4 THE CORPORATION OF THE TOWNSHIP OF KING ACCESSIBILITY ADVISORY COMMITTEE MINUTES (DRAFT) WEDNESDAY, DECEMBER 10 TH, 2014 Township Accessibility Advisory Committee met at 1:30 p.m. in the Council Boardroom, Township of King Municipal Building, 2075 King Road, King City, with Bernie Moyle presiding. The following were present at this Meeting: Members Staff Beverley Barra-Berger Kathryn Smyth Township Clerk Merilena Carinci Diane Moratto - Admin. CALL TO ORDER Chair, Bernie Moyle called the meeting to order. A quorum was present. 2. INTRODUCTION OF ADDENDUM ITEMS There were no addendum items. 3. APPROVAL OF AGENDA A motion was made by B. Barra-Berger, seconded by M. Carinci and carried that the Agenda for the Accessibility Advisory Committee Meeting of December 10 th, 2014 be adopted. 4. DECLARATIONS OF PECUNIARY INTEREST None. AGENDA ITEMS Accessibility Advisory Committee Minutes Page Parks, Recreation and Culture Re: Keele Street Sidewalk Project Chris Fasciano, Director, Parks, Recreation and Culture provided an overview of the works that have been done to-date on the Keele Street and King Road intersection community improvement project. Mr. Fasciano commented on: current works that have been completed; the sidewalk replacement plan; types of materials being used; similarities to the York Region project proposed for the Highway 27 and King Road intersection upgrades in Nobleton for 2016; and next phase of project. Mr. Fasciano responded by questions. A Motion was made by Councillor Pabst, seconded by J. Schneider, that the presentation by Mr. Fasciano be received, and the following recommendations be approved, as follows: a) Ensure the paths of travel along all proposed sidewalks are barrier free; b) Ensure materials used for sidewalks are conducive for travel with walkers, scooters, wheelchairs, strollers, etc.; and c) That construction of sidewalk widths take in consideration types of persons and their equipment that will travel on them and the close proximity to the roadway. 5.2 Bernie and Karen Moyle Re: Neighbours Helping Neighbours Program Bernie and Karen Moyle provided an overview of the Neighbours Helping Neighbours Program they have established in their Residences of Spring Hill condominium building in King City. Bernie and Karen commented on: their philosophy; purpose of program; objectives; safety and security; social and ongoing communication; caring and helping each other; sharing of gifts and talents; working with the King Fire & EMS; and building amenities/programs available. They advised that approximately 70% of the building population is over the age of sixty (60) and is comprised of a number of women who live alone and persons with disabilities. Bernie and Karen responded to questions. Committee was very appreciative of the initiatives Mr. and Mrs. Moyle have taken in their residential building in establishing a social network of residents who are comfortable asking for and giving group support and assistance while contributing and sharing similar interests and goals. Committee hopes that other residents will hear of this program and initiative a similar program in their community. 6 Accessibility Advisory Committee Minutes Page 3 A motion was made by Councillor Pabst, seconded by M. Carinci, that the presentation by Bernie and Karen Moyle be received Projects - Fire Safety Planning Committee discussed going forward with a partnership between the AAC and the King Fire and Emergency Services Department for Committee was advised that two (2) members of the King Fire and Emergency Services Fire Prevention Division will be attending the Accessibility Advisory Committee meetings during the term. A motion was made by Councillor Pabst, seconded by J. Schneider and carried that the 2015 Projects update be received, and the Committee recommendations be approved, going forward for Accessibility Advisory Committee Meeting Dates Committee reviewed the meeting dates proposed for A motion was made by M. Carinci, seconded by J. Schneider and carried that the 2015 Accessibility Advisory Committee Meetings dates, be approved, as follows: DATE/TIME February 10, 1:00 p.m. March 10, 1:00 p.m. April 14, 1:00 p.m. May 12, 1:00 p.m. June 9, 1:00 p.m. September 8, 1:00 p.m. October 13, 1:00 p.m. November 10, 1:00 p.m. December 8, 1:00 p.m. TYPE OF MEETING 5.5 Accessibility Advisory Committee Recruitment Committee members were provided with a letter of appreciation from the Township for the volunteer service they had provided to the Township as Accessibility Advisory Committee members for the term. Kathryn Smyth, Township Clerk, advised that interviews for the Accessibility Advisory Committee recruitment will take place in early January A motion was made by J. Schneider, seconded by B. Barra-Berger and carried that the information provided to the Committee be received, and that should any member wish to reapply, will send the application form in to the Clerks Department by the December 12 th deadline. 6. ADOPTION OF MINUTES 6.1 Accessibility Advisory Committee Minutes (a) Minutes of the Accessibility Advisory Committee Meeting of November 4 th, 2014 A motion was made by Councillor Pabst, seconded by J. Schneider and carried that the Minutes of the Accessibility Advisory Committee Meeting of November 4 th, 2014 be adopted. 7. CORRESPONDENCE / INFORMATION ITEMS 7.1 Clerks Department Report CL Letter to Premier of Ontario Re: Resolution from the Town of Newmarket - Meeting Participation - Permit telephone or video conference participation by appointed AAC Members 7.2 AAC Letter to Chair of the Schomberg Village Association Re: Main Street Christmas A Motion was made by J. Schneider, seconded by M. Carinci and carried that all of the above correspondence be received as information. 8. NEW BUSINESS There was no new business. 9. 9 December 19, Burns Blvd, suite 227 King City, Ontario L7B 0B3 Mayor Steve Pellegrini 2075 King Road King City, Ontario L7B 1A1 Dear Mayor Pellegrini: Since moving back to King City in 2012, my spouse Karen Booth-Moyle and I have been involved with training some of the residents in our building in the use of Automatic External Defibrillators, CPR and first aid. Fire Chief Jim Wall and members of his staff have provided professional training in these areas for us on a number of occasions. The residents in our building have developed an ongoing and a very positive and beneficial relationship with Chief Wall and his staff. As a former firefighter I can assure you and the members of council that the residents of King Township have a fire service of which they can be very proud. I have also had the privilege of being the chairperson of the Accessibility Advisory Committee (AAC) for much of the last term. Working with a devoted and motivated group of volunteers who are strong advocates for persons with disabilities and Town staff who share the same values is very rewarding. In particular Diane Moratto and Kathryn Smyth have fostered a welcoming, friendly but very professional relationship with the members of the AAC and have contributed significantly to the committee achieving its goals. 10 THE CORPORATION OF THE TOWNSHIP OF KING MEM0RANDUM TO: FROM: RE: Paul Kulyk, Planner II Kathryn Smyth, Clerk Accessibility Advisory Committee Site Plan Approval Application File No.: SPD Block 10 on Plan 65M4163 (Part Lot 34, Conc. 8) 65 Dillane Drive, Schomberg Owner: Tal Kang Agent: Heather Sewell, IBI Group DATE: January 26, 2015 The AAC will not be meeting until February 10, 2015 but were forwarded the Site Plan Development Application, File #SPD for the subject property located at 65 Dillane Drive, Schomberg. On behalf of the AAC, I am forwarding the following comments for your consideration: In keeping with current Provincial Legislation, the Ontarians with Disabilities Act, 2001 (ODA) and the Accessibility for Ontarians with Disabilities Act, 2005 (AODA) that requires all of Ontario be accessible to everyone by 2025, Committee suggests that the applicant ensure the proposed service station, car wash facility, storage building, convenience store and McDonalds Restaurant are made completely accessible as the facility is used for the public, and asks that the applicant provide a summary in writing to the Committee showing what is being done to ensure the buildings will be accessible, as the plans did not reflect any such detail other than accessible parking. Committee also provides the following accessible comments: Ensure that the exterior lighting is appropriate Ensure property address is clearly visible for emergency services Ensure that the bus drop off on the north side of property has drop-off access close to main accessible entrance, sidewalk constructed of suitable materials and barrier free ramp for safety Ensure pedestrian crossing markings are placed on asphalt in front of the accessible parking spaces to allow for pedestrians to cross from the accessible parking spaces to the barrier free curb ramp for safety reasons Ensure accessible signage has been placed inside and outside of the facility Pathways and landscape hard surface areas to be constructed of materials suitable for wheelchairs, walkers and strollers best suggestion patterned concrete - avoid use of interlocking or stone materials Consider recessed curbs to get to sidewalks, ramps at each end of curbs Consider additional accessible parking spaces to accommodate seniors as there are a number of seniors living in the area Memorandum to Planning Department Page 10 of 11

11 2 Any additional parking spaces retain the 6m parking space (5.5m is too small for todays accessible vehicles) Ensure that accessible parking spaces are always maintained and free of debris and snow and are properly identified with signage Ensure accessible parking spaces have curb cuts Ensure there are no barriers such as trees, flower pots, advertising signage, etc. blocking the pedestrian access (sidewalks) Automatic door openers on all doors with widths to accommodate a wheelchair, scooter or stroller/carriage Ensure no lips on thresholds of all exterior door entrances that will prohibit access by wheelchairs, scooters, etc. If individual interior doors are heavy, assistive opening devices should be installed Lever handles to be used on all other door types Doors, hallways and aisles to be wide enough to accommodate wheelchairs, walkers, scooters Ensure non-slip flooring throughout the public areas Ensure smoke alarms and carbon monoxide detectors are installed in all rooms with built in visual/audio units for staff or public with a disability Ensure that all washrooms will be fully accessible. Consider making unisex accessible washroom for visitors and staff ensuring accessible features such as lever handled taps, lowered mirrors, space for wheelchairs to maneuver, infant change table, etc. are taken into consideration Ensure there is adequate seating for persons with disabilities Ensure kitchen area is accessible; sink, taps, counter area, cupboards Ensure kitchen area has an accessible escape route and exit signs clearly marked Ensure both indoor and outdoor common areas are accessible; seating available for a wheelchair, turning space, ramp in/out Ensure all staff areas (lunchrooms, lockers, etc.) are accessible Consider accessibility where possible at the gas station site The AAC requested that the AAC Checklist to Barrier Free King pamphlet be provided together with the above comments.
