1 PONOKA COUNTY COUNTY COUNCIL MEETING September 12, 2006 A regular meeting of the Council of Ponoka County was held in the County Council Chambers of the County Administration Building on Tuesday, September 12, 2006, with the following people in attendance: Councillor G. August 15, 2006 Public Hearing Item No. 2 Council reviewed the minutes of the August 15, 2006 Public Hearing. 276/06 Moved by Councillor Beebe that the minutes of the August 15, 2006 Public Hearing be adopted as presented. BUSINESS ARISING FROM THE MINUTES Road Closure Item No. 3 In accordance with direction at the last meeting, Council Resolution reviewed a resolution to close and consolidate a portion of Road Plan 5796 K5 SW W4 within the SW W4due to the deterioration of Bridge 409. Road Plan 5796 K5 277/06 Moved by Councillor Hinkley as a resolution of Ponoka County for the purpose of closing to public travel and canceling of a public highway in accordance with Section 24 of the Municipal Government Act, Chapter M 26.1, Revised Statutes of Alberta, 1994, as amended. WHEREAS the lands hereafter public travel; described are no longer required for THEREFORE be it resolved that the Council of Ponoka County does hereby close the following described road, subject to rights of access granted by other legislation or regulations:

2 September 12, 2006 Page 2 All that portion of Road Plan 5796 KS lying within the SW W4 containing 6.91 acres more or less. PUBLIC WORKS PublicWorks Superintendent's Report Item No. 8 Mr. Schwingel presented his report of activities to September 8, 2006 for Council's information. Construction was progressing on the Calumet Road and preparation work was underway for construction of the Leedale Road. Upgrading was continuing utilizing two crews and approximately 85% of the 2006 graveling program was complete. road was complete with line painting proposed for the latter part of the week. Arjon will be moving into the Bashaw gravel pit within the next week. Paving of the AHP/Johanson Pre-Ordering Capital Equipment Requirements General discussion ensued concerning the necessity of pre ordering equipment for delivery in Mr. Schwingel requested a commitment from Council for the purchase of a 16-wheel lowboy as it would take until June for delivery. One pup trailer could be traded, but a new pup wouldn't be available until the Spring of The Case loader should also be considered for replacement. The new Cat crawler tractor was in Calgary, however, some parts were still being added prior to delivery. Mr. Cutforth con?rmed that potential capital equipment needed to be ordered now for delivery in They had already placed an order for three new 14H graders. Currently the County would be forced to rent or lease a lowboy after January 1, 2007 as the existing lowboy could no longer be certi?ed due to its condition. Mixcor Aggregates, Gravel Crushing Concerns 278/06 Equipment Orders 279/06 Road Ban, Mixcor Units Mr. Cutforth advised that Mixcor had held up Arjon Construction from coming to the Bashaw Pit as they claimed they required the crushed gravel for the AHP/JohansonRoad. Information had been received that the gravel had actually been hauled to other jurisdictions before being hauled to Ponoka County. For this reason, Mr. Cutforth recommended that the County ban the road past the Mixcor gravel pit for a period of 30 days to be reviewed by Council subsequent to that. Moved by Councillor Jensen that Ponoka County place orders for a new 16-wheel lowboy, a 962 Cat loader and a new pup trailer, to be paid for from the 2007 budget. Moved by Councillor Hinkley that Ponoka County place a 50% road ban on TR 424 (Matejka Road) from Highway #2A to Highway #2 and on the Elkhorn Road, for Mixcor units only. Tour of Wilson Hill Councillor Beebe reminded Council that they should be touring the Wilson Hill on RR 53 as soon as it rains. Mr. Schwingel left the meeting. DELEGATIONS PonokaR P, Quarter R/ port / Item No. 11 S/Sgt. Paul Sowers of the Ponoka RCMP, and Cpl. Glen Demaere attended the meeting at this time to update Council regarding the

3 September 12, 2006 Page 3 detailed crime and traf?c statistics for the Town of Ponoka and surrounding area. Cpl. Demaere advised that some of the information was not fully accurate as statistics entered in 2005 had been entered into a different program and the information was not easily retrievable. It was noted that total criminal code charges had changed little from the same period last year. The most notable change has been in the area of Mischief under $5,000 with an overall decrease of 37%; Theft under $5,000 with an increase of 85% and Theft of a Motor Vehicle showing a decrease of 71%. Assaults also showed a decrease over last year of 75%. In the area of traf?c offences and motor vehicle collisions, total traf?c offence has increased 21% over the same period last year with a 26% increase in vehicle collisions. There has been an overall increase in traf?c enforcement with a 79% increase in Total Provincial Traffic charges and 275% increase in Criminal Code Traf?c. A part of this increase may be party due to increased usage of the charge of?ight from police. On the horizon they would be going into pros-mobile in December which would allow them to enter information on the road, rather than doing paperwork back at the of?ce. They were still working to replace an existing car with a four wheel drive vehicle. Two new members have recently been placed in the Detachment to replace those who would be leaving within the next year. One additional member had been transferred from Stony Plain. Rural School Zone Patrols Reeve Svenningsen requested that additional patrols be made through the rural school zone at Mecca Glen as it appeared that traf?c did not recognize the need to slow down. This would be forwarded onto the members. As approved by the Town, a plain clothes and serious crimes investigator would be added to the staff in No change had been evident in the number of calls received for assistance from the Hobbema area, even though their police presence had increased substantially. S/Sgt. Sowers and Cpl. Demaere were thanked for their presentation and they left the meeting. Recess for Public Heanng Reeve Svenningsen recessed the meeting at 10:02 a.m. to conduct a public hearing. The meeting reconvened at 10:57 a.m. S/Cst. Don Ahlquist was in attendance at reconvenement. Ponoka FCSS, 2007 Budget Item No. 12 JoanneComeau, Executive Director of the Ponoka Family & Community Support Services, attended the meeting at this time. She presented the 2007 budget to Council with explanations for each section. Ponoka FCSS also does home care under a separate contract with the David Thompson Health Region. Without this contract, 1/2of the staff of FCSS would not be required. Some competition had been evident between the FCSS services and Rimoka requirements. The total budget would increase the County's contribution to $34,680, up over $29,550 from Mr. Cutforth questioned where the $16,000 was currently being utilized that had previously been given to the Ponoka Wheelchair Society for the purchase of a new van.

Ahlquist, Update of Activities Rural School Zone Patrol S/Cst.Ahlquist advised that stats of warnings to charges were still the same. He invited any questions. Reeve Svenningsen questioned if the Special Constable could enforce speed zones on primary highways and was advised that this responsibility could be requested, but was not currently available. Discussion ensued concerning the integrity of the position if authorization for enforcement on the provincial highways isn't available. The time required to enforce these zones was also considered. It was noted that the RCMP have two additional members who could patrol these areas, however, the hours and authority of the S/Cstwould be further discussed during budget deliberations. He was thanked for his attendance and he left the meeting. FINANCE Payment of Accounts 281/06 Item No. 4 Council reviewed the accounts presented for payment from the September 7" cheque register. Moved by Councillor Hoar that the accounts be approved for payment as outlined in the September 7, 2006 cheque register in the amount of $3,067, FinancialStatement 282/06 Item No. 5 Council reviewed the monthly?nancial statement to July 31, Moved by Councillor Beebe that the monthly?nancial statement to July 31, 2006 be accepted as information. Budget Report 6 Item No. 6 Council reviewed the budget report for the month ended July 31, 2006.

Ponoka Chamber of Commerce, Awards Banquet Sponsorship 284/06 Item No. 7 Correspondence from the Ponoka Chamber of Commerce requested that Ponoka County sponsor an award or participate as a major sponsor of their 15 Annual Awards Banquet. It was noted that Council already sponsored the Century Family Farm Award within the County and a local Farm Family award was granted by Alberta Northlands. Concern was expressed regarding who would choose the nominees for this award. Moved by Councillor Hinkley that Ponoka County contribute $300 to the Ponoka Chamber of Commerce toward their 15 Annual Awards Banquet. PUBLIC WORKS (continued) Construction & Transfer of SH 607 Item No. 9 Alberta Transportation had forwarded a draft agreement for the construction and transfer of Secondary Highway 607 to the County. Mr. Cutforth expressed concern that SH 604 was not mentioned in the agreement, even though it was considered to be part of the original discussions and had been mentioned in the Minister's letter. Discussions with Stu Becker, Regional Director of Alberta Transportation, had concurred that the document would be re-written and presented to Council when available. DEVELOPMENT Lacombe County, LUBand MDP Reviews 285/06 Item No. 14 Council reviewed correspondence from Lacombe County requesting input into their MunicipalDevelopment Plan and Land Use By-Law reviews. Moved by Councillor Jensen that those Councillors available be authorized to attend this meeting...,..carried unanimously By-Law AZ Reclassi?cation of Pt. NE Quinlan, B & B Item No. 15 Council reviewed By-Law AZin light of the recent public hearing, which allowed for rezoning as follows: A by lawof Ponoka County, in the Province of Alberta, pursuant to Section 640 of The Mun/'c/}3a/Government Act, being Chapter M 26.1of the Revised Statutes of Alberta, 1994, and amendments thereto, to amend Land Use By-Law 5-97-LU as follows: Rec/ass//7Pt. NE J W4 (approximately 10 acres) from Agr/cu/tura/ D/strict to Indu5z r/'a/district Council further reviewed the Baker Road Study that proposed development of this area and concurred that this business had outgrown its location. NE W4 (approximately.756 acres) from Agriculturai District to Country Residential (Hobby Farm) Distnrt. 291/06 15 Reading Given?rst reading this 12 day of September, Councillor Hoar and was unanimously defeated. Reclassi?cationof Raymond Shores to RVR District By Law30-06 A Item No. 18 Mr. Cutforth advised Council that Raymond Shores had been inadvertently overlooked when Council passed By Law1-06-AZ creating the Recreational Vehicle Resort district. To amend this error, Council reviewed By Law30-06 Aas follows: A by-law of Ponoka County, in the Province of Alberta, pursuant to Section 692(6) of The MunicioaiGal/er/7mentAct, being Chapter M 26.1of the Revised Statutes of Alberta, 1994, and amendments thereto, to correct a clericalomission within By Law1-06-AZ as follows: Add the following /and under Section 3: Plan (Raymond Shores) 292/06 15 Reading Given?rst reading this 12 day of September, Councillor Hoar and was carried unanimously. 293/06 2 Reading 294/05 Proceed to 3 295/06 Given second reading this 12 day of September, Councillor Hinkley and was carried unanimously. SW Beekman, W. 296/06 Item No. 19 Mr. Cutforth presented correspondence from Wouter Beekman offering to purchase 3 acres of land locl<edproperty on the SW W5. He had purchased the property adjacent to this parcel and would consolidate it into his quarter. Moved by Councillor Hinkley that this request be denied as future construction of SH 771 north of Highway #53 would change the status of this property. COUNCILLOR REPORTS Ponoka Airport Update WCPA Annual Meeting Anniversary Plaques Fall Zone Meeting PoliticalCandidate Visit Item No. 13 Councillor Hinkley reported on the recent Ponoka Airport meeting where a form of hovercraft and long term terminal leases were discussed. He advised that the County willsee an approximate $7,000 refund from the West Central Planning Agency for 2005, as reported at their annual meeting. Councillor Hinkley expressed concern about the County's current practice of presenting plaques for 50" Anniversaries of County residents. He suggested that this be replaced with a meal gift certi?cate and a paper certi?cate. Reeve Svenningsen reminded Council of the upcoming Fall Zone meeting on October 13. The meeting would be hosted by Rockyview at the Sheridan Hotel in Calgary. They hoped to conduct a short political forum during the meeting for the candidates for the Premier position. Ed Stelmach would be at the County of?ce on September 13 at 10:00 for anyone wishing to meet him. DELEGATIONS Ponoka FCSS 2007 Budget 297/06 Item No. 12 Council again reviewed the proposed budget for Ponoka FCSS for Moved by Councillor Hinkley that the 2007 budget for Ponoka Family & Community Support Services be accepted as presented. 298/06 Adjournment Moved by Councillor Jensen, at 12:23 p.m., that the meeting be adjourned.
