Page 4 of 32 January 27, 2015 Page 2 FINANCE Payment of Accounts Archibald Gates Item No. 5.2 Council reviewed the accounts presented for payment from the December 31, 2014 cheque register. Reeve McLauchlin was lobbying the local MLA for partial payment of the invoice for the gates erected at Archibalds, which were required due to the native burial grounds in the vicinity. 005/15 Moved by Councillor Hartford that the accounts be approved for payment as outlined in the December 31, 2014 cheque register in the amount of $768, Carried unanimously Financial Statement Item No. 5.1 Council reviewed the monthly financial statement to December 31, /15 Moved by Councillor Liddle that the monthly financial statement to December 31, 2014 be accepted as information...carried unanimously DEVELOPMENT Development & Subdivision Reports Farm Developments Item No. 6.1 Council reviewed the subdivision & development report for The report showed that 68 subdivisions and 246 development permits had been applied for. It was noted that the County did not issue permits for intensive livestock operations or the ancillary buildings. Recently the applications referred by the NRCB showed expansion of existing sites, rather than new sites. General discussion ensued concerning the taxation of commercial farming operations. 007/15 Moved by Councillor Weir that the subdivision & development report for 2014 be accepted as information...carried unanimously Sewer Line Failure, Raymond Shores Item No. 6.2 Council reviewed correspondence from a number of the landowners at Raymond Shores Development who were not content with the sewer line work recently completed by the condominium association due to failures at approximately 70 locations. The landowners had been invoiced for the work but many were refusing to pay citing poor quality of workmanship when the lines were installed. General discussion ensued concerning whose responsibility this problem was. The problems were occurring on private lots within a bareland condominium development, not on the main sewer line. The majority of the problems were occurring because of the high water table that had not been anticipated when construction occurred, and existing soil conditions. The affected landowners requested that no additional lots be allowed until this issue was addressed. Mr. Webber noted that Raymond Shores was constructed within the 100 year flood plain, with the understanding that the homes could be removed in a flood situation. 008/15 Moved by Councillor Hartford that this be accepted as information....carried unanimously Adoption of the minutes of the January 27, 2015 Regular Coun...

Page 5 of 32 January 27, 2015 Page 3 COUNCILLOR REPORTS Rimbey Crime Watch; Rimbey Synergy Group Rimoka Land Transfer, Rimbey Rimoka Building Committee Item No. 7.1 Councillor Hartford advised that the Rimbey & District Rural Crime Watch annual general meeting would be held on February 10 at the Last West Hall. The recent Rimbey Synergy meeting included information on fracing and was quite informative. Reeve McLauchlin reported that the land transfer for the Rimoka facility in Rimbey has been completed. It would now need to be transferred to the province to ensure funding. Councillor Liddle advised that the Rimoka building committee had met with six different architectural firms for the new seniors facility in Rimbey. Their choice would now need to be ratified by the Provincial government. This project would not be affected by potential cuts to the Provincial capital budget. ASB Conference run. Council concurred that the recent ASB conference was interesting and well Grader Operator Commendation Ponoka Airport Master Plan Mailbox Sanding PAECS Electronic Sign Recess for Coffee Break Councillor Liddle had received appreciation from his ratepayers and wished to pass the commendations on to the local grader operator for his recent actions in keeping the roads and approaches in good shape. Councillor Matejka advised that the Ponoka Town Council was reviewing the recommendations for the Ponoka Airport master plan and would be making a decision in the near future. He questioned the responsibility for sanding in front of the super-mailboxes and advised that this was a Canada Post issue. Councillor Weir noted that the response to the electronic sign at the Ag Event Centre had been positive. Reeve McLauchlin recessed the meeting at 10:47 a.m. for a coffee break. The meeting reconvened at 10:54 a.m. DELEGATIONS Ponoka Youth Centre; Boys & Girls Club of Wolf Creek Item No. 4.1 Ms. Beth Reitz, Director of the Ponoka Youth Centre and Big Brothers/Big Sisters of Ponoka and Rimbey attended the meeting at this time. Also in attendance were twelve additional people. Ms. Reitz presented a powerpoint which highlighted the following facts about the Ponoka Youth Centre: in operation since 2001 they were licensed and accredited they operate off-site programs in Ponoka at the schools every day they operated an interactive after-school program on academic support and mentoring Over the past 13 years their attendance has increased steadily with over 18,000 visits to the programs in Ponoka alone. Rimbey s attendance showed approximately 1,000 visits in its first year of operation. They serve an area from Bluffton to Ponoka Ponoka has 14 staff, 13 programs and 30 volunteers. They had served 646 children in 2014, with 18,377 youth visits. The facility is full with nine different organizations utilizing space The benefits to the community include keeping youth busy during the hours reported to be the most at risk. 6 AGENDA ITEM #2.1. Page 6 of 32 January 27, 2015 Page 4 A number of youth spoke to their use of the Ponoka Youth Centre and how it impacted their lives. They felt it was a safe place where they were accepted and encouraged to grow. The Youth Centre met a number of needs in the community. It was a social community that taught them to give back to the community. The breakdown of County vs. Town residents would be made available to the Council for its information. The Town of Rimbey had already agreed to assist with the Rimbey component of the Youth Centre, but the Town of Ponoka would not be assisting with any funding. Councillor Matejka advised that the Ponoka FCSS is underfunded, so in order to balance its budget, it cut funding to the Youth Centre & Big Brothers/Big Sisters organization. The majority of the funding for this service came from the Community, some from grants, with some from child-care, United Way, etc. Big Brothers/ Big Ms. Reitz then showed a presentation on the Big Brothers/Big Sisters Sisters of Ponoka component of the Youth Centre: and Rimbey In the community since 1988 it serves an area from Bluffton to Mecca Glen 4 different programs In School mentoring, traditional mentoring, teen mentoring (30 youth in 2014 already), go girls and game on continual growth, with Rimbey accounting for 43 matches since inception. This program was the largest in Canada per population benefits of mentoring included the promotion of positive community interaction, improving self-esteem and school attendance. every dollar invested was an $18 return to society. They were requesting support of $25,000 to cover the cost of staffing the program. A number of the mentors spoke to Council to share their experiences with the program and their opportunity to extend this program through their experiences. The benefits replicated as those who had been mentored, took on the role of mentor themselves. The organization believed that every child who needed a mentor should get a mentor, but there is a cost involved. Ms. Reitz and the others in attendance were thanked for their presentation and they left the meeting. It was agreed that the County exercise be conducted on February 11 commencing at 9:00 a.m. Federation of Canadian Municipalities Membership Item No Reeve McLauchlin requested Council input into membership with the Federation of Canadian Municipalities. This matter would be discussed at the upcoming Central Zone Meeting in Three Hills. He suggested that Council review its options and the cost of this membership. Page 25 of Annual Report As the program contact person, and pursuant to the provisions of the Public Security Peace Officer Program, I am pleased to submit an Annual Report on behalf of Ponoka County for the year Peace Officer Les Squires has completed his second year of service with Ponoka County. Officer Squires shift schedule generally involves 40 hours per week but additional hours are worked as required. A pre-determined shift schedule is in use and is adjusted accordingly. Les is engaged in a number of capacities; priority being traffic safety, weights and dimensions and offhighway vehicle control. Other enforcement duties include dog control, stray animals and unsightly premises which are encompassed under County by-laws. The interactions between our Department and outside agencies, such as the Crown, RCMP, Sheriff s, SPCA, Fish & Wildlife, Commercial Vehicle Enforcement, local Fire Departments and other municipal agencies, is critical for the program s success. These agencies provide support in warrant and process issues, officer safety at roadside, accident scenes and events that arise in general duties. In some circumstances our Department may be able to reciprocate the support through traffic control at local accident and fire scenes. Attached are statistical summary sheets detailing the types of offences and the areas of occurrence. The occurrence reports recorded for highways includes assistance rendered to the local RCMP detachment for traffic control purposes only during periods of high incidents. Of the 78 occurrence reports recorded in 2014, the majority of attendance was required for damage and/or interference to a highway. This was a change in past years where the majority of the reports pertained to dog complaints. After hours proved to be busy in 2014 most notably in the months of January, March and April. The After hours year-end total for permits through the TRAVIS system was 123 with 88 occurring in those three months alone. The Ponoka County permitting system saw a record year in 2014 with just under I trust this report meets your satisfaction; however, if more information is required, please do not hesitate to call.
