisions. 3 If any part of this Bylaw is held to be invalid by a court of competent jurisdiction, the invalid part is severed and the remainder of the Bylaw continues to be valid. GENERAL PROHIBITIONS 4 (1) A person must not make or cause a noise in or on a public or private place that disturbs or tends to disturb the quiet, peace, rest, enjoyment, comfort or convenience of persons in the neighbourhood or vicinity. (2) A person who is the owner or occupier of, or is in possession or control of, property must not make, suffer, or permit any other person to make a noise, on that property, Page 20 of 37

21 DISTRICT OF COLDSTREAM NOISE REGULATION BYLAW NO. 1694, 2017 Page 3 which can be easily heard by a person not on the same property and which disturbs or tends to disturb the quiet, peace, rest, enjoyment, comfort or convenience of persons in the neighbourhood or vicinity. (3) A person must not play or operate any radio, stereophonic equipment or other instrument or any apparatus for the production or amplification of sound either in or on private premises or in any public place in such a manner as to disturb the quiet, peace, rest, enjoyment, comfort or convenience of persons in the neighbourhood or vicinity. (4) A person must not own, keep or harbour any animal or bird which, by its cries, unduly disturbs the quiet, peace, rest, enjoyment, comfort or convenience of persons in the neighbourhood or vicinity. SPECIFIC PROHIBITIONS 5 (1) A person must not operate any outdoor public address system in the District without first having obtained a permit. (2) A person must not operate, or cause, suffer or permit the operation of any gas powered or motorized lawn mower, weed cutter, or other motorized lawn-grooming or garden equipment that produces noise that can be heard from an adjacent property in the District between 9:00 pm and 7:00 am. (3) A person must not use or operate a Jacobs brake or other type of engine brake on a motor vehicle for any purpose other than as an emergency braking device incidental to the safe operation of the motor vehicle. (4) Construction: (a) (b) (c) (d) A person must not, on any day before 7:00 am or after 9:00 pm, construct, erect, reconstruct, alter, repair or demolish any building or thing or excavate or fill in land in any manner which disturbs the quiet, peace, rest, enjoyment, comfort or convenience of persons in the neighbourhood or vicinity. A person must not, on a Sunday before 8:30 am or after 5:00 pm, construct, erect, reconstruct, alter, repair or demolish any building or thing or excavate or fill land in any manner which disturbs the quiet, peace, rest, enjoyment, comfort or convenience of persons in the neighbourhood or vicinity. Subject to paragraph (b), a person must not, on a Sunday, engage a contractor or other similar person, for profit or gain, to construct, erect, reconstruct, alter, repair or demolish any building or thing or to excavate or fill land in any manner unless the contractor or other similar person is working with the owner or tenant of the property at the time of the activity. Where it is impossible or impractical to comply with this section, the Building Official may give written approval to carry on the work that is found to be Page 21 of 37

Responsibility for obtaining written approval lies with the person carrying on the work. 6 This bylaw does not apply to sound made by: (a) (b) (c) (d) (e) (f) a person performing works of an emergency nature for the preservation or protection of life, health or property but the onus shall be on the person performing the work to show cause that the work was of an emergency nature; operation or maintenance of Fire Department, Police or Ambulance vehicles by personnel in the execution of their duties; normal farm practices conducted in accordance with the Farm Practices Protection (Right to Farm) Act within the agricultural land reserve or other farming area as defined in the Local Government Act; operation of residential household equipment including, but not limited to, pool pump motors, air conditioning units, exhaust fans and hot tub pumps, provided that the sound or noise therefrom does not exceed the sound or noise common to such household equipment when in good operating order and being used in accordance with generally accepted industry standards; operation of any motor vehicle, machinery or other apparatus or thing during an emergency or for a public purpose or in furtherance of the public interest including, but not limited to, snow removal, water main and sewer main break repairs and civil defense exercises; by a parade, procession, performance, concert, ceremony, event, gathering or meeting in or on a street or public space provided that a permit, license, or similar agreement has been granted by the District for the event. NOISEMAKERS FOR CROP PROTECTION 7 (1) Subject to subsection (2), a person must not use an audible bird scare device unless all of the following conditions are met: (a) (b) the audible bird scare device is used for the purpose of crop protection; the audible bird scare device is operated from (i) one-half hour before sunrise to 7:00 pm or one-half hour from sunrise to sunset, whichever is of lesser duration; and (ii) May 15 to November 15; Page 22 of 37

23 DISTRICT OF COLDSTREAM NOISE REGULATION BYLAW NO. 1694, 2017 Page 5 (c) (d) (e) (f) (g) the audible bird scare device is relocated on a frequent basis to maintain effectiveness; the audible bird scare device is used as part of a grower prepared management plan which includes monitoring of bird activity and crop damage, strategies to minimize device use and bird habituation to devices, and device maintenance and strategies to minimize the impact of device malfunction; the audible bird scare device is located in a manner to minimize the impact on adjacent dwelling units as defined in the District of Coldstream Zoning Bylaw; a Category A bird scare device is limited to a maximum firing frequency of one firing per every five (5) minutes for single shot devices and a maximum of eleven (11) activations or thirty-three (33) shots in any one hour period for a multiple shot device; a Category B bird scare device is operated on an intermittent basis so that the sound is not continuous. (2) Subsection (1) does not apply to operations carried out within the agricultural land reserve or other farming area as defined in the Local Government Act. OFFENCES AND PENALTIES 8 (1) Every person who (a) (b) (c) contravenes this Bylaw, permits, suffers or allows any act or thing to be done in contravention of this Bylaw, or fails or neglects to do anything required to be done under this Bylaw or of any permit or direction issued under this Bylaw, commits an offence, and each day any contravention continues shall constitute a separate offence. (2) A person found to have contravened this Bylaw is liable to pay any of the following: (a) (b) (c) a penalty imposed under the District of Coldstream Bylaw Notice Enforcement Bylaw; a penalty imposed under the District of Coldstream Municipal Ticket Information Utilization Bylaw; a penalty of up to $10,000, and any further amounts that may be ordered by the court if proceedings are brought under the Offence Act. March 14, 2017 SUBJECT: Kalamalka Lake Road Closure 1. Purpose: To present to Mayor and Council details regarding the City of Vernon proposed road closure of Kalamalka Lake Road and an alternative transportation route plan based on that information. 2. Recommendation: THAT the report from the Director of Infrastructure Services dated March 14, 2017, regarding Kalamalka Lake Road Closure, be received for information. 3. Alternatives & Implications Option 1-Receive the report and file This option would just provide an update from staff to Council on the City of Vernon proposed road closure of Kalamalka Lake Road as well as provide an alternative transportation route plan based on that information. Option 2 - Direct staff to continue communications with the City of Vernon This option would have staff continue to work with the City of Vernon to address residents and business owners concerns. Staff would advocate on the Districts behalf and report back to Council on any final decisions made. Option 3 - Direct staff advise the City of Vernon that a Kalamalka Lake Road closure is not acceptable This option would have staff advise the City of Vernon that the closure of Kalamalka Lake Road is not acceptable and work to find an alternative plan. This option could go as far as a closure of Kalamalka Road on the Coldstream side of the municipal boundary which would force the City to not close Kalamalka Road and maintain traffic flow to ensure access to the Alpine Centre. This would be a last resort and is not a recommendation within this option. 4. Discussion/ Analysis The initial proposal was for the City of Vernon to close Kalamalka Lake Road for up to four months, from mid June, 2017 to mid October, The current option has Kalamalka Lake Road closed for 6-8 weeks, at the end of the project. This would place the closure around August/September to Page 25 of 37

26 September/October. The rational provided for the full closure is that the total width of the roadway is being reconstructed from the City boundary, north to Browne Road. To maintain single lane traffic, there would be cost implications as well as an anticipated extension to the length of the contract. Please see appendix "A" for the initial closure plan and construction timeline and appendix "B" for the proposed alternative transportation route plan. 5. Strategic Objectives This issue is not an item identified in Councils 2016 strategic priorities report. 6. Legislative Authority N/A 7; Financial Implications There are no funding implications. Purpose: To present to Mayor and Council a follow-up to the February 6th, 2017 Finance Committee meeting regarding options for site development at Kalamalka Road. 2. Recommendation: THAT the report from the Director of Infrastructure Services dated March 8, 2017, regarding parking options at Kalamalka Road, be received for information. 3. Alternatives & Implications The discussion below provides a summary of possible parking development options for Kalamalka Road. It is premature to discuss the alternatives and implications prior to Council discussion and direction to staff. Options have been discussed further in the report. Funding sources and opportunities have also been discussed in this report and once a clear direction forward with.a recommended implementation strategy has been developed, the funding implications can be discussed and solidified. 4. Discussion/ Analysis Parking for the Okanagan Rail Trail could be provided at the newly acquired property at Kalamalka Road. The area that could currently be converted to a parking facility is approximately 4,500m2 in size and would allow for approximately 130 parking stalls. The estimated cost to clear and level the site, provide proper base materials and finish w.ith driveway chips is $255,000. There is also the option t~ only provide parking on part of the site which would reduce the costs proportionally. The estimated cost to just level the entire site and provide minimal gravels is $125,000. This option could also be reduced by providing a smaller parking area. Page 29 of 37

This initial investment in the property would facilitate needed parking for the upcoming season. The site works identified would not be "lost money" as the site works would provide the foundation for any future development on the site, provided the option of providing a proper base was chosen. However, additional discussion is required by Council as to the vision for the property. Some of the questions Council needs to consider include: What is the vision for the long-term use of the property? What are the uses for the property? Parking lot only or some commercial development? Is the objective to maximize parking stalls or provide services for the community? Would a public private partnership be an option for development of the site? 5. Strategic Objectives This project links back to items identified in Councils 2016 strategic priorities report. Specifically the areas include active lifestyle, and sustainable infrastructure. 6. Legislative Authority The Financial Plan contains funding for any proposed works. Page 30 of 37

34 Tourism Committee Minutes Tuesday, March 7, REPORTS AND ITEMS FOR DISCUSSION 3.a. Mobile Food Vendor Policy and Business Licence Bylaw Amendment Report from the Planning Technician dated February 15, 2017 The Director of Development Services reviewed the staff report. C. Kashuba entered the meeting at 6:09 pm. Tourism Committee members made the following comments and suggestions for Council's consideration regarding the draft mobile food vendor (MFV) policy and Business Licence Bylaw amendment: (1) At Kal Beach and Sovereign Park, parking is at a premium on peak days. A MFV would take away some parking space (2) Wherever MFVs are located, be aware of congestion and safety for vendors and the public. (3) Kelowna promoted culture and the number and types of MFVs. (4) The District could test methods of deciding on MFVs in 2017, such as a lottery of applications or open-bid process. Some municipalities choose MFVs based on a variety of foods served, so not all the same product. (5) Kal Beach is the prime site. The concession is operating this year. Is it possible to allow MFVs on the beach? If not available, what will happen this year? Could use 2017 as a test of "one spot" and allow a different MFV to operate for a week on a rotating basis. (6) Kal Beach is a more visible and viable location for MFVs; therefore, the business licence fee should be higher. (7) A MFV at Kal Beach is convenient to beach users, especially families can remain on the beach with children rather than packing up. (8) How will existing food establishments (e.g., Alexander's Beach Pub, at the Alpine Centre, in Lavington) be impacted by MFVs, and how to alleviate their concerns? (9) Concerns regarding MFVs along the Rail Trail and Westkal Road/Kickwillie Loop area: congestion not parked no particular location "coffee truck" parking conflict amongst trail users, tour buses and vendors popular vendors vs. space available other businesses coming into the area temporarily such as dropping off bike rentals. (10) At Sovereign Park, a visible site for MFV is near Sovereign house or at the parking lot area. (11) "Vendor fests" or "Food truck Fridays" are possible ways to focus on the Town Centre. (12) MFVs should meet IHA standards and have a garbage management plan. (13) There may be noise from generators. (14) Overall, the Committee thought that MFVs was a positive concept. Page 34 of 37

35 Tourism Committee Minutes Tuesday, March 7, b. Update Regarding February 7, 2017 Tourism Committee Recommendations Mayor Garlick provided an update of the Committee of the Whole's meeting, at which time the Tourism Committee's February 7, 2017 recommendations were discussed: (1) The District was gathering information to determine future plans for the property at Kalamalka Road as well as the best connections to the Rail Trail. Some preliminary work may be scheduled in 2017 such as clean-up of the property. The District would also be investigating short-term uses of the house on that site. Staff was preparing a report to Council regarding how to manage parking at the north end of Kalamalka Lake. (2) The District was examining what signage would be appropriate for this year; the signage may be amended in (3) The recommendation to make a portion of Westkal Road one-way was still under review. (4) The proposed extension of the multi-use path along Kalamalka Road was referred to 2018 budget deliberations for the section from the Vernon/Coldstream boundary to College Way. (5) The purchase of Dutch's Campground was reviewed at an in-camera meeting of Committee of the Whole. 3.c. Committee Priorities (1) Okanagan Rail Trail Maps from District staff of available parking at the north end of Kalamalka Lake, dated for reference March 7, 2017 Maps from D. Clarke, Tourism Committee member, received March 7, 2017 The Director of Development Services reviewed the maps showing on-street parking areas near the Rail Trail Corridor. He advised that staff were preparing a report to Council on options to manage on-street parking at the north end of Kalamalka Lake. Tourism Committee members made the following comments and suggestions for Council's consideration regarding possible parking locations and how to get the public to those locations: (1) Even though the Rail Trail is not officially open, setting a parking precedent this year will establish that habit in the future. (2) Offer amenities such as food and washrooms to attract parking at major parking areas (Kal Beach parking lot and perhaps the District property at Kalamalka Road). (3) Congested zones are the easy entry points to the Rail Trail, i.e., Mile 88 and Westkal Road/Kickwillie Loop area. (4) In the area of the Rail Trail, the public would probably park on Westkal Road, Watson Drive, Graystone Drive, Hofer Drive and Sage Pointe subdivision. (5) Bikers will range out farther, possibly as far as Kalavista Drive and Kidston Road. (6) Set a two-hour time limit for parking; however, that may restrict trail users who would have to turn back after one hour as well as patrons at Kalamalka Country Club. Page 35 of 37

36 Tourism Committee Minutes Tuesday, March 7, 2017 (7) Starting this spring, parking for Kalamalka Country Club on Westkal Road will be impacted by users accessing the Rail Trail. (8) Rail Trail users will likely arrive via Kickwillie Loop or College Way. Instead, could a central parking hub be established at Kalamalka Road this year? (9) Install speed bumps in the Westkal/Kickwillie area to deal with speeding problem. (10) Post signage at the College and Kickwillie Loop area, pointing to parking areas and washrooms. (11) Establish parking for disabled users and families with children closer to the rail head on Westkal Road and Kickwillie Loop. (12) Establish parking permits to limit entry to the area; however, may have negative effect on residents and requires more enforcement. (13) Establish one-way traffic on Westkal Road; however, parking for residents' guests might then be reduced. (14) Charge for parking in some areas but free parking in other areas further away. (15) Do a vehicle count now for future reference. (16) Shuttle bus to pick up hikers and bikers from more distant parking. (17) Consider a partnership with the College or Kidston School to use their parking lots. (18) Open the Kal Beach washroom and Pumphouse Beach toilet earlier in the season, with signage. (19) Install fencing on the route to encourage entry at one location rather than multiple locations. (20) Where should larger vehicles park, such as RVs? (21) Signage should be District of Coldstream's brand. (22) Does the District want Tourism Vernon funded signs, such as was done for Kalamalka Lake Provincial Park? (23) Vernon Tourism is not promoting the Rail Trail at this time due to parking concerns. Any decisions on parking should be relayed to Vernon Tourism for them to share with the public. (24) The Rail Trail group has 8,000+ followers. Information such as where to park and washroom locations could be posted, even if that information is temporary for now. (25) Kal Store is good source for information centre. (26) Information should be on the Regional District website. During the discussion, Mayor Garlick advised the Committee that: (1) Council had set aside $300,000 in the 2017 budget for site works at Kalamalka Road, which would initially comprise cleaning up the property. (2) Through a Regional District initiative, parking might become available at the Kal Lake Lookout and along the former provincial highway. Mayor Garlick commented that he planned to ask Okanagan College's Regional Dean, whether part of the College could be used for parking by trail users. Mayor Garlick also informed the Committee that he would ask for Council's feedback on whether a questionnaire would be useful in seeking input and solutions from residents regarding parking for the Rail Trail. 37 Tourism Committee Minutes Tuesday, March 7, 2017 (2) Short-Term Rentals Tourism Committee members made the following comments and suggestions for Council's consideration regarding short-term rentals: (1) On the Airbnb website, District staff could investigate the number of existing rentals in Coldstream. (2) Positives of short-term rentals: income to homeowners could make homes in Coldstream affordable mortgage helper assist seniors to stay in their home (3) Negatives of short-term rentals: less inventory for rental to college students impact on the neighbourhood houses empty between rentals renters may be disruptive to neighbours (4) There is an increasing demand for short-term renters who wish to visit Coldstream due to the Rail Trail and Kalamalka Lake. (5) The Rail Trail could result in Coldstream being more attractive to visit and live, resulting in increased values for land and improvements. (6) The Regional District could consider charging the public to access the Rail Trail as a way to offset maintenance costs: local fee and a visitor trail fee. During the discussion, the Director of Development Services advised that agri-tourism accommodation was being reviewed in the Zoning Bylaw update. 4.
