17 TOWN OF SILT REGULAR BOARD OF TRUSTEES MEETING SEPTEMBER 25, :00 P.M. The Silt Board of Trustees held their regularly scheduled meeting on Monday, September 25, 2017 in the municipal council chambers. Mayor Aluise called the meeting to order at 7:00 p.m. Roll call Present Mayor Rick Aluise Mayor Pro-tem Bryan Fleming Trustee Justin Brintnall Trustee Aron Diaz Trustee Dina Prieto Trustee Keith Richel Vacancy Also present were Town Administrator Pam Woods, Town Clerk Sheila McIntyre, Chief of Police Mike Kite, Town Attorney Michael Sawyer and members of the public. Pledge of Allegiance and Moment of Silence Consent Agenda 1) Minutes of the September 11, 2017 Board of Trustees meeting 2) Resolution No. 14, Series 2017, A RESOLUTION OF THE BOARD OF TRUSTEES OF THE TOWN OF SILT TO SET VARIOUS TOWN FEES AND DEPOSITS FROM JANUARY 1, 2018 TO DECEMBER 31, ) Resolution No. 16, Series 2017, A RESOLUTION ADOPTING A PENALTY ASSESSMENT SCHEDULE AND SCHEDULE OF ADMINISTRATIVE FEES FOR THE TOWN OF SILT, COLORADO MUNICIPAL COURT 4) Letter of Support to CenturyLink for Colorado State Broadband funds for the Town of Silt Trustee Diaz made a motion to approve the consent agenda as presented. Trustee Richel seconded the motion, and the motion carried unanimously. Conflicts of Interest Mayor Aluise stated that in regards to the liquor license that is being considered that he no longer has any connection to the business and that he will not be recusing himself from the discussion. Public Comments There were no public comments. Agenda Changes There were no agenda changes Audit presentation by Blair & Associates, P.C. Pete Blair with Blair & Associates, P. C. went over the 2016 Audit and answered questions from the Board. He stated that the Town has stayed stable and has done a good job. B.O.T.9/25/2017 1

18 Mayor Aluise thanked Administrator/Treasurer Woods for the good job she has done on the budget and getting the adjustments made each year down to a minimal amount. Mayor Aluise also discussed trying to get the irrigation fund to eventually stand on its own which might require a rate increase in the future. Mayor Pro-tem Fleming made a motion to accept the 2016 Audit as presented by Blair & Associates, P.C.. Trustee Brintnall seconded the motion and the motion carried unanimously. Notice of public hearing for Twisted Dough, LLC dba Mama Costa s Italian Pizzeria Hotel & Restaurant liquor license Clerk McIntyre explained that according to Silt Municipal Code that upon receipt of a completed liquor license application, the Local Liquor Licensing Authority must be made aware of the upcoming public hearing. The public hearing for Twisted Dough, LLC dba Mama Costa s Italian Pizzeria is scheduled for October 10, Attorney Sawyer cautioned the Board to not discuss the application with anyone on the street prior to the hearing. August 2017 financials and balance sheets Administrator Woods went over the August 2017 financials and balance sheets. Trustee Richel made a motion to approve the August 2017 financials and balance sheets. Trustee Prieto seconded the motion, and the motion carried unanimously. Updates from Board / Board Comments Trustee Richel asked about the status of the cell tower that the Town approved the lease on with AT&T. Administrator Woods stated that AT&T has have not paid this year s contractual amount and that she will have the Town Attorney review the document so see if it is still valid. He also thanked the Public Works department for the excellent job they have done on the soccer fields this year. Mayor Aluise stated a job well done on the audit and agreed that the soccer fields look great. Mayor Pro-tem Fleming also stated that the audit looked great and asked to have that information brought to the Board retreat next week. Adjournment Trustee Richel made a motion to adjourn.
