3 Standing Items Call to order 2. Approval of Agenda The Chair called the meeting to order at 1:00 pm. Motion #1: To approve the agenda as written. M: Brent Mooney S: Jason Jackson Program Standards Regulation Julia explained to the PAC that the new Apprenticeship & Certification Act was registered on April 01, The Apprenticeship & Certification Board (ACB) has four Standing Committees comprised of Board members: Julia Wiebe, Policy Analyst Orientation to updating a trade regulation The Governance Standing Committee The Community Liaison Standing Committee The Program Standards Standing Committee The Nominating Standing Committee The Policy Analyst is the liaison between the PAC and the ACB and assists and advises the PAC regarding the following: policy decisions made by the Board trade regulation updates trade regulations development She explained the following documents to the PAC: Industrial Instrument Mechanic PAC 3
4 The Act provides the legislative framework for the Apprenticeship system. The General Regulation applies to all trades. The Trade Regulation defines the scope of the trade, term of apprenticeship, qualifications for certification and over rules the General Regulation when it refers to a specific matter. The PAC makes recommendations to the ACB on the: scope of the trade term of apprenticeship wages ratios Certification of Qualification requirements for their trade Level exams and certification exams According to the new Apprenticeship & Certification Act, the PAC must consult with industry regarding the proposed changes to the trade regulation. Update the trade regulation The PAC reviewed the proposed trade regulation and made revisions that will be incorporated into the document. The PAC discussed the trade definitions and agreed that the trade name should be changed from industrial instrument mechanic to instrumentation and control technician in order to be consistent with the official Red Seal occupational title and made the following motion. MOTION #2: To approve section 1 of the proposed regulation as worded. M: Geoffrey Johnson Industrial Instrument Mechanic PAC 4
5 S: Scott Sanders The PAC moved to defer to the General Regulation on the matter of eligibility and made the following motion. MOTION #3: To repeal section 3 of the regulation. M: Scott Sanders S: Jason Jackson The PAC moved to accept the term of apprenticeship in language that is consistent with other trade regulations and made the following motion. MOTION #4: To approve section 4 of the proposed regulation as worded. M: Scott Sanders S: Brent Mooney Industrial Instrument Mechanic PAC 5 The PAC moved to defer to the General Regulation on the matter of ratios and made the following motion. MOTION #5:
6 To repeal section 5 of the regulation. M: Jason Jackson S: Geoffrey Johnson After an in-depth discussion, the PAC agreed that there should be a change to the minimum wage rates. The PAC decided to consult with industry on the following wage options: Option 1: a. 150% of the provincial minimum wage rate during the first level b. 160% of the provincial minimum wage rate during the second level c. 180% of the provincial minimum wage rate during the third level d. 190% of the provincial minimum wage rate during the fourth level Option 2: a. 160% of the provincial minimum wage rate during the first level b. 170% of the provincial minimum wage rate during the second level c. 180% of the provincial minimum wage rate during the third level d. 190% of the provincial minimum wage rate during the fourth level Both options will be incorporated into the Consultation Guide for industry feedback. The PAC made the following motion. MOTION #6: Industrial Instrument Mechanic PAC 6
7 To approve section 5 of the proposed regulation with revisions. M: Scott Sanders S: Jason Jackson The PAC moved to defer to the General Regulation on the matter of certificate through apprenticeship qualification and made the following motion. MOTION #7: To repeal section 7 of the regulation. M: Geoffrey Johnson S: Brent Mooney Industrial Instrument Mechanic PAC 7 The PAC moved to defer to the General Regulation on the matter of certificate through trades qualification and made the following motion. MOTION #8: To repeal section 8 of the regulation. M: Jason Jackson S: Scott Sanders Julia explained the following to the PAC:
8 The Consultation Discussion Guide will be sent to industry stakeholders and current employers of the Industrial Instrument Mechanic trade. The feedback will be provided to the PAC in a Consultation Summary Report to review Once the consultation process is completed The proposed trade regulation will be brought forward to the Program Standards Committee (PSC) for review If accepted by the PSC, the trade regulation will be forwarded to the ACB for consideration for approval in principle. If approved, the trade regulation will then be directed to Manitoba Justice to be drafted and translated Once translated, the document will be returned to the ACB to be approved and then directed to the Minister for final approval New Business The PAC discussed the vice-chair position and made the following motion. Motion #9: Discussion of role and possible election of a vice-chair To elect Brent Mooney as the Vice-Chair.
