1 MINUTES OF THE REGULAR MEETING OF THE BOARD OF ALDERPERSONS CITY OF HUNTLEIGH COUNTY OF ST. LOUIS STATE OF MISSOURI SEPTEMBER 26, 2016 A regular meeting of the Board of Alderpersons of the City of Huntleigh was held at #30 Huntleigh Woods in the City of Huntleigh, St. Louis County, Missouri, on the 26th day of September, 2016, at 7:30 p.m. The City Clerk called the roll of members and announced that a quorum was present. Mayor Bickel called the meeting to order and in attendance, in person or by telephone, were the following: Mayor Alderperson, Ward 1 Alderperson, Ward 1 Alderperson, Ward 2 Clerk/ Attorney/Marshal F. Gilbert Bickel, III Peter von Gontard FIRST ORDER OF BUSINESS: MINUTES On motion of Alderperson, duly seconded by Alderperson, the minutes of the last meeting which was held on September 14, 2015 were unanimously approved as submitted. SECOND ORDER OF BUSINESS: REMARKS There wete no remarks, comments or petitions of citizens or other interested parties. THIRD ORDER OF BUSINESS: REPORTS OF CITY OFFICERS All reports of City Officers were deferred to allow sufficient time for consideration of several Bills and the proposed budget for FOURTH ORDER OF BUSINESS: NEW BUSINESS Consideration of Bill No. 221 City Clerk Peter von Gontard submitted Bill No. 221 for discussion and approval. Bill No. 221 provides for the approval of an amendment to Ordinance 200 to reference a fee increase for Tentative Certificates of Occupancy and to eliminate fees for Final Certificates of Occupancy. After discussion, Bill No. 221 entitled:
2 "AN ORDINANCE TO AMEND ORDINANCE 200 PREVIOUSLY AMENDED AS ORDINANCE NO. 197, CHAPTER 405, KNOWN AS ZONING REGULATIONS, AS AMENDED, WHICH SAID ORDINANCE WAS ADOPTED ON THE 15TH DAY OF AUGUST, 2007, BY AMENDING B.3; B.6; AND C.2 TO REFERENCE A FEE INCREASE TO $ FOR TENTATIVE CERTIFICATE OF OCCUPANCY AND BY ELIMINATING FEES FOR FINAL CERTIFICATE OF OCCUPANCY." was read two times. Consideration of Bill No. 222 City Clerk Peter von Gontard submitted Bill No. 222 for discussion and approval. Bill No. 222 provides for the renewal of the City's agreement with the City of Frontenac to provide police, fire and EMS services to the City of Huntleigh. After discussion, Bill No. 222 entitled: "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT FOR THE CITY OF FRONTENAC TO PROVIDE POLICE SERVICES, FIRE PROTECTION SERVICES AND TO ARRANGE FOR THE PROVISION OF EMERGENCY AMBULANCE SERVICES TO THE CITY OF HUNTLEIGH, MISSOURI."

After each of the first and second readings of Bill No. 222, unanimously approved by all Alderpersons present, Bill No. 222 was adopted as Ordinance No. 222 to take effect and to be in full force and effect after its passage on the 1st day of January, The Alderpersons voted thereon as follows: NAYS None The City Clerk was instructed to insert a duplicate copy of Bill No. 222 which was read and enacted into Ordinance No. 222 in the origina:l copies of the Minutes immediately hereinafter. Consideration of Bill No. 223 City Clerk Peter von Gontard submitted Bill No. 223 for discussion and approval. Bill No. 223 provides for the renewal of the City' s contract with St. Louis County for mosquito control services. After discussion, Bill No. 223 entitled: "AN ORDINANCE AUTHORIZING THE CITY OF HUNTLEIGH TO ENTER INTO AND EXECUTE A CONTRACT WITH ST. LOUIS COUNTY, MISSOURI FOR MOSQUITO CONTROL SERVICE AND AUTHORIZING AND DIRECTING THE MAYOR OF THE CITY OF HUNTLEIGH TO ENTER INTO ON BEHALF OF SAID CITY A CONTRACT WITH ST. LOUIS COUNTY, MISSOURI FOR MOSQUITO CONTROL SERVICE." was read two times. Consideration of Bill No. 224 City Clerk Peter von Gontard submitted Bill No. 224 for discussion and approval. Bill No. 224 provides for the adoption of the St. Louis Regional All-Hazard Mitigation Plan After discussion, Bill No. 224 entitled: "AN ORDINANCE APPROVING A RESOLUTION FOR THE CITY OF HUNTLEIGH ADOPTING THE,,, ST. LOUIS REGIONAL ALL-HAZARD MITIGATION PLAN (UPDATED 2015). " was read two times. After each of the first and second readings of Bill No. 224, unanimously approved by all Alderpersons present, Bill No. 224 was adopted as Ordinance No. 224 to take effect and to be in full force and effect after its passage on the 26 th day of September, The Alderpersons voted thereon as fqllows: NAYS None The City Clerk was instructed to insert a duplicate copy of Bill No. 224 which was read and enacted into Ordinance No. 224 in the original copies of the Minutes immediately hereinafter
5 Consideration for Proposed Budget for 2016 In the absence of Treasurer Bruce Baebler, Mayor F. Gilbert Bickel submitted the proposed budget for 2016 which contains the required schedules of estimated revenues and expenditures, the general tax calculations, the general budget summary and the proposed entry of record for the general appropriation of funds for In summary, proposed expenditures for 2016 total $156, The vast majority of the expenditures are for police and fire protection from the City of Frontenac will be $139, and for the legal services of the City Attorney Peter von Gontard and the Sandberg Phoenix & von Gontard firm in the amount of $12, After discussion and consideration the proposed budget for 2016 was approved by the Mayor and all Alderpersons. Mayor F. Gilbert Bickel advised that based on the anticipated assessed valuations, the tax rates will yield approximately $84, in tax revenue. After discussion and consideration, the proposed budget for 2016 was approved by the Mayor and all Alderpersons. Consideration of BUI No. 225 After approval of the 2016 budget and the tax rates proposed therein, City Clerk Peter von Gontard presented Bill No. 225 for consideration. Computation of the tax rates was prepared pursuant to Section 137, RSMo. and was prepared in accordance with the requirements of the State Auditor's Office. The proposed tax rates set forth iq thy budget and Bill No. 225 are as follows: $ per each $ of the assessed valuation of Residential Property; $ per each $ of the assessed valuation of Agricultural Property; $ per each $ of the assessed valuation of Commercial/Utility Property; and $ per each $ of the assessed valuation of Personal Property. The Tax Rate Questionnaire will be attached to the budget and included with these Minutes. City Clerk Peter von Gontard then submitted Bill No. 225 for discussion and approval. Bill No. 225 provides for the approval of the above recommended tax rates. After discussion, Bill No. 225 entitled: "AN ORDINANCE ORDERING THE LEVYING AND ESTABLISHING OF THE RATES OF ANNUAL TAXES FOR MUNICIPAL PURPOSES TO BE COLLECTED BY THE CITY OF HUNTLEIGH, MISSOURI, FOR THE YEAR 2016." was read two times. After each of the first and second readings of Bill No. 225, unanimously approved by all Alderpersons present, Bill No. 225 was adopted as Ordinance No. 225 to take effect and to be in full force and effect from and after its passage on the 26th day of September, The Alderpersons voted thereon as follows:
6 NAYS None A duplicate copy of Bill No. 225, which was read and enac;ted into Ordinance No. 225 will be inserted with these Minutes immediately hereinafter. Ordinance 225 and the completed State Auditor's Questionnaire along with Pages One through Four of the State Auditor's Pro Forma must be submitted to the Collector of Revenue of St. Louis County on or before October 1, Copies of the Ordinance and Questionnaire will be included with the minutes upon their return from the collector. Consideration of Bill No. 226 City Clerk Peter von Gontard submitted Bill No. 226 for discussion and approval. Bill No. 226 provides for the approval and adopting of Villa di Maria Montessori School lot consolidation of property into one parcel and eliminating property line along the municipal boundary. After discussion, Bill No. 226 entitled: "AN ORDINANCE APPROVING THE ADOPTION OF THE RESOLUTION OF THE VILLA DI MARIA MONTESSORI SCHOOL LOT CONSOLIDATION PLAT CONSOLIDATING THE PROPERTY INTO ONE PARCEL AND ELIMINATING THE PROPERTY LINE ALONG THE MUNICIPAL BOUNDARY." was read two times. After each of the first and second readings of Bill No. 226, unanimously approved by all Alderpersons present, Bill No. 226 was adopted as Ordinance No. 226 to take effect and to be in full force and effect from and after its passage on the 26 th day of September, The Alderpersons voted thereon as follows: NAYS
7 None The City Clerk was instructed to insert a duplicate copy of Bill No. 226 which was read and enacted into Ordinance No. 226 in the original copies of the Minutes immediately hereinafter. Report of Eligibility of City of Huntliegh for the St. Louis County Lateral Sewer Program A call was made to Todd Ware of the St. Louis County Department of Public Works Sewer Lateral Repair Program to inquire as to what the requirem,ents would be for the City of Huntleigh to participate in the St. Louis County Sewer Lateral Program. Mr. Ware indicated the City of Huntleigh would need to pass an ordinance that would stipulate that each household within the City of Huntleigh would be assessed a fee se~by t4e City which could be anywhere within the range of $25 to $50 per household annually. He explained that this program is an accrual program based on funds received from the City. Due to the fact that this is an accrual program, should a resident make a claim, it would deplete, if not use all funds making the next claim unable to be paid until more accrual funds are received. Mr. Ward stated, j n his opinion, the City of Huntleigh being a small municipality, would not generate enough funds on an accrual basis to make it worthwhile for the City to participate, and would not be fair to all residents who may not be able to benefit from the program when needed. FIFTH ORDER OF BUSINESS: _ OLD BUSINESS There was no old business to discuss. SIXTH ORDER OF BUSINESS: APPROVAL OF BILLS AND CLAIMS The approval of bills and claims was deferred in the absence of Treasurer Bruce Baebler. SEVENTH ORDER OF BUSINESS: MISCELLANEOUS BUSINESS There was no miscellaneous business to discuss. EIGHTH ORDER OF BUSINESS: ADJOURNMENT There being no further business to discuss, the meeting adjourned at 8:30 p.m. The next regular meeting of the Board of Alderpersons will be on November 28, Peter von Gontard, City Clerk F. 8 CITY OF HUNTLEIGH COUNTY OF ST. LOUIS STATE OF MISSOURI SEPTEMBER 26, 2016 MINUTES OF PUBLIC HEARING ON THE PROPOSED MUNICIPAL TAX RATE FOR THE YEAR 2016 A Public Hearing on the proposed ad valorem rates of taxes to be fixed by the Board of Alderpersons of the City of Huntleigh, Missouri, for the year 2016, at which citizens could be heard prior to the approval of said rates by the Board of Alderpersons was held on the 26 th day of September, 2016, in the City of Huntleigh within the County of St. Louis and.state of Missouri. The hearing was called to order at 7: 15 p.m. by City Clerk Peter von Gontard. Those present in person or by telephone were as follows: Mayor Alderperson, Ward 1 Alderperson, Ward 1 Alderperson, Ward 2 Clerk/ Attorney/Marshal F. Gilbert Bickel, III Ricq.ard L. Nix, Jr. Peter von Gontard The Clerk announced that the Hearing was being held pursuant to the terms and provisions of Section of the Revised Statutes of the State of Missouri which provides in part that no City within the State may enact its tax ordinance prior to at least one public hearing on the proposed rates. The Clerk exhibited the Notice of Hearing which was published in the St. Louis County publication of The Countian for the City on the 8th day of September, A copy of said Notice will be inserted following these Minutes. The Clerk stated that he had received the Assessed Valuations for the City from the Office of the St. Louis County Collector of Revenue which reflects the following: Residential Property Agricultural Properties Commercial/Utility Property Personal Property $40,339,300 $19,700 $479,782 $3,210,247 This brings the Total Assessed Valuation to $44,049,029. This is $460,969 lower than the Total Assessed Valuation in The Alderpersons announced that they were familiar with the Budget for the year
9 and that they were familiar with the assessed property valuations. There was no presentation or hearing of remarks, complaints or petitions of citizens or other interested parties concerning the proposed Budget or the proposed tax rate of: $ per each $ of the assessed valuation of Residential Property; $ per each $ of the assessed valuation of Agricultural Property; $ per each $ of the assessed valuation of Commercial/Utility Property; and $ per each $ of the assessed valuation of Personal Property.
