2 A. Call to Order The Chair called the meeting to order at 9:00 a.m. B. Introductions A round table introduction was held. C. Adoption of Agenda The following items were added to the agenda: F (f) Request for seat from ARPIA F Clarification of CRN Requirements Paul Jensen / T.J. Sheptycki moved adoption of the agenda, as amended; CARRIED D. Adoption of Minutes Under agenda item F , it was clarified that although the current matrix states Major Electrical Generating Corporation as the nominating organization the current nominating organization is Generation Utilities Advisory Committee (GUAC). The Policy and Research Coordinator will have the matrix corrected to reflect the current nominating organization. [Clough] Dan Lindbeck / Brian Lade moved adoption of the minutes of the January 15, 2010 meeting, as circulated; CARRIED E. Business Arising from the Minutes F Qualification of NDE Personnel It was reported that there is some interest in the sub-committee and it is anticipated that more work will be conducted over the summer. F Power Engineering Regulation Amendment update The Technical Advisor advised that a report has been prepared and is being reviewed by the Department. Once approved, a public consultation will be held on the proposed changes as part of the next steps. E CSA B52 Refrigeration Code adoption of latest edition The Technical Advisor reported that after reviewing the supplement, the changes are substantive enough to warrant cabinet approval. It is the opinion that the supplement does not simply correct error or evolutionary steps to improve public safety. Council members were reminded that even though a code or standard is published, it does not become a requirement within a jurisdiction until adopted by Cabinet and jurisdictions are under no obligation to adopt all standards or supplements. 3 The Chief Boilers and Pressure Vessels Administrator highlighted previous meeting minutes where he provided reports on the CSA B52 Refrigeration Code. The Administrator recommended that there is no need to adopt the supplement as there are no major projects anticipated in this area at the current time. Should such project be proposed, it was suggested that this be dealt with through a site-specific variance. It was further reported that a new CSA B52 Standard is anticipated to be published in 2011 and there is also the potential of another supplement being issued prior to the full Standard being published. With controversial issues surrounding the supplement in question and the short timeframe before a new full Standard is published, it was recommended that the supplement not be adopted. Brian Lade / Paul Jensen moved to recommend that the current supplement of the CSA B52 Refrigeration Code not be adopted; CARRIED F CSA B51 Subcommittee Meeting update The Chief Boilers and Pressure Vessels Administrator reported that a sub-committee meeting has not been held. It was reported that the CSA B51 Standard has achieved recognition from ISO F ASME Boilers & Pressure Vessel Code Proposals The Chief Boilers and Pressure Vessels Administrator provided a report on anticipated changes forthcoming. ASME proposal to make Section VIII Division 2 the Base standard The goal is to publish all common rules of the three divisions of Section VIII in ASME Section VIII Division 2 and to delete Paragraphs/Sections/Appendices in Division 1 and Division 3 that are identical with Division 2 Paragraphs/Parts and cross-reference these Paragraphs/Sections/Appendices to Division 2. This proposal will impact a significantly larger population than just ASME U Stamp manufacturers, including pressure vessel owners, repair organizations, PSV manufacturers and service companies, non-asme- Code-Stamp fabricators (e.g., fitting manufacturers, piping contractors, etc) and many others. This will require all Division 1 users to purchase a copy of the Division 2. Since most Division 1 Code users are not familiar with the Division 2 Code, these Code users could have a problem referencing Division 2 and that may result in safety issues. As part of Phase 1 of this Common Rules Project, it is said that design examples for Divisions 1 and 2 will be published in a separate book using common problems. This will help users see the differences between the two standards, and begin to become familiar with Section VIII Division 2 rules. Articles will also be published by ASME to describe the differences between Section VIII Divisions 1 and 2, and the benefits of using the latest Part 4 design rules from Section VIII Division 2. We were also told in the meeting that for Phase 1, there will be no deletion of rules in Divisions 1 and 3 of the Code. Deletion of rules in Division 1 will come only at later phases of the project following consultation with Code users. 4 New edition of ASME QAI-1 edition; Changes therein and Other Information A new 2010 edition of ASME QAI-1 Standard was published in late May, The most significant change to the standard is provision for the expansion of AIA eligibility to any company in the business of providing third party inspection services which has government recognition (e.g., a Notified Body in Europe or CSEI in China). Concerns were expressed on implementation of the change without negatively impacting on the integrity of the system and pressure equipment safety. An administrative procedure to strengthen the accreditation system was letter balloted and part of the procedure has yet to receive final approval. When the ASME implements the new provision for overseas AIA accreditation, there is a likelihood of increased monitoring of pressure equipment imported from overseas for use in Alberta on the part of ABSA because the AIA involved would be an unknown quantity. Also, follow-up actions for any deficiencies found may be considerably more difficult and time consuming because of a lack of usual contacts with the jurisdiction concerned or the AIAs involved. The Openness Principle has not been incorporated in the new edition of the standard, following successful intervention from the Canadian jurisdictions with particular effort from Alberta Municipal Affairs and with industry support and the National Public Safety Advisory Committee (NPSAC). The issue is now on hold under review by senior ASME executive in conjunction with the International Trade Administration of the Department of Commerce of the Government of USA and possibly further review between the US Government and Government of Canada.. Construction to older editions of ASME Code The writer, representing the ASME Section VIII Pressure Vessel Standards Committee, participated in a three hour telephone conference on May 27. The meeting consisted of representatives from each and every ASME Boiler and Pressure Vessel Code Section and was called to discuss the drafting of an Appendix to be included in all ASME Boiler and Pressure Vessel Code Sections. The proposed new Appendix will allow construction of boiler/pressure vessel to previous older ASME Code editions. Construction of this kind will require reconciliation of different requirements from different Code editions as well as review of safety-related revisions between the different Code editions. Application of the proposed Appendix likely can only be accepted for use in Alberta under the Safety Codes Act Variance provision to ensure that equivalent or better level of safety can be achieved comparable to boiler/pressure vessel constructed to the latest ASME Code edition adopted under the Pressure Equipment Safety Regulation. ASME Code 2010 Edition, elimination of addenda service and publication of future Code editions It is said that the proposal to shorten the Code edition publication cycle from the normal three year cycle to a 2 year cycle is a done deal. The 2010 edition of the ASME Boiler and Pressure Vessel Code will be published as usual. The addenda to be published in 2011 will essentially be like a complete new edition with all revisions/addenda incorporated. There will be no addenda to be issued in 2012 or in future years. 5 edition will be published every two years beginning July 2013 (following 2013, new Code editions will be published in 2015, and so on). There is a possibility of a different edition being adopted as part of the law among different jurisdictions since jurisdiction adoption of codes and standards can be a fairly lengthy process. Thus, we may have potential difficulties on uniform enforcement of pressure equipment safety standards as well as a potential issue for movement of boilers and pressure vessels across jurisdictional borders. Reduction of number of ASME Code Symbol Stamps possibly with only one ASME Code Symbol Stamp to be used in the future There are over thirty ASME Code Symbol Stamps (S, E, A, PP, V, H, U, UV, U2...) used under the ASME accreditation system. With internationalization and the need to register trade marks in a majority of countries overseas, and in some cases a need to register them annually, the effort to safeguard these ASME Code Symbol Stamps has become increasingly difficult if not impossible. Accordingly, ASME is reviewing how to reduce the number of different ASME Code Symbol Stamps in use, and possibly removing all existing ASME Code Symbol Stamps through the use of only one or two single ASME Code Symbol Stamps. Extraction of Conformity Assessment Requirements from ASME Boiler and Pressure Vessel Code for a New Separate ASME Standard A CA-1 (Conformity Assessment) Standards Committee under the ASME Board of Conformity Assessment (BCA) has been established. The objective is to extract conformity assessments requirements from all ASME Boiler and Pressure Vessel Code Sections with the goal of putting all such requirements into a separate ASME standard. In line with ISO standard practice, this effort is to separate technical and administrative requirements from the construction standards. This may have implications to industry as well as jurisdictions whose legislation adopts both the technical and conformity assessment requirements of the different ASME Boiler and Pressure Vessel Code Sections. Also, at times, it is often difficult to differentiate technical requirements from conformity assessment requirements. In future, there may also be a disjoint between considerations of the ASME Code Committees on technical requirements and the ASME CA-1 Standards Committee on administrative requirements resulting in confusion in the application of the ASME Code Sections. As the leading pressure equipment regulatory body in North America, it is likely that others will be looking to Alberta and ABSA as to how the proposed new standard can be integrated to the existing pressure equipment safety program delivery system. F Agreements between Boiler & Gas Safety Disciplines on LPG Storage Vessels and Fuel Gas Piping The Chief Gas Administrator was welcomed to the meeting and provided an overview of his role. It was reported that the 2010 Gas Code is anticipated to be adopted by Cabinet on or about July 13, 2010 with an in force date of August 1, It was further reported that the Gas and the Boilers and Pressure Vessels disciplines are attempting to review all MINUTES: Boilers & Pressure Vessels Technical Council Meeting June 25, 2010 Page 5
6 documentation to determine where overlaps exist. There are several documents in existence that were never updated to the current codes. An overview was provided regarding the: Three processes for equipment approval. Reference was made regarding the two associated STANDATAs. New CSA certification process anticipated in September Anticipation of the STANDATA for the Oil and Gas Industry will expire in As the scope of the CSA B149.3 changes, there will be a need to further define the jurisdictional roles of the Gas and the Boilers and Pressure Vessels disciplines and establish where one discipline ends and the other begins. Preliminary meetings have been held between the two disciplines. It was recommended that all documentation needs to be reviewed to provide further clarification to industry. It was further suggested that a document be developed in a similar format as the ERCB Directive (relative to a separate agenda item) that was circulated with the agenda package. This document could define roles and jurisdiction between the gas, electrical and boilers and pressure vessel disciplines and ERCB. It was reported that these STANDATAs will be redrafted and circulated to both councils for review, hopefully in the early fall. F Flexible Hose Assemblies Policy The draft policy was circulated to all council members and no negative feedback was received. This policy will be published and circulated shortly. F. New Business F Proposed Amendment to PESR AR49/2006 PESR 38-1 Code Change Request The code change request was circulated with the agenda package and reviewed. The Technical Advisor provided background on the issue relating to the reason for this submission. It was suggested that the proposed change relates more to production lines and not pressure equipment. It was noted that there is a crossover between this item, F and F It was reported that there is no need to change the regulation as it already allows for what the proposer is recommending. However, it was suggested that a guideline be developed with input from the BPVTC. The first guideline, already under development, will address and clarify overpressure protection. T.J. Sheptycki / Jim Weiss moved to recommend to ABSA that a sub-committee be struck to assist ABSA in the development of a guideline to clarify overpressure protection by system design; CARRIED Ron Muller / Jim Weiss moved that the code change request not be considered for a change to the PES Regulation; CARRIED MINUTES: Boilers & Pressure Vessels Technical Council Meeting June 25, 2010 Page 6
7 The Technical Advisor will inform the submitter of the council s decision. [Hantelmann] The Administrator will be accountable for forming the sub-committee and council members were asked to provide member recommendations to the Administrator. [Lau / All] F Proposal to recommend adoption of the 2010 ASME Boiler & Pressure Vessel Code as part of the Pressure Equipment Safety Regulation A presentation was provided highlighting revisions to the ASME 2010 BPV Code. The Chief Boilers and Pressure Vessels Administrator provided a summary of the changes in each of the following five groups: Errata and Clarifications Administrative Matters Material Revisions Technical Revisions Technical Matters It was clarified that this presentation can be shared with industry and representative organizations. The presentation will be circulated electronically (Handout #2). [Lau/Paches] A discussion was held regarding Div 2 Design by Analysis and consensus was reached that our position would remain as previously agreed and could only be used through a variance issued by the Administrator. Jim Weiss / Brian Lade moved to recommend to the Minister, through the Technical Coordinating Committee, the adoption of the 2010 ASME Boiler & Pressure Vessel Code as part of the Pressure Equipment Safety Regulation, with the exception of Section VIII Division 2 Alternative Rules, and to maintain Division 2 Alternative Rules, of Section VIII Rules for Construction of Pressure Vessels of the ASME Boiler and Pressure Vessel Code 2004; CARRIED F ERCB Directive 077 A copy of the ERCB Directive 077 was circulated with the agenda package and reviewed. It was reported that the challenge with this directive is that it references compressible fluid with respect to steam pipelines. There is a need to clarify that the specific sections of the Directive 077 relating to steam pipeline deal with steam and not other compressible fluids. It was also noted that BCSA is incorrectly referenced. It was reported that ERCB will be updating this directive. However, it was suggested that the council members, through the Chair, provide input to ERCB on the errors. [Robinson] Brian Lade / T.J. Sheptycki moved to accept the ERCB s Pipelines - Requirements and Reference Tools, as information; CARRIED F Roles & Responsibilities between BPVTC, AMA & ABSA The Administrator provided a presentation of the Roles and Responsibilities between the BPVTC, AMA and ABSA. 8 Highlights of the presentation included: Background, purpose and summary of the Safety Codes Act. Responsibilities of the SCC, with particular reference relative to the Boilers and Pressure Vessels discipline and what the council may or may not do. Overview of the distinctness of the Boilers and Pressure Vessels discipline. Responsibilities of ABSA the pressure equipment safety authority. The role of the Minister of Alberta Municipal Affairs. The presentation will be circulated electronically (Handout #1). [Lau/Paches] F Clarification on the use of Overpressure Protection by System Design as provided for under the Regulation vs. Code provisions by the Administrator Background was provided on overpressure protection and the requirement of pressure relief or proven equivalent or better safety acceptable to the Administrator. Correspondence from ARPIA to the Administrator requesting an interpretation together with the Administrator s response was circulated with the agenda package and reviewed. It was reported that lately two issues are coming to light. One issue relates to some companies realizing they may not have overpressure protection in compliance with Section 38(1) of the Pressure Equipment Safety Regulation and the other is relative to ERCB Directive 077 and the provision of overpressure protection in steam pipelines under the jurisdiction of ERCB but by agreement with ABSA and the Pipeline Regulation, registered by ABSA. T.J. Sheptycki / Paul Jensen moved to recommend to the Administrator that an invitation to join the sub-committee be extended to ARPIA; CARRIED F Boilers & Pressure Vessels Matrix a) Request for seat from IMAPP (Integrity Management Association of Pulp Producers) The request was circulated with the agenda and reviewed. It was reported that this group represents the industry segment of the Pulp and Paper Industry. It was suggested that this nominating association is more relative to the mills from a pressure vessel perspective. However, it was suggested that only one representative is necessary from that industry segment. Jon Wilson will conduct further research and report at the next meeting. The SCC will respond to IMAPP. [Wilson] [Clough] b) Request for seat from EPC (Engineering, Procurement & Construction) The request was circulated with the agenda and reviewed. The greatest concern relative to this industry sector is that there is no formal association in place and most work is done independently. As a result, it is uncertain whether the appropriate mechanism would be in place to ensure communication back to industry. 9 It was suggested that the Consulting Engineers of Alberta might be the most appropriate nominating organization for this industry segment and the Chair will conduct further research. [Robinson] The SCC will respond to Shawn Morrison to advise that a nomination such as this needs to be submitted by a recognized nominating body and not an individual volunteer. [Clough] c) Request for seat from BOA (Building Operators Association) The request was circulated with the agenda and reviewed. Consensus was reached that this industry segment is already represented through BOMA and addressed now with the rotation between BOMA North and BOMA South (see F e.) d) Request for seat from UCIA (Upstream Chief Inspectors Association) The request was circulated with the agenda and reviewed. It was reported that although a current member of the Petroleum Industry happens to be in the upstream sector, there is no guarantee that this will be the case in the future. It was suggested that when looking at all related organizations, it is believed that their membership is largely made up of the same companies. It is important that the key aspects to consider for nominating organizations are the broadest scope of industry representatives and an effective communication dissemination process in place, ensuring that all industry segments are represented but without duplication. The Chair will work with the SCC, UCIA and CGPA. [Robinson] e) Request for seat from BOMA South The request was circulated with the agenda and reviewed. Ron Muller / T.J. Sheptycki moved to recommend that the BPVTC matrix be revised to include rotation between BOMA North and BOMA South, with a recommendation to BOMA of a 3 or 6 year rotation; CARRIED f) Request for seat from ARPIA A recent request from ARPIA was circulated and reviewed (Handout #3). Discussion continued regarding the challenge of determining whether this would create duplication. The Chair will work with the SCC, ARPIA and CCPA. 10 F Clarification of CRN Requirements John Gillen provided background regarding CRN requirements and circulated the following documentation: CRN A (Handout #4) CRN A (Handout #5) Clarification was provided by the Administrator. G. Correspondence John Gillen / Brian Lade moved to accept the petition from the Contract Chief Inspectors as information; CARRIED It was reported that the Administrator issued an Alert regarding overpressure of a nonpressure equipment which was operated as a boiler and the incident resulted in injury and the Alert is available on the ABSA website. It was also reported that the SCC now has a new Coordinating Committee (Executive) Chair Mr. Bob Blakely. H. ABSA The Administrator reported on the following: ACCIDENT INVESTIGATION AND INFORMATION RELEASE Freezing Damages During the winter months, freezing damage was again the major contributing factor resulting in a number of incidents. As part of pressure equipment safety educating, ABSA Safety Codes Officers investigating such incidents would typically discuss with the companies the hazards involved and leave them with copies of ABSA Information Bulletins IB and IB to ensure that damaged equipment would not lead to another incident. Furnace Explosion and Low Water Failures Furnace explosion and low water failure continue to be a matter of concern. Significant injuries and fatalities are not uncommon as a result of such incidents. It is said that the fatal heating boiler accident that happened in Ottawa late last year was likely the result of a furnace explosion. We have been fortunate with no major incidents related to these causes in Alberta. In addition to making this information available to a wide range of audience, including ABSA Pressure News articles and bulletins, every power engineer certificate renewal contains an information page noting that low water condition and furnace explosion are the two significant causes for boiler accidents and precautions must be taken. Alert on Chemical Cleaning Unit Operated as a Boiler To provide further details on the issue raised under Agenda G Correspondence above, it was clarified that the Alert was issued following an injury of an employee operating a chemical cleaning unit. The incident was investigated jointly with Workplace Health and Safety. Through the investigation, a number of similar units were found in Alberta. 11 cooperation of the supplier and two major users of such equipment, these units have been removed to effect modification ensuring the units would not be pressurized operating as a boiler, or be taken out of service all together. NB COMMISSION CHANGES National Board new construction inspector commission change As advised late last year, the National Board implemented system change to NB Inspector Commission allowing a separation of new construction inspector commission from inservice inspector commission. Accordingly, instead of having to first achieve in-service inspection commission, an inspector may go directly for new construction inspection commission. NB inspector commission is one of the many elements of SCO certification requirement in the Boilers Discipline but the NB commission change should not impact on the SCO certification program. REGULATORY AUTHORITIES RELATED AIT & Power Engineering One of the concerns with the labour mobility agreements is that it has the potential to undermine the work that has been done over the past 30+ years to standardize the certification of power engineers across Canada. Standardization was through a national set of syllabi and examinations. A standardized certificate was earned under the national program while provincial certificates were earned under a provincial program. All provinces and territories are now signatory to the standardized (Standardization of Power Engineer Examinations Committee (SOPEEC)) program. Quebec was the last to join in 2006 at the 4th Class level, only, but we are not aware of Quebec using any standardized examinations to date. There is a need to continue to work with the other Canadian jurisdictions to maintain and improve the standardized program. Ontario called with questions about Alberta s policy for recognizing provincial power engineer certificates from Quebec. Bill Litvinchuk answered questions in a conference call with TSSA and the Ontario Ministry of Consumer Services. TSSA had received applications from two individuals to transfer 1st Class Alberta certificates. These individuals had previously applied to TSSA to transfer 1st Class Quebec certificates but had been denied because they did not also hold a refrigeration certificate. Continual Development of Saskatchewan Legislation Change for Safety programs in Saskatchewan to be delivered by a delegated authority possibly July 1, Bill 136 Bill 136 was tabled and has received successful hearing in the Saskatchewan Legislature. The change will delegate safety program delivery in Saskatchewan to a not for profit organization likely as early as July 1, A copy of Bill 136 can be found at the following link Note: Subsequent to the Technical Council meeting, notification was received that safety program delivery in Saskatchewan was delegated to the Technical Safety Authority of Saskatchewan (TSASK) July 1, 2010 MINUTES: Boilers & Pressure Vessels Technical Council Meeting June 25, 2010 Page 11
12 Discussion with PTAC and DFAIT Following a presentation by the Administrator to the Provincial and Territorial Advisory Council (PTAC) on pressure equipment safety programs in Alberta and other jurisdictions, on a request of the Foreign Affairs and International Trade Canada (DFAIT), telephone conferences were held earlier this year with senior officials of Technical Barriers and Regulations Division and others. Discussion was on the Canada s regulatory system for boilers and pressure vessels as seemingly, the Federal Government is engaged in negotiations with the European Union (EU) towards a comprehensive Economic and Trade Agreement (CETA). There were some interests shown by EU trade officials in Canada s provincial and territorial regulatory system and the discussion was for the Federal officials to gain a better understanding of the pressure equipment safety system as it operates in Canada and elsewhere. This would be something of a long term project which will, presumably, be discussed at a higher level between the Federal and Provincial governments. POWER ENGINEERING CERTIFICATION & RELATED ISSUES Fraudulent Certificates and enforcement issues Posting of valid power engineering certificates on ABSA website, the only regulatory authority to do so, helped detecting and reporting of fraudulent certificate holders. We have made repeated recommendations to Alberta Municipal Affairs in the last few years to prosecute individuals found with fraudulent power engineer certificates. Alberta Municipal Affairs has recently agreed to arrange a meeting with representatives from Alberta Justice, Alberta Municipal Affairs and ABSA to review the issue further. Writing of Power Engineering Examinations to old Second and First Class Certification Syllabi As part of the implementation of the Revised First Class Power Engineering Examination Syllabus introduced September 1, 2006, early this year, candidates were again advised and this time written notification was sent to each and every candidates having passed at least one examination under the old First Class syllabus that they would have till August 31, 2011 to complete certification requirements. A front page article was also included in the March 2010 issue of the ABSA Pressure News. The deadline for writing the SOPEEC Second Class power engineering examination based on the old Second Class syllabus passed on December 31, Working with AMA, a satisfactory solution to all was found for a handful of candidates who unfortunately missed this deadline. ABSA website and Power Engineer Log-in The site that allows power engineers and in-service inspectors to access their information on ABSA s database continues to show increased usage. To date, there are 3332 active users compared to 2349 active users reported in October This fiscal year, 363 power engineers have used this service to renew their certificates and 450 to apply for examinations. 13 OTHER TECHNICAL AND INFORMATION ITEMS ABSA Technical Seminars ABSA has six seminars in development: Pressure Relief Valve Seminar, Quality Control Shop Inspection Seminar, Design Registration Seminar, Pressure Vessel Design Seminar, PESL for Engineering Procurement & Construction (EPC) Companies Seminar and Power Engineers Regulation Seminar. Most of these seminars will be available for delivery in late summer of this year. The PESL for EPC Seminar will have a trial delivery on June 3 and we will be using the feedback to determine any need for improvement. AB-520 Use of Finite Element Analysis Information Bulletin IB and AB-520 Document Regarding the Use of Finite Element Analysis (FEA) to Support a Pressure Equipment Design Submission were released for more than six months and the response from industry and other jurisdictions is very positive. In addition to ABSA, several jurisdictions in Canada are also accepting the use of this set of requirements when an FEA report is used to support a pressure equipment design submission. There is also interest expressed in the USA on this document. There is a possibility of the policy migrating to CSA B51 Variance VA (IB10-001) Accepting the use of ASME Code Case 2638 The variance was released last month allowing the use of ASME Code Case 2638 for Alternative Piping Calibration Blocks for use in Alberta following receiving a request from one company in Alberta. The Variance was issued for province-wide application in order to allow for a level playing field in the industry in the use of the Code Case. User Guide for Pressure Equipment Safety Regulation The Pressure Equipment Safety Regulation User Guide has been revised and is available on the ABSA website. I. Technical Coordinating Committee Update There was nothing new to report. J. [Clough] F Proposed Amendment to PESR AR49/2006 PESR 38-1 Code Change Request The Technical Advisor will inform the submitter of the council s decision. [Hantelmann] The Administrator will be accountable for forming the sub-committee and council members were asked to provide member recommendations to the Administrator. [Lau / All] F ERCB Directive 077 It was reported that ERCB will be updating this directive. However, it was suggested that the council members, through the Chair, provide input to ERCB on the errors. [Robinson] F Roles & Responsibilities between BPVTC, AMA & ABSA The presentation will be circulated electronically (Handout #1). [Lau/Paches] F a) Request for seat from IMAPP (Integrity Management Association of Pulp Producers) Jon Wilson will conduct further research and report at the next meeting. The SCC will respond to IMAPP. [Wilson] [Clough] F b) Request for seat from EPC (Engineering, Procurement & Construction) It was suggested that the Consulting Engineers of Alberta might be the most appropriate nominating organization for this industry segment and the Chair will conduct further research. [Robinson] The SCC will respond to Shawn Morrison to advise that a nomination such as this needs to be submitted by a recognized nominating body and not an individual volunteer. [Clough] F d) Request for seat from UCIA (Upstream Chief Inspectors Association) The Chair will work with the SCC, UCIA and CGPA.
