1 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL CITY OF WASHINGTON, FRANKLIN COUNTY, MISSOURI MONDAY, NOVEMBER 6, 2017 INTRODUCTORY ITEMS: The Regular Meeting of the City of Washington, Missouri, City Council was held on Monday,, at 7:00 p.m. in the Council Chamber. Mayor Sandy Lucy opened the meeting with roll call and Pledge of Allegiance. Approval of Minutes: Approval of the Minutes from the October 16, 2017 Council Meeting A motion to accept the minutes as presented was made by Councilmember Sullentrup, seconded by Councilmember Holtmeier, passed without dissent. 2 Liquor License Request October 30, 2017 Honorable Mayor and City Council City of Washington Washington, Missouri RE: Liquor License Application Dear Mayor and City Council: Elizabeth Romero, owner of Pulque Mexican Restaurant, LLC located at 3051 Phoenix Center Drive is seeking a liquor license for the business. All application paperwork has been completed and submitted. Therefore, I am asking the City Council to approve the issuance of this license. COMMISSION, COMMITTEE AND BOARD REPORTS None MAYOR S REPORT Police Officers are celebrating No Shave November. They are raising money for a family in Washington who has a child with Cancer. Appreciation Coffee for those that attend to the City s gardens throughout town is Thursday, November 16 from 9 a.m. to 10 a.m. CITY ADMINISTRATOR S REPORT Energy Conservation RFP selection Held interviews last Wednesday night with the two finalists. The Committee has chosen to move forward with CTS Group out of St. Louis. Discussion ensued regarding the Energy Audit. Capital Improvement Sales Tax Committee November Schedule November 7: Finance, IT, Public Works, Communications, and Police Department. November 14: Fire Department, Economic Development, and Energy Conservation. November 21: Fair Board, Downtown Washington and the American Legion; meeting will be held at the Public Safety Building. November 27: Public Open House from 5 p.m. to 7 p.m. November 28: Parks Department All meetings will be held at 1 p.m. in the Council Chambers with the exception of the November 21 meeting. Discussion ensued regarding the on-line participation survey. Shauna Pfitzinger was introduced as the new Human Resources Generalist. Page 7

CITY ATTORNEY S REPORT Public vote on whether or not to hold a closed meeting to discuss personnel, legal and real estate matters pursuant to Section RSMo (2000) passed at 8:06 p.m. on the following roll call vote; Sullentrup-nay, Brinker-aye, Holtmeier-aye, Patke-aye, Skornia-aye, Mohesky-nay, The regular session reconvened at 8:46 p.m. ADJOURNMENT With no further business to discuss, a motion to adjourn was made at 8:46 p.m. by Councilmember Patke, seconded by Councilmember Mohesky passed without dissent.
