1 City of Woodson Terrace Missouri Minutes 4323 Woodson Woodson Terrace, MO 6 Office: Fax: REGULAR BOARD OF ALDERMAN MEETING Woodson Terrace City Hall September 15, 2016 CALL TO ORDER PLEDGE OF ALLEGIANCE A meeting of the Board of Alderman of the City of Woodson Terrace was held on Thursday, September 15, 2016 at City Hall, 4323 Woodson Road. Mayor Besmer presided and called the meeting to order at 7:00pm Mayor Besmer led the Pledge of Allegiance. ROLL CALL Aldermen Present Robert J. Blatt Kevin Crane Ronald Hogan Gregory Mills Joan Willey Donna Conlon Maryanne Zaiz Aldermen Absent Rita Martin Following roll call, Deputy City Clerk Janie Sauer reported a quorum was present. Also present were: Mayor Lawrence Besmer, Administrative Assistant John Conlon, City Collector Kyla Hill, Public Works Director Doug Zaiz, Deputy City Clerk Janie Sauer, Chief Butch Mayberry, City Attorney Frank Vatterott, and members of the general public. APPROVAL OF MINUTES AUGUST 18, 2016 Following a motion from Alderman Blatt, seconded by Alderman Hogan; the Board unanimously approved minutes from the August Board Meeting. Motion carried. 2 OPEN FORUM FOR CITIZENS AMEND THE AGENDA CITY ATTORNEY RESOLUTION No discussion took place. City Attorney Frank Vatterott made note that we needed to amend the Agenda to move item number 9. CONSIDERATION OF APPOINTMENT OF CITY CLERK to the last order of business before adjournment. Following a motion from Alderman Crane, seconded by Alderman Blatt; the Board unanimously approved to make this amendment. City Attorney Frank Vatterott also announced that we need to add to the agenda and introduce Resolution (R ). R reads: RESOLUTION OF THE BOARD OF ALDERMEN OF THE CITY OF WOODSON TERRACE AUTHORIZING THE MAYOR TO EXECUTE A CERTAIN PURCHASE AND SALE AGREEMENT FOR THE SALE OF 9532 GUTHRIE TO MATTHEW L. HARTIG AND CATHERINE H. HARTIG. Moved by Alderman Blatt, seconded by Alderman Mills and unanimously carried, to approve the first reading of R by title only and make supporting documentation part of the record. The vote thereon was as follows: Alderman Blatt Alderman Crane Alderman Conlon Alderman Hogan Alderman Mills Alderman Willey Alderman Zaiz R passed 7 Aye, 0 Nay to be submitted to the Mayor for Approval. CLOSED SESSION Pursuant to RSMO (3), Mayor Besmer called for a motion to adjourn the Regular Board Meeting and convene a closed session. 3 Hiring, firing, or promoting an employee of a public governmental body or when personal information about the employee is discussed or recorded RECONVENE REGULAR MEETING (7:25PM) REPORT OF OFFICERS: POLICE CHIEF CITY COLLECTOR DIRECTOR OF PUBLIC WORKS CITY CLERK COURT CLERK CITY ATTORNEY All Alderman convened to the closed meeting except Alderman Crane, who excused himself. Following the closed session, Mayor Besmer called the Regular Meeting to order. Upon motion from Alderman Mills, and seconded by Alderman Hogan; the Board moved to reconvene the meeting including Alderman Crane. Chief Mayberry made the following announcements: The Police Department is in the process of the first round of interviews for the two vacant police officer positions. He hopes to have at least one, if not two officers hired by the board meeting in October. The Police Department will be hosting the North County Police Chiefs Association meeting on October 18, 2016 from 9:00AM to 12:00PM at the City Hall in the Board Room. City Collector Kyla Hill announced the financial report for August, The document is available at City Hall for review. Please see Committee Reports. Mr. Zaiz added that he is still researching the search engine that can be used to help find owners for property management. No Report was given. No Report was given. City Attorney Frank Vatterott summarized the various bills on the agenda, starting with Bill 2086, amending the City Collector s position to include Deputy City Clerk and Deputy Finance Manager. Bill 2087 is relating to the compensation schedule of the City Clerk, The Finance Manager, Deputy City Clerk, Court Clerk, Deputy Court Clerk, The City Collector and The Deputy City Clerk. Mr. Vatterott briefly mentioned the Resolution that was passed to Page 3 of 8

4 Execute a Certain Purchase and Sale Agreement for the Sale of 9532 Guthrie Ave. to Matthew L. Hartig and Catherine H. Hartig. Mr. Vatterott also advised the Board of the 2016 Tax Levy Hearing Meeting that is scheduled on Thursday, September 22, 2016 at 6:30PM. ALDERMAN COMMENTS MAYOR S COMMENTS No comments were given Mayor Besmer read a letter from Mr. ViJay Bhasin regarding the three sealed bids that were opened on August 26, 2016 at 10:00AM. The City received two bids for Asphalt; Dural Seal gave the total price of $138, and Wagoner s price is $203, The City also received two bids for complete concrete street; Vee-Jay Cement gave a price of $215, and Wagoner s price is $242, The asphalt has a limited life span of about 8-10 years with normal preventive maintenance. Whereas the concrete street has a durable life of around Twenty Years with very little maintenance. There was a discussion about which would be better. Alderman Mills stated that he thought the concrete would be better and last longer. Moved by Alderman Mills, second by Alderman Crane and unanimously carried to approve to award the bid to Vee-Jay Cement for the amount of $215, Mayor Besmer also mentioned that the rumor going around about the City being broke is false. He stated that we are financial stable at this time. REPORT OF COMMITTEES PUBLIC WORKS Alderman Blatt recapped the September Public Works Committee Meeting. The following items were discussed: The Boswell/Stansberry stormwater project is nearing completion. The Herbert ditch project is complete Most major parts of the New Community Center are complete except for final landscaping and asphalt drives. Page 4 of 8

5 PUBLIC WORKS (CONTINUED) The Road Project for the new Community Center will follow soon. Kratz Walkway is waiting on AT&T to relocate some of their equipment and we will move forward. BUDGET, WAGE & JOB STUDY Chairman Hogan summarized the September Budget Committee. The following items were discussed: The Committee recommends to the Board to award Cindy s Adult Daycare a Façade Grant in the amount of $4, which would be half of the cost of their new sign and awnings. Committees endorses and presents to the Board the Bill changing the City Collector s position to now include Deputy City Clerk and Deputy Finance Manager. Please reference Bill The Committee also agreed to present to the Board Bill 2087 relating to the compensation schedule of the City Clerk, The Finance Manager, Deputy City Clerk, Court Clerk, Deputy Court Clerk, the City Collector and the Deputy City Clerk. PLANNING & ZONING MUNICIPAL LEAGUE OF METRO ST. LOUIS SPECIAL PROJECTS/PARK BOARD Alderman Mills reported that the sign permit for Cindy s Adult Daycare at 9424 Guthrie was approved by the Planning and Zoning Committee. The September Muni-League gathering will be hosted in Bridgeton, Missouri at 7:30PM. Chairman Willey announced Officer Josh White attended the Special Projects/Park Board Meeting and was given the Power Crisis list. Chairman Willey thanked Chief Mayberry for having an officer attend the meeting. Chairman Willey announced the August Beautification winners: Ward I: 9544 Chester Ward II: 9709 Lilly Jean Ward III: 4333 Herbert Ward IV: 9520 Stansberry The next two months they will still be awarding Beautification winners but in December they will be awarding winners for Christmas Lights. Residents will need to call in to nominate themselves. They also talked about having some kind of special event at the park every quarter. Page 5 of 8

6 SPECIAL PROJECTS (CONTINUED) Chairman Willey also reported talk of purchasing new playground equipment for the parks. Alderman Conlon reported 30 were present at the Senior Luncheon. They played Trivia and a Dog Trainer for the aged and handicapped was present. Fun was had by all. Alderman Colonl also reported the Craft Bazar will be held Saturday, November 12, 2016 from 9:00AM-3:00PM. Their craft meetings consist of food, fun and fellowship. She thanked the Board for letting them use the facility for their meeting. BILL 2086 (AMENDING CITY COLLECTOR S POSITION) Mayor Besmer called for a motion to have Bill 2086 introduced and read twice by title only. Bill 2086: AN ORDINANCE AMENDING ORDINANCE 1865, HAVING TO DO WITH THE OFFICE OF CITY COLLECTOR, BY CHANGING SUBSECTION C TO SECTION Introduced by Alderman Hogan, seconded by Alderman Mills and unanimously carried, to approve the first reading of Bill 2086 by title only and make supporting documentation part of the record. Moved by Alderman Crane; seconded by Alderman Blatt, to approve the second reading of Bill 2086 by title only. Alderman Hogan made a motion for the appointment of Ellie Crane as City Clerk for the City of Woodson Terrace, second by Alderman Blatt and unanimously carried. Page 7 of 8

8 APPOINTMENT OF CITY CLERK CONTINUED Mayor Besmer recommended to the Board that the City Clerk and the Collector s position start at Grade 1. A motion was made by Alderman Mills, second by Alderman Blatt and unanimously carried.
