1 A regular meeting of the Canton City Council was held on August 6, 2013 at 6:30 pm in the Council Chambers, The Donald E. Edwards Way-50 North 4 th Avenue, Canton, Illinois Aldermen in attendance: Dave Pickel, Jim, Craig West, Gerald Ellis, Justin, John Lovell, Tad Putrich Aldermen absent: Jeremy Pasley Staff in attendance: City Treasurer Kathy Luker, City Attorney Nancy Rabel, Mayor Jeffrey A Fritz, Community Service Director Jason Strandberg, City Clerk Diana Pavley-Rock, Fire Chief Tom Shubert, Deputy Police Chief Rick Nichols, City Engineer Keith Plavec, Public Works Director Bill Terry Media in attendance: Daily Ledger Video Services by Joe Ginger Others in the audience: Tony Plumer, Dustin Pollitt, Rick Nichols, Keith Deppermann, Charles Devlin PLEDGE OF ALLEGIANCE OPENED THE MEETING

2 Motion and second were made by Aldermen Jim /Pickel to adjourn into executive session for the purpose of personnel, pending litigation and negotiations (ILCS 120/2 ( c) (1) (ILCS 120/2 (c) (2). The meeting reconvened after executive session to discuss the following: CONSENT AGENDA Minutes of Council Meeting held July 16, 2013 Minutes of Mechanical Committee Meeting held July 23, 2013 Minutes of the Special Meeting held July 30, 2013 Motion and second was made by Aldermen West/Justin to accept the minutes as presented and be placed on file. The motion carried by voice vote and was unanimous.

3 COMMITTEE REPORTS: PUBLIC SAFETY & TRAFFIC ALDERMAN JIM NELSON, CHAIRMAN POLICE REPORT Motion and second were made by Aldermen Jim /Justin to approve the police report and place it on file. The motion carried by voice vote and was unanimous. FIRE REPORT Motion and second were made by Aldermen Jim /Justin to approve the fire report. The motion carried by voice vote and was unanimous. TIM BUK TECH SERVICE AGREEMENT Motion and second were made by Aldermen Jim /Pickel to approve service agreement with Tim Buk Tech

4 CLASS A LIQUOR LICENSE REQUEST FROM CSK VENTURES INC. DBA SOUTHERN BAR AND GRILLE AT 725 LOCUST, CANTON explained that the application being presented is for a Class A liquor license from CSK Ventures Inc. DBA Southern Bar and Grille at 725 Locust, Canton Illinois. The applicant is Theodore Arndt. Motion and second were made by Aldermen Jim /Lovell to approve the Class A liquor license request from CSK Ventures Inc. DBA Southern Bar and Grille. ST. MARY S SPECIAL EVENT REQUEST Motion and second were made by Aldermen Jim /Justin to approve the St. Mary s Special Event Request.

5 CANTON POLICE/FIRE PENSION FUND ANNUAL STATEMENT Motion and second were made by Aldermen Jim /Pickel to approve the police/fire pension fund annual statement. The motion carried by voice vote and was unanimous. JACK S REQUEST FOR A SPECIAL EVENT HELD ON AUGUST 16, 2013 WITH ETENDED HOURS UNTIL MIDNIGHT. Motion and second were made by Aldermen Jim /Pickel to send this item to the August 13, 2013 meeting for further discussion. The motion carried by voice vote and was unanimous. JACK S REQUEST FOR A SPECIAL EVENT HELD ON SEPTEMBER 13, 2013 WITH ETENDED HOURS UNTIL MIDNIGHT. Motion and second were made by Aldermen Jim /Justin to send to the August 20th Council for approval. The motion carried by voice vote and was unanimous. HABITAT FOR HUMANITY PERMIT FEE WAIVER FOR PROPERTY LOCATED AT 816 GRANT PLACE IN THE AMOUNT OF $62.50 Motion and second were made by Aldermen Jim /West to waive the fee for Habitat for Humanity in the amount of $62.50.

6 STREETS AND GARBAGE ALDERMAN DAVE PICKEL, CHAIRMAN LAKE, BUILDINGS & GROUNDS ALDERMAN JOHN LOVELL, CHAIRMAN CAMPGROUND PLAYGROUND AND PAVILION Motion and second were made by / Justin to approve the campground pavilion. DISCUSSION: Keith Plavec explained that the low bid for the campground shelter was $9, from Game Time; however some items are not included in this quote. The installation cost is $5, An additional price was quoted for the footings which included the installation and the shelter. The total cost would be $16, The City would still need to obtain bids for the concrete pad and the electrical work needed. Two proposals were received for the playground. The low bid was in the amount of $13, The installation is an additional $8, If they sent a person down to work with the City crew on the installation it would reduce the cost to $1, They would perform an inspection after the work was completed. The total cost for the playground equipment including installation with the help of the City workers would be $14, If the City would decide to purchase the playground and the shelter the combined cost would be $31, from Cunningham Recreation. recommended holding off on purchasing the playground at this time. Motion and second were made by Aldermen Lovell/Justin to purchase the shelter and the installation at the cost of $16,

7 JAMMIN FOR JUDE SPECIAL EVENT REQUEST FOR SEPTEMBER 7, 2013 Motion and second were made by /Jim to approve the request for the Jammin for Jude special event to be held September 7, FIRE STATION WALL COLUMN REPAIR IMPROVEMENTS FROM PROFESSIONAL CONTRACTING SERVICES $4, Motion and second were made by /Pickel to approve the bid for the fire station wall from Professional Contracting Services in the amount of $4,

8 MENOLD CONSTRUCTION AND RESTORATION FOR WORK AT 723 SOUTH MAIN. The house at 723 South Main was turned over to the City of Canton from Wells Fargo Bank. Menold Construction provided a quote for restoration in the amount of $1, Todd Jarnigan looked at the house and provided a quote in the amount of $1, (Help-Pro) The recommendation was to use the quote from Menold Construction in the amount of $1, Motion and second were made by Aldermen Justin /Ellis to accept the bid from Menold Construction.

9 PUBLIC WORKS, WATER & SEWER ALDERMAN GERALD ELLIS, CHAIRMAN OTTO BAUM COMPANY APPLICATION FOR PAYMENT NO. 1 IN THE AMOUNT OF $69, FOR TRUE VALUE GARDEN CENTER IMPROVEMENTS. Motion and second was made by Aldermen Ellis/Pickel to approve the pay application for Otto Baum Company for $69, WTP SHINGLE ROOF IMPROVEMENTS FROM HOLTHAUS COMPANIES IN THE AMOUNT OF $23, Motion and second was made by Aldermen Ellis/Justin to approve the WTP shingle roof improvements from Holthaus Companies in the amount of $23, from the bond fund.

10 CANTON WTP SLOPE ROOF REPAIRS FROM HOLTHAUS COMPANIES IN THE AMOUNT OF $15, Motion and second was made by Aldermen Ellis/Justin to approve the repairs from Holthaus Companies in the amount of $15, from the bond funds. COMMUNICATIONS FROM MAYOR JEFFREY A FRITZ BRIGHT SPOT AWARD- AMY DEAKIN AT 266 CASS PLACE Mayor Fritz awarded the July bright spot award to Amy Deakin at 266 Cass Place. Amy s vision over the last 14 years has transformed an overgrown property into a garden of many varieties of hostas accompanied by daisies, lilies and begonias.

11 OATH OF OFFICE- KYLE CHEATHAM City Clerk Diana Pavley-Rock gave the oath of office to firefighter Kyle Cheatham. APPOINTMENT OF POLICE CHIEF Mayor Fritz recommended Kent McDowell to the position of Police Chief with a starting salary of $78, effective immediately. Motion and second were made by Aldermen Jim /Lovell to approve the appointment of Kent McDowell to the position of Police Chief. APPOINTMENT OF DEPUTY POLICE CHIEF Mayor Fritz recommended extending the appointment of Rick Nichols to the position of Deputy Police Chief effective immediately. Motion and second were made by Aldermen West/Justin to approve the appointment of Rick Nichols as Deputy Police Chief.

12 APPOINTMENT OF FIRE CHIEF Mayor Fritz recommended Tom Shubert to the position of Fire Chief with a starting salary of $78, effective immediately. Motion and second were made by Aldermen Justin /Ellis approve the appointment of Tom Shubert to the position of Fire Chief.

13 APPOINTMENT OF COMMUNITY SERVICE DIRECTOR Mayor Fritz recommended extending the term for Jason Strandberg to the position of Community Service Director. Motion and second were made by Aldermen Lovell/West to extend the appointment of Jason Strandberg until the ordinance is drafted for the position of Community Service Director. OLD BUSINESS AN ORDINANCE AMENDING CHAPTER 16 (CITY ADMINISTRATOR) OF TITLE 1 (ADMINISTRATOR) OF THE CANTON MUNICIPAL CODE. (2 ND READING) # 3021 Motion and second were made by Aldermen Ellis/Justin to approve the ordinance and place it on file.

14 AN ORDINANCE AMENDING TITLE 1 (ADMINISTRATION) OF THE CANTON MUNICIPAL CODE BY ADDING CHAPTER 24 (BUDGET DIRECTOR) TO THE CANTON MUNICIPAL CODE (2 ND READING) #3022 Motion and second were made by Aldermen Justin /West to approve the ordinance and place it on file. AN ORDINANCE AMENDING SECTION (NOISES PROHIBITED) OF THE CANTON MUNICIPAL CODE (2 ND READING) #3023 Motion and second were made by Aldermen Ellis/Putrich to approve the ordinance and place it on file.

16 NEW BUSINESS: AN ORDINANCE ADOPTING THE AMENDED BUDGET FOR ALL CORPORATE PURPOSES OF THE CITY OF CANTON, FULTON COUNTY ILLINOIS IN LIEU OF AN APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING MAY 1, 2013 AND ENDING APRIL 30, (1 ST READING) CITIZEN RECOGNITION Alderman Dave Pickel complimented a resident in his ward--- Dave Bremer picks up the trash on various City streets just because he wants the community to look nice.
