The Committee has chosen to move forward with CTS Group out of St. Louis. Discussion ensued regarding the Energy Audit. * Capital Improvement Sales Tax Committee November Schedule November 7: Finance, IT, Public Works, Communications, and Police Department. November 14: Fire Department, Economic Development, and Energy Conservation. November 21: Fair Board, Downtown Washington and the American Legion; meeting will be held at the Public Safety Building. November 27: Public Open House from 5 p.m. to 7 p.m. November 28: Parks Department All meetings will be held at 1 p.m. in the Council Chambers with the exception of the November 21 meeting. F~OM: DATE: SUBJECT: Honorable Mayor and City Council Darren Dunkle, Director of Parks & Recreation November 14, 2017 Riverfront Trail Expansion Asphalt- Change Order PARKS & RECREATION City o/ Wt1t1lll11oto1, -~l As you are aware, the City recently approved a contract with Gateway DCS in the amount of $99, with a contingency of $6, to account for unforeseen circumstances. However, in the process of constructing the trail it was determined that additional asphalt would be required to be placed due to the following: 1) Length of trail was increased 410' due to measuring around trees; 2) Rock base was capped along the entire length to minimize water saturation into the base during flood conditions, and increase longevity of the asphalt; 3) Corner radii were widened to ensure dump trucks could make the turns without breaking over the newly layer asphalt edge; and 4) Approximately 1200 If of the trail was thickened 0.5" to provide additional pavement stability. Accordingly, a Change Order in the amount of $22, (which includes the previous approved $6, contingency) was necessary to complete the asphalt portion of the project. Although this Change Order puts us over our estimated asphalt budget, we have realized an offsetting savings in the rock portion of the project. 26 Section 2. Authorization and Approval of City Documents and Third Supplemental Declaration of Trnst. (a) The City Documents and the Third Supplemental Declaration of Trust are hereby approved in substantially the forms submitted to and reviewed by the City Council on the date hereof, with such changes therein as are approved by the Mayor. The Mayor's execution of the City Documents will be conclusive evidence of such approval. (b) The obligation of the City to pay Basic Rent Payments (as defined in the Lease) under the Lease is subject to annual appropriation and will constitute a current expense of the City and will not in any way be construed to be an indebtedness or liability of the City in contravention of any applicable constitutional or statut01y limitation or requirement concerning the creation of indebtedness or liability by the City, nor will anything contained in the Lease constitute a pledge of the general tax revenues, funds or moneys of the City, and all provisions of the Lease will be construed so as to give effect to such intent. (c) The Mayor is hereby authorized and directed to execute and deliver the City Documents and to approve changes to the Third Supplemental Declaration of Trust on behalf of and as the act and deed of the City. The City Clerk or any Deputy City Clerk is hereby authorized to affix the City's seal to the City Documents and attest said seal. Section 3. Prepayment of Series 2012B Certificates. The Series Certificates are hereby called for prepayment prior to maturity on or before Janua,y 31, 2018, as determined by the Mayor. The Series Certificates shall be prepaid at the designated corporate trust office of The Bank of New York Mellon Trust Company, N.A., by the payment on the prepayment date of the principal thereof, together with any prepayment premium and accrued interest thereon to the prepayment date. The officers of the City are hereby authorized and directed to take such other action as may be necessary to effect the prepayment of the Series 2012B Certificates. Section 4. Approval of Official Statement. (a) The final Official Statement is hereby authorized and approved, supplementing, amending and completing the Preliminary Official Statement, with such changes therein and additions thereto as are approved by the Mayor, who is authorized and directed to execute and deliver the final Official Statement on behalf of and as the act and deed of the City. The City hereby approves the public distribution of the final Official Statement by the Underwriter in connection with the sale of the Series 20 J 7 Certificates. (b) For the purpose of enabling the Underwriter to comply with the requirements of Rule 15c2-12(b)(l) of the Securities and Exchange Commission (the "Rule"), the City hereby deems the Preliminary Official Statement to be "final" as of its elate, except for the omission of such information as is permitted by the Rule. The appropriate officers of the City are hereby authorized, if requested, to provide the Underwriter a letter or certification to such effect and to take such other actions or execute such other documents as such officers in their reasonable judgment deem necessary to enable the Underwriter to comply with the requirement of the Rule. Section 5. Further Authority. The City officials and agents of the City are hereby authorized and directed to take such actions, expend such funds and execute such other documents, certificates and instruments as may be necessary or desirable to carry out and comply with the intent of this Ordinance and to carry out, comply with and perform the duties of the City with respect to the City Documents, the other documents authorized or approved hereby. -3-6a

27 Section 6. Severability. The sections of this Ordinance shall be severable. If any section of this Ordinance is found by a court of competent jurisdiction to be invalid, the remaining sections shall remain valid, unless the court finds that: (a) the valid sections are so essential to and inseparably connected with and dependent upon the void section that it cannot be presumed that the City Council has or would have enacted the valid sections without the void ones; and (b) the valid sections, standing alone, are incomplete and are incapable of being executed in accordance with the legislative intent. The invalid provision shall be omitted and this Ordinance shall be amended to the extent possible to conform to the original intent of the City. Section 7. Effective Date. In doing so, it was determined that the Street Department has budgeted for a new Tandem Axle Dump Truck in the budget, in the amount of $125,000. As such, Staff found that the State of Missouri State Contract Bid # RJ with Truck Centers, Inc., would give the City the best pricing: $108,463 (Vehicle Price - Dump Body- Extended Warranty) After reviewing the State Contract Bid I am recommending that the City of Washington purchase the Tandem Axle Dump Truck from Truck Centers, Inc. as attached bid (including extended warranty). The plat also shows an ingress/egress easement to the rear of the structures that will also serve as the fire lane for the development. A note has been added to the plat that this area shall not allow parking. A new fire hydrant is also proposed at the end of the fire lane. This will allow the development to meet all fire hydrant location requirements. The plat does propose oddly shaped "flag" lots. This is meant to meet the code requirement that each lot has right-of-way frontage. It looks unusual on paper, but staff recommends approving the plat as proposed in order to give each lot a small amount of street frontage. This will accommodate addressing the lots, giving each lot a Market Street address. Finally, this property is located in the Front Street Development TIF district that was approved in February of The proposed plat is in accordance with the plan that was submitted during the approval process and will add four more residences to the district.

Introduction: The C ity of Washingto n has been supporting histo ric presetvation since 1986 and has six historic districts and over thirty individually listed sites on the National Register of Historic Places. The buildings in the six districts and the individual listings add up to more than four hundred fifty structures. In 2017 the C ity of W ashingto n Added local landmark Wildey Odd Fellows Cemetery, pagoda and Columbarium. The City collaborated with Downtown Washington Inc. to apply for grant funding. The preapplicatio n requested funding to hire a consultant who would nominate Fifth Street School and the Internatio nal Shoe Factoty to the National Register of Historic Places. Also pro posed was a re-survey of the International Shoe Fact01y H istoric District. In February, we were no tified that we received preliminary first step approval for a portion of the request which would include a survey of the International Shoe Factory Historic District which will be broken clown into three phases. The C ity completed Phase I and started phase II review. Landmarks and associates were selected in October 2017 to complete the phase II review. The C ity of Washington contracted with PGAV Planners to update and revise the development codes. The revisions have been adopted by the C ity Counci l and went into effect on March 1, T he Washington Historic Prese1vatio n Commission teamed up with the Chamber of Commerce and Downtown W ashington, Inc. again this year to hold the Architectural Treasure Hunt. There was also a kid version so yo unger children in the area could participate in the contest. The commission presented o ne Cmb Appeal Award this year. These awards have been presented by the commission since 2004 and arc given to property owners who make improvements to their historic properties' outward appearance. The Commission also continued the Historic Plaque Program. and presented two more plaques this year. The plaques give a brief history of the building including the date of construction. Since 2008 there have been forty-five plaques presented to property owners and installed on their historic buildings. The Washington Historic Preservation C ommission developed a Creating New History Award which recognizes property owners who create historic infill by building a new structure in an existing historic district but honor and recognize the surroundings historically. Subcommittees and Study Groups: Plaque Research Study Group The Plaque Research Study Group meets o n the fourth Sunday of every month at the Washington Historical Society Museum to do research for the historic plaque program. Design Committee of Downtown Washington, Inc. The Design Committee of Downtown Washington, Inc. continued its Sign and Awning Grant Program which assists business and property owners who invest in Downtown Washington Incorporated. The program assists with the design and construction of windows which are historically appropriate to add to the character of the downtown. The grant also covers up to 50% of the cost of a sign or awning with a maximum contribution of $100 per window. There arc guidelines and requirements to participate in the program. Carolyn Witt, Bryan Bogue, Danielle Grotewiel and Bridgette Kelch are all members of this committee. Curb Appeal Committee Jamie Holtmeier and Danielle Grotewiel jointly seek properties for the Curb Appeal Award Program. Budget Committee: The committee members oversee the budget for the fiscal year with the assistance of the Department of Planning and Engineering Services. 5. Commission Activities: a. In Thomas Wildey established the first Odd Fellows Lodge in the United States at Baltimore. Maryland. Within just a few decades. Odd Fellowship spread throughout this country and became one of the largest fraternal societies in the world. The first Lodge room in \Vashingto n was on the third floor of the Louis \Vehrmann building on Jefferson Street. A fire there in 1868 destroyed the early records of the Lodge but since that time, a complete set of meeting minutes. membership rosters and other significant paperwork and artifacts survives including record of veteran burials from the Indian \Vars: 1. Mexican \Var: 1. Civil War: 80 (3 of whom were Confederates). Spanish American War: 5. World \Var I: 17. World War II: 23. at least two of which were killed in action and from the Korean War. About the Lodge moved their meeting place to the old Elks Lodge building which stood at Jefferson and \Vest T hird Streets. In the early 1990s. a build ing was erected on the grounds of the cemetery. In the Lodge was ten yea rs old and a couple of members had died. Following the commandment of Odd Fellowship to bury the dead, it was decided that a cemetery be established. T he Lodge purchased about four acres of ground west of town alon11 what was then Potte1y Road. today the street name is \Vildey \Vay. A cemetery was then neatly platted and among the earliest burials was bodies relocated from other graveyards. In the 1940's an additional acre was pmchased from the )asper family. T he cemetcn?s landmark pagoda was erected in as a memorial to all deceased Odd Fellows buried therein. In the 100 year old pagoda received a new metal roof replacing the old asphalt shingle roof. 96 Cemetery's records are amazingly complete and copies are maintained in four locations for safekeeping. Through the last half of the twentieth century, membership in the Lodge wa ned considerably and by 2000 the number of members had plummeted to about 17. with as few as two or three members attending regular meetings. Volunteers joined hands to finish the Lodge building and furnish it with the vintage furniture which had been stored for many years. The new Lodge room was dedicated to Richard Abrams, a longtime member and cemetery sexton, in Since that time, membership has grown slowly but steadily and today Pacific Lodge #86 has about forty members. The O dd f-cllows arc proud of the presence they've had in \Vashington since the time when the town was only sixteen years old. In 2013, the G rand Lodge of Missouri of the Independent O rder of Odd Fellows completed construction of an underground columbarium on the grounds of Wildey Odd Fellows Cemetery. Built to receive only the cremated remains ofmissouriam whose ashes have gone unclaimed, it is believed to be the on!)' structure of its kind in the world. Statistics indicate that each year, 7000 residents of this state are cremated only to have their cremains sit unclaimed in crematories, funeral homes, storage lockers, etc. To date, the ashes of nearly 900 Missouri residents have been inurned therein. The O dd Fellows make every effort to ensure that any veterans whose ashes end u p in the columbarium arc eventually transferred to Jefferson Barracks National Cemetery in St. Louis where they arc permanently inurned in marked graves or niches accompanied by full military hono rs. National Register Nominations Reviewed: The City of Washington collaborated with Downtown Washington Inc. and applied for Historic Preservation grant funds to survey Phase II of the International Shoe Facto1y District area, located at 700 West Second Street to the National Register of Historic Places. In August of 2017, the City of Washington received the grant agreement to move forward with Phase II. The City received $12,000 out of the total project cost to cover the survey which will be a more manageable scope of work. It will be limited to architectural survey activities rather than both survey and nomination efforts fo r listing in the National Register of Historic Places as initially proposed. cl. Cases Reviewed and Decisions Reached: October 17, 2016 Design review for the demolition of 316 Lafayette Stl'eet, a city owned property located in the design review at'ea. Sal Maniaci said the City of Washington went out for bid to demolish the condemned building in order to provide the city with more parking at the city complex. The Request for Bids are due Friday, October 28, 2016 at 2:00 PM and whoever is awarded the contract will have to have it down by December 9, Novembel' 21, 2016 Design Review for a sign located at 323 West Fifth Street, The Tilted Skillet which is located in the design review at'ea. Sal Maniaci said that city staff had noticed that the sign had gone up withottt a sign permit or a Certificate of Review so we contacted them and they applied. Sal said the sign does fit into our design review guidelines and does meet our city codes. After some discussion about the sign being appropriate, the commission members issued a Certificate of Review. They also suggested contacting the sign maker, Charlie Darling to remind him that sign permits are required for all signs and that any sign in the design review area needs to be reviewed by the commission. The owners of the Tilted Skillet Restaurant, Thomas Kent and Justin Hall did not attend the meeting. Decembel' 21, 2016 Design Review for 330 West Front Street, historic 1880 building which is located in the Natio.-ial Register Downtown Historic District and the Historic Preservation Design Review Area for review of their plan for their renovation using the Washington Downtown Rehabilitation Program Rick Marquart, owner of the Langen berg Building and James Van Hooser, architect with The Van Hooser Partnership attended the meeting to discuss the proposed plan for the historic building. 108 review was more important because it is mandatory review/mandatory compliance because they proposed the use of public funds. It is mandatory to the DREAM Initiative Guidelines and to the guidelines that are in the application. This program was adopted in 2007 with the Downtown TIF and this is the first time it is being used. It utilizes the existing TIF program to support a specific rehabilitation project. A portion of the increase in revenue, the property taxes that increase on that parcel will go to the developer rather than the special TIF Fund that has already been set up. After discussion of the proposed plan the Washington Historic Preservation Commission agreed to issue a Certificate of Review for the project once the permits have been applied for and issued. Justin went over how the Church came to the decision to demolish the historic building. The commission members expressed their disappointment in the decision by the church and pointed out that there was no reason to be in such a hurry to tear down a building which is so structurally sound and could have been used for many different uses in the community. Carolyn Witt expressed her disappointment in the church for already having started demolition of the building before the project was reviewed. After a lengthy discussion the commission issued a Certificate of Review for the project. Training and Conferences: November 1, 2016 Following the Path of Missouri's First Inhabitants Union, Missouri Jill Straatmann and Marc Houseman attended a program on "Following the Path of Missouri's First Inhabitants" which was held at Scenic Regional Libra1y in Union, Missouri. The program focused on how archeology has made it possible to glimpse into the lives of past civilizations. Discussed was how the lives of Missouri's first inhabitants changed through the years. Eric Smith, the instructor of the class had many examples of artifacts and explained how they were used in the daily lives of Missouri's first inhabitants. Eric Smith is the President of the Three Rivers Chapter (Imperial) of the Missouri Archeological Society. November 11, 2016 Economic Vitality Workshop Chillicothe, Missouri The Missouri Main Street Connection hosted an Economic Vitality Workshop in Chillicothe, Missouri. Jay Schlinsog of Downtown Professionals Network was the guest speaker for the one-day training session on Economic Vitality = Results. Jay is a Certified Main Street Manager with 25+ years' experience in community and economic development. The session focused on how Economic Vitality can be incorporated throughout the entire Main Street organization. Washington was ve1y well represented with Carolyn Witt, Danielle Grotewicl, Bridgette Kelch, Kristy Stoyer and Kenny Pinnell all attending the conference. February 15, 2017 Country Club of St. Albans St. Albans, Missouri Marc Houseman, president of the franklin County Cemetery Society did a presentation on cemete1y history and restoration. February 23, 2017 East Central College Union, Missouri A Historical Presentation and Musical Showcase Celebrating Black History Month was presented by East Central College. Marc Houseman, director of the Washington Historical Society Museum was the guest speaker and did a presentation on African American Churches in Franklin County, Missouri. Jill Straatmann and Nancy Wood also attende_d the presentation. March 23-24, 2017 Missoud Main Street Four Point Refresh Training in Jackson, MO Over 50 executive directors and volunteers from across Missouri met in Jackson, MO for a Transformation Strategies workshop with National Main Street Center's Kathy La Plante. As part of the training, participants worked in groups based on community population size and used market data to develop a fictitious town. Groups then chose Trans formation Strategies and recommended projects under the Four Points. Bridgette Kelch and Carolyn Witt attended the training. April 7, Missouri Certified Local Government (CLG) Fonun Jefferson City, Missouri This was the annual Certified Local Government workshop held by SHPO (State Historic Preservation Office). It reviewed activities on the state level that could affect the local level. The City of W ashington Historic Preservation Commission was recognized as one of the first groups to become a CLO several years ago. A variety of speakers focused on historic preservation issues. 113 COURSES ATTENDED SUNDAY, April 30, 2017 Frank Lloyd Wright in Western Pennsylvania This tour took us to Fallingwater and Kentuck Knob. Fallingwater is the most recognizable example of Frank Lloyd Wright's architectural style. We were led on a one hour tour through the property and experienced is trademark compression and release style. Then we toured Kentuck Knob. This was a very large home for Frank Lloyd Wright as he believed that one should only have the amount of space necessa1y to exist. MONDAY, May 1, 2017 Quality of Life and Placemaking through Wellness This educational session focused on Sugar Hill, GA's wellness program. The program is sponsor by the City and led by their Economic Development Director, who is also a licensed personal trainer. They have used their exercise program to bring attention to the recent development in Sugar Hill and offer all classes for free. Advocacy? Advocacy? What's All This About Advocacy? This session focused on what we can do as organizations and individuals. They educated us on what a lobbyist is and how organizations and citizens are different. We were encouraged to get involved with the threaten tax credit programs. Sustainable Cities Design Program: An Opportunity You Can't Afford to Miss This program put communities into Charrettes with designers and other professionals from around the world to solve their issues. Boston's "Pig Town" neighborhood was the example used. The neighborhood was cut off from other Boston revitalization by a six lane highway and an uninviting entty. They left the Charrette with an actionable plan that they are currently fundraising for. TUESDAY, May Using a Humanities Approach for Community and Economic Development? You Bet! This session helped define the very broad term humanities. Their definition was "any program that impacts culture". Still quite broad, but great examples were given. We were introduced to the Heart & Soul project. This project strives to involve the entire community in the development process. Lighter, Quicker, Cheaper. Placemaking to Activate and Enhance your Community This session featured examples of how placemaking can be s imple. It can be introduction of color or repurposed seating, it doesn't have to be a huge building project and doesn't require a tremendous amount of space either. It encouraged us to think outside of the box and find nooks, alleys and potential pocket parks. 114 WEDNESDAY, May 3, Essential Updates to Your Website Building Spaces to "Places": A Collaborative Process This session focused on a new view of marketing. Rather than a broad sca tter shot, create Avatars for the people that you want to see at your events and functions. Tailor your marketing to these individuals. We also discussed that simple is always better and that people don't like to read long explanatory paragraphs. Try to tell your sto1y with high quality photos and short narratives. Beyond Physical Space: Incorporating Intangible Community Preservation This was a story telling training. We discussed the value of people's stories and the different points of view that can be had in just one neighborhood. The focus project was a neighborhood off of Six Mile Road in Detroit. Many examples were given on how to connect with people and get their stories documented. Connecting School Curricula to Main Street: Real-World Problem Solving and Developing Partnerships The Pennsylvania Hist01y and Landmarks Foundation shared their extensive curriculum program. It included school field trips, matching games, physical activities to help build memories and other programs. This tri=aining spoke directly to getting youth involved in preservation early. 115 Wednesday, May 17, 2017 Mock Historic Preservation Commission and Panel Anyone who has served on a local historic preservation commission understands that public hearings can be a challenge. Commission members and staff must juggle between proper meeting procedures, ethical standards, design review, public input, and more. Join us for a mock commission meeting that will be both highly entertaining and informative, touching on all the essential details of effective meeting operation in a fun, interactive format. Speaker: Brad Wolf, City Historic Preservation Officer, City of Kansas City This session went over the proper etiquette and procedures that should be followed during a Historic Preservation Commission Meeting. We heard a simulated meeting that included a design review for a Certificate of Appropriateness. Our guest speaker, Brad Wolf went over staff's responsibility in preparing for the review and the role of the historic preservation commission. He stressed the importance of property owners coordinating their project with the permitting office early on so they have the opportunity to malce any necessary adjustments to ensure the proposed project will fit in with the surrounding district requirements. He said the commission is there to offer advice and stressed that they have to advocate for the preservation efforts that are hoped to be achieved in their community. He said it is very important to spell out the details in an ordinance to make it clear as to what is required or isn't, including the rules and regulations. Most ordinances are based on the Secretary of the Interior Standards of Rehabilitation and those should be followed. He said to keep your records updated and readily available at meetings, discuss the facts only, not your personal opinion. Use proper terms when describing an improvement such as proposed addition, etc. and the fact that it does or does not meet the requirements. When making a motion, include the standard or guideline in it. Make sure you have sufficient information for the review. Follow the Robert's Rules of Order and keep accurate, detailed records of all activity involved with the project. He stressed the importance of providing the State Historic Preservation Office a copy of the review and minutes for their records. At the end of the session we were open to questions. I asked for thoughts or suggestions on how scenarios like the demolition of Fifth Street School could have been avoided. It was suggested to pass a mandatory review on all demolition permits citywide (or historic districts only) and have a 90 day mandatory waiting period to have sufficient time to find another owner or some other option that could prevent a demolition. I think thi_s could have been helpful because Fifth Street School was already being demolished the day of the Design Review which was a violation of our current city codes. A lot of our community did not appreciate the way this demolition was handled and now see how important it is to make some changes to our policies. A Tour of llasco: An Immigrant Community in a Cement Company Town The story of llasco and its people will be told as we visit the monuments and what remains of the former business section of the town. The Village of llasco was created when large numbers of Immigrants came to work at the newly built Atlas Portland Cement plant in The Village grew to 3000 residents as the plant employed as many as 2500 workers at one time and the need to live nearby was important. 116 .. families who lived in llasco and worked at the cement plant. The company town was dissolved in the 1960's. The remaining resources are centered around llasco Trail, off Highway 79 about two miles south of Hannibal. They include a concrete jail and brick commercial store/tavern, both dating to about 1909, and a steel bridge over Marble Creek from Additional resources to visit include the site of the llasco schools, llasco Holy Cross Catholic Church, and Marble Creek Cemetery. 117 We took a tour of the village that was created when immigrants from Romania, Slovakia, Italy, Poland, Croatia, Hungary and Ukraine came to America. Once they arrived on Ellis Island they were sent to different locations where they could go for employment. The residents of Ilasco came to work at the newly built Atlas Por tland Cement Plant near Hannibal. The cement plant employed 2,500 immigrants and produced cement for the Panama Canal, the Empire State Building and locks and dams on the Mississippi River. Descendents of the former Village of Ilasco greeted us with period food and drink and told many stories of the hardships of their families coming to America in hopes of a better life, unable to speak English. They were at the mercy of the local community to help them achieve the American dream and are proud of their heritage and success that living in this community brought. One interesting fact about Ilasco is that the name Ilasco is an acronym derived from the ingredients of cement, iron, lime, aluminum, silica, carbon and oxygen. 30 I 20 I 7 C LG Program Annual Report City of Washington, Missouri

118 State of Preservation Luncheon The luncheon started with the introduction of Mayor James Hark who welcomed the group and introduced Bill Hart with Missouri Preservation who went over the current projects in the state. He announced their move to St. Louis and welcomed Riley Price as their new administrator. He went over the Places in Peril, the Missouri Barn Alliance, tax credits and some house resolutions, one that involves the Route 66 Historic Trail. He shared some success stories including the endowment that was provided by the builders of the Historic 66 Bridge for its preservation. Christine Clagget with the Lawrence Group gave an update on tax credits and Toni Prawl, the director of the Missouri State Historic Preservation Office gave an update on the State Historic Preservation Office including the introduction of their staff members. Grave Information: Cultural Insights Gained Through the Archaeological Investigations of Historic Burial Grounds Human remains at historic burial grounds can provide valuable forensic information, but the material remains can provide just as important information concerning past cultures. Although these materials reflect changing ideas on death, they also reflect the cultures of living. Insights gained through archaeological investigations of burial grounds dating from the French Colonial times to the late 1800s will be described, and the new insights revealed by these investigations will be discussed. Speakers: Joe Harl, Senior Cultural Resource Specialist, Archaeological Research Center of St. Louis, Inc; Robin Machiran, Senior Cultural Resource Specialist, Archaeological Research Center of St. Louis, Inc. Robin Machiran went over the process of fieldwork in the Sappington Negro Cemetery in Saline County. She went over a presentation of the stones and symbolism in the cemetery. 119 Joe Harl is very knowledgeable and had a very impressive presentation. He went over the techniques for locating burial grounds including ground penetrating radar and the fact that it isn't always accurate. He discussed many facets of burial that were very interesting. He is someone that I would like to see do a presentation at the Washington Historical Society Museum in hopes of getting more of our community involved in historic preservation. His vast knowledge would certainly pique the interest of those in attendance. Getting to Know the Network to Freedom and Researching the Underground Railroad This presentation will introduce the National Park Service National Underground Railroad Network to Freedom Program, which was established in 1998 and coordinates commemoration, preservation, and educational efforts that relate to the important history of the Underground Railroad. While it is often thought that because secrecy was a necessary component of the Underground Railroad that we cannot really know about it, this presentation will show how to research and document this history, especially as it relates to Missouri. Hopefully, encouraging participants to embark on their own investigations of this important history, which is considered the nation's first civil right's movement. Speaker: Deanda Johnson, Midwest Regional Coordinator, National Park Service Freedom Program Deanda Johnson did a presentation on the importance of promoting the history of the Underground Railroad. As of right now, Missouri only has four listings, the Battle of Island Mound State Historic Site (Fort Africa), the Mary Meachum Freedom Crossing, the Old Courthouse (NPS, Jefferson National Expansion Memorial) and the Robert A. Brown House, a.k.a. Wayside's Rest Site in Harrisonville (Cass County). The National Parks Service would like to boost travel tourism and more listings would help to accomplish that. She encouraged becoming a member and getting involved and the benefits of listing a site, program or facility in the Network to Freedom. Deanda talked about how to research slavery, abolition and the Underground Railroad and how to verify the information you find. Downtown Reception at the Mark Twain Museum The Mark Twain Museum had a lot of interesting information about Samuel Clemens, "Mark Twain". The origination of his name was very interesting and was something that I was not familiar with. Thursday, May 18, 2017 Using Local Legends to Uncover History Many historians prefer not to discuss ghosts and horrible histories, yet people are fascinated by these tales. Victoria Cosner, author of Missouri's Mad Doctor McDowell: Confederates, Cadavers and Macabre Medicine shows how you can "true crime" local legends about your historic structures and use it to bring awareness and new audiences. Discussions will include the pros and cons of paranormal tourism and keeping the history in these projects. Speaker: Victoria Cosner, First Missouri State Capitol State Historic Site Victoria Cosner was a very lively speaker who has a special interest in dark histories and ghost stories. She believes ghost stories can be used to encourage historical knowledge but she questioned ghost programs at historic sites and buildings to boost tourism. She thinks ghost lore is important but it is not at all locations. Cemetery tours are considered outdoor museums and encourage historical knowledge. They are not disrespectful like ghost hunting and actually bring more people to a cemetery which also prevents vandalism because there are always people around. She discussed several examples of tours and how they affect a site. She expressed the importance of keeping history in your tour or it won't fulfill your mission. Her final quote of the session was "to find the ghost, get the history, tell the story or call us and we will". Stained Glass Restoration Have you ever wondered why stained glass windows fail? In this session learn safety and proper practices for leaded stained glass restoration. Also learn about the proper way to use exterior protective glazing systems. Speaker: Ronald Bovard, CEO/Owner, Bovard Studio, Inc. Ronald Bovard of Bovard Studio is without a doubt a very knowledgeable man when it comes to stained glass windows. After hearing him go over his presentation on the different types, styles and processes, I knew that stained glass windows are far more complicated than I could have ever imagined. 121 Keynote Address and Luncheon Mary Helmer, President and Coordinator of Main Street Alabama focused her presentation on the importance of networking for the common good to get projects done. She told of many examples and how collaborating helped accomplish projects that could have easily gone off track. Cement Foundry Field Session Have you ever wondered what the difference was between cement and concrete? Learn about the local cement foundry and how the foundry and cement business shaped the greater Hannibal area. Speaker: Frank Salter Frank Salter, a former cement factory employee along with two of their current staff members, Kevin and Debbie took us on a tour of the facility, Continental Cement and the quarry. It was one of the highlights of the conference. Everyone on the tour was shocked by how much they enjoyed it and were very happy that they chose the tour. Who knew that learning the components of cement could be so interesting? It was very educational and informative and they did an exceptional job. It was very interesting to hear the history of the cement factory having just visited the Village of Ilasco the day before. Public Education and Outreach: I Date October 7, 2016 October 15-16, 2016 I Description of Event Donovan Rypkema, international historic preservation economist visited Wasl1ington and met with the Historic Washington Foundation, Downtown W ashington Inc., Washingto n Historic Preservation Commission and city staff to discuss the Study of the Economic Impact of Preservation Incentives in Missouri. The goal of this research is to gather data on incentives in Missouri to share with the State Historic Preservation O ffice, local officials and members of the public to promote preservation in Missouri. The Missouri Main Street Program, Missouri C ertified Local Government Program, Missouri Historic T ax C redit Program, Federal Rehabilitation Tax C redit Program, Federal Historic Preservation Fund Grants and Missouri Heritage Properties Program Grants will be included within the scope of the study. Mayor Sandy Lucy, Carolyn Witt, Steve Strubberg, Jill Straatmann, Rick Hopp, Bryan Bogue and Bridgette Kelch attended the meeting o n behalf of the commission. Missourian Photo. October 17, 2016 The first public hearing for the International Shoe Factory Historic District Survey was held at the October Washington Historic Prese1vation Commission meeting. The survey is of properties located between Edith Street and Front Street and Tieman Drive and Olive Street to determine if these properties are eligible for the National Register of Historic Places. The survey will consist of Phase 1 of what will be considered the International Shoe Factory Historic District. 131 November 2, 2016 Missouri Main Street Connection Newsletter, Fall 2016 Farm to Table Moves to Main Street For centuries, people have rallied in the street, danced in the street and marched in the street. Today, the trend is to come together and eat in the street. The popularity of the Farm to Table movement, or Eat in the Street as some call it, has grown the last few years. What was initially introduced in the early 2000s by chefs to promote local farms and "knowing where your food comes from" has been picked up by Main Street and downtown organizations across the country. Downtowns from the East Coast to Tennessee to even Hawaii have hosted successful meeting and eating in the street events. C loser to home, four Missouri Main Street communities recently partnered with farms, chefs, vendo rs, and producers, all local to their area, to supply everything from meat, produce, dinnerware, furniture and decor to host people. Downtown O dessa included d ancing and local awards in their first Eat in the Street event to fund raise for future downtown projects. (Check out their video and Facebook album.) An outstanding first Eat in the Street for Downtown Odessa. 133 Through proper planning, diligence, and partnering with key groups and experienced individuals, all four groups reported great successes with few obstacles. The phrase Farm to Table can mean different things to different people, but it most commonly means the food on the table came directly from the farm or farmers' market without going through a store or distributor. For Main Street, Farm to Table means the same thing, with a twist: It's a great event to bring the community together downtown, create awareness for a specific project, and raise a little bit of funds with the fun. December 9, 2016 Emissourian and Missourian Newspaper Holiday House Tour This Sunday Downtown Washington Inc. will host its annual Holiday House Tour this Sunday from 4 to 7 p.m. Tickets are on sale at the downtown office, Washington Historical Society and Hillermann Nursery & Florist. The cost is $10 in advance if purchased by noon Saturday or $15 the day of the event. People are encouraged to begin the tour at the downtown post office, 123 Lafayetee St., where they can pick up booklets, enjoy refreshments and listen to the St. Francis Borgia High School Chamber Choir sing. A trolley will again run continuously during the event to take participants to the different spots. Other stops on the tour include: Henry J. Buhr Home, 309 Lafayette St. -A historic renovation is in progress. The home is listed on the National Register of Historic Places. The Brick Rose, 311 W.
