2 ATTACHMENT 1 Major Revisions 1. The NGV edition has added clause 1.4 units of measure. 2. The 2016 edition has added clause 1.5 terminology. 3. The definition for leakage was modified. The former definition made mention of the following requirement in the definition itself: For purposes of this standard, leakage is anything in excess of the allowable permeation rate per (clause) 18.12, Permeation Test. This requirement was removed from the definition. 4. Clause 4.1.4, Periodic in-service inspections. Certain requirements in this clause are now deleted. Also, clause has added a requirement stating that if the manufacturer is no longer in business, the inspection procedures and criteria provided in CGA C-6.4 (the Method for External Visual Inspection of Natural Gas Vehicle Fuel Containers and Their Installations) shall be used. 5. Clause 4.1.5, Conditions requiring immediate inspections. The clause is modified. For containers which have been involved in collisions, accidents, or fires or other events, the container shall be inspected in accordance with the manufacturer s specified requirements. The previous edition of the standard stated the inspection was to be made in accordance with CGA Clause 4.1.6, Overpressurization. The 2016 edition has deleted the following statement: Any container which is believed to have been subjected to a pressure greater than 1.25 times service pressure shall be depressurized and removed from service. In place of the preceding statement, the following requirement is now shown: Containers are intended to be filled such that they reach a settled pressure of 1.0 times service pressure at 21 C (70 C) after fueling. The fill pressure may reach a maximum of 125% of service pressure. Both the current and former edition of NGV 2 make mention that after inspection by an agency authorized by the manufacturer and, if required, by the authority having jurisdiction, the container may be returned to service if it is determined that the container has not suffered any damage that might reduce its service life. But the 2016 edition has now changed shall to should in the second sentence: A record of any such incident should be sent to and retained by the manufacturer according to the provisions of Clause 15. The former edition said shall. 7. Clause 4.2.2, Maximum Pressures, sub-clause b, Settled pressure. The 2016 edition has deleted the former sub-clause b maximum pressure requirement, which was: A settled pressure of 1.25 times the service pressure at 57 C (135 F). 8. Clause 6.3, External coatings. The 2016 edition has revised the heading of clause 6.3 to reflect broader requirements for external coatings. Protective coatings shall now be evaluated for resistance to ultraviolet and moisture effects. The ultraviolet resistance test (clause 6.3.1) that is shown in the 2016 edition is the same test as detailed in the former NGV 2 edition. The 2016 edition has added a moisture resistance test (clause 6.3.2). The protective coating shall be subjected to a minimum of 300 hours exposure in accordance with ASTM D870 at a temperature of 38 C. \\REXFPS00\CertData2$\Wgm4\DOC_CTRL\Notices\E-H\GasProducts406.docm Page 2 of 5

3 9. Clause 7.3.1, Stress analysis. This clause, in both the 2016 edition and the former NGV 2 edition, states that stresses in the liner and composite reinforcement shall be computed using suitable analysis techniques which have been demonstrated to predict the stresses and strains in both the liner and the composite overwrap at various pressures, including a hydrostatic pressure. For the hydrostatic pressure condition, however, the 2016 edition added text explicitly stating that the hydrostatic pressure is 1.5 times service pressure. The previous NGV 2 edition did not have such text (in clause 5.3.1) saying that the hydrostatic pressure is 1.5 service pressure. 10. Clause 10.3, Nonmetallic liners. The word unintended is added to the text, which now reads: Unintended interior folds, laps or sharp surface indentations are not permitted. The text was modified to include tanks in development that include a corrugated design in portions of the polymer liner. 11. Clause 10.4, Composite containers with metallic liners. The 2016 edition deleted the text: The windings shall be applied under controlled tension to develop the design composite thickness. After the winding is complete, composites using thermoset resins shall be cured by a controlled process. In place of the preceding text, the 2016 edition added the following text: The composite shall be manufactured under a controlled process that does not compromise the performance of the liner. The windings shall be applied under a controlled placement and tension process to develop the design composite thickness. 12. Clause 10.5, Composite containers with nonmetallic liners. The text is revised. The 2016 edition deleted the text: The winding shall be applied under controlled tension to develop the design composite thickness. After the winding is complete, composites using thermoset resins shall be cured by a controlled process that does not compromise the performance of the liner. In place of the preceding text, the 2016 edition adds the following: The composite shall be manufactured in a controlled process that does not compromise the performance of the liner. The windings shall be applied under a controlled placement and tension process to develop the design composite thickness. 13. Clause 10.8, End closing by forming. The text is modified. The revisions are: 1) the 2016 edition deletes reference to the ISO standard, Gas Cylinders Refillable Seamless Steel Gas Cylinders within clause ) Also, the text now states the following: The base ends of steel containers or liners which have been closed by forming shall be 100% tested for leakage or examined by another capable NDE method. The capability of the NDE shall be demonstrated during the design qualification test program and shall be verified by the independent inspection or testing agency. The leak test or NDE method shall be demonstrated capable of detecting leaks exceeding 2.0 Ncc/hr after all heat treating. Leak detection shall be performed in accordance with Clause Clause 10.10, Batch definitions. The 2016 edition added subclause e, which says: In no case shall a batch be permitted to exceed one 12 month period. 15. Clause 19.2, Test requirements. Clarification. The 2016 edition introduces a lead-in paragraph clarifying as to what tests a new container design needs to be subjected to (by referring to Table 2, Test Requirements for New Designs). Also, this same paragraph adds a statement attempting to clarify when a container design is considered new as compared with an existing fully tested and approved design. 16. Clause 19.2, sub-clause c. Test requirements. The 2016 edition modifies sub-clause c. The revised text, which deals with the subject of when a container design is considered new, says: the composite overwrap is comprised of the same fiber type but the tensile strength, fiber modulus, or cross sectional area has changed outside of the original approved design tolerance. \\REXFPS00\CertData2$\Wgm4\DOC_CTRL\Notices\E-H\GasProducts406.docm Page 3 of 5

4 17. Clause 19.3, Ambient cycling test. The following revisions were made to the ambient cycling test, which help clarify the test method: Sub-clause a : The test method permits various test fluids to be used to conduct the test. Dry nitrogen is now specifically mentioned as one test fluid amongst several that may be used. Sub-clause b1. : Both the 2016 edition and the former NGV 2 edition state to cycle the pressure in the container between less than or equal to 10 percent of service pressure to 125 percent of service pressure at a rate not greater than 10 cycles per minute. But the 2016 edition adds the following text in sub-clause b1 : The number of cycles shall be 750 times the service life in years. The adding of this sentence into the 2016 edition, in clause b1, is not a new requirement. This additional sentence directly correlates to another statement mentioned further down in clause 19.3, which is clause c) i. The clause c) i has been a longstanding requirement in NGV 2. Sub-clause b2 : The 2016 edition adds the following text with respect to the cycle test: Cycle the pressure in the container between less than or equal to 10 percent of service pressure to 125 percent of service pressure until failure or for an additional 1,500 times the service life in years, whichever occurs first. This adding of this sentence into the 2016 edition, in clause b2, is not a new requirement. This additional sentence correlates to two statements mentioned further down in clause 19.3, which are clauses c) ii and c iii. The clauses c) ii and c iii have been longstanding requirements in NGV 2. Note: The 2016 edition adds the following note: Pneumatic or gas testing can be hazardous; therefore, it is recommended that the container be tested in a way that provides personnel safety. 18. Clause 19.9, Bonfire test. The 2016 edition adds a note to clause , container set up. The note reads as follows: The valve connection to the PRD, the related supply lines and the vent system should be representative of probable field use. 19. Clause 19.10, Accelerated stress rupture test. The text is modified. After the completion of the 1,000 test hours, the container shall then be cooled to ambient conditions. The preceding text was added to clarify the test procedure. 20. Clause 19.14, Leak before break (burst) test. The 2016 edition renames the title for clause It adds the word burst into the title. The title was renamed for clarification purposes. 21. Clause 19.16, Corrosion resistance. The 2016 edition adds a new test into the standard: corrosion resistance. 22. The 2016 edition has added Annex A, which is an informative annex. This Annex states the following information: All container openings and their closures should provide warning if disassembly is attempted under pressures greater than or equal to 690 kpa (100 psi). A very definite and unambiguous indication that the container is still pressurized should be provided if disassembly is attempted. At the time of indication the strength of the container and valve assembly should support an internal pressure of 150 percent of service pressure. 23. Table 2, Test Requirements for New Designs. The 2016 edition has newly created Table 2. By doing so, the test requirements for new (container) designs are moved into a separate table. As the title of Table 2 indicates, this table indicates the various types of safety tests to be conducted for each of the container types, i.e., Type 1, Type 2, Type 3, and Type 4 tanks. \\REXFPS00\CertData2$\Wgm4\DOC_CTRL\Notices\E-H\GasProducts406.docm Page 4 of 5

5 24. Table 3, Test requirements for designs and design changes. Both the 2016 edition and former addenda NGV 2a-2012 (as well as NGV ) have a table that shows the test requirements for container design changes. Or said differently, NGV2-2016, Table 3 directly correlates to NGV 2a- 2012, table II. However, the 2016 edition, Table 3, has a host of revisions which are detailed here: a. Table 3 has added a new test: Accelerated Cyclic Corrosion. b. Table 3 has a new column titled Reduction in Composite Thickness. This new column details the types of safety tests to be conducted if the container were to have a reduction in composite thickness. c. The Former column titled Fiber Material or Manufacturer is renamed Equivalent Fiber. For a design change involving fibers, please note the reduction in the number of tests to be conducted. The four tests that remain applicable are: ambient cycling test, environmental test, hydrostatic burst test and drop test. d. Column, Liner or Metal Container Material : For this design change, please note that the reduction in the number of tests to be conducted. The eight tests that are applicable are: ambient cycling test, environmental test, hydrostatic burst test, bonfire test, permeation test, natural gas cycling test, leak before test, and the newly added test: accelerated cyclic corrosion test. e. Column, Integral Mounting Brackets & Valve Protection Shrouds : For this design change, please note that the 2016 edition has added the accelerated cyclic corrosion test. f. Column, External Coating : For this design change, please note that the 2016 edition has added the accelerated cyclic corrosion test. g. Table 3 has a new column titled Manufacturing facility. This new column details the types of safety tests pertaining to this category. h. The content of certain Notes for Table 3 have changed: Note (1): This note deals with the subject of fibers. This note s information is expanded. Note (2): This note deals with the subject of liner materials. This note s information is expanded. Note (10): This note deals with the subject of chemically equivalent materials. This s note s information is expanded. Note (11): This note deals with the subject of polymers. This note s information is expanded.
