Business Arising from the Minutes F Qualification of NDE Personnel update The following was circulated as information: CINDE Courses August 2013 June 2014 (Handout #1) CINDE National Conference on Non-destructive Examination in Calgary October 8-10, 2013 (Handout #2) ( tincanada&catid=44:cinde-our-events&itemid=89) The Administrator reported on the development of an ASME certification standard for both NDE and Quality Control personnel titled ASME Central Qualification and Certification Program for Non-Destructive Examination and Quality Control Personnel. This is being driven by the nuclear industry and anticipated that the standard will be released this year and an ASME certification system to the standard will be implemented within the next 12 months. It is also likely that the certification system will be extended to the non-nuclear side of pressure equipment in the near future. A new ASME program, Central Qualification and Certification Program for Nondestructive Examination and Quality Control Personnel (ASME CQCP-S- 2013), has been developed. The standard, Draft No. 2, is for Committee review at this time and likely will be released very shortly. We understand that the standard provides performance-based minimum requirements for an ASME Central Qualification and Certification Program (CQCP) that shall apply to Nondestructive Examination (NDE) personnel and Quality Control (QC) Inspection personnel using a performance-based Systematic Approach to Training (SAT) process with Job Task Analyses (JTAs) by a Third Party Certification Organization, which is referred to within this Standard as a Certification Body (CB). Whenever the term Certification Body or the acronym CB is used in this Standard it is the ASME CB. MINUTES: Boilers & Pressure Vessels Technical Council Meeting September 13, 2013 Page 2

3 The contents of the proposed standard may be summarized as follows: Part 1 General, which include: Introduction; Acronyms and Definitions; Responsibilities (of different parties such as Certification Body, Examination Centre, Instructor, Employer, Candidate and Special Industry Sector Committee); Administration (for Quality Assurance program, application process, approval of outside agencies, etc.); Eligibility (education, training, experience, tests,.. etc.); Renewal; and References Part 2 NDE Personnel Qualification and Certification Requirements, which include: NDE Methods and Levels of Qualification; and NDE Certification Examinations Part 3 QC Personnel Qualification and Certification Requirements, which include: QC Methods and Levels of Qualifications; and QC Certification Examination Part 4 - Cases and Interpretations F Power Engineering Regulation Amendment update The Technical Advisor reported that the Amendment Regulation is scheduled on the Cabinet s agenda for either October 15 or 29, This is a priority of the Minister to have this approved without delay with an in force date of November 1, It was noted that although the Amendment Regulation will be approved, there could be a slight delay in availability of the Consolidated Regulation from the Queen s Printer. The Administrator noted that there is a lot to do from the Administrator s perspective on the release of the proposed guidelines and on the part of ABSA, as the program deliverer for implementation as well as training, certification, determining fee schedules, etc. It was suggested that documentation will need to be circulated electronically between meetings to gather feedback. One of the challenges will be filling the examination data bank with sufficient questions. It was also noted that dialogue needs to occur with AMA, SCC and ABSA regarding cost recovery. It was suggested that the former working group be reinstated to assist the Administrator on the development of guidelines with feedback between meetings. F Clarification on the use of Overpressure Protection by System Design as provided for under the Regulation vs. Code provisions by the Administrator update The Chair noted that the correspondence regarding retroactivity has not yet been received from the Director of Codes and Standards. The Chair will follow up with AMA on this matter. As well, the Chair would also be corresponding with AMA on the need for AMA s participation, on the level of the Director and higher, at the November meeting. [Lade / Orr] F Apprenticeship and Industry Training and B Pressure Welders Richard Walmsley was welcomed to the meeting and provided a presentation on behalf of the AWOC. The presentation regarding Aligning Certification and Regulation of the Skilled Welding Trade in Alberta was presented on screen. 4 Highlights of the presentation included: A brief background of Alberta Welder Optimization Committee (AWOC) with the goal to streamline processes to reduce bureaucracy while improving and maintaining public safety. Industry is experiencing labour shortages with the trend continuing in the future. An overview was provided of the challenges and opportunities to find suitable labour. AWOC is reviewing and will be proposing changes to the Pressure Welders Regulation under the Safety Codes Act, and the Welder Trade Regulation under the Apprenticeship and Industry Training Act. Although there is little in proposed changes to the syllabi and directives relative to the certification of pressure welders under the Pressure Welders Regulation, there is a need to provide changes and clarity regarding the C-Pressure certification in the Pressure Welders Regulation and those proposed changes will be forthcoming. An overview of the AWOCs Consultation Strategy was provided. A comparison was shown of the current and proposed Welder Training and Certification Programs, with respect to SMAW vs. TIG root passes. Their next town hall meeting will likely be in December 2013 in Edmonton. AWOC summarized the proposed changes to the Pressure Welders Regulation as follows: Permanent Certification B pressure welder no changes proposed Machine welding operator no changes proposed Wire Process Operator Journeyperson new addition proposed C-Pressure Welders: Apprentice/Journeyperson revisions proposed Out of Alberta jurisdiction no changes proposed Tack welder new addition proposed Welding Examiner Program Welding Examiner no change Welding Examiner in training new addition proposed AWOC recognized that the timeline is short and it was hoped that everything would be provided to the BPVTC by year-end. The council will be reviewing the regulation timelines and may need additional meetings in AMA needs to articulate expectations of any additional consultation over and above what is being done through AWOC. [Orr] With regarding to the proposed alternative testing method for the B Welder certification proposed by industry and endorsed by the Council and AMA, the Administrator stated that this will be implemented right away and forms are being changed to provide this alternative testing. The certification card will be redesigned to distinguish the alternative testing. The ABSA SCO s need to be trained on the new testing technique. As this is moving forward quickly, it was suggested that AWOC may help check on whether there may be any limitations at test centres for the availability of TIG welding machines. [Belter / Walmsley] The Administrator reported on his communications with other Canadian jurisdictions regarding this alternate B welder certification. Although some expressed reservations, there were no objections. The Administrator also noted in his discussion with fellow Canadian jurisdictions that if any of them would wish to implement something similar, Alberta would be prepared to recognize pressure welders the other jurisdictions certified with the alternative testing method for pressure welder certification in Alberta. 5 With respect to the matter of tack welding on pressure piping under the Code, the Administrator reminded the Council the separate roles of the Codes/Standards and the Regulation. While we could accept temporary tack welds performed by welders who are not pressure welders, industry has received code interpretation clarifying that these welds have to be performed by welders qualified to the code and we cannot change code compliance requirement that currently exists. With regarding to Tack Welding, AWOC believed that the wrong question was asked of the Code committee. A new clarification request has been sent and immediate resolution was requested. It was noted that the Administrator could have made an interpretation but now that this has gone to the Code committee, it is out of his hands as far as Code compliance goes, although the Administrator is still prepared to issue an Information Bulletin to accept temporary tack welds by welders not qualified to the Code if the proposal still enjoys the support of the Council. Izak Roux / Dr. Madgi Ghobrial moved to support the AWOC proposal that temporary tack welds which are removed from the final weldment for pressure piping to be deposited by welders who are neither qualified per ASME Section IX nor to the Pressure Welders Regulations; and to request the Administrator to issue a bulletin in support of this initiative; CARRIED F Investigating Changes to 4th & 5th Class Power Engineer update There was nothing new to report at this time. F Adoption of 2013 Section VIII Division 2 update It was reported that the working group has met 6 times. A consolidated set of meeting notes is being reviewed by the working group before distribution to Council members. A full day face to face session is scheduled for September 19, 2013 at ABSA with draft wording as a desired outcome. There has been solid participation from members through various means of meeting methods. A summary of discussions was provided: Consensus was reached that the 2013 code is clean of errors and those initial concerns have gone away. It is believed that Division 2, Part 4 design by rule is state of the art of pressure vessel science. Code case 2695 allows for Division 2, Part 4 to be used to design Division 1 vessels. This supports the need to consider the adoption of Division 2 in Alberta. There is strong consensus in a few areas including: o 2013 Section VIII Division 2 should be adopted in the PESR. o It is believe there is appropriate need for additional control measures. Debate continues on how many areas of control are necessary and how best to implement them. o It is believed that use of Part 5 design by analysis should be limited to supplement the rules as appropriate, but when used to overriding other parts of the code should require a variance. o There is limited control on designer experience, and proposals coming forward using analysis tools that are not well recognized or certified which creates a substantive risk. 6 o There are basically two methods in Part 5 for fatigue analysis, one is the smooth bar approach which is well established and had been in use of many years and the other is the structural stress method which is new. The two methods could provide significantly different results. There is a need for the designer to be some evidence of a superior level of analytical skills particularly when the new method is used. The current control used in Alberta is that both methods are to be calculated and the more stringent of the two used. o Additional controls are necessary in integrity controls in PEIM program. The focus is that the owner needs to commit and maintain a program of measurements and producing historical records. Examples of what should be included in an IM system were provided. If this becomes the norm in order to compete globally, this could change the certification for owners/users. It was suggested that the BPVTC and ABSA work together to develop a guideline document for Division 2 users. Fundamental competition with Europe was explained and although some have rigorous annual inspections, North America does not. Engineering departments know the requirements, but often don t pass this along to the user. The auditing process would look for what training has been done. It was suggested that the guideline could include that engineers involved in the design and manufacturing would have to provide a detailed instruction of requirements in plain language that must be passed along to the user/operator with the equipment. Discussions will also include how to address change of ownership. The Chair will circulate the consolidated meeting notes. [Lade] The working group participants were recognized for the extensive work that has been done over the last several months. The Technical Advisor was asked to request a regulatory drafter to assist in the drafting of the amendment regulation to PESR in adopting the new code and standard editions and in particular, the review of the drafted concept of imbedding control in the regulation for the use of ASME Section VIII Division 2. [Hantelmann] F Municipal Affairs Legislation Process, SCA Review Update It was reported that within the next year, another consultation will be held regarding proposed changes to the SCA. F Bylaws Succession Planning This was deferred to the October meeting. F Annual Planning Retreat This was deferred to the October meeting. 7 F Employer s Competency Assessment Process for Inspectors It was reported that AB-526 has been published and the item was considered closed. [Paches] ( F Expiry of Variance for Gas Fuelled Process Equipment On question raised on process equipment utilizing fuel gas, it was reported that the Administrator of Gas Safety is responsible for this item and the Technical Advisor was uncertain of where it currently stands. It was reported that the new variance has been issued with June 30, 2015 expiry date and is available on the AMA website. ( The Administrator reported that in support of AMA Gas Safety discipline, further information regarding this subject matter was included in an article in the June issue of the ABSA newsletter. It was reported that at present there are only 9 Accredited Corporations in the gas discipline. E Oil Sands Learning and Education Network It was requested the agenda item be changed to read: Power Engineering Education Statistics. [Paches] It was reported that of 500 correspondence students, only about 30% are going into the workforce. The objective is to assist in understanding the potential workforce and Pan Global statistics are being gathered and passed along to the Oil Sands Learning and Education Network. E Pan Global Statistics This item was considered a duplicate of E and will be removed from the agenda. [Paches] F. New Business F Amendment to the PESR Registration of Line Heaters Documentation was circulated with the agenda package outlining the need for clarification of line heater registration. The Administrator clarified that design registration of line heater component not under pressure is not required. Line heaters are different from thermal liquid heating systems which could well be open to atmosphere but are still subject to the PESR. 8 The Administrator clarified the definition of a Thermal Liquid Heating System: With the Safety Codes Act, a definition was introduced under Section 1(1)(cc) "thermal liquid heating system" means one or more thermal liquid heaters in which a thermal liquid that is not pressurized by the application of a heat source is used as the heat transfer medium and includes any connected piping system or vessel. There was no mention of what the heat transfer medium was or could be in the Act. The PESR, under Section 1(1)(ff), does define "thermal liquid" means a nonexpansible fluid other than water or a mixture of water and glycol, that is used as a heat transfer medium without vaporization at the maximum design temperature and atmospheric pressure. The Administrator stated that although the regulation is clear on this subject matter, this doesn t preclude the BPVTC from making recommendations for proposed changes. It is expected that the PESR will be opened for review in 2014 as the current regulation expires April It was suggested that public discussion begin as soon as possible and this will be further discussed at the October meeting. Further discussion regarding line heaters can also be addressed at that time as there is definitely the potential for confusion. One of the goals of a working group should be to formulate topics of items that should be included for public input. The Administrator reported that an alert for awareness will be issued next week as a result of a Salt Bath Heater incident where the salt bath portion (and not the piping transferring the fluid) of the heater is open to atmosphere and is not subject to PESR. [Lau] There was some confusion in the discussion relative to two different subjects, (the line heaters and thermal liquid heats), so it was suggested that consideration be given to add a diagram for clarity on what needs to be registered and what doesn t. Dr. Ghobrial will be working with ABSA and put sketches together for consideration. [Ghobrial] F Continuing Education for SCOs Provided history of the project and the multi-discipline working group created to explore the feasibility of such a program. ABSA provided a representative on behalf of the BPV discipline. The presentation was included in the agenda package and highlights of the presentation included: What is Continuing Education Current Continuing Education amongst SCOs o Some disciplines already include continuing education requirements. o All SCOs are required to take code update training. o Some SCOs take self-initiated training. Formal Program o Opportunities public safety, professionalism and consistency. o Challenges costs, administration and accessibility. Elements of Continuing Education o Different methods of delivery could be available. o Could be measured by units/points or hours. 9 o o A need to determine how much an SCO would require, what would be considered eligible activities, whether any limitations claimed in any one category, how the program would be administered, and whether meeting occupational continued education requirements could be considered equivalent (e.g. NEASA, APEGA, ASET, etc.). Examples were provided of what a continuing education program might look like. Timeline and Next Steps were provided. Recommendations will be brought forward to the Technical Coordinating Committee and then if agreed, a larger consultation would take place to include all SCOs in all disciplines. A brief overview was provided on the brainstorming done by the working group. It was suggested the principle would be the same, but it may need to be more discipline-specific. The floor was opened for questions and the following feedback was provided: The Boilers and Pressure Vessels discipline is unique where all SCOs are employed by ABSA and all required to be National Board certified which includes compulsory continuing education. ABSA also has an in-house continuing education requirement. There is no differential between the requirement of full time and part time employees. It was suggested that ABSA could probably do the reporting to SCC instead of by the individual. An overview was provided of the ABSA audits that occur. On discussion of continual education of the other safety disciplines, it was said that: AMA is principally in favor but caution was expressed regarding the program. Proof of competency should be required rather than simply an hourly component. It was suggested that teaching should also count toward credits. It was suggested that working in the trade or at least remaining within the industry should be a part of the requirement. As a side note, it was suggested by some Council members that all Safety Codes Council members should be considering similar education updating since we are working with the codes and regulations. F /2013 Changes to Codes adopted in the PESR The Chair will follow up on additional changes to the PESR. [Lade] G. Correspondence There was no correspondence to report. An will be sent out on videos of incidents. Members were cautioned that if these are being used for in-house training, although of some value, they are very graphic. Todd Loran provided a brief overview of a couple of incidents resulting in a separate identification of safety valve types. ABSA/Administrator Report A brief update was provided on the following: National Board NBIC A new Pressure Equipment Inspector Certification (PEIC) system is being introduced by the National Board for the certification of industry inspection personnel who are not employees of Authorized Inspection Agencies under the ASME/National Board systems. The PEIC system is in parallel to the National Board In-Service Inspector Commission certification and it will be recognized as equivalent to the NB Inspector Commissions. The PER Amendment implementation action document was circulated and reviewed. Members were asked to provide feedback to the Administrator of Certification (Tyler.Wightman@safetycodes.ab.ca) on the Requirements for Alternative Plant Operation Supervision for review by the working group. [All] An overview was provided on staff changes at ABSA. An overview was provided on the Integrity of the Examination System: There have been issued with examination questions being sold on Kijiji and measures being put into place to ensure it doesn t happen again. Although this is being explored on the legal end, it was found that the questions were from Pan Global s course and Pan Global is taking legal action on infringement of copyrights. New examinations questions are being developed to enhance the integrity of the examination system. Three ABSA Code Update seminars are scheduled (Calgary, Nisku and Red Deer) in October. CSA Committee Report A brief overview was provided of recent CSA committee meetings and the highlights of some revisions forthcoming of CSA B51-13 and CSA B CSA B51-13 No changes to Parts 2 or 3. New provisions for cast aluminum sectional boiler parallel to existing ones for cast iron section boiler New definitions air heater coil; historical steam boiler, owner, pressure relief device and thermal expansion relief Clause clarified with new sentence Clause clarification provided Clause provisions for owners of ASME Section VII Divisions 2 and 3 Pressure Vessels. On question raised by a Council member regarding definition of owner when operating a facility by contract but not necessarily having the same level of control as the facility owner, the Administrator suggested this be outlined in the contractual agreement between the parties involved. The Administrator recommended an early adoption of CSA B51-13 as part of PESR. The on screen presentation will be circulated to the members. The properties of CO 2 was discussed and related oxygen depletion particularly when CO 2 had been increasingly used in the fast food industry. The Administrator also noted that the hazard of CO 2 had been outlined in an alert being issued. The Administrator recommended an early adoption of CSA B52-13 as part of PESR. The on screen presentation will be circulated to the members. [Lau / Paches] ASME Boilers & Pressure Vessel Code Proposals An overview was provided on the ASME BPV Code revisions: There were no addenda service in 2012 and the 2013 edition encompasses all revisions between the 2 year publication timeframe. Significant changes already been brought forward to the BPVTC s attention as the proposed changes were being discussed in the last two years, so the Council has been kept regularly informed. An overview was provided of the 5 primary types of changes as well as some of the major changes, many based on directives already issued by ABSA. 12 An overview was provided on a proposal incorporating overpressure protection by system design extension to air and steam services and the proposal was voted down. The Administrator recommended adoption of the 2013 ASME BPV Code. The Chair will circulate changes in other codes the will also need consideration. [Lade] The Chair reported on a recent incident that was deemed a maintenance issue that perhaps may require secondary restraints. It was reported that Becht Training will be providing a course on Section VIII, Division 2 in Edmonton. I. Technical Coordinating Committee Update There was nothing new to report as the next meeting is October 7, J.
