3 Standing Items Call to order 2. Approval of Agenda The Chair called the meeting to order at 9:10 am. Motion #1: To approve the agenda as written. M: Jeffery Anders S: Lorne Naylor 3. Approval of January 15, 2009 Record of Decisions January 15, 2009 Record of Decisions approved November 18, 2009 by teleconference. Program Standards Regulation Kristal Hurrell explained to the PAC that the new Apprenticeship & Certification Act was registered on April 01, The Apprenticeship & Certification Board (ACB) has four Standing Committees that are comprised of Board members: Kristal Hurrell, Policy Analyst Orientation to updating a trade regulation The Governance Committee The Community Liaison Committee The Program Standards Committee The Nominating Committee The Policy Analyst is the liaison between the PAC and the ACB. The Policy Analyst assists and advises the PAC regarding the following: Discuss the policy decisions made by the Board Concrete Finisher PAC 3

4 Recommend trade designation Ensure trade regulation updates Develop Trade Regulations She explained the following: The Act provides the legislative framework for the Apprenticeship system The General Regulation applies to all trades The Trade Regulation defines the scope of the trade, term of apprenticeship, qualifications for certification and may vary from provisions in the General Regulation o The Trade Regulation supersedes the General Regulation when it speaks to a specific matter The PAC makes recommendations to the ACB on: scope term of apprenticeship wages ratios Certification of Qualification requirements for their trade level exams and certification exams According to the new Apprenticeship & Certification Act, the PAC must consult with industry regarding the proposed changes to the trade regulation. Update the trade regulation The PAC reviewed the proposed trade regulation and made revisions that will be incorporated into the document. Kristal and the PAC reviewed the Term of Apprenticeship and after a long discussion the PAC made the Concrete Finisher PAC 4

5 following motion: Motion #2: To remove the third level and add 600 hours to levels 1 and 2. M: Lorne Naylor S: Jeffery Anders After an indepth discussion, the PAC agreed on the following percentages of the provincial minimum wage rates for the Concrete Finisher trade: a. 160% of the provincial minimum wage rate during the first level b. 195% of the provincial minimum wage rate during the second level Motion #3: To increase the provincial minimum wage rates to 160% in level 1 and 195% in level 2. M: Jeffery Anders S: Lorne Naylor Kristal explained the following to the PAC: The Consultation Discussion Guide will be sent to industry stakeholders and current employers of the Concrete Finisher trade. The feedback will be provided to the PAC in a Consultation Summary Report. Concrete Finisher PAC 5

6 Once the consultation process is completed: 1) The proposed trade regulation will be brought forward to the Program Standards Committee (PSC) for review. 2) If accepted by the PSC, the trade regulation will be forwarded to the ACB for consideration for approval in principle. 3) If approved, the trade regulation will be directed to Manitoba Justice to be drafted and translated. 4) Once translated, the document will be returned to the ACB to be approved and then directed to the Minister for final approval. New Business Future Agenda Items Election of a vice-chair. Dom Costantini was elected Vice-Chair January 15, The PAC will meet in December 2012 to review and discuss the industry feedback on the Consultation Discussion Guide.
