3 A17 Electrical Committee Agenda May 16, Membership Requests Eldon Nickens has requested to join the committee. There are already two members representing IUEC. Those members are asked to report if they wish to alter their currents membership to allow Mr. Nickens to be considered for membership. Don Holloway has requested to join the committee. His application will be considered at the May 17, 2017 A17 Standards meeting. 7.0 REQUESTS FOR INTERPRETATIONS The Committee is advised of Codes and Standards Policy, CSP-33(e) and (c)(4) regarding requests for interpretations, which must be met by all Committees: CSP-33(e) reads as follows: Intent Interpretations: Technical inquiries that cannot be answered on the basis of existing wording of the pertinent standard may be answerable by an intent interpretation. Intent interpretations are permitted only to clarify conflicting or ambiguous wording or to resolve incorrect wording. An intent interpretation shall be submitted to the consensus committee for approval along with the revision(s) to the standard that support the intent interpretation. Both the intent interpretation and the revision(s) to the standard must be approved for the interpretation to be issued. c(4) of CSP-33 reads as follows: Interpretations shall not include explanations describing why the standard is written the way it is, except they may include the rationale that was approved through the consensus process as part of the standard action. All A17 revisions are required to be accompanied by a rationale statement. That rationale is balloted along with the revision and is eventually submitted for public review along with the revision. Anyone can vote negative on the rationale even if they agree with the wording of the revision. Therefore, A17 rationale is approved thru the consensus process in the same manner as a standards action and can be included in interpretations. Other rationale that is not handled this way cannot be included in interpretations. C&S Connect V4.0 was launched on December 19, One of the highlights of this release is the new online Interpretation forms. 4 A17 Electrical Committee Agenda May 16, 2017 Subject: Requirement Edition: A /CSA B44-10 through A /CSA B44-13 Question(s): Does the immunity to single failure required in clause (a), ( "a single short circuit caused by a combination of grounds or by other conditions, or the failure of any single magnetically operated, optical, or solid-state device" ) apply only to magnetically operated, optical, or solid-state devices used for position sensing? If the answer is "yes" I would propose the following revision to : Where magnetically operated, optical, or solid-state devices are used for position sensing, a single short circuit caused by a combination of grounds or by other conditions, or the failure of any single magnetically operated, optical, or solid-state device shall not (a) render inoperative the position sensing devices of the emergency terminal speedlimiting device inoperative (b) permit the car to restart after a normal stop To clarify the requirement in (a) and its applicability to devices used for position sensing only Question 1: Do the requirements relating to single failure in clause (a), ( a single short circuit caused by a combination of grounds or by other conditions, or the failure of any single magnetically operated, optical, or solid-state device ) apply only to magnetically operated, optical, or solid-state devices used for position sensing? Proposed Response: Yes. Question 2: Does (a) prohibit the elevator from stopping when the first failure occurs (rather than to continue to run and proceed to a normal stop)? Proposed Response: No. Question 3: Does (b) require detection of the failure prior to each start from a non-terminal landing and to prevent restarting? Proposed Response: No. Question 4: Does (b) require detection of the failure and to prevent the car from restarting after a normal stop at a terminal landing? Proposed Response: Yes. Question 5: Does (b) apply in all modes of operation? 4

Question 6: Does (b) apply only when the elevator is on automatic operation? Proposed Response: No. See response to question 5. Question 7: Does (b) apply when the elevator is on any mode of operation and its normal speed in that mode of operation exceeds the buffer rated speed? Proposed Response: No. See response to question 5. May 2014: Mr. Blackaby presented this item to discussion with the committee. Mr. Caldwell suggested to have a task group set up for this item. The Task group is Caldwell (Chair), Hoppie, Castillo, Robibero, Prince, Blackaby and Mason. Mr. Mihai reported that he will update the scope of this inquiry. Furthermore, a full report will be given at the next A17 Electrical Committee meeting. September 2014: Prior to the meeting, the Task Group met and discussed this item. During their meeting, they drafted proposal responses to the inquirers questions. Please note that the inquirer has appended 6 additional questions to his original inquiry, thus there is now 7 questions being asked. Please see Attachment 3b for the Minutes from the Task Group meeting and their proposed responses. Mr. Blackaby reported that a TN should be open in parallel to this intent inquiry. A motion was made to open up a TN for this item. The motion was seconded and approved unanimously. Please note that an intent interpretation cannot be issued until the revision item is ASME approved (TN ). Please note that A17 Standards Committee approval does not mean that it is ASME approved. 6 A17 Electrical Committee Agenda May 16, Inquiry Attachment 5 (May 2016 Minutes) - Attachment 4 Committee: A17 Mechanical Design/ A17 Electrical Subject: Requirement Edition: A through A /B44-13 Question(s): When the car is making a run to the bottom floor while it is loaded with 125% of the rated load, are the requirements met if the car stops before reaching the terminal landing (due to the drive faulting out), provided that the car can recover on its own and safely lower to the bottom landing, stop within the unlocking zone and open its doors? Proposed Response: Yes. October 2015: The Mechanical Design proposed the following: MDC Proposed Reply: Yes, provided the drive fault does not constitute an emergency stop. See also interpretation Electrical Proposed Reply: No, the NTS test was not demonstrated. Please see Attachment 11b for the A17 MDC proposed response along with some historical interpretations. A motion was made to approve the proposed responses and send it to the A17 Mechanical Design and Inspections Committee. The motion was seconded and approved (3 Disapproved (Prince, Zogbi)). January 2016: Please see Attachment 6b for the A17 MDC proposed response along with some historical interpretations. The A17 MDC next meeting is scheduled for January 12, May 2016: Prior to the meeting, Mr. Mohammad request a joint Task Group be formed between the A17 MDC, Inspections and Electrical Committees to review and develop a response to Inquiry Please see Attachment 5 for the request and for the memo. During the meeting, Mr. Blackaby went over the history of this item. Furthermore, is the committee is in agreement with this joint task group for this item. Based on multiple feedback, the committee feels that this inquiry belongs to the A17 Electrical Committee and they should be the lead. Mr. Blackaby suggest that the Mr. Ramcharran Ms. Burdeshaw indicated that this inquiry belongs to the A17 Electrical Committee with the following rationale: 6

7 A17 Electrical Committee Agenda May 16, 2017 The NTSD Test ( ) is under control of the A17 Electrical Committee., which is what is being referenced under the 2.16 and what the question is being asked on. As a result, the A17 Electrical Committee request to take the lead on this inquiry and a joint Task Group will be form between the A17 Mechanical Design and Inspections Committee. The task group is: Carlson (Chair), Busse, Blackaby, Henderson, and Pekka. September 2016: The A17 Mechanical WC agreed that the A17 Electrical WC will be listed as primary and A17 Mechanical WC as secondary. The A17 Standards Committee Secretary confirmed that since both committees are in agreement, they may proceed as they agreed. January 2017 Discussion: See Attachment 4 for correspondence from A17 Inspections WC Secretary including proposed responses from the A17 Inspections committee. The committee is asked to discuss their input. During the meeting, the committee discussed the history of the inquiry. Discussion arose regarding faults, appropriate drive adjustments (drive is too small), and discussed that clarification might be necessary. During the background, it shows that this was during a test. It was discussed that does not require normal performance and that it might need to lower performance during the test. It was discussed that the original authors recognized that equipment may trip out and gave a methodology to reduce it by reducing performance. Also, when a car is in overload condition. Secretary will reach out to inquirer for further clarification of the question regarding if it is performing the NTSD test or meeting another requirement. May 2017 Discussion: Prior to the meeting, the inquirer withdrew the inquiry as shown in Attachment Inquiry Attachment 5 Committee: A17 Electrical/A17 Hoistway Subject: Requirement Edition: A Question(s): Can the elevator continue in automatic operation when a bypass (jumper) is placed on a single standalone car door electric contact of a two car door system? 7

8 A17 Electrical Committee Agenda May 16, 2017 Can the elevator continue in automatic operation when a bypass (jumper) is placed on or a single standalone landing door interlock contact of a two landing door system where the door system is mechanically coupled in the landing zone and the landing doors are not related to each other? Proposed Response: May 2016: This Inquiry is on hold pending the resolution of Inquiry September 2016: At the May, 2016 A17 Standards Committee meeting, Inquiry was voted on and approved. During the meeting, the committee reviewed Inquiry and prepared a proposed response to Inquiry Dear Mr. Irmscher, At the September 28, 2016 A17 Electrical Committee meeting, the committee reviewed your inquiry and feels that Inquiry answers your questions. In the event that this inquiry does not answer your question, please review and clarify your question within 30 days of this letter. See attachment for Inquiry January 2017: The response was sent to the inquirer. An automatic response was received indicating that Mr. Irmscher he no longer worked for BC Safety Authority. A letter was sent to the contact provided by the automatic response (Mr. Nav Chahal, Senior Safety Officer) asking for updated contact information for Mr. Irmscher or a new contact from BC Safety Authority for the inquiry. As a result, Mr. Naval requested for the contact to be updated to be him. The response originally sent to Mr. Irmscher was sent to Mr. Naval as shown in Attachment 5b. May 2017 Discussion: Following no response within 30 days of reaching out to Mr. Naval this item is considered withdrawn. 7.4 Inquiry Attachment 6 Committee: A17 Electrical (Primary), A17 Mechanical (Secondary) Subject: Requirement Edition: A Question(s): Does require the same device that provides the stopping action to also detect the overspeed condition? Proposed Response: No, see (b) and

9 A17 Electrical Committee Agenda May 16, 2017 September 2016: A motion was made, seconded and unanimously approved to approve the proposed response above. This item will be submitted for approval from the A17.1 Standards Committee at their January, 2017 Meeting. January 2017 Discussion: The Mechanical Design Committee reviewed the inquiry at their September 2016 meeting. They provided the input found in Attachment 9. The committee is asked to review the Mechanical Design Committee s input and send their conclusions to the Mechanical Design Committee for concurrence. From the January 2017 A17 Mechanical Design Minutes: The MDC agrees with the Electrical Committee s response that it is not required to use one device. The MDC reaffirms that there is confusing language in this section of the code. See Attachment 5b for the MDC s suggestions. The MDC no longer believed it is appropriate to do a Code Case. It was moved, seconded, and approved to send the MDC s concurrence with their response to the Electrical Committee. It was moved, seconded, and approved to send the MDC s recommendation on the code language to the Electrical Committee. (Opposed Earl Baker) The Electrical committee reviewed Mechanical Design s suggestions and determined more time was needed to review their input. May 2017 Discussion: The committee is asked to discuss. 7.5 Inquiry Attachment 7 Committee: A17 Electrical Subject: CSA B44.1/ASME A17.5 Edition: CSA B44.1/ASME A Question(s): Does CSA B44.1/ASME A17.5 have a condition where manufacturer is or is not required to comply with the 2014 Edition if no changes are made to a product certified to a previous edition of CSA B44.1/ASME A17.5 the product? Proposed Answer: No. September 2016: During the meeting, the committee reviewed the proposed question as revised and the proposed response as drafted by the A17.5 Committee. Discussion arose with the question and the response. 9

10 A17 Electrical Committee Agenda May 16, 2017 A motion was made to endorse the proposed question and answer as drafted by the A17.5 Committee. The motion was seconded and approved (1 opposed, BarnhartP). January 2017: The proposed responses have been sent to the A17 Standards Committee for final approval at their January 2017 meeting. It was reported during the A17 Electrical meeting (Staff Update: and again reported at the A17 Standards January 11, 2017 meeting) that this item was withdrawn by the inquirer. Discussion arose from the inquiry including confusion that can arise with the relationship with certification and A17 editions, as they are not in sync. Discussion also arose including the following: What year is followed since they are in different cycles Would it be appropriate to go back to year specific references? Would it be appropriate to use latest edition or specific year? Would it be appropriate to clarify that an existing design is grandfathered in unless modifications were made? As a result of these discussions, a motion was made, seconded and approved unanimously to ask for a recommendation from the A17.5 that may alleviate the confusion that this inquiry stemmed from such as a change in labeling requirements for editions. May 2017 Discussion: Prior to the meeting, Mr. Hite provided the response from the B44.1/A17.5 Committee as shown in Attachment Inquiry Attachment 8 Committee: A17 Electrical Subject: Requirement Edition: A / CSA B44-13 Question(s): Does Requirement require that devices rated for connection only to Class 2 supply circuits (as defined in the applicable electrical code) be listed / certified and labeled / marked as defined in Section 1.3? Proposed Response: None. May 2017 Discussion: The committee is asked to discuss the inquiry. 8.0 TECHNICAL REVISIONS 10

For May 2009 to May 2013 Minutes: See May 2016 Minutes September 2013: Following a task group meeting, a proposal was put together for this item, and it currently out for a review and comment ballot the A17 Electrical Committee. This ballot is scheduled to be closed on August 29, Please note that some wording that is struck out or underlined is not necessarily part of the current code. It is left on this proposal for A17 Electrical Committee Consideration only. Prior to the meeting, Review and Comment Ballot was closed. As a result, it received two comments. The task group is asked to address the ballot results. Mr. Robibero reported that the TG meeting on September 9, 2013 and discussed the ballot results. He further reported that the TG has come up with a revised proposal and rationale for this item. During the meeting, further revisions were made to the proposal and rationale. A motion was made to approve the proposed responses, and revised proposal and send it out for a review and comment ballot to the A17 Electrical Committee, A17 Inspectors Manual, and A17 Maintenance and Repair committee. The motion was seconded and approved unanimously. See Attachment 5 for the ballot results, proposed responses and revised proposal. January 2014: This item was sent for Review and Comment ballot to the A17 Electrical Committee, A17 Inspections Committee and the A17 Maintenance Committee via ballot 11

12 A17 Electrical Committee Agenda May 16, This ballot was closed on was closed October 31, As a result, it received 19 comments. The task group is asked to address the ballot results. Please see Attachment 6a for the ballot results. Mr. Blain presented a straw man proposal to the A17 Electrical Committee. Heavy discussion occurred with the proposal language and it was agreed to take this item back to the TG for further discussion. See Attachment 6b for the straw man proposal. May 2014: Please see Attachment 3b for the straw man proposal and Attachment 3a for the Ballot results. Please note these Attachments are the same Attachment 6a from the January 2014 Minutes. During the meeting, Mr. Robibero presented proposed responses and a revised proposal. He also gave the committee an overview of this item. A motion was made to approve the proposed responses and the revised proposal and send it for a review and comment ballot to the A17 Electrical, Maintenance and Inspections Committees. The motion was seconded and approved unanimously. See Attachment 3a. September 2014: This item was sent for Review and Comment ballot to the A17 Electrical Committee, A17 Inspections Committee and the A17 Maintenance Committee via ballot This ballot was closed on June 27, As a result, it received 13 comments. The task group is asked to address the ballot results. Please see Attachment 5 for the ballot results. Mr. Robibero reported that they are making good progress on this item. A task group meeting will be set up towards the end of 2014 to go over this item and an attempt will be made to get this item approved and included in the 2016 edition of A17.1/CSA B44 Code. January October 2015: Mr. Robibero reported that this item will be tabled until TN is approved. January 2016: Mr. Robibero reported that the task group will meet and start to work on this item as Record is very close to being completed and approved. In moving forward, all these software related topics are related and will be built on each other throughout the code. Once the work on the Record is completed, the work on this item will begin. Task Group: Robibero (chair), Blackaby, Hoppie, Carlson, Henderson, Castillo, Pekka, Mihai, Mason, Blain, Burch and Woods. May 2016: At the January, 2016 Meeting, Mr. Robibero reported that this item will be tabled until Record is approved by the A17 Standards Committee. Mr. Robibero reported that Record is very close to being completed and approved by the A17 Standards Committee. Furthermore, a meeting will set up prior to our September, 2016 meeting to kick-off this item. 12

13 A17 Electrical Committee Agenda May 16, 2017 September 2016: Mr. Robibero reported that the TG met in August, 2016 and their next meeting is scheduled for November, 2016 in Dallas, TX. At their meeting, they reviewed where they currently stand with this item. January 2017: Mr. Henderson reported that the task group met on January 9, 2017 in Clearwater and relaunched discussion on this record and will be looking into a hazard assessment as a tool to work on this record. The next meeting will be at OSC in Windsor, CT on March 27-29, It was noted that review and comment ballot has outstanding comments on this record that need to be resolved. January 2014: Mr. Robibero reported that the task group met and agreed that the structure is okay as a starting point. Furthermore, the task group membership will be reaffirmed. The task group is Robibero (Chair), Blackaby, Henderson, Mihai, Kleine, Ojapalo, Carlson, Busse, Duckworth and Castillo. This task group will work only on Software Changes. A tentative TG meeting will be held on the week of April 1, 2 and half of a day on the 3 of 2014 in Toronto, Canada at TSSA Headquarters. May 2014: Mr. Robibero reported that they have a meeting later this month and will have a draft completed for software changes. This draft will be send to the A17 Electrical Committee in June, 2014 for their review and comment. Furthermore, Mr. Robibero reported that he would ideally like to have this item voted on and approved for the 2016 edition of the A17.1 Code Book. September 2014: This item was sent for Review and Comment ballot to the A17 Electrical Committee, A17 Electrical, A17 Existing Installations, A17 Inspections and A17 Maintenance Repair via ballot This ballot was closed on June 27, As a result, it received 16 comments. The task group is asked to address the ballot results. Mr. Robibero reported that they have made progress on this item and have identified a progress on having converging control on software in the field. During the meeting, Mr. Robibero presented a revised proposal and proposed responses. 13

14 A17 Electrical Committee Agenda May 16, 2017 A motion was made to approve the proposed response and the revised proposal and send the proposal for a first consideration ballot with review and comment to A17 Existing Installations, A17 Inspections and A17 Maintenance Repair. The motion was seconded and approved unanimously. Please see Attachment 6 for the ballot results, proposed responses and revised proposal. January 2015: This item was sent for a first consideration ballot with review and comment to A17 Existing Installations, A17 Inspections and A17 Maintenance Repair and was closed on November 19, 2014 with 8 disapproved votes. The task group is asked to address the ballot results. Please see Attachment 4 for the ballot results. Mr. Robibero reported that the task group did not get a chance to review and address the ballot results. He further reported that a task group meeting will be held during the week of March 24-26, 2015 in Connecticut to review the ballot results. Following this meeting, a ballot will be sent to the A17 Standards Committee for approval in hopes of having this revision be included in the 2016 edition of the A17.1/B44 code. May 2015: Prior to the meeting, the task group met and went over the ballot results from ballot Please see Attachment 6 for the ballot results and the revise proposal. The task request that this proposal be sent for a first consideration ballot to the A17 Standards Committee with review and comment to the A17 Inspections Committee, Hoistway Committee, Electrical Committee and A17 Maintenance, Repair and Replacement Committee. During the meeting, Mr. Carlson presented ballot results and a revised proposal to the committee. Furthermore, Mr. Carlson reported that the task group met on May 11, 2015 and revise the proposal further based on the ballot comments from Ballot A motion was made to approve the proposed responses and the revised proposal and send it for a first consideration ballot to the A17 Standards Committee with review and comment to the A17 Inspections Committee, Hoistway Committee, Electrical Committee and A17 Maintenance, Repair and Replacement Committee. The motion was seconded and approved (1 opposed (BusseJ)). October 2015: Prior to the meeting, this item was sent for a first consideration ballot to the A17 Standards Committee. As result, this item received 8 disapproved votes. Please see Attachment 14 for the ballot results and the revise proposal. Task Group responded to comments and revised proposal. A motion was made to approve the proposed responses and revised proposal and send it to the A17 Standards Committee for a first consideration ballot. The motion was seconded and approved unanimously. 18 A17 Electrical Committee Agenda May 16, 2017 May 2015: Mr. Henderson reported that a conference call meeting will be scheduled to work on this proposal and a full report will be given at the October, 2015 Meeting. October 2015: Mr. Caldwell reported that Task Group met yesterday morning. Next meeting November 9 via teleconference and then afternoon session in Clearwater Beach (Jan 2016). Mr. Caldwell wishes clarification on the combination of item 8.6 and 8.7. Need to now cover ETSL, NTSD and Hydraulic WRT independence. The Task Group should try to cover any cases where there is electrical independence. January 2016: Mr. Caldwell reported that there was a couple TG meetings held between October and January, The focus of the discussion was on ETSL, with the focus on addressing NTSD and Hydraulic WRT independence. Some of the things that will be goal of this item is to provide communication for terminal stopping means. Please see Attachment 12 for a full report from Mr. Caldwell. There was heavy discussion on NTSD and removing this in moving forward. Mr. Robibero suggested that we look at how NTSD is incorporated in the code and from that analysis, we can figure out how to move forward. Mr. Blackaby will speak with the Chair of the A17 Hydraulic Committee to see if any members of that committee would like to participate on this TG. Mr. Mihai will put together a proposal on how to structure and refine the requirements for NTSD and second level safety functions. This proposal once drafted will be added as a discussion item on the May, 2016 Agenda. May 2016: During the meeting, Mr. Caldwell reported that the TG met on May 2, Furthermore, Mr. Caldwell went over the current proposal from the Task Group. The task group is recommending to delete section , but before doing this, they will need a deeper understanding of the requirement. September 2016: Mr. Caldwell reported that the TG met on September 26, 2016 looked over requirement At their meeting, they have defined the scope of this Task group. During the meeting, Mr. Caldwell went over the proposal found in Attachment 15 with the committee. Furthermore, he recommends that this proposal be submitted for a review and comment ballot to the A17 Electrical Committee. January 2017 Discussion: Please see the updated background file (including most recent ballot comments) in Attachment 13.The task group met the day prior to this meeting and determined that this proposal needs to be significantly changed. They wish to adjust to singular failure requirements to ETSL. Originally, the task group approached this as an intent interpretation. However, upon review, they concluded that technical changes were warranted. For example: the cases of close landings are not addressed, in that you may not be able to detect failures. Another suggestion was to expand the rationale to give more information on this proposal. Mr. Blackaby reported that he will speak with members of the A17 Hoistway and Inspections committee to see if they are interested in participating in this Hazard Analysis. Furthermore, Mr. Burch reported Mr. Blackaby speak to Mr. McColl as the A17 Hoistway Committee may have done some work on this before moving forward. May 2016: During the meeting, Mr. Blackaby reported that he got in contact with Mr. McColl and he is in agreement with conducting a hazard analysis. 22 A17 Electrical Committee Agenda May 16, 2017 January 2015: Mr. Blain reported there was thousands of codes submitted to the NEC and 47 proposals that affected elevators. During the meeting, Mr. Blain went through all the proposals that are related to elevator. A motion was made to send these proposals and the feedback from the A17 Electrical Committee to Code Making Panel 12. The motion was seconded and approved. (1 Abstention, 1 Disapproved (WoodS)). Please see Attachment 10a for the proposals and Attachment 10b for the excel document that contains the feedback on the NEC proposal. May 2015: Please see Attachment 10a for the summary of inputs gained from the A17 Electrical Committee at their January, 2015 meeting. Following the meeting, Mr. Blain received two proposals from Mr. Henry regarding rules and in the NEC Code. Please see Attachment 10b for the proposals and the correspondence. Mr. Blain was not present at the meeting. However, Mr. Blain submitted a report to Mr. Ramcharran to report on his behalf at the A17 Electrical Committee meeting. Mr. Blain reported( via ) that the NEC revisions including all that we have proposed and which have survived the first draft meetings will be posted for public comment in July. The public comment period closes in September. October 2015: Prior to the meeting, Mr. Blain reported that the public input comment period for the first draft of the 2017 NEC closed on Sept. 25 as shown in the schedule published in our minutes. There were 1,506 public comments submitted. At present, Mr. Blain does not know how many of these pertain to article 620. Furthermore, there are meetings being scheduled to review these comments from November 2-12, 2015 in San Diego. Request that Mr. Blain compile the public comments and develop proposed strawman position for each requirement before October 15, 2015, for distribution to A17 Electrical. In addition, establish a teleconference for any individuals interested in discussion of the comments before November 2, January 2016: Prior to the meeting, Mr. Blain provided an update on the 2017 NEC Code. There was a total of 1506 public comments that was submitted and 18 of these comments was related to Article 620. Please see Attachment 15 for the draft copy of the second revisions created at the second draft meetings of Code Making Panel 12. During the meeting, Mr. Blain went over the comments that is related to Article 620. During the meeting, Mr. Blain reported that the 2017 edition of the NEC is published. Furthermore, he went over the changes made in the Article 620 of the 2017 Edition of NEC. Prior to the meeting, Ms. Paulina submitted two questions regarding the 2017 Edition of NEC for discussion from the A17 Electrical Committee. During the meeting, Mr. Blackaby is in agreement with some of the suggestions that Ms. Paulina s has brought up and as a result, he will prepare a proposal for the 2020 edition of NEC. Please see Attachment 18 for Ms. Paulina s comments. January 2017: Mr. Blain reported that there is nothing new to report since last meeting. The 2017 edition was published. Cut-off date for 2020 edition will be on September 7, The next NEC meeting will be in January Any proposals should be brought to the next meeting. This will be discussed on the entirety on the next Monday Task group meeting time in Phoenix. Further discussion arose regarding Ms. Paulina s comments and if it requires a proposal. Mr. Blackaby and Paul Hoppie volunteered to prepare a proposal to address her concerns. May 2017 Discussion: The committee is asked to discuss any proposals submitted for review. 9.2 ISO/TC 178/WG8 New Electrical Working Committee For May 2009 to May 2013 Minutes: see May 2016 Minutes September 2013: Mr. Robibero reported they met in May, 2013 at the TSSA office. They went through the comments they received and changes they made to the PESSRAE series. He further reported that they will meet sometime in the first or second quarter of 2014 and continue their work to the revision of the PESSRAE series.me me January September 2014: Mr. Robibero reported that the next meeting is in June, January 2015: Mr. Robibero reported that the WG-8 met in Early November, They reviewed the editorial comments from the PSSRAE Series. Two work items were open. One was on EMC Standard that will resolve and harmonize ISO Standard and EN The second work item is in regards to to updating informative Table B-1 for the national norm electrical requirements and any impact on the normative section addressed. The next meeting has not been announced yet, but it should be in April 21-23, May 2015: Mr. Robibero reported that the ISO Standards Committee will be voting on an editorial changes to PESSRAL. Their next meeting will be in June, 2015 where they 23

October 2015: WG8 is working on PESSRAL edits and updating EMC/EMI. January 2016: See Section 8.3 of the Minutes for a report on this item. May 2016: Mr. Robibero reported that the PESSEL Series will be published later this year. The other two standards are currently in the final balloting phases. September 2016: Mr. Robibero reported that ISO (PESSRAL) has been finalized and is approved for its next revision. This will be published early next year. The ISO (PESSRAE) for escalators is in its final stage and will go to formal vote once they resolve all the technical comments. These comments will be addressed at the October 21-22, 2016 meeting in Italy. The ISO DTR Guide is expecting to be published in April EMC Standards ISO and ISO will harmonized within this next revision. WG8 is working on an update of the electrical comparison between the A17.1, EN20/50, and Japanese building law. January 2017: Mr. Robibero reported that this group had its last meeting in Finland with other task groups. They worked on resolving comments. There is no outstanding work to be completed. They are looking at SEERAE and PESSERAL requirements in reference to cross-references from the three national body standards: EN2050 Standards and Japanese Standard and A17 Standards. There is work to bring these requirements into the ISO Standards. They are focusing on creating as many cross references for electrical elevator standards. It will be published as a technical report and decisions will be made accordingly. The next meeting will be in the States and one in Asia this year. The EN standards are in the process of being published. There will be two standards that are maintained by ISO. Recent meetings of the CSA B44.1/ASME A17.5 resulted in action items/task groups opened for Auxiliary devices grounding and bonding, Battery use, Elevator emergency car lighting, and Telecom connections. If interested in additional information on these items contact Mr. Hite or Mr. Della Porta. The next meeting of CSA-B44.1/ASME-A17.5 Committee is scheduled for October in Mississauga (Toronto), ON. January 2014: Mr. Hite reported that Ballot , TN was circulated and included all 7 previously approved TN for changes to CSA /ASME-A Furthermore, this item is now Standards Committee approved. CSA-B44.1/ASME-A17.5 document was submitted for ANSI public review (BSR-8) and closed on December 24, No comments were received. It has previously been through the public review by CSA in Canada with no comments. Furthermore, Mr. Hite reported that ongoing work by B44.1/A17.5 committee includes: a. TN to remove remaining few references to Fahrenheit from B44.1/A17.5. Unfortunately there were 14 disapproved votes on this. The Committee has to decide whether to provide responses to these negative votes or drop this matter. b. Discussions on the need for requirements for telecom equipment connected to elevator controllers. Could lighting strikes on telephone lines harm or create dangerous situations to the elevator controllers? c. Discussions on the need to clarify the test sequence required when testing motor controllers. The next meeting of the CSA-B44.1/ASME-A17.5 will be April 22 and 23 at CSA offices in Mississauga, Ontario. May 2014: Mr. Hite reported on the ongoing work of the B44.1/A17.5 committee, which includes: a. The CSA Project Manager for the B44.1/A17.5 Committee has advised that the 2014 Edition of CSA-B44.1/ASME-A17.5 will be published at CSA by the end of May, provided there are no additional issues by ASME. b. A proposal for requirements for telecommunication equipment that is included inside of an elevator controller: Equipment intended for direct connection to a TELECOMMUNICATION NETWORK shall be Certified/Listed for compliance with CSA C22.2 No /UL or investigated for compliance with the applicable construction and test requirements of CSA C22.2 No /UL c. A proposal for battery-operated elevator car emergency light equipment. 25

A proposal to replace "auxiliary" with "supplementary" or "additional" in four instances within the document. f. The proposal to remove the few remaining references to Fahrenheit in B44.1/A17.5 has met with stiff resistance with many disapproved votes on the ballot. No decision on the next action to take on this matter. g. Ongoing discussion on a proposal to clarify the test sequence required when testing motor controllers. h. Next meeting will probably be at UL in Chicago, but it has not yet been finalized. Mr. Hite further mentioned that most of the proposals are too long to include here, and if you would like a copy of any proposal(s), please contact him directly or Mr. Della Porta if additional information is needed. September 2014: Mr. Della Porta reported that A was published on July 2, It included 7 TNs. Furthermore, there is currently there is one open TN (13-978) and it attempted to have consistency throughout the standard. This TN will be submitted for ballot. He further reported that 4 new TNs will be opened, some of which is for telecom clarifications, clarifications on AUX references 3 or 4 clauses. The next meeting for A17.5 will in the week of October 6, 2014 in Chicago, IL. January 2015: Mr. Hite to report on the ongoing work of the B44.1/A17.5 committee, which includes the following actions taken at their meeting in Chicago, October 7-8, 2014: 1.It was voted and approved to withdraw TN , which had attempted to remove the remaining references to degrees Fahrenheit from B44.1/A17.5, because of the number of not approved votes and the strong opposition shown in the comments that accompanied those votes. 2.The following proposals were voted and approved and will be/have been forwarded to CSA Editorial group for sign-off prior to submittal to Geraldine to create TNs: a. To add requirements for testing of telecom circuits used in elevator control equipment. b. To clarify the references to V rms and V peak was approved. c. To replace the word auxiliary with supplementary or additional in selected selections. d. To correct the standard to require French wording only for labels that include the words Caution or Warning. 3.A proposal to add requirements for solid state ac motor controller tests, as now required by UL508C, was discussed. A final proposal will be voted on at the next meeting. 4.A proposal to add test requirements for touchscreen panels was discussed. An updated proposal will be presented at the next meeting. 26

27 A17 Electrical Committee Agenda May 16, Concern was discussed that the changes to NEC2014 to allow elevator controllers to be rated for use up to 1000V would require many changes to B44.1/A17.5 because all of the requirements in A17.5 are based on a 600V limitation. It was agreed to continue this discussion at the next meeting after we could obtain the rational for the change in NEC. 6.Concern was discussed that there was not a definition for the AGP (Access by General Public) marking in either A17.5 or A17.1. The proposal to add requirements for solid state ac motor controller tests now includes updating Tables 17 and 19 to add this test to the tests sequence. It was also decided that a thermal retention/memory test was required as it relates to NEC A final proposal including this will be provided at the next A17.5 meeting. 3. An updated proposal to add test requirements for touchscreen panels was discussed. The proposal presented required renumbering the entire existing sections 19 and 20 of the B44.1/A17.5 standard. The Committee requested that the proposal be re-visited to see if this could not be handled with a change to the Scope of B44.1/A17.5. CSA staff attending as Guests dissuaded the members from using the Scope to accomplish this. A new proposal is to be presented at the next meeting. 4. Discussion about the proposed new Clause 5.4 to add requirements for doors and covers of chair lift type of controllers revealed that these requirements are already covered in CSA B Additionally it was agreed to review ASME 18.1 to confirm the requirements are there also. Accordingly, the proposal for a new Clause 5.4 was withdrawn. 5. Discussion on the concern raised because of changes to NEC2014 to allow elevator controllers to be rated for use up to 1000V came to the conclusion that to implement the 1000V limit into A17.5/B44.1 would require the Scope be revised and this would require a review of every clause and table in the standard. Further action was tabled. 6. Discussion on a definition for the AGP (Access by General Public) marking in either A17.5 or A17.1 concluded this has been addressed by Record , which is A17 Standards Committee Approved to add a note to A17.1/B44, Clause , that explains the meaning of AGP. Further action by the A17.5 Committee is not required. 7. New business: Considerable discussion about the requirements for clearance Vs. creepage spacings on printed circuit boards and it they are correctly addressed on the B44.1/A17.5 standard. A task group was formed to review spacing requirements in detail and present a proposal at the next meeting. 8. New business: Discussion if a definition is required for Class 2 as it is intended to be applicable in the B44.1/A17.5 Scope, Clause 1.4. The Scope exempts devices rated for connection to extra-low-voltage Class 2 supply circuits as defined in the applicable electrical code. The NEC defines a Class 2 circuit as a a listed Class 2 transformer ; a listed Class 2 power supply ; other listed equipment marked to identify the Class 2 power source ; Listed information technology (computer) equipment limited-power circuits. The CEC uses specific power limitations to define Class 2. What is not clear is to which standard, CSA and/or UL, must a power supply/source be Listed/Labelled to qualify under this exemption. 28

The TN for this item is January 2015: Mr. Henderson reported that the task group met on January 12, 2015 and reviewed and revised a proposal that came out of the A17 Mechanical Design Committee. Mr. Blackaby reported that the A17 Mechanical Design Committee needs to review this proposal. Further discussion arose that this proposal should be moved to the A17 Mechanical Design Committee. A motion was made to send and move this proposal to the A17 Mechanical Design Committee. The motion was seconded and approved unanimously. This item will be moved to Section 11 (Discussions from other Code Committees) on future agendas. May 2015: Mr. Henderson reported that there is not action for the A17 Electrical Committee at this point and pending input from the A17 Mechanical Design Committee in regards to the SIL values. October 2015: Prior to the meeting, the secretary of the A17 Mechanical Design Committee request to solicit representatives from the A17 Electrical Committee to work with Mr. Tuner, Horne and Koshak to develop a proposal. September 2014: Mr. Henderson presented a proposal document on definitions of Emergency Power. This item will be tabled and the task group will meet and discuss this item January 2015: Mr. Henderson reported that the task group met and prepared the definitions and code changes that will affect numerous A17 Committees. During the meeting, Mr. Henderson presented the proposed definitions and the code changes or revisions to numerous sections of the code where these new definitions will affect. A motion was made to approve the proposed definitions and move and send it to the A17 Inspections Committees for their review. The motion was seconded and approved unanimously. Staff Update: Following the meeting, the A17 Inspections Committee ASME Staff (Mr. Riad Mohamed) reported that these definitions belongs to the A17 Electrical Committee and the A17 Electrical Committee should open a TN for these definitions and send it out for ballot. Please see Attachment 11b for correspondence. May 2015: Based on Mr. Ramcharran update above, this item was left on the agenda for future discussion from the A17 Electrical Committee. At the September, 2016 meeting, there will be a joint Task Group meeting with member from both the A17 Electrical Committee and the A17 Inspections Committee. Furthermore, a task group for the fire wall protection will be set up prior to the September, 2016 meeting. The meeting will be held on in Bloomfield, CT during the week of August 8, September 2016: Mr. Blackaby reported that the task group met last month. Their next meeting is in Dallas, TX in November, The remote monitoring does not need any new requirements and falls under a subset of remote interaction. Rewording the requirement to not allow change to any of the results of A and 8.11 was discussed. January 2017: Mr. Blackaby reported that the task group met for 3 days in Dallas, TX. The next meeting is in Las Vegas on March 14-16, May 2017 Discussion: Mr. Blackaby is asked to report FDNY Question: Change in door monitoring when on Phase II-- Attachment 18 (January 2017 Minutes) Task Group: Doug Henderson (TGL), John Carlson, Jeff Blain, Carl Burch, Neal McCann, Debbie Prince and Neal McCann. January 2017: A17 Emergency Operations Working committee asks to form a joint task force. For reference please see the October 2016 EOC minutes for this item and the corresponding Attachment 18 (Referenced as Attachment 17 in the EOC October minutes). From the October 2016 A17 Emergency Operation Working Committee Minutes: October 2016 Discussion: Prior to the meeting, Mr. Henderson asked that this item be added as a discussion item. Mr. Henderson reported that there is an issue in NY; they are reinstating monitoring at the landing door. Mr. O Donoghue has done some research on this as shown in Attachment 17. Discussion arose that this is not the right solution. Discussion arose whether they should be added as part of the door position monitoring task group. A motion was made, seconded and approved unanimously that this item should be sent to the A17 Electrical Committee for their input and whether they would like to create a joint task group between A17 Electrical Committee and the A17 Emergency Operations Committee. During the meeting, Mr. Henderson presented the item to the committee. NYC has reinstated monitoring at the landing door. The concern is that this was a result of safety concern that we should also be concerned with (they did it in 2008 IBC code and now require except in Phase 2 Emergency operations). The main question: Has NY raised a safety concern that we should be aware from? 36

Discussion arose including whether there can be instances where the hoistway door doesn t close and not knowing when the fault occurs without this monitoring. May 2017 Discussion: During the March A17 EOC the following members have offered to join a joint task group: Debbie Prince and John Kleine. John Henderson who serves on both committees will be TGL. From the January 2017 A17 Mechanical Design Minutes: The MDC agrees with the Electrical Committee s response that it is not required to use one device. After much debate at the B44.1/A17.5 Committee meeting the conclusions reached were: 1. The simple answer to that question is No. 2. Which edition of a standard a product must be certified for compliance with is determined by the Certification Agency doing the certification. 3. ASME A17.1/CSA B44 is the enforcing document for CSA B44.1/ASME A17.5 and the Reference Documents section of A17.1 already lists CSA-B44.1/ASME A17.5 (latest edition). 4. This entire issue is outside of the scope of the CSA B44.1/ASME A17.5 Committee. The committee simply writes the fire and shock hazard safety requirements, we do not write the enforcement requirements. Add to this the fact that the ASME A17.1/CSA B44 Standards Committee has already voted and approved the withdrawal of the Request for Interpretation based on a request from the original submittor of the Request for Interpretation, it is the consensus of the CSA B44.1/ASME A17.5 Committee that no further action is required on this matter. It appears to me that with the vote by the Standards Committee to withdraw Interpretations Record# (which is shown on C&S Connects as withdrawn) this issue need not be brought up again at the Standards Committee meeting, but I will let that be your call.
