2 A. Call to Order The Chair called the meeting to order at 9:38 a.m. B. Approval of Agenda The agenda was reviewed and the following items were added: E Sub-Council Member Appointment E Elevator Accident Report Ernie Paustian / Calvin Austrom moved to adopt the agenda, as amended; CARRIED C. Approval of Minutes Trevor Doell / JC Bawa moved to adopt the December 9, 2015 meeting minutes, as circulated; CARRIED D. Business Arising from the Minutes E ASME A /CSA B44 13 Code Book update The Chief Elevators Administrator reported the following: The new Elevator Code Regulation will become in force on March 1, 2016 Meetings will be held with industry, including agencies and will be delivered by AEDARSA to update them all A variance has been issued regarding the single bottom cylinders It was questioned regarding whether the replacement of single bottom cylinders would be considered a stand-alone issue or whether this would trigger other equipment to be updated at the same time. It was clarified that this replacement is a stand-alone issue. At the present, it is not known how the changes in the 2013 code will affect pricing over and above the requirements in the previous code. Relative to the new regulation, it was questioned regarding jobs that have already been quoted based on previous codes, especially since some elevator companies have been bidding on jobs for 18 months or more. It was noted that in previous years a list of these jobs were provided to AEDARSA. The Chief Elevators Administrator will discuss this with AEDARSA and provide clarification to the sub-council. [Bruce] The following notice has been published on the AMA website: ElevatorCodeRegulation2015.pdf The following variance has been issued regarding single bottom cylinders: The variance states that it is the intent to have all cylinders meet the requirements of the Elevating Devices Codes Regulation by March This variance is to allow, additional time for owners to determine if their elevators in question have a single bottom MINUTES: Elevators Sub-Council Meeting February 18, 2016 Page 2 of 7

3 cylinder so the necessary action can be taken. To qualify for this extension, the following is required: a) Identify if the device is in fact a single bottom cylinder, by September 1, 2016 and: b) After March 1, 2017 if the cylinder is not in compliance with the following must be incorporated: i. Oil loss monitoring record submitted to AEDARSA monthly, and ii. Enter into a contract with an elevator contractor to meet the requirements of to install plunger gripper or car safeties or replacement. This time extension is only valid until March 1, 2018, at which time all cylinders must meet the requirements of Elevating Devices Codes Regulation AR 192/2015 and the ASME A /CSA B44-13 Safety Code for Elevator and Escalators. A discussion was held regarding how to know what devices have single bottom cylinders. It was reported that double bottom cylinders became a requirement in the first supplement issued after the 1975 Elevator Code (believed to be in force in 1977). Some devices were installed with double bottom cylinders even before they were required. Approved drawings on file at AEDARSA may assist in determining what type of cylinder was installed. But even then, some simply state that it was designed to the current code, without the actual date of that code. AEDARSA will be sending out detailed information to owners, contractors and elevator companies. Further discussion was also held regarding: The new Maintenance Control Program (MCP) Brake inspections Declaration of Compliance that the owner is required to sign That logbooks must be on site, either paper or electronically It was noted that the MCP must be approved by AEDARSA for each device. This must be done prior to going into service. The Council was asked to purchase the 2013 Elevator Code for all newly appointed subcouncil members. [Paches / Paradis] The Elevating Devices Codes Regulatory Timeline document was circulated as information (Handout #1). E New Initiative for Compliance of Outstanding Deficiencies - update This program is being implemented. Being no further action by the sub-council this item will be removed from the agenda. [Paches] E Elevator Company and Mechanic Certification ESC representation on Provincial Apprenticeship Committee It was reported that work is being done on a course outline for elevator mechanics. The Provincial Apprenticeship Committee (PAC) has been working on this outline for quite some time. At the present, most of the larger elevator companies have their own in house training programs. A brief overview was provided on what happens in BC where elevator mechanics have to take upgrade training every two years in order to maintain their license. 4 Canadian Elevator Industry Educational Program (CEIEP) has offered their curriculum and the PAC has sent a proposal to the executive committee. It has not yet been determined how this training would be provided. It was reported that the current examination is quite antiquated and doesn t address new technologies. Scott Gavin reported that he has put his name forward to serve on the PAC. E Code Development & Adoption Process At the last meeting, a discussion was held regarding working groups to be formed to be more proactive in the review of the proposed changes to the ASME A17.1/CSA B44 which is a nationally developed code. With the goal being to harmonize with the national codes, any Alberta-specific requirements will need a great deal of justification and these would be published in a separate supplement. With a lot of Alberta-specifics in the Elevators Regulation, this will take some time to review. A discussion was held from the last meeting where the following members volunteered to work with AEDARSA: Major Alterations Quinten Brayley-Berger, Robert Logee, JC Bawa, Trevor Doell Shutdowns Calvin Austrom, Trevor Doell The Chair will contact Al Griffin to clarify the path forward of the work in progress. [Logee] E Certification Levels Elevator Policy 4.50 The redrafted policy was included in the portal and reviewed. An overview was provided of each of the proposed changes. Policy was amended with input from AEDARSA and includes the number of inspections required for mentoring. In addition, the continuing education requirement was removed, to be replaced by the Council s professional development program. Ernie Paustian / JC Bawa moved to recommend to the Board, the adoption of the redrafted Policy - Certification Levels Elevator Policy 4.50; CARRIED E. New Business E Summary of Letter Ballot The result of the Letter Ballot was reviewed. Scott Gavin / Trevor Doell moved to accept the result of Letter Ballot (Approval of Elevating Devices Variance ED ) as information; CARRIED E Sub-Council Member Appointment (CECA) The nominations of Gavin Langley and Dave Davies were reviewed and each of the candidates experience was considered. Trevor Doell / JC Bawa moved to recommend to the Board the appointment of Gavin Langley to the Elevators Sub-Council for a term until January 31, 2019, effective immediately; CARRIED MINUTES: Elevators Sub-Council Meeting February 18, 2016 Page 4 of 7

5 A brief discussion was held regarding any vacancies. The Industry Segments for BOMA (Building Owners & Managers Association) one each from Edmonton and Calgary, and Architecture (Alberta Association of Architects) are vacant. The Council is working on getting nominees from the nominating organizations. E Elevator Accident Report The Chief Elevators Administrator provided a report from the investigation of the elevator accident in Calgary last August. It was determined that there were multiple brake failures. There was a lot of damage to the device and someone was in the elevator at the time of the failure. A report has been endorsed by an engineer from the manufacturer and AEDARSA has submitted a report with recommendations for the device in question. Based on the investigation, the evidence shows two simultaneous brake failures due to a lack of maintenance and testing of the brakes. A corrective action notice has been sent to the owner, manufacturer and AEDARSA advising that the brake maintenance, including a 125% rated load test be performed on the single core brake on all three devices in that building and performed every three months with a report sent back to AEDARSA. It was questioned whether the manufacturer has advised whether this should be applicable to all devices with these same single core brakes and it was clarified that nothing has been issued by the manufacturer as such. An in depth discussion was held on issues relative to regularly maintenance of elevator brakes and whether any further action should be done in Alberta or proposed to the national level. There was no action brought forward. F. Technical Coordinating Committee Update There was nothing to report as the next meeting is on March 15, G Meetings The next meeting was scheduled for Tuesday, May 10, 2016 at 9:30 a.m. in Red Deer.
