1 PLEDGE OF ALLEGIANCE PRAYER Geneseo resident Kathy Allen offered a word of prayer for the Geneseo City Council and the community as a whole. ROLL CALL The City Council of the City of Geneseo met Tuesday, at the Council Chambers, 115 South Oakwood Avenue. Mayor Linda Van Der Leest called the meeting to order at 6:00 PM. Aldermen Bob Wachtel, Doug Crow, Justin Snodgrass, Carl Freeman, Keith Kennett, Howard Beck and James Roodhouse were in attendance. Alderman Derek Betcher was absent. Also in attendance were City Attorney Virgil Thurman, Consultant Jim Hughes, City Clerk Loree K. Phlypo, Directors Opsal, Rice, Building Inspector Mills, and Chief Piotrowski, the press, States Attorney Terry Patton, Assistant State s Attorney Brian Kirk and his wife Brooke and various audience members. Mayor Van Der Leest stated that she wanted to recognize State s Attorney Terry Patton for his contribution to our new K9 Kato. State s Attorney Terry Patton stated that he is happy to be able to contribute to the replacement and purchase of K9 s. He stated that the contributions are from drug money. Officer Jamison Weisser joined the meeting and presented the new K9 that was sponsored by the State s Attorney s office. Kato, like Bobby is from Hungary and is an 18 month old German Sheppard. He stated that Kato is full of energy and very smart. CHAMBER OF COMMERCE/CHAMBER LIAISON Mayor Van Der Leest stated that the Chamber Director is unable to attend the meeting due to a child being sick, and the Chamber Liaison is always absent due to a spouse being sick. MAYORAL COMMENTS Mayor Van Der Leest stated that Representative Moffitt stopped into town and toured Smith Art Gallery and several other downtown businesses. She stated that she felt that the Monday night State Street residents meeting went well and the project starts tomorrow. AUDIENCE COMMENTS Mr. Kiss stated that he is disappointed on the trees being removed and felt that there could have been more of the engineering side of why the trees needed to be removed shared with the residents and there wasn t. Stanley Rydell from 2 Brothers Tree Service felt that it was unfair that local businesses weren t given the opportunity to bid on the tree removal on S. State St. Director Rice stated that the bidding for these parts of the project were out of the City s hands. He stated that the bids would have to go through the general contractor.

2 Consent Agenda Mayor Van Der Leest stated that the minutes for the City Council meeting on May 14, 2013 had a correction. Motion by Freeman, second by Beck to accept items with the correction. Alderman Beck stated that he felt that the Zoning of certain areas keeps this from happening. Motion by Wachtel, second by Roodhouse to adopt ordinance O An Ordinance Amending Title IX (General Regulations) Chapter 93 (Health and Sanitation).

3 O An Ordinance Adopting the Budget for all Corporate Purposes of the City of Geneseo, Illinois, in lieu of the Appropriation Ordinance for the Fiscal Year Commencing on the First day of July 2013, and ending on the thirtieth day of June RESOLUTIONS R Supplemental MFT Resolution for Construction Observation for South State St. project. Motion by Wachtel, second by Kennett to pass resolution R Supplemental MFT Resolution for Construction Observation for South State St. project. OTHER BUSINESS Consideration of a contract with Live Line Demo. Director Opsal stated that this is a live line demo showing safety for citizen training. He stated that this is going to be performed during National Night Out. Motion by Kennett, second by Freeman to approve entering into a contract with Live Line Demo not to exceed $1,

4 City of Geneseo, Henry County, Illinois Consideration from the Plan Commission to grant Nash, Nash, Bean, and Ford permission to change the zoning from R3 to B2. Motion by Crow, second by Kennett to approve the zoning change for Nash, Nash, Bean and Ford from R3 to B2. AYES: 6 Wachtel,Crow,Snodgrass,Roodhouse,Kennett,Freeman, ABSTAIN: 1 Beck Consideration of a Preliminary Engineering Amendment for South State Street project. Motion by Beck, second by Wachtel to approve the Preliminary Engineering Amendment for South State St. project. Consideration of Construction Observation Quote from Missman for South State St. project. Motion by Freeman, second by Wachtel to approve the Construction Observation Quote from Missman for South State St. project. Consideration to approve the quote for Tri-City Blacktop for repairs around Northside School in the amount of $14,340. Motion by Kennett, second by Beck to approve the quote for Tri-City Blacktop for repairs

5 around Northside School in the amount of $14,340. Mayor Van Der Leest stated that there needs to be a second motion adding $40,000 for asphalt from Henry County Highway Department. Alderman Kennett recalled his motion and Alderman Beck recalled his 2 nd of the current motion. Consideration of the quote in the amount of $14,340 from Tri-City Blacktop for Northside School repairs. Motion by Kennett, second by Beck to approve the quote from Tri-City Blacktop in the amount of $14,340. Consideration for an additional amount to be added to the Northside School street repair in the amount of $40,000 for Asphalt from Henry County Highway Department. Consideration to approve the additional amount of $40,000 for asphalt from Henry County Highway Department. Motion by Wachtel, second by Kennett to approve the $40,000 expenditure for asphalt from Henry County Highway Department. Consideration to approve using the donated money from businesses to purchase the Fireworks show and pay for the ad in the paper

6 Consideration to approve the contract with Carpentier, Mitchell, & Goddard Company not to exceed $42,000 for the next audit. Motion by Beck, second by Freeman to approve the contract with Carpentier, Mitchell, and Goddard not to exceed $42,000. Consideration of Geneseo FFA Crop Profit Refund in the amount of $2, Motion by Roodhouse, second by Kennett to approve refunding to the Geneseo FFA Crop Profit refund in the amount of $2, Consideration of the purchase of a copier from RK Dixon to be paid for with funds from an auxiliary account.
