7 Hydraulic Institute Standards Standards are an essential part of our national economy as we are a market-driven society HI s participation in the development of standards contributes to the global economy by meeting the needs of our stakeholders This is done by contributing our technical expertise, shared goals, intellectual strength and resources since 1917 Background of this Presentation: ANSI Essential Requirements HI Policy and Procedures Standards Companion Voluntary work on behalf of the industry member companies
8 ANSI Essential Requirements Cardinal Principles Due Process - Fair and equitable playing field which applies to any person (organization, company, government agency, individual, etc.) with direct/material interest Openness Allow Access to all that want to participate Balance No single interest category constitutes a majority of the membership of a consensus body dealing with other than safety-related standards Consensus When negative votes are received, HI is required by ANSI to make all attempts to amicably resolve the issue(s) in contention.
9 What do committees produce? ANSI/HI Standards and Guidelines Standards which initially go through the HI ballot processes and then proceed onto the ANSI requirements for the canvass ballot. Standards required for government regulations HI Standards, Guidelines & Guidebooks Documents which will only go through the HI ballot processes and then out for publication. HI only documents will be subject to a peer review. Educational and other supporting programs for standards and guidelines will be developed in parallel for select standards and guidelines

12 Who makes up an HI committee? Committees are comprised of HI Members, Associate Members and Partners (Standards Partner, Industry Partner, and Academic Partners) HI Staff serves as the committee project manager Serve as record keeper, produce meeting minutes, post action items to the Alfresco Collaborator Site, conduct balloting, work with the desktop publisher, and provide guidance relating to policies and procedure.
13 Where do I fit into HI? Member Employee of a company that manufactures pumps Associate Member Employee of a company that supplies products that are used in the manufacturing of a pump or pump related software and system integrators Partner Standards Partner: employee of consulting engineers, engineering contractors, or end users Industry Partner: engineering consultants, pump end-users, and retirees from the pump industry Academic Partner: professors, students from universities Media Partner: a partnership, company or corporation that is engaged in the business of mass communication that focuses on pumps or related products or the industries in which pumping equipment is used. Media partners are not allowed to participate nor attend technical committee meetings Young Engineer Engineer under 35 years of age and less than 10 years of experience
14 How to Join a Committee Committee membership is generally on a volunteer basis Interested parties shall notify the Committee Chair and/or HI Staff to be added to the committee roster Active participation is a requirement of continued membership and such will be monitored by the HI Staff and will be reviewed after each in person meeting Actively Participate is defined at a minimum to be: Regularly attend at least 66% of all in-person and teleconference meetings or have a Committee Chair-approved absence Take on committee assignments at such meetings Complete such assignments, as agreed, in a timely manner Be a regular HI attendee and/or participant for a minimum of oneyear prior or be a member company s voting representative
15 How many HI committees are there? Today, HI members actively collaborate in the development and updating of over 20+ ANSI/HI pump standards and a growing library of pump-related guidebooks and educational materials.

17 HI Standards Committee The Standards Committee is an administrative committee responsible for the oversight of committees producing technical documents. Standards committee leadership consists of a Chair (Tryg Dahl) and Vice Chair (Michael Coussens). Standards committee leadership is given responsibility to oversee committee development process to promote timely completion and launch reviews for required ANSI reaffirmation or withdrawal The Standards Committee meeting is open to all members and partners of HI.
18 Who is a Section Chair and what are the expectations? Monitor the progress of committees under each section (i.e. Air Operated, Rotodynamic, Rotary, Metering or Reciprocating) Provides leadership to help committee chairmen meet agreed upon document schedules Report progress to the VP of Technical affairs prior to HI in person meetings and report on progress during Technical Affairs Steering Committee (TASC) and Standards Committee meetings Member of TASC & Standards Committee
19 Committee Roles Committee Membership what role can you serve in a committee? Chair - One individual elected by the Standards Committee to provide leadership to the committee. Co-Chairs - Equal responsibility in leading the committee. Some committees producing documents that cover multiple pump types or technologies may choose to have Co-Chairs. Vice-Chair - Nominated by Committee Chair and approved by committee. Member - One individual per company is designated as the voting member for a committee they wish to participate in. Alternate(s) - One or more individuals per company who may participate fully in committee work but does not have a vote unless the voting member is not present or defers to an alternate Information Only - One or more individuals per company who do not have voting rights within the committee but would like to follow the committee activities.

Responsibilities and expectations: Chair Lead and champion the project within the scope and schedule Approving the Agenda and Minutes Facilitating all committee meetings Responsible for document deliverable Vice-Chair Support Chair Lead the discussion and review of the roster, scope, purpose, and deliverable at each meeting Responsible for the educational deliverable
21 Interested in becoming a Committee Member? If I join an HI committee what is expected of me? Attend in person meetings Quorums are very important for onsite meetings; do not join a committee if you are not able to consistently attend onsite meetings Attend interim teleconference/webex meetings Work continues outside of in person meetings via teleconferences & WebEx meetings Actively participate Assist in document review, provide technical input, volunteer and complete action items, do not take on more than you can commit to completing

27 How are committee documents balloted? Committee Ballot Committee Members review, comment, approve prior to other ballots SVR Ballot Standards Voting Representative of member companies review and comment ANSI Canvass Ballot Extended to Non-HI members using the Consensus Method Categories include Producers, Users, and General Interest. No one group may represent more than 50% of the total in order to maintain a true consensus body. Peer Review Non-HI members who are provided by Committee Members (Typically for HI standards, Guidelines or Guidebooks)
28 How are comments from ballots reviewed? General guidelines for submitting comments Need to indicate nature of comment. (Technical, General, Editorial) Any type of annotations in Adobe Acrobat (sticky notes, strikethroughs, highlights, replace text, etc.) State the specific issue Proposed change to address specific issue; Including specifically where in the document it should be located After the ballot closes HI Staff combines all comments received into one working draft and anonymizes all comments Committee meets to discuss and disposition all comments A quorum is require to disposition comments If negative ballot is received Negative ballot must be accompanied with comments indicating what caused their negative ballot Negative comments will be resolved to the best of the committee and HI staff s ability to satisfy the negative balloter If a resolution can not be reached, document can still be published

34 Effective Committees Effective - Successful in producing a desired or intended result Committee A committee is a type of small deliberative assembly that is usually intended to remain subordinate to another, larger deliberative assembly which when organized so that action on committee requires a vote by all its entitled members, is called the "Committee of the Whole". Committees often serve several different functions: Governance: in organizations considered too large for all the members to participate in decisions affecting the organization Coordination: individuals from different parts of an organization might meet regularly to discuss developments in their areas. Research and recommendations: committees are often formed to do research and make recommendations on a potential or planned project or change.
