1 MINUTES REGULAR COUNCIL MEETING BRIDGETON CITY HALL NATURAL BRIDGE ROAD The regular Council meeting was called to order by Mayor Terry W. Briggs on Wednesday, June 6, 2018, at 7:00 p.m. in the Council Chambers at City Hall. PLEDGE OF ALLEGIANCE ROLL CALL Present: Abram, Fetsch, Grimmer, Hein, Norris, Purcell, Saettele, Zimmer Absent: None The Mayor noted a quorum present. AGENDA APPROVAL Mr. Fetsch moved, second by Mr. Hein, for approval of the agenda. Mr. Saettele moved, second by Mr. Purcell, to add Discussion Item 8a, Tall Grass List. Motion carried by Motion to approve the agenda as amended carried by PUBLIC PORTION There being no one who wished to address Council at this time, the Public Portion was closed. APPROVAL OF MINUTES MAY 16, 2018 Mrs. Abram moved, second by Mrs. Norris, for approval of the Minutes of May 16, Mr. Grimmer moved, second by Mr. Saettele, to amend the Minutes, page 4, in the paragraph above Adjournment, changing 400 to 4,000. LOUIS COUNTY BOUNDARY COMMISSION THE REQUIRED MAP PLAN FOR THE POTENTIAL ANNEXATION BY THE CITY OF BRIDGETON, MISSOURI, OF TWO AREAS OF THE UNINCORPORATED LAND BORDERED BY AND ADJACENT TO THE CITY OF BRIDGETON DESCRIBED HEREIN AND REFERRED TO AS EARTH CITY

Mayor Briggs stated this just provides the City with options and protects the City s interest. CONSIDERATION OF NEW BILLS Item 5 BILL 6169 PETITION TO VACATE A PORTION OF THE RIGHT-OF-WAY FOR OAKBURY COURT, AS DEPICTED ON THE SITE PLAN DATED APRIL 10, 2018,

W. FULLER CONSTRUCTION LLC., IN THE FORM SUBSTANTIALLY ATTACHED HERETO, IN THE AMOUNT OF TWO HUNDRED AND FIFTY THOUSAND DOLLARS ($250,000) WITH A 10%

Motion carried by Mrs. Norris moved, second by Mrs. Abram, for second reading of Bill Motion carried by Mrs. Norris moved, second by Mrs. Abram, that Bill 6171 become Ordinance Roll Call Vote: AYES: Saettele, Zimmer, Abram, Fetsch, Grimmer, Hein, Norris, Purcell NAYS: None DISCUSSION Item 8 STREETS Mr. Zimmer stated there is a stretch along Natural Bridge where there is a lot of foot traffic and he felt the City should consider putting in a sidewalk from the Oak Valley Park westward about 750 feet. Mr. Zimmer asked that it be added to the budget for next year. Mr. Fetsch stated that would give staff some time to estimate the cost for the sidewalk and determine the amount of foot traffic at that point. Mr. Fetsch suggested looking at several other locations where sidewalks are needed and have Council look at the needs and consider all of them as they do streets. Mr. Saettele brought up a couple of blocks in West Haven where sidewalks are needed.

6 PAGE SIX Item 8a TALL GRASS LIST Mr. Saettele noted that some addresses that are marked completed on the Tall Grass List, are really not finished. He referred to an address that has not been completed but is listed in that category. ATTORNEY S REPORT Mr. Linenbroker had nothing to report at this time. COUNCIL COMMUNICATIONS Mrs. Norris reported Red Roof Inn will be back operating as Motel 6. The first Concert in the Park is June 10 th and features the 4 th Street Band. Mrs. Abram stated that bringing up tall grass issues in open meeting is not right. Call the staff about it. Mrs. Abram stated she did not feel we should be concerned about why someone voted Nay on a vote at a Commission meeting. Mr. Hein stated he saw trailers on the At Home lot and asked about trailers parking on the old Wal-Mart location. Samples of shirts for Council are available in the Conference Room. Contact Brittany Gillett about what you want and the size. The Volunteer Luncheon is on June 20 th at the Recreation Center. Mr. Purcell stated that he is not going to rubber stamp any proposal that comes before Council and he contacted the individual personally who had voted Nay on the vacation voted on this evening when it was brought up in Planning & Zoning; he wanted to find out if there was something Council did not know and that was why the invidual had voted Nay on the issue. Mr. Purcell also stated he has received calls from residents in Brittany Circle about air conditioners not working. Apparently this is a matter between the landlord and the tenants and the City really can t do anything.

7 PAGE SEVEN Mr. Saettele commended Officer Cunningham who took care of removing four raccoons from a neighbor s yard which is overgrown. MAYOR S REPORT Chief Hood reported there were eleven individuals from the Police Department who participated in the Torch Run for Special Olympics. Chief Hood also reported the death of Roy Branneky, a resident of Bridgeton for many years. He will be at Colliers Funeral Home. If trailers are illegally parked, do not call 9-1-1; call the regular Police line. Mayor Briggs asked about the availability of Council for the last week in June or the first part of July for the mid-year budget session. Following discussion, the Mayor indicated either June 25 th (Monday) or June 26 th (Tuesday) are possibilities. A note will go out to all Council about this. It was decided the first Council meeting in July should be on Thursday, July 5 th. Members of Council should have received an envelope with passes for the fireworks on the 4 th of July. June 20 th is the date for the Volunteer Luncheon. Members of Council are asked to contribute for gifts to show our appreciation for the volunteers who give so much time to the City.
