CALL TO ORDER The chairman will: Call the meeting to order, Discuss safety and evacuation issues, Ask members and visitors to sign the attendance list, and Ask each person attending to introduce themselves to the group. 2. REVIEW AND APPROVAL OF PREVIOUS MEETING MINUTES The minutes from the CSOEM/SC8 June 2014 meeting will be reviewed for approval. 3. TASK GROUP REPORTS & DISCUSSIONS A. TG1 Task Group on Drilling and Well Servicing Structures Shawn Firenza API 4F: API 4F, 4th Edition was published January 2013, and is effective August 1, Item 6102: Implementation of AISC 2005 Specification. API funding has been approved to allow Stress Engineering Services Inc. (SES) to investigate current AISC specification and older versions references in API 4F. Proposal is based on
2 structural models being donated for use by SES. A kick off meeting was held on 22-Feb-2012 at Stress Engineering s Houston, Texas facility and a Guidance Group (Steering Committee) was formed at the June 2012 SC8 TG1 meeting. Reports from SES to TG1 in June, 2012 and June, 2013 are published on the API mycommittees website. A 2014 report from SES was presented at the June, 2014 TG1 meeting. Funding was approved to initiate the second phase of work as soon as the first phase final report is issued. Shawn Firenza, Mark Trevithick, and Sathish Ramamoorthy met on February 9th, 2015, to discuss the status. Based on this meeting, the SES phase 1 work scope is complete. Sathish will issue a final report for Phase 1 as well as a proposed scope of work and quote for Phase 2. The phase 2 portion will focus mostly on implementation and methodology. Item 11101: Inclusion of Rig Moving systems in API 4F. Work group was formed with John Ballard chairing same; subsequently, John Poland took over the chair prior to the June 2013 conference. At that conference, TG1 directed the WG to include the initial study of the subject of monogramming and writing a specification for rig movers. At the June 2014 conference, TG1 voted to have the work group complete a draft to the TG1 roster for review and comment, modify the draft based on these comments and issue for Letter Ballot. The work group recommended wording was circulated for comment. Limited feedback was given to John Poland. Based on the feedback, the draft was revised and a letter ballot is being prepared. The current intent is to review the draft during the work group meeting in June and submit for letter ballot after the standards conference. There is a work group meeting planned for Monday 22-June-2015 at this conference. API 4G: API 4G, 4th Edition was published April Item 3101: Revision to API RP 4G regarding requirements for inspection for offshore drilling rigs. Work group was formed with Anthony Mannering chairing same. At the June 2014 conference, wording was presented for excluding from CAT IV inspections certain drilling structures including those of mobile offshore drilling rigs. The approved draft was sent to letter ballot under Ballot #3287. The ballot passed with one negative vote and several comments to be resolved. Current Status is Pending Resolution. Page 2 of 9
3 Item 4101 Consideration in API RP4G for rig moving to locations with conditions different than the original design. A work group chaired by Anthony Mannering presented a draft recommendation for rigs which move to new locations that may have worse design conditions than the originally intended location. The draft was approved to send to letter ballot under Ballot #3288. The ballot passed with three negative votes and several comments to be resolved. Current Status is Pending Resolution. Item Modification of the definition 3.33 for substructure. The intent of this item is to clarify the ability to monogram pony substructures independent from the supported drilling substructure. A revised definition was voted to be sent to letter ballot under Ballot #3289. The ballot passed with no negative votes and one comment. Current Status is passed, but the TG will address the comment. Other Business: No other business at this time. B. TG2 Task Group on Drilling Equipment Faisal Yousef API 7K: API 7K 5 th edition was published, and is effective December Errata were published August There is on-going work to get the 6 th edition published, which will include a number of previously balloted and passed items: Item 7009 (formerly Item 1211): Report on Work Group on Slips. This is a joint work group between SC8 and SC5. API Ballot ID 2493 was balloted and ballot comments have been resolved. Item 2201 (formerly Item 2201): Proposal from Gearench regarding Manual Tongs. API ballot 2399 was balloted and comments have been resolved. This item is expected to be dropped from the agenda once next edition of API 7K is published. Item 8201: Identification of "Processes Requiring Validation". API Ballot ID 2641 was balloted and ballot comments have been resolved. Item 0201: Potential working and test pressure mismatches on Flanges and Hammer Unions installed on 7K hose assemblies. API Ballot 2777 passed and comments have been resolved. Item 0203: Design Verification testing for equipment rated 1250 ton and higher. API Ballot Item 2640 passed and ballot comments have been resolved. Page 3 of 9
4 Item 3202: API revision to Section 9.8.2, to clarify the exclusion of proof load tests for drawworks components in the API 7K, 5th edition. API Ballot Item 2976 passed. Item 8203: Purchaser Guidelines. The work group is chaired by Mike Kubinski. The item was balloted under Ballot ID 3456, reached consensus with one negative vote and several comments. The negative was withdrawn and comments are being resolved by the chairman. Item 9202: Spec 7K requirement for BOP Handling Systems. The June 2013 conference minutes for TG2 reported that Mikael Pedersen has taken over the chair of the WG; counter to this, TG2 has reported that Chris Ponzi will retain the chairmanship for this work group with support from Mikael Pedersen. At the June, 2014 conference meeting, Mikael Pedersen presented a draft duringthe TG2 meeting. Item 0202: Coverage of Drawworks versus Drawworks Components. Faisal Yousef chairs this work group. Meetings have been held multiple times during the past year and there is a work group meeting planned to be held at this conference. Item 2202: Hoses used for gas and underbalanced drilling within API 7K. This work group is chaired by Dr. Tibor Nagy. At the June 2014 Conference, the work group met but with limited attendance. There is a working draft that has been updated based on limited comments. This draft includes higher pressure ratings, considerations for hoses for underbalanced and gas drilling, and fire testing. TG2 directed that the new draft be circulated to the TG and the affected licenses holders for comment. These comments would then be incorporated in a new draft that would be sent for letter ballot, but, in fact, the item has not gone to letter ballot. There will be a work group meeting at the conference to discuss latest draft which is expected to go to letter ballot after the conference. Item 3201: Higher Pressure Hoses in API 7K. The work group is chaired by Dr. Tibor Nagy will propose to add higher pressure ratings for 10,000 psi mud hoses and 20,000 psi cement hoses to API 7K Fifth Edition, 2010 section 9.6 Highpressure Mud and Cement Hoses. 5 Item 3203: Ballot to remove power tongs from the scope of API 7K. This item came from an Auditor question to API on why Section 8 (Quality Control) would not apply to power tongs. It was motioned, seconded and approved to send removing of power tongs from API 7K to letter ballot. This item was balloted under Ballot ID 3284 with 3 negative votes of which one was withdrawn and two were noted. A couple of recommendations were made and the TG expects to make those changes and reballot if needed. API 7L: API 7L 1 st edition was published, and is effective April Addendum 1 was published February 2006 and Addendum 2 was published March API Ballot Item 2703 to reaffirm API 7L closed on 10-Aug-2012 and passed ballot. New Business: NWI 5201: Impact Requirements. A new work item by Bob de Pont to add missing impact property requirements for material at design temperature and SR2. C. TG3 Task Group on Hoisting Equipment Ken Kondo API 8C: API 8C 5 th edition was published April 2012, and is effective October 2012; Errata to specifications was published in May Item 0301: Review of API Purchasing Guidelines. Balloted under Ballot ID 3454, reached consensus, and comments resolved. Item is complete and will be removed from 2016 agenda. Item 3301: Nominal Equivalent Stress - API 8C Section Kurt Vandervort chairs this WG. TG3 recommended that a portion of the working draft be issued to current licensees for their input on FEA cross section and analysis. The draft was issued to licensees in March 2015 and comments will be presented at the work group meeting planned for this conference. Item 3302: Pin Connections - Ratings and Marking Requirements. Randy Pyrch chairs this WG. There is a work group meeting planned for this conference. API RP 8B: Page 5 of 9
6 API RP 8B 8 th edition was published and is effective May 1, Items 4301: Sheave Rim Groove and 4302: Sheave Bore Centerline. Work group chaired by Robert Urbanowski will meet at the 2015 Standards Conference. Item 4303: Change and Addition to for Additional Components Balloted under Ballot ID 3526, reached consensus, and comments resolved. Item 4303 complete and to be removed from 2016 agenda. Item 4304: Prototype Testing of Washpipes With Mechanical Seals. The Work Group is chaired by Cliff Swiontek. The Work Group will meet at this conference. New Business: NWI 5301: Acceptance Criteria for Non-Ferromagnetic Metals. New work item brought up from an API Request for interpretation. Magnetic particle inspection is not applicable to non-ferromagnetic materials. The current standard does not address testing methods or acceptance criteria for test methods on other materials. The Work Group will be chaired by Pat Johnson and will meet at this Conference. NWI 5302: Impact Property Requirements for Design Temperature and for SR2 Bob d Pont submitted the New Work Item to address missing impact property requirements for material at design temperature under SR 2. Bob has volunteered to be Chairman of Work Group. NWI 5303: Modify scope of API 8C to address inclusion of replacement primary load-carrying components. Bob d Pont submitted the New Work Item and has volunteered to be Chairman of Work Group. NWI 5304: API 8C Requirement to Test Elevator with Bore/Configuration Generating Highest Stresses & API 8B Requirement for Repeating Load Testing After Reboring. Bob d Pont submitted the New Work Item and has volunteered to be Chairman of Work Group. D. TG4 Task Group on Wire Rope & Roller Chain Dennis Fetter Page 6 of 9
7 API 7F: API 7F 8 th edition was published, and is effective November 1, No ongoing work. API 9A: API 9A 26 th edition was published May 1, 2011, and is effective November Errata was published in October No ongoing work. API 9B: API 9B 13 th edition was published October Errata 2 was published in January 2013 (includes Errata 1 dated April 2012). Item 0403: Wire rope removal criteria. Dennis Fetter is chairing work group. A rough draft was distributed at the June 2012 TG4 meeting and included in the meeting minutes. This item has been included in the letter ballot of RP 9B and is dropped from the agenda. Item 1402: Wire Rope design factors for setting Blowout Preventers (BOPs). Mikael Pederson is the chair of this WG. There is a work group meeting planned for this conference. Item 4401: API RP-9B Revision. Dennis Fetter is chairing this workgroup. API RP9B is being revised for editorial changes, corrections and inclusion of sections on inspection and removal criteria (see Item 0403 above). The proposed 14 th edition was balloted under ballot 3530 which closed on 04/24/2015. The ballot passed with comments which are under resolution. E. TG5 Task Group on Hammer Unions Note: The SC8 TG5 task group will not meet at this conference. Their meetings have been held in Houston, Texas on an as-needed basis. API 7HU1: API 7HU1 1 st edition was published May 2009 and was reaffirmed by API Ballot ID 3188 which closed 10-Apr API Hammer Union Specification: Page 7 of 9
8 Item 9501: Hammer Union Specification. Cindy Taff (Shell) and Jason Peart (Shell) are co-chairing this work group. This group has approved API funding for design testing. The work group has actively been developing the draft specification. Based on the analysis done last year, the team reviewed and determined the need to re-run some of the analysis with tighter tolerances (under the same budget as the TG had funds left over). This should be the last phase of the engineering work before finalizing the spec. The TG is targeting to get the technical spec complete and issued in F. TG5 TG6 Task Group to review and make recommendations concerning SC18:TG3 Status Report of 23-Jan-2014 and its potential effects on SC8 licensees - Robert Bo Creek SC18:TG3 was originally charged with the task to develop a definition for a manufacturer ; this scope was expanded to include Have a study conducted and recommendations made on the appropriate licensee classifications which organizations should be qualified per a given specification, i.e., assembler, steel manufacturer, etc. A workgroup meeting was held on March 23, The WG recommended to: a) Delay work on specification changes until results of comment ballot on the SC18 document are reviewed and results communicated. b) The team decided that our first step will be to promote awareness of the upcoming changes and the potential impact on our product specifications. c) Everyone should review the upcoming ballot and provide relevant comments d) Communicate with our interested parties from SC8 to ensure they review the SC18 TR and provide comments. e) When responding to SC18 Technical Report (TR) ballot it is imperative that you include suggested changes or SC18/TG3 will not respond or address the comment/concern. A draft for Katie Burkle to send with SC18 Technical Report (TR) ballot when it is issued for review and comment has been made and sent to her. The next meeting will be held at NOV Houston, TX one month after the comment ballot of the SC18:TG3 draft is issued. G. Report from SC18/MPB Liasion (Shawn Firenza) Page 8 of 9

STANDARDS APPROACHING END OF 5YR REVIEW CYCLE API 7F 8 th edition was published November 1, 2010, making the end of its five (5) year cycle 31-October API 7K 5th edition was published June 2010 and is effective November 1, 2011, making the end of five (5) year cycle 31-October There is on-going work to get the 6 th edition published. API 9A 26 th edition was published May 1, 2011, making the end of its five (5) year cycle 30-April API RP 9B 13 th edition was published October 2011, making the end of its five (5) year cycle 30-September The 14 th edition has been balloted and is under resolution of comments. 7. DOCUMENTS NOW IN PRINT Errata to API 8C 5 th edition was published in May API RP 8B 8 th edition was published in May NEW WORK ITEMS (NWI) PROPOSAL REVIEW & APPROVAL As discussed in the above TG reports. 9. RESEARCH FUNDING Report by Katie Burkle (API Staff) SC8 TG1 has a current Stress Engineering project as discussed above. Additional funding for phase 2 of this work was approved in SC8 TG5 Hammer Union group has approved funding for testing hammer unions built to their draft Specification in OTHER NEW BUSINESS None. 11.
