1 MINUTES OF REGULAR MEETING OF THE CITY COUNCIL CITY OF BLACK JACK OLD JAMESTOWN ROAD September 5, :00 pm ROLL CALL The City Clerk called the roll and the following members were present: Councilman Krank Councilwoman Muller Councilman White Councilman Steigerwald Councilman Grady Councilwoman Watkins-Austell Councilman Allen Councilman Hinkle EXCUSED The City Clerk attested to the fact that a quorum was present. Mayor McCourt called the meeting to order at 7:00 p.m. PUBLIC HEARING A public hearing was held to set the 2018 Tax Rate. The Public Hearing Handout was made available to the public and Mayor McCourt read the hearing handout. The tax rate for 2018 will be per $100 of assessed evaluation. This rate is subject to change, depending on the response from the Board of Equalization. Ann Wright Northview Heights Court Ms. Wright inquired about the tax rate and the process in which the rate is set. Mayor McCourt explained that the City inputs figures into a calculation from the state auditor s office which in turn calculates the figures to determine the tax rate. There being no comments from the Council or members of the audience, Councilman Steigerwald moved to close the 2018 Tax Rate Public Hearing. Motion was seconded and passed by a unanimous voice vote of the Council. PRESENTATION None PROCLAMATIONS None APPROVAL OF MINUTES Mayor McCourt called for additions, corrections or changes to the Regular Meeting Minutes August 15, The minutes were approved as distributed. 1

2 CC COMMENTS, QUESTIONS, PETITIONS, ETC. FROM THE PUBLIC Anita Strong inquired about activities for seniors and residents with disabilities. Mayor McCourt advised that St. Louis County has several activities and that he would obtain the information and send it to her. Councilman Steigerwald added that county has also provided a website that provides such information: Ms. Strong also asked if the City provides property breaks for the purchase of vacant properties in the City. Mayor McCourt advised that the City does not engage in such activity. MAYOR S REPORT 1. Mayor McCourt advised that Laclede Gas will be having several Public Hearings to discuss their upcoming rate increase. However, none of the meetings are close to North County. 2. Charter s most recent changes include: dropping 11 Sports Network channel 398; 11 Sports Network HD and adding FXX HD channel. 3. The City Clerk sent an to the Mayor and the City Council providing an update on the requests received from Ms. Anders concerning the use for her Short Term Rental (Bed and Breakfast). Mayor McCourt advised that she has been given the approval to have a bridal shower for a family member. She has also requested to host a Black Caucus event. 4. Previously distributed was the Profit and Loss statement. We are currently 70% above last year; however that amount includes grant funds. 5. For the month of August, there were 16 residential occupancy permits issued and 20 apartment occupancy permits issued. OFFICIALS 1. Councilman Steigerwald advised that he attended a meeting/tour with Ameren at their Innovation Center. He also toured am Ameren facility in Collinsville, IL. 2. Councilman Grady attended an Economic Development Meeting that was held by State Representative Alan Green. He was assigned to a sub-committee to discuss development of businesses in North County. 3. Mayor McCourt advised that the City is having an issue with a childish Mayor of a neighboring City. This particular Mayor has responded negatively to a decision made by the City Council. He s spoken with State Legislators and the Municipal League. However, the City Council stands by the decision and he advised that he is in favor of the decision made. Councilman Allen added that the situation concerns the Golf Club of the City of Florissant. The club house portion of the facility is located in the City of Black Jack, which requires the City of Florissant to obtain liquor licenses from the City annually. Mayor Schneider asked that the City deed the land over to the City of Florissant and the City Council voted no. 4. Councilwoman Watkins-Austell advised that she and the Mayor attended a Hazelwood School District Banquet on September 7 th. The invitation was to learn what the district has in store for the schools this upcoming school year and the issues concerning the schools. There were several breakout sessions that provided valuable information and interaction. 2

3 CC REPORTS FROM COMMISSIONS/BOARDS Councilman Hinkle advised that the Traffic Commission met and discussed the installation of stop signs and the removal of a stop sign. The Commission voted to install the stop sign, however the commission did not vote to remove the sign from Evelynaire. COMMITTEE 1. Councilman Allen advised that the Special Events Committee met and finalized the plans for the upcoming Harvest Moon Festival to be held on Saturday, September 16 th. There will be new activities this year beginning at 1 pm ending with Fireworks at 8:45 pm. 2. Councilwoman Watkins-Austell advised that the Business Revitalization Committee met. With the Mayor s assistance, they were able to sort out the Committee s purpose. After the meeting, Mayor McCourt forwarded documents to the committee members that explained how the City s Master Plan and the committee is connected to that plan. Councilman Grady moved to place Bill #1198 on its passage. Motion was seconded and passed when a poll of the Council produced the following vote: Bill #1198 became Ordinance # Bill #1199, entitled, AN ORDINANCE UPDATING SECTIONS 20-5, , AND OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, MISSOURI was read for the second time. Councilman Krank moved to place Bill #1199 on its passage. Motion was seconded and passed when a poll of the Council produced the following vote: Bill #1199 became Ordinance #1113 3

Councilwoman Watkins-Austell moved to place Bill #1200 on its passage. Motion was seconded and passed when a poll of the Council produced the following vote: Bill #1200 became Ordinance # Bill #1201, entitled, AN ORDINANCE UPDATING SECTIONS AND 2-305, AND DELETING SECTIONS AND OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, MISSOURI was read for the second time. Councilman White moved to place Bill #1201 on its passage. Motion was seconded and passed when a poll of the Council produced the following vote: NEW BUSINESS: 1. Councilwoman Watkins-Austell moved to suspend the rules and allow for the second reading of Bill #1205. Councilman White moved to suspend the rules and allow for the second reading of Bill #1206. Motion was seconded and passed when a poll of the Council produced the following vote: Bill #1206, entitled, AN ORDINANCE UPDATING SECTIONS OF CHAPTER 11 OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, MISSOURI was read for the second time. Councilman White moved to place Bill #1206 on its passage. Motion was seconded and passed when a poll of the Council produced the following vote: Bill #1206 became Ordinance #1119 (due to the emergency nature of the bill, the second reading was requested) RESOLUTIONS: Resolution #170901, entitled, SALARY/WAGE FOR A CERTAIN CITY OF BLACK JACK, MISSOURI EMPLOYEE FOR FISCAL YEAR 2017 was read in its entirety. Councilman Hinkle moved to place Resolution # on its passage. Motion was seconded and passed when a poll of the Council produced the following vote: Resolution # is attached and made a part hereof MISCELLANEOUS 1. The Mayor and City Council members reviewed and discussed the 2017 Fall Tree Limb pick up schedule. Mayor McCourt advised that the schedule will be available on the City s website, on the electronic sign and in City hall lobby. 2. The Mayor and City Council members reviewed the Bid Specifications for Exterior Improvements at Black Jack City Hall. There were not suggested changes. 6

Mayor McCourt advised that the annual invoice for CivicPlus has been paid in the amount of $3, Mayor McCourt advised that the annual City Harvest Moon Festival will be held on Saturday, September 16 th at Harold Evangelista Park. The Mayor advised that events for the youth will begin at 1 pm and the Harvest Moon Festival will begin at 5:00 pm.
