1 Minutes API COLM: Committee on Liquid Measurement Thursday, March 16, 1:00 pm 4:00 pm Addison, TX Chair: Hilary Gleitz 1. Opening Remarks/Introductions Chairman Gleitz welcomed the group and began introductions. See sign in sheet for attendance. 2. Roll Call/Quorum/Appointment of Scribe 2.1. Scribe Jennifer Jones was appointed scribe Roll Call/Quorum The roster was circulated. Members were reminded to verify their interest category against the new definitions. The subcommittee s interest category balance was discussed. Visitors identified as Manufacturers and General Interest members were invited to join as voting members. Jennifer Jones took a roll call: 49 of 69 Voting members present quorum achieved Attendance 87 people were in attendance. 3. Review & Approval of Agenda It was motioned, seconded and passed (MSP d) to approve the amended agenda. 4. Review & Approval of Spring 2016 Meeting Minutes It was MSP d to approve the minutes of the meeting held on October 20, 2016 in Garden Grove, CA. 5. Standards Reaffirmation Ballot Status Review Jennifer Jones reported the status of the 2016 reaffirmations and the future reaffirmations. See Annexes A and B. 6. COLM Work Group Reports 6.1. Chapter 1; Terms and Definitions Dan Comstock reported on the terms and definitions database. Dan discussed orphaned terms, those that are published in the Ch.1 database and not any other standard. The groups would like to remove those that are not published in current API measurement standards. Dan referred COLM members to the COMET My Committees site to review the process for updating terms and definitions Chapter 2; Tank Calibration Dan Comstock reported the following: The Ch. 2.2A work group (WG) has begun work on the document revision. Estimates the document is 60% done. The group discussed the path forward without research with a goal to completion in October for WG ballot. 1
2 Ch. 2.2D WG has begun revision, a WG ballot is expected in May Jennifer Jones reported that the WG for Std 2554 has completed drafts of the individual procedures included in the standard. A master editor has been engaged to edit the procedures into one document before COLM subcommittee ballot Chapter 3; Tank Gauging Christian Skaug reported that the group has reviewed 16.2, and voted that it will to be incorporated into the Ch. 3 suite of standards upon the next revision. Christian Skaug reported that the Ch. 3.1B WG has completed WG ballot comment resolutions. The edits will go to subcommittee ballot following this meeting. Expect a SRRR for revision of 3.6 in October Chapter 4; Proving Systems Galen reported the following: Ch. 4.2 is working on research to revise the annex of the document. The group has created TAGs to address the different sections of the document. Ch is ready for WG ballot. Deb Jacobs will progress the document through the ballot process. Dan Comstock will step down from Chair position. The subcommittee thanked Dan for his leadership. Ch. 4.6 will present an SRRR for a full revision. Ch. 4.8 will present an SRRR for a partial revision. The revision will be limited to updating the document Ch.13.3 and Revision of Annex A Chapter 5; Metering Todd Phillips reported that the flow conditioning ad hoc group has completed the resolution of comments on TR2578. Steve Whitman reported the Ch. 5.6 WG is finishing the S&W and mass annexes. SRRR for scope change is expected in Oct. The WG will Ballot the subcommittee in fall or early next year. TR 2577 (Chapter 5.9 Draft) Zaki Husain reported that the draft of a TR has been circulated and comments were resolved. An SRRR to revise Ch. 5.8 is expected in Fall Chapter 6; Meter Assemblies Todd Phillips reported that Ch. 6.1A, 6.2A, 6.3A, work is progressing. 6.1A has been reballoted, they are resolving comments. 6.2A has resolved the WG comments. The issue of additives will be addressed in a future revision or annex. 2
3 6.3A is nearing completion, a WG ballot is expected in winter Chapter 12; Calculation of Petroleum Quantities Curtis Olson reported that an SRRR is being presented to edit Section and Annex A only The document has been balloted. The members who commented on the document will work as a drafting group to resolve the comments /12.2 The document has been balloted. The group will continue resolving comments. There are three sections yet to be addressed. Jason Sharbonno discussed the proposed variation between method A and B in the draft revision. The group suggestion was to add an attachment to the reballot to give historical perspective on decisions made up to now Bill Schmidt reported that this group is still considering incorporation of the Canadian research on tar sands. He pointed out that the research and content of this standard may be better managed as part of the Ch. 11 suite of standards. He motioned that Ch be moved to a Ch. 11 standard in the future. It was reminded that this standard is maintained by COMQ. It was MSP d to move the content of this standard to Ch /12.4.1,12.4.2, will be added as new Ch sections. Jim Gallagher has begun the revision. WG ballot for waterdraw is expected shortly. These documents are pending an erratum for Ch A scope change has been requested for all three documents Mark Designer reported that no updates will be made to this document until the completion of the Ch revision Chapter 13; Statistics Mark Desinger reported that the second edition of Ch.13.3 has been balloted to the COLM and Ch was balloted to the Ch.13.2 WG. The group resolved comments for both ballots. Ch will be balloted to the subcommittee after the meeting Chapter 18; Custody Transfer Bill Schmidt reported that 18.1 is resolving comments, a recirculation is expected. No activities in Ch. 18.2, a redfile was created to save new work item proposals for the next editions Chapter 21.2; Flow Measurement Using Electronic Metering Systems Robert Fallwell reported that the group met and divided the work among four drafting groups Chapter 22; Testing Protocols 3
4 Jennifer Jones reminded the group that these documents are no longer under COLM s purview. 7. DRA Ad Hoc Rex Mitchener reported that the group is investigating the physics of the DRA, and is collecting data to incorporate into a white paper to be completed by Fall. The group is anticipating reviewing completed PRCI research on the topic. 8. SRRRs & New Business 8.1. SRRRs Ch. 4.8, Limited Revision Ken Wilson presented an SRRR to revise Ch The group plans to open the document to add references to Ch The group is also opening Annex A to add an additional uncertainty method. The group discussed how to effectively communicate the scope of work via the SRRR. A recommendation was given to explain the scope of work with the subcommittee ballot to limit out of scope comments. It was MSP d to approve the SRRR , Revision Galen Cotton presented an SRRR to revise Ch The committee discussed the balance of the current membership on the SRRR. Volunteers were solicited. Emphasis was placed on sourcing volunteers who are not already engaged as COLM leadership. It was MSP d to approve the SRRR , Limited Revision Curtis Olson presented an SRRR to revise two sections of Ch : Section and Annex A. Discussion included the request to address errors within the document. It was MSP d to approve the SRRR , , and Scope Change Jennifer Jones presented the SRRR on behalf of Jim Gallagher to modify the scopes of the three Ch documents. The discussion questioned if this work can continue if Ch is not completed. The subcommittee pointed out that the projected completion and ballot dates were not completed on the SRRR. A motion to table the scope changes to October was seconded and 8.2. New Business EI Report Richard Heins reported. Full text of the presentation is made available on the COLM MyCommittees site. 4
5 DRA Ad Hoc research is being done by PRCI. Leo Nava asked how API could get involved. He was directed to report back to API with a description of the work being done and the resources that are being requested of COPM NIST, John Wright. Presented about the renovation of the Liquid Calibration Lab effort and fundraising efforts around that renovation. 9. Next Meeting The next meeting will be held in Washington, DC in October,. 10.
