The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: FINANCE- ALDERMAN CRAIG WEST, CHAIRMAN FIRE DEPT TRAINING FACILITY BID Meeting took place Friday with Representative Mike Unes and Congressman Schilling about some possible funding sources for the Fire Department Training Facility. More information will be brought back for future discussion. SQUAD ROOM WORKSTATIONS Chief Taylor eplained that your police officers squad room is where the officers do their paperwork, hold roll call training and complete all of their police reports. They currently operate in this room with three very old and large desks that were obtained for free from State Farm Insurance approimately twelve years ago. They are etremely 2

3 outdated and do not look very professional. With the installation of the new carpet now would be a good time to also update the furniture for this room. The quote from Mills Construction is in the amount of $4, and the quote from Lincoln Office is $6, Chief Taylor is requesting authorization to update your officer s squad room with a quote from Mills Construction in the amount of $4, not only because it is the lowest quote but also because it is custom designed for this room. Last week Chief Taylor requested to use DUI funds, however asked if that would be the proper use from the DUI funds. Chief Taylor did some further research and did not feel that it would be proper use of the DUI funds so he would like to use the DUI funds for the in car recorders and fund the work stations out of the line item. Motion and second were made by Aldermen Ellis/Fritz to approve the squad room workstations with the fund provisions discussed above. LEGAL & ORDINANCE- ALDERMAN JEFF FRITZ, CHAIRMAN RIGHT OF WAY CLOSURE REQUEST- MIGHTY PITS RESCUE WALK Motion and second were made by Aldermen Fritz/Pasley to approve the request as submitted pending receipt of insurance. The motion carried by voice vote and was unanimous. 3

4 CANTON CROP SERVICE REQUEST TO PURCHASE LOTS 18 AND 19 CANTON INDUSTRIAL PARK. No action at this time. COMMUNITY & INDUSTRIAL DEVELOPMENT- ALDERMAN JEREMY PASLEY, CHAIRMAN OUR TOWN GRANT Mayor Meade eplained the City did not receive the grant. GABBY DAYS Gabby Days will be held on June 2 and June 3, 2012 and the department will pick up on June 4-8 the acceptable remaining items. 5 COMMUNICATIONS FROM MAYOR: APPOINTMENT- PLANNING AND ZONING Mayor Meade submitted the name of Bill Palmer to the planning and zoning board. Motion and second were made by Aldermen West/Pasley to confirm the appointment for Bill Palmer to the planning and zoning board. The motion carried by voice vote and was unanimous. APPOINTMENT AUXILIARY POLICE Mayor Meade submitted the name of Jordan Vandameer to the auiliary police department. Motion and second were made by Aldermen Nelson/Ellis to confirm the appointment of Jordan Vandameer to the auiliary police department. The motion carried by voice vote and was unanimous. DOWNTOWN THEATER RENOVATION PROJECT Tommy Bohler has been working with the Spoon River Partnership and the Canton High School youth during the past few months on survey s to gain support regarding the Garden Theater. The Canton High School class of 2012 along with other classes has worked with various groups and organizations regarding the restoration of the Garden Theater. Tommy Bohler eplained that the first part of the process was creating a survey to send to residents and sending a letter to the owner of the theater. The group met with the Mayor and other elected officials to discuss the plans of restoring the theater. The group presented the plan to buy the Garden Movie Theater on the Canton square, renovate it and run it as a not for profit organization. The group included representatives from the Spoon River Partnership for Economic Development, Canton Area Chamber of Commerce, Canton Main Street, students from the Canton High School and other concerned citizens. The theme of this effort is Save The Theater. Mr. Rose s civics class at Canton High School completed the survey that was presented to the City Council, because they recognize the value of having a higher quality movie theater in Canton. The student s effort and passion to save the theater has accelerated a plan that has been being worked on for about 18 months by a committee made up of the various 5

6 organizations. The group has been gathering information, evaluating the building, developing a business plan, and negotiating with the current owner to purchase the theater. They plan to renovate it and run it as a not for profit organization. According to Mark Rothert, the Director of the Spoon River Economic Development, the current theater is at a tipping point. The theatre is faced with the costly trend of having to go to a digital format. There has been a trend of small town movie theaters going out of business all over the country. According to Rothert, providing a high quality movie theater has been widely supported by many people. Students, retires, business leaders, school officials, Spoon River Partnership for Economic Development, Canton Area Chamber of Commerce, City officials and Canton Main Street have all backed this project. The group has asked the City Council for TIF money to complete this project. It would include purchasing, redesigning and renovating the theater. In addition, the group would be raising additional funds through private sources. The renovation would include a complete overhaul of the building. The roof, electrical, plumbing, flooring, ceiling tiles, new larger bathrooms, a revised system to enter and pay for your tickets, upgraded concessions are just some of the improvements. New comfortable seats throughout, stadium seating, the latest digital projectors, digital sound and 3D capability would be added to the theater. Total renovation costs are epected to eceed $1 million. The group also said that it looked at a project to build an entirely new facility, but cost estimates were prohibitive. The group plans to present more details to the council and continue discussing specific ideas and needs. KONY 2012 GROUP KONY 2012 is a worldwide project to bring awareness about a group in Uganda. A short film created by Invisible Children Inc and released on March 5, The films purpose is to promote the charity s stop Kony movement to make indicted Ugandan war criminal and International Criminal Court fugitive Joseph Kony globally known in order to have him arrested by December 2012, the time when the campaign epires. The film spread virally as of March 30, 2012 the film had over 86 million views on YouTube. More than half of youth adult Americans heard about Kony 2012 in the days following the video s release. The invisible Children charity has focused on obtaining the support of a select group of individuals in order to help bring awareness to the horrific abuse and killing of children in the East and Central African countries at the hands of Kony and his leadership. On April 20, 2012 as part of the campaign, American supporters were asked to put up posters in their hometowns in an action named Cover the Night to help spread awareness. This Friday night a candle light vigil will be held at Jones Park at 7:30pm and a video showing will take place at the YWCA at 5:30 for anyone interested. The Mayor signed a proclamation for April 20, 2012 as KONY awareness day. 6

7 FRAGILE X The fragile X walk will be held this Saturday at Wallace Park with registration at 7:00am and the run/walk starting at 8:00am. JONES PARK PREP DAY Jones Park Prep day is set for this Saturday starting at 8:00am for anyone interested in helping. CANTON LAKE Mayor Meade eplained that the Canton Lake is currently down about 5.5 feet which is not unusual for this time of year. The lack of snowfall during the winter and the lack of rain during the spring have caused the water to be at a low level. Since the water level is low at the lake it has allowed the City to perform some work on items that would not typically be viewed with water at a higher level. Keith Plavec and Bill Terry performed some recent repairs on the north boat ramp area. A hole was at the end of the north boat ramp. The city tried to fi the problem, but found that an ecavator would need to be used. Kinsel brought an ecavator in at a price of $ to perform repair work at the boat ramp. Mayor Meade eplained that the annual cleanup around the lake will take place this weekend. A note was mailed to the prison to see if some of the prisoners could assist in the effort to clean-up the lake area. PILL DISPOSAL PROGRAM Chief Taylor eplained that the new program P2D2 is not underway with a bo located in the lobby of the police department. People can bring in unused prescription drugs to be placed in the bo. A pharmacist will come in monthly to sort thru and the remainder will be taken to Indianapolis Indiana to dispose of the drugs. 7

8 IPAD S The new IPAD s have been distributed to various aldermen and department heads. The hot spot for the council chambers will be moving forward within the net week or two. Tim Buk Tech did a good job of setting up all of the IPAD s.
